• Near AL Hasakah, six strikes struck two separate ISIL tactical units and an ISIL crude oil collection point and destroyed an ISIL excavator, an ISIL building, and an ISIL vehicle.

‘On Thursday 1 October, an RAF Reaper remotely piloted aircraft patrolled ahead of Kurdish peshmerga as they conducted their latest offensive against the ISIL terror network in northern Iraq. The Reaper’s crew identified a team of armed terrorists moving on foot and successfully engaged them with a Hellfire missile. The Reaper then provided support to a coalition air strike on an ISIL facility, where car-bombs were being assembled; our aircraft used its sensors to sweep the surrounding area, ensuring there was no risk to civilians, before the air strike went ahead and destroyed the target.’

Summary for week ending October 1st 2015
[Seven new strikes ‘led to the destruction of 24 targets in Iraq’s Mosul and Ramadi, and Deir Ez Zawr in Syria.’]
‘La situation sécuritaire au Levant n’a pas connu d’évolution significative cette semaine. En Irak, la coalition concentre ses efforts sur trois zones, où Daechmène des actions de harcèlement et des attaques ciblées : Baïji, Ramadi et Fallouja.

En Syrie, où Daech tente toujours d’obtenir des gains territoriaux, la semaine a été marquée par la réalisation d’une première frappe française au Sud de la ville de Deir Ez Zor. Elle a été réalisée sur la base des éléments recueillis par les missions ISR conduites depuis le 8 septembre 2015.
Le 24 septembre 2015, la Frégate anti-aérienne (FAA) Cassard a rejoint le groupe aéronaval américain- Carrier Strike Group 12 (CSG12) – constitué autour du porte-avions USS Theodore Roosevelt. Ce faisant, il rejoint les forces françaises engagées au Levant. Sa mission consiste à prendre le commandement d’une zone de défense aérienne, au profit du Centre de coordination des opérations aériennes (CAOC) d’Al Udeid, situé au Qatar. En parallèle, il participe en tant qu’escorteur à la protection du porte-avions américain.
Cette semaine, 19 missions aériennes ont été effectuées par la force Chammal au-dessus de l’Irak et au-dessus des zones contrôlées par Daech en Syrie, dont 7 missions de renseignement. Sept frappes ont été réalisées, conduisant à la destruction de 24 objectifs dans les régions irakiennes de Mossoul et Ramadi, et à Deir Ez Zawr en Syrie.’

‘Falkens sidste mission i Irak
Natten mellem tirsdag og onsdag lettede de danske F-16 kampfly fra basen i Kuwait. Missionen blev den sidste af i alt 547 under den nuværende udsendelse. Fra i dag har Danmark ikke længere F-16 indsat i den samlede koalition mod ISIL.

