In the course of the last three days, aircraft of the Russian air group in the Syrian Arab Republic have performed 137 combat sorties engaging 448 terrorist objects in the Aleppo, Damascus, Idlib, Lattakia, Raqqah, Hama and Homs provinces.
Listed are all known reports – via generally credible sources unless otherwise indicated – of non-combatant deaths allegedly caused by Russian aircraft in Syria for November 2015. We include locations, dates and reported casualty numbers, as well as the names of victims where known. Also cross-referenced are any known airstrikes in the vicinity – and any Russian response to a reported incident. We explain our grading system here. Please note that some photos are masked because of their graphic content. Masks will disappear when your cursor is placed over them.
This Russian dataset is part of our broader analysis of international airstrikes in both Iraq and Syria, and their effects on non-combatants. Also see our reports on alleged casualties by the US-led Coalition for 2016, for 2015 and for 2014.

Summary: One nine-year-old girl was killed in an airstrike on Khan Sheikhoun – though reports were conflicted as to whether the attack was the work of Russia or the Assad regime.
The Syrian Network for Human Rights reported that regime warplanes were responsible, but the VDC – who named the girl as Shatha Dawood – said she was killed by Russian strikes. Most other sources also blamed Russia.

Summary: News media and casualty recorders reported that between 25 and 26 civilians were killed including eight children and seven women – and more than a dozen injured – in airstrikes targeting a market where people were queuing to buy heating fuel.
It remains unclear whether the Assad regime or Russian forces were responsible for the attack.
According to The White Helmets – which came to the aid of casualties – there were three raids, with more than one missile strike. Both The White Helmets and Shaam News Network reported that at least 10 non-combatants were killed as a result of Russian strikes and predicted that the death toll would rise. Severe damage was caused by fires in several shops.
The Syrian Network for Human Rights said the death toll rose to 26 and initially blamed the regime. However following an investigation it declared that Russia was responsible. Radio Al Kul said the city had come under attack from both Russian airstrikes and “regime bombing with rockets and heavy artillery.” But the oppostion station insisted the attack on the market was the work of Russian aircraft.

November 11th-12th 2015: (R125) بينين Benin, Mount al Zawia, Idlib governorate, Syria
Summary: Up to four non-combatants, including two children, were killed and 10 injured in alleged Russian night time airstrikes on Benin.
The Syrian Network for Human Rights stated that phosphorous weapons may have been used in two strikes, which burned 500m of agricultural land. Additional strikes then targeted an olive pressing facility and a bakery in Bayneen. Nine civilian cars were also allegedly burnt out, and six others damaged.
One of the founders of the Human Rights Office for Violations Documentation in Idlib province, lawyer Adnan Zurayk Abu Rawad, was killed. Mr Abu Rawad’s son Obada Adnan Omer Zraik and one of his nephews Layth Mosleh Zraiq also died, despite receiving treatment for their injuries at a field hospital.
Shaam News Network reported that Abu Rawwad “devoted all his time to collecting and documenting violations by the Assad regime and his security forces.”
An activist from Al Zawiya mountain added: “Abu Rawwad was a beacon of light who worked day and night documenting the regime’s violations and visiting with us on a daily basis in our office… He often couldn’t afford the fuel for his motorcycle and he had a poor family with several children… But this did not prevent him from working even for one moment thanks to his morals and his love for the revolution and the revolutionaries.”
The Syrian Network said this was the first time it had documented the alleged use of phosphorous bombs by Russian forces. Upon analysing the remnants of shells, it believed white phosphorous was used. According to the Network, no non-combatants were reported injured due to the use of phosphorous bombs, but three were killed as a result of the subsequent shelling of the olive pressing facility and the bakery.
Khaled Nour, a local resident and eyewitnesses told SN4HR: “The warplanes launched two airstrikes on Bayneen town. The rocket exploded in the air and I saw a group of fireballs. When it reached the ground, it caused a great fire. Then the Russian warplanes conducted another airstrike on a nearby region with four vacuum rockets which destroyed the olive presser and the bakery. The shelling injured dozens of individuals. We did not hear the sound of the rocket that dropped the phosphorus bombs but we heard the sound of the warplane and we saw the fireballs and very thick white smoke.”
Moustafa Ghareeb, a local activist who examined the shelled region told SN4HR: “I went to the first location and saw remnants from phosphorous shelling spread over a wide area. Almost 500 meters of agricultural lands were burned as well. The bombs left remnants of molten iron which became watery fluid due to the heat as well as the black viscous substance that smelled like sewage water. The residents in the region told me that a rocket targeted the olive presser where 15 cars were present next to it; all of which belonged to civilians since we are harvesting olives these days.
Then the warplanes targeted the people who escaped the shelling on the olive presser and it shelled the square where the cars had been parked. A few minutes later, it targeted a bakery with three rockets. I saw great and massive destruction to the oil presser, the bakery and the flour storage house. In addition to the human casualties, the shelling damaged the olive crops which the residents rely on to earn a living. I believe that Russian reconnaissance planes monitored car movements to and from the olive presser which made it a target for the warplanes. Russian warplanes not only kill us, they destroy our crops and livelihoods.”
Mohamad Thakara, head of a local civil defence team which went to the shelling location, told the Network: “When we arrived there, the grove was burning and we put [the fire] down. We also collected bomb remnants… Later, Russian warplanes targeted the region with rockets thought to be vacuum rockets and targeted the olive presser, the nearby square and the bakery. We pulled out victims’ bodies from under the rubble and transported injured people. During that time we were shelled again and two members of our team were injured, and our ambulance was damaged. I took my teammates, the rest of the injured people and the victims to the hospital. The shelling caused great destruction to the agricultural lands and civilians’ cars. The Russian warplanes conducted more than 9 airstrikes on a purely civilian region. They did not only target civilians but civil defense members as well”
Smart News published a video showing the alleged bombing, which it claimed killed four civilians, and injured 10.

