The Minister of Cooperation, Labor and Social Welfare said: “I offer my condolences to the great nation of Iran, the Leader of the Revolution and the grieving families for the cowardly, cowardly and illegal attack by the Zionist regime on the soil of our beloved homeland, which led to the martyrdom of a group of proud Iranian generals, valuable nuclear scientists and a group of innocent Iranian people.”
According to ISNA, Ahmad Midari added: “This blatant aggression is not only an attack on the lives of defenseless people, but also an attack on the territorial integrity and national sovereignty of the Islamic Republic of Iran.” He emphasized: “Among these criminal acts, the attack on the Qasr-e-Shirin County Welfare Office building, which is a haven for supporting vulnerable segments of society, is a double disaster and an extremely heinous act that violates all humanitarian and international standards.” He continued: "With great sadness, I offer my condolences on the martyrdom of our esteemed colleague Faramarz Hazrati, and I extend my sincere condolences to his family, our hardworking colleagues in the Welfare Organization, and the honorable people of Iran, and I wish a speedy recovery to our injured colleague "Kyomars Sadeghi." Emphasizing that according to the indisputable principles of international humanitarian law, including the Fourth Geneva Convention (1949) and the First Additional Protocol (1977), attacks on civilian areas and those providing humanitarian services, including social service centers such as welfare offices, are expressly prohibited and considered a war crime, he stated: According to Article 18 of the Fourth Convention: "Civilian areas performing humanitarian functions such as treatment, care for children, the elderly, or the sick shall not be attacked unless they are used for military purposes." He added: "There was no military objective in the attack on the Qasr-e-Shirin welfare building, and this attack is a clear example of a gross violation of international law and a direct attack on Iranian civil society. While officially and seriously protesting this inhumane act, we announce that we will use all legal and diplomatic capacities to pursue this crime through international institutions such as the UN Human Rights Council and the International Criminal Court (ICC). The Minister of Labor and Welfare concluded by stating: "The Iranian nation and sovereignty will not be weakened by such actions, but will insist with greater firmness on humane principles, national independence, and support for its people."

وزیر تعاون، کار و رفاه اجتماعی گفت: حمله‌ی ناجوانمردانه، بزدلانه و غیرقانونی رژیم صهیونیستی به خاک میهن عزیزمان را که منجر به شهادت جمعی از سرداران سرافراز ایران و دانشمندان گرانقدر هسته‌ای و جمعی از مردم بی‌گناه ایران عزیز شد، به ملت بزرگ ایران، رهبر انقلاب و خانواده‌های داغدار تسلیت می‌گویم.
به گزارش ایسنا، احمد میدری افزود: این تجاوز آشکار، نه تنها تعرض به جان انسان‌های بی‌دفاع، بلکه تعرضی به تمامیت ارضی و حاکمیت ملی جمهوری اسلامی ایران است. وی تاکید کرد: در میان این اقدامات جنایت‌بار، حمله به ساختمان اداره بهزیستی شهرستان قصرشیرین، که مأمنی برای حمایت از اقشار آسیب‌پذیر جامعه است، فاجعه‌ای مضاعف و اقدامی به‌غایت شنیع و خلاف تمام موازین انسانی و بین‌المللی است. وی ادامه داد: با اندوه فراوان شهادت همکار گرامی‌مان فرامرز حضرتی را تسلیت می‌گویم و به خانواده‌ ایشان، همکاران پرتلاش‌مان در سازمان بهزیستی، و عموم مردم شریف ایران، صمیمانه تسلیت عرض می‌کنم و  برای همکار مجروح‌مان "کیومرث صادقی" آرزوی شفای عاجل دارم. وی با تاکید بر اینکه بنا بر اصول مسلم حقوق بین‌الملل بشردوستانه، از جمله کنوانسیون چهارم ژنو (۱۹۴۹) و پروتکل الحاقی اول (۱۹۷۷)، حمله به اماکن غیرنظامی و ارائه‌دهنده خدمات بشردوستانه، از جمله مراکز خدمات اجتماعی نظیر اداره‌های بهزیستی، به صراحت ممنوع و جنایت جنگی تلقی می‌شود اظهار کرد: بر اساس ماده ۱۸ کنوانسیون چهارم: «اماکن غیرنظامی که وظایف بشردوستانه مانند درمان، مراقبت از کودکان، سالمندان یا بیماران را انجام می‌دهند، نباید مورد حمله قرار گیرند مگر آنکه برای مقاصد نظامی استفاده شوند.» وی افزود: در حمله به ساختمان بهزیستی قصرشیرین، هیچ هدف نظامی وجود نداشته و این حمله، مصداق بارز نقض فاحش قوانین بین‌المللی و حمله مستقیم به جامعه‌ی مدنی ایران است. ما ضمن اعتراض رسمی و جدی به این اقدام ضدبشری، اعلام می‌کنیم که از تمامی ظرفیت‌های حقوقی و دیپلماتیک برای پیگیری این جنایت از طریق نهادهای بین‌المللی همچون شورای حقوق بشر سازمان ملل و دیوان بین‌المللی کیفری (ICC) بهره خواهیم گرفت. وزیر کار و رفاه در پایان بیان کرد: ملت و حاکمیت ایران در برابر این‌گونه اقدامات نه تنها تضعیف نخواهد شد، بلکه با صلابت بیشتر، بر اصول انسانی، استقلال ملی و حمایت از مردمان خود پافشاری خواهد کرد.