Kl. 09.00 onsdag morgen landede de danske F-16 kampfly på basen. Siden første mission den 16. oktober 2014 har det danske bidrag i alt fløjet 547 missioner og anvendt 503 præcisionsbomber under denne udsendelse. Kampflybidraget pakker nu sammen for at vende tilbage til Danmark for at restituere, så de er klar til fremtidige missioner.
De danske fly har været indsat i luftoperationer inden for irakisk territorium og har deltaget i såvel informationsindhentning som offensive luftoperationer. Chefen for det danske F-16 bidrag Hold 7 er ikke i tvivl om, at indsatsen har været en vigtig del af den samlede koalition mod ISIL.
– Hvis nu koalitionen ikke havde deltaget med luftstøtte til at holde ISIL tilbage, så ville billedet i dag have set markant anderledes ud. Det kan godt være, at fronterne på kortet ikke har flyttet sig så meget. Men hvis ikke man havde fået luftstøtten, tror jeg, at ISIL i dag ville have haft et større terræn, siger GUS, pilot og chef for det danske F-16 detachement Hold 7.
Alt skal væk
De kommende fire til seks uger skal alt pakkes ned og sendes hjem.
– Selvom vi nu skal pakke alt ned, har jeg sørget for, at jeg selv og mine folk har haft 100 procent fokus på den operative opgaveløsning helt op til sidste mission, som vi fløj i går. Vi kan derfor nu fokusere mere på at få gjort flyene klar til hjemturen og få pakket alt materiel i kasser, siger GUS
Når flyene er sendt hjem, sendes også hovedstyrken hjem. Derefter pakkes alt IT-udstyr ned sammen med kontorfaciliteter.
– Vi ser nu på materiellister og vurderer, hvad der skal hjem og i hvilken rækkefølge. Hjemsendelsen af materiel sker efter prioritet. Gods, som benyttes til operationer i Danmark, sendes med militære transportfly, mens resten sendes med civil lufttransport eller med skibe. Det er ikke den letteste måde, men det er den billigste, siger Jeppe, der er major og har det logistiske ansvar i missionen.
Når de sidste danskere har forladt basen, er det op til koalitionspartnerne at vurdere, hvem der skal overtage pladsen på basen – og den er eftertragtet, eftersom danskerne var nogle af de første, der deltog med kampfly i koalitionens operation og derfor har fået den bedste plads på basen.
Fakta:
Det danske F-16 bidrag til Operation Inherent Resolve består af syv fly og op til 140 mand. Det omfatter også forbindelses- og stabsofficerer ved relevante hovedkvarterer.
Udover F-16 bidrager Danmark også med et 120 mand stort bidrag fra Hæren, som skal uddanne og vejlede de irakiske sikkerhedsstyrker i bl.a. skydning, førstehjælp, føring og stabsarbejde.’

‘On 2 October 2015, while taking part in coalition operations in support of Iraqi security forces, two CF-18 Hornets successfully struck two ISIS fighting positions in the vicinity of Sinjar using precision guided munitions.’

‘The following day [October 2nd 2015], Tornado GR4s from RAF Akrotiri also provided close air support to the peshmerga, south-west of Kirkuk. ISIL extremists were spotted and were struck by a Paveway IV guided bomb.
Meanwhile, further south and west, a Reaper provided surveillance support to a coalition air strike on an ISIL-held building, then used one of its Hellfires to destroy an armoured truck.
The Reaper then provided targeting support to another coalition aircraft as it engaged a terrorist heavy machine-gun concealed under trees.

