This is Dhiaa Zoba’a Musleh al-Hardani, who was killed this morning in Syria. He was the governor of the so-called Euphrates Province in 2016. Iraqi forces announced they targeted him in an airstrike in al-Qaim, but he reportedly survived and fled to Sulaymaniyah Governorate, then to Turkey, before settling in Aleppo Governorate, Syria, in 2023-2024.