November 25th 2015: (R165) جسر الشغور Jisr al Shughour, Idlib governorate, Syria
Summary: One to three civilians were reported killed and several others injured (“most of them women and children”) in an alleged Russian air raid with vacuum missiles on the town of Jisr al Shughour, according to Radio Alkul. The local media organisation additionally reported that “The town was also struck by more than 50 rockets from Joreen camp [regime-controlled] which led to the death of one man and one woman.”
Abd al Halim is named by SHRC as a victim of a Russian strike. It also names four additional civilians killed by the regime.
The VDC also lists Abdulhaleem Mohammd Suliman as having been killed in the town, but blames “regime air forces’ shelling of Rabea Adawiye school.” Syria Net instead blamed the school attack on Russia, saying it killed one person and injured eight.
All4Syria blamed both the regime and Russia, noting: “Field sources reported that Russian aircraft flew over the countryside of Idlib in flocks, and carried out raids on the city targeting one of the city’s mosques and Rabea school, nearby houses and the city center, killing three civilians including Abdel Halim Mohamed Sulaiman (44 years old.) Also wounded were more than a dozen civilians, including two women and three children in the school. This was followed a few hours later by regime forces stationed in the Goren camp in Hama targeting most of the city’s neighborhoods. This killed two civilians and wounded others. November 25th 2015: (R166) أعزاز Azaz, Aleppo governorate, Syria
Summary: Eight non-combatants including a child were reported killed after Russian warplanes targeted trucks in the town of Azaz.
Russian planes launched several rockets on a civilian area, hitting freight trucks 2km from Bab Al Salameh on the Syrian-Turkish border. The Syrian Network said the vehicles specialised in transporting foodstuff to and from the crossing, and that no less than eight freight cars were destroyed.
Majed Al Halabi, a local media activist in Izaz, gave SN4HR his testimony: “The Russian warplane hovered around next to Bab Al Salama crossing point then it fired two vacuum rockets on the gathering of freight vehicles. I knew that the shelling was Russian due to the FSA observatories that pick up signals between a warplane and the military base. The shelling ignited a fire in the freight cars that gathered on the north-western side of the city. The civil defense teams arrived and pulled out the victims’ bodies from under the rubble and transported them to Ezzaz National Hospital. The critical cases were transported to Turkey’s hospitals.”
Three victims were named by SN4HR as:
Mohamad Abdul Ghani Darwish – 40 years old from Al Raqqa
Houssien Hassan Al Khalif – 15 years old from Al Raqqa
Shadi Khaled Suliman – 34 years old from Hama
In addition VDC has named the following fatalities, all adult males:
Yehya Mohammad Dibo
Mohammad Abdullah Shihada
Saeid Younes
Mohammad Abd al-Hamid Shihada
Ammar al-Mosa
Russia has accepted responsibility for the attack though not the civilian casualties: “Messages of some foreign media concerning the alleged engagement of a column of trucks of a “humanitarian convoy” from Turkey near the border-crossing point Bab Al-Salam by the Russian aircraft are also nothing but stovepiping. It is to be stressed that the photos and videos published in the Internet:
* first, do not show any craters of exploded munitions;
* second, do not feature any fragmentations, which could damage all the trucks, as a result of strikes.
* finally, there are no remains of the mere munitions.
That is why they are advised not to pose convoys with ammunition for militants active to the north of Aleppo as “humanitarian help”. By the way, the Turkish party had not given any notice concerning delivering of any humanitarian convoy in this area. Aside from the fact that any humanitarian convoy is specially marked.”
As an Al Jazeera reporter on the scene noted, Russia’s attack may have had a political motive: “The raid focused on the industrial area which according to the civil defence we spoke to earlier, has led to critical injuries and the destruction of several trucks that were here. This is the first time that the border area has been targeted and it has come after Turkey downed a Russian plane in the Lattakia countryside yesterday.”

