The target of the #Atmeh operation was named Salah Numan al-Jubouri, an Iraqi national from Salah al-Din Governorate and a senior leader in the Islamic State. He comes from a family affiliated with the organization.

Salah is the brother of the Islamic State's governor of Iraq, Mu'taz Numan Abd Nayef Najm al-Jubouri, nicknamed "Haji Taysir," who was killed in a coalition airstrike in May 2020 in Deir ez-Zor. Salah Numan was one of the most wanted men for his involvement in activating and directing ISIS cells inside #Syria. The operation resulted in the death of Salah Numan without any other casualties. Based on information from the Iraqi Counter-Terrorism Service and in cooperation with Hayat Tahrir al-Sham's intelligence apparatus and the Idlib Public Security Forces, the site was cordoned off, and civilians were warned to remain indoors until the security operations were completed.
