The Human Rights Headquarters of the Islamic Republic of Iran, in a statement, condemned the brutal attacks by Israel and the United States on civilian centers and locations, including the targeting of workers on a civilian project in Qasr-e Shirin.
In particular, the attack on workers engaged in a civilian project in Qasr-e Shirin, which resulted in the martyrdom and injury of many of them, is a clear example of a gross violation of human rights obligations and fundamental humanitarian law. These crimes, within the framework of international rules, are a clear violation of the principle of distinction, which requires parties to distinguish between military objectives and civilian persons or areas. Furthermore, the precautionary principle, which calls on parties to take necessary measures to avoid or minimize civilian casualties, has been clearly ignored by the aggressors. Such crimes challenge adherence to the requirements of humanitarian law and human and moral values, and highlight the responsibility of the international community to pursue and hold accountable the perpetrators of such crimes.

به طور مشخص، حمله به کارگران مشغول در یک پروژه غیرنظامی در قصر شیرین، که منجر به شهادت و مجروحیت جمعی از آنان گردید، نمونه‌ای بارز از نقض فاحش تعهدات حقوق بشری و بنیادین حقوق بشردوستانه است.این جنایات، در چهارچوب قواعد بین‌المللی، نقض آشکار اصل تفکیک (Distinction) است که طرفین را ملزم به تمایز میان اهداف نظامی و اشخاص یا اماکن غیرنظامی می‌کند. همچنین، اصل احتیاط (Precautionary Principle) که طرفین را به اتخاذ تدابیر لازم برای اجتناب یا به حداقل رساندن تلفات غیرنظامی فرا می‌خواند، توسط متجاوزان به وضوح نادیده گرفته شده است. این‌گونه جنایت ها، پایبندی به الزامات حقوق بشردوستانه و ارزش‌های انسانی و اخلاقی را به چالش می‌کشد و مسؤولیّت جامعه بین‌المللی را برای پیگیری و پاسخگو ساختن عاملان چنین جنایاتی برجسته می‌سازد.