‘Ikke noget der tyder på civile tab ved dansk F-16-angreb i Irak

Der er ikke noget, der tyder på, at Forsvaret har været skyld i civile tab under et F-16-angreb i Irak den 30. august i år.
– Jeg er selvfølgelig tilfreds med, at koalitionens undersøgelse konkluderer, at der ikke er noget, der tyder på, at der har været tale om civile tab, men at der var tale om personer, som var i gang med at udføre en fjendtlig handling på landjorden, siger chefen for Operationsstaben i Værnsfælles Forsvarskommando, generalmajor Flemming Lentfer.
Forsvaret offentliggjorde den 3. september 2015, at de danske F-16-fly, der er indsat i kampen mod ISIL, under et angreb mod godkendte mål den 30. august, muligvis havde forårsaget civile tab. Vurderingen var baseret på videomateriale fra de danske F-16-fly.
I visse dele af videomaterialet, der viser fire personer og et køretøj, bliver der foretaget handlinger, som kan opfattes som ikke værende åbenlyst fjendtlige. Den danske styrke videreformidlede denne vurdering til koalitionens lufthovedkvarter, der igangsatte en undersøgelse af hændelsen. Denne undersøgelse er nu afsluttet.
Vigtigt, at mistanker om civile tab undersøges
Så snart der opstod mistanke om, at de danske F-16-flys angreb kunne have medført civile tab, gik Forsvaret til koalitionen for at få sat en undersøgelse af angrebet i gang.
– Det er klart, at så snart der opstår mistanke om, at et angreb kan have været skyld i civile tab, så ønsker Forsvaret at få det undersøgt grundigt. Det gør vi for at sikre, at de grundige processer, som både vi og koalitionen har før, under og efter et angreb virker efter hensigten og medvirker til at minimere utilsigtede følgevirkninger, herunder civile tab, siger generalmajor Flemming Lentfer.
Koalitionen har i forbindelse med undersøgelsen gennemgået alt tilgængeligt materiale fra angrebet. Det drejer sig blandt andet om de to danske F-16-flys fulde videomateriale fra selve angrebet, piloternes egne observationer samt en række andre efterretningsoplysninger.
Og koalitionens konklusion er klar. Der er med overvejende sandsynlighed ikke tale om civile tab. Koalitionen peger i deres undersøgelse på, at de fire personer var i gang med at placere vejsidebomber.
– Vi har fra dansk side yderligere gennemgået alt materiale og koalitionens konklusioner. Den danske gennemgang af materialet er blevet udført under min ledelse med personel med chef- og militær juridisk erfaring fra blandt andet den danske Mission Target Approvel Authority, som indgår i luftoperationscenteret i Qatar, en uddannet billedanalytiker, der selv tidligere har været udsendt med bidraget samt en F-16-pilot, der ikke har været personligt involveret i den undersøgte mission, siger generalmajoren.
Den endelige danske vurdering er således baseret på en grundig og fagligt velfunderet evaluering foretaget af både kompetent og uvildigt personel.
– Vores tvivl er nu fjernet på baggrund af koalitionens resultat og vores gennemgang af materialet. Det viser med overvejende sandsynlighed, at der var tale om fjendtlige mål. Det er vi tilfredse med, siger Flemming Lentfer.
Koalitionen har ikke efterfølgende modtaget henvendelser om civile tab fra lokalbefolkningen i det område, hvor angrebet skete.
Fakta om angrebet
Selve angrebet blev indledt efter ønske fra koalitionens hovedkvarter og blev godkendt af militære repræsentanter for den irakiske regering samt det danske Red Card Holder-team, inden det blev sat i gang.
Under angrebet rammes tre af de fire personer samt køretøjet. Den fjerde person havde kort forinden forladt området.
Under angrebet blev der anvendt to bomber af typen GBU12.’

‘Midden-Oosten
De Nederlandse F-16’s in het Midden-Oosten voerden ruim 10 missies uit. Zij zetten wapens in tegen voertuigen, gebouwen en vuurposities van ISIS-strijders.

Afgelopen week startte de Infantry Battle Course in de omgeving van Erbil. In Bagdad begon de sniper- en de Medic-opleiding.Afgelopen week zijn in Bagdad de certificaten uitgereikt aan de geslaagde leerlingen van de Commando Instructor Course. Tijdens de 8-weekse opleiding doorliepen de leerlingen 3 modules met succes. De eerste module stond in het teken van verdieping van de individuele militaire vaardigheden. In de tweede werden instructeursvaardigheden en –methodieken aangereikt die terugkomen in de Commando Course. De laatste bestond uit “training on the job”. De nieuwe instructeurs leiden de rekruten van de volgende Commando Course op. De instructeurs van de coalitielanden begeleiden alleen de opleiding.’

‘La situation sécuritaire en Irak n’a pas connu d’évolution significative.Daech reste en position défensive dans les zones de Baiji et de Ramadi où se porte l’effort des forces de sécurité irakiennes.
Le début de la semaine a été marqué par le deuxième raid conduit par les forces françaises contre les positions de Daech en Syrie. Dans la nuit du 8 au 9 octobre 2015, 2 Rafale de l’armée de l’air ont frappé un centre d’entraînement de Daech à proximité de Raqqah.
La force Chammal a maintenu un rythme opérationnel soutenu avec 27 missions aériennes réalisées. Les équipages ont poursuivi les missions ISR au-dessus des espaces contrôlés par Daech en Irak comme en Syrie, ainsi que les opérations de ravitaillement en vol. La force Chammal a frappé en Irak des objectifs convoités par Daech, dans les régions de Sindjar, Mossoul et Kirkouk. ‘Coalition aircraft struck elements of the Qayyarah Oil Refinery in Iraq just after midnight Oct. 16 local time, as part of the Coalition’s effort to disrupt Daesh, the Arabic acronym for ISIL, financing from illegally-gained oil revenue. This strike was conducted in coordination with and in support of the Government of Iraq.
The Qayyarah Oil Refinery was used by Daesh to produce oil for the black market to fund their terrorist activities. This site was also used to store weapons and as a base of operations to facilitate attacks in the area.
“The Coalition recognizes that a significant portion of Daesh’s financing results from illicit oil revenues,” said Col. Christopher Garver, Public Affairs Officer for CJTF-OIR. “This airstrike is aimed at reducing Daesh’s ability to fund their terrorist activities with oil stolen from the people of Iraq. It also demonstrates the Coalition’s commitment to attack Daesh across all aspects in order to dismantle and ultimately defeat Daesh.”
Coalition forces use deliberate targeting and precision airstrikes to disrupt Daesh’s ability to generate revenue through illicit oil smuggling.
Coalition airstrikes will continue to target Daesh’s leadership, revenue sources, supply routes, command facilities, and weapons caches to dismantle their operations in Iraq and Syria.’