Smart News alleged a ‘double tap’ strike, citing eyewitness Malek Sourani: “After the first raid we went to the place of the rocket to see whether we could help the injured – so a number of civilians and civil defense had gathered. The warplanes returned and repeated their attack which has led to the occurrence of a large number of martyrs and wounded.”

November 29th 2015: (R181c) أريحا Ariha, Idlib governorate, Syria
Summary: At least 37 civilians, including four children, were reported killed – and more than 72 others injured – in an alleged Russian airstrike on the market in the center of Ariha, according to multiple reports. Amnesty International placed the death toll at 49 following an investigation.
The Syrian Network for Human Rights reported that Russian warplanes launched three rockets on the market, destroying more than 20 shops and 25 cars. It noted that vital facilities were targeted, and after conducting interviews with witnesses stated that: “Through careful examination of the photo and video evidence we concluded that the airstrikes have targeted a purely civilian marketplace void of any military or weapons depots neither during nor before the attack.”
Mohamad Jattal, a media activist from Ariha was near the market and went directly to the shelling location. He told SN4HR: “The Russian warplanes launched three rockets that fell on the market. One hit a civilian gathering which turned them to body parts. We still cannot identify the victims. The rockets, possibly vaccuum missiles, caused huge damage. The attack destroyed what was left of the market where 20 shops were almost completely destroyed. Most of the victims were vendors who sold their products in the market. Since the Russian warplanes started their airstrikes, the city became free of any presence of the [rebel] Al Fateh Army, so as to protect residents from the shelling. However, it seems that Russia considers civilians a target.”
Relief aid activist Omar Rihawi also described the scene for the Syrian Network: “Civil Defense teams arrived and pulled dead bodies from under the rubble and took the injured to medical points. However, the medical points could not receive all the injured people at once due to the lack of medical supplies. Russian and Syrian regime warplanes have both targeted this market.”
Mohamad Ameen, a media activist and photographer who was near the shelling location, added: “I went to the market a few minutes after the shelling and the scene was horrific. Blood, bodies and body parts were scattered all around the market. I saw a woman sitting next to her husband and childrens’ dead bodies. She was sobbing and calling to them. It was devastating. The number of the injured individuals reached more than 70 and we do not have the proper medical equipment to deal with this number of injuries.”
The dead have been named by the Syrian Network as:

Mohamad Arab Hindawi from Khan Shaykoun