‘En Irak, la semaine a été marquée par la poursuite des opérations visant à juguler Daech et restreindre les mouvements des combattants terroristes. Cette semaine, les FSI ont débuté la reprise de Bayji et de la raffinerie voisine – sites stratégiques tenus jusqu’ici par Daech.
Cette offensive est largement appuyée par les moyens de la coalition. Depuis plusieurs semaines, les opérations aériennes (ISR et reconnaissances armées) se concentrent sur la région de Bayji. ‘On Saturday 24 October, another Reaper worked closely with coalition jets to carry out a series of precision attacks on terrorist positions. The Reaper identified two terrorist sniper positions, which were struck by guided bombs from a coalition aircraft. Advancing Iraqi troops then came into close combat with a group of terrorists; the Reaper maintained close observation on the firefight, and was able to eliminate one terrorist team, without endangering the Iraqi soldiers, using a Hellfire missile.
When the terrorists retreated to positions in a trench and a culvert, the Reaper provided surveillance support to a coalition air strike which destroyed the trench, and conducted a second Hellfire strike itself on the extremists.’

‘Tornado GR4s from RAF Akrotiri, supported by a Voyager air-to-air refuelling tanker, provided close air support to Iraqi troops operating near Bayji on Thursday 29 October. A number of ISIL terrorists were observed manoeuvring towards an Iraqi position, and our aircraft successfully attacked three groups with Paveway IV guided bombs.
Later that day, another GR4 flight conducted a strike on a fortified terrorist position near Tal Afar in the north-west of the country, hitting three targets with Paveways.’

‘Au Levant, la situation est surtout marquée par une évolution des lignes de fronts en Irak, principalement dans la zone nord du pays (région Sinjar – Mossoul – Kirkouk) ou Daech semble adoptée une posture défensive. A Baïdji, les Forces de sécurité irakiennes (FSI) reprennent peu à peu le contrôle de la ville. Dans la vallée de l’Euphrate, à l’ouest de Bagdad, la tension entre FSI et Daech reste toujours aussi forte autour de la ville de Ramadi. Dans ce contexte, la coalition poursuit son appui aérien au profit des FSI partout où leurs éléments sont au contact de Daech.
Depuis le 15 octobre 2015, la composante aérienne de la force Chammal a ainsi conduit 42 nouvelles missions, dont 14 missions de renseignement parmi lesquelles 9 au-dessus des zones contrôlées par Daech en Syrie. À Bagdad et Erbil, les militaires français restent par ailleurs engagés dans la formation des FSI, en particulier celle de l’état-major de la 6edivision d’infanterie (DAA6 de Bagdad), ainsi que celle des soldats irakiens de l’Iraki Counter Terrorism Service (ICTS). Two Paveways successfully disrupted an attempted terrorist attack on an Iraqi unit. The ISIL terrorists then opened fire on the Iraqis with two light anti-aircraft cannons. Despite difficult weather conditions, the highly capable GR4s were able to target the gun positions using a second pair of Paveway IVs, and both terrorist guns were knocked out and the threat to them removed.’
