Reported civilian deaths from Russian airstrikes in Syria December 2015

Listed are all known reports – via generally credible sources unless otherwise indicated – of non-combatant deaths allegedly caused by Russian aircraft in Syria for December 2015. We include locations, dates and reported casualty numbers, as well as the names of victims where known. Also cross-referenced are any known airstrikes in the vicinity – and any Russian response to a reported incident. We explain our grading system here. Please note that some photos are masked because of their graphic content. Masks will disappear when your cursor is placed over them.

Summary: Eight civilians were reported killed in an alleged Russian airstrike on Qarayatain, according to reports.

Summary:
Three civilians, including two women and one child, were reported killed in an alleged Russian airstrike on Maheen according to the Violations Documentation Center
The three victims were named by the VDC as:

December 2nd 2015: (R186) كفر ناصح Kafr Nasseh and Ihress, northern Aleppo countryside, Aleppo governorate, Syria
Summary:
Up to 25 non-combatants including two children were reported killed – and dozens injured – in an alleged Russian bombing of civilian areas in the towns of Kafr Nasseh and Ihress, according to Al Khaleej Online and other sources.
A White Helmets official said the alleged strike had also targeted vehicles carrying humanitarian aid, burning 10 of them. He added that some of those wounded were in a critical condition and were taken to a field hospital between the cities of Izaz and Tal Rifa’at, while others were transferred to Turkish hospitals.
A member of the Coordinating Committees in the north of Aleppo, “Mustafa Abu al-Rashid” said: “The Russian raids targeted, the demarcation lines between the Syrian opposition and Daesh. The armed opposition managed to recover control of the village Jarez”.
Five victims were named by the Violations Documentation Center as having been killed in Aleppo “due to the Russian air forces shelling“, although it did not specify exactly where they died:

Summary:
One eight-year-old child named as Omar Ahmad al-Shagal was killed – and at least six people injured – in an alleged Russian airstrike on Anadan, according to the Violations Documentation Center and Shaam News Network.  
SNN posted a video depicting the aftermath of the alleged attack, showing one injured child being removed from an ambulance into a medical facility. Two other children are also depicted as being treated in the facility – along with three adult males.

Summary: 
The Syrian Observatory for Human Rights reported that Russian warplanes allegedly targeted the areas of Al Tamaanah and Tal A’as. A woman and her unborn child were said by Syria News to have been killed – though it blamed the Assad regime for the deaths.

Summary:
Six non-combatants including two children were reported killed, and more than 15 injured, in an alleged Russian airstrike on Arbeen, according to the Shaam News Network which reported that the alleged raid led to the destruction of residential buildings and the homes of civlians.

December 3rd 2015: (R190) الناجية Najieh, Jisr Al Shughour, Idlib governorate, Syria
Summary:
Five civilians including one child were reported killed – and five others injured – in an alleged Russian airstrike on the village of Najieh.
The Shaam News Network posted images on Facebook showing the remains of what it stated were missiles dropped by Russian warplanes, while Jisr TV described the weapons as “cluster rockets originating from Russian battleships.”
Four victims were later named by the Violations Documentation Center as:

Summary: 
Three brothers were killed in an alleged Russian airstrike which targeted a car  carrying them to work near the town of Haneeda, according to Raqqa is Being Silently Slaughtered and the Syrian Human Rights Campaign.

December 4th 2015: (R192) تلبيسة Talbiseh, Homs governorate, Syria
Summary:
Thirteen civilians including three women and four children were reported killed at Talbiseh  – and at least 10 children injured. Multiple sources were divided in blaming Russia or the Assad regime.
According to The Syrian Revolution News for Talbissa more than 10 children were injured in the attack. It posted multiple videos – along with Shaam News Network – depicting the wounded. Additionally, the group published a video showing the body of an adult male.

Summary: Up to 16 non-combatants including 3 to 6 children were reported killed, and dozens injured, in an alleged Russian airstrike on Kafr Batnah according to reports by the Shaam News Network and others.
SNN said Russian warplanes launched rockets on the main square in the town. It added that the planes returned to carry out more strikes when paramedics arrived on the scene.

A graphic video posted by SNN shows a burning car, and a voice off camera said that there were six children in the vehicle.
While most sources blamed Russia, the VDC said the Assad regime was responsible for 15 deaths. The group named the following civilians killed:

Summary: 
Three civilians were reported killed in an alleged Russian airstrike with more than 15 missiles on the road between Maskan and Kafrnasseh, Aleppo, according to the Shaam News Network.
Shaam also asserted that once ambulance rescue services arrived the planes struck again, injuring members of the White Helmets who attended the scene. All4Syria said 20 civilians were injured in the event.

Summary: In what appears to be a separate incident from the Maskaneh event previously listed, five non- combatants were reported killed when Russian warplanes allegedly struck a convoy of trucks carrying aid to the areas controlled by rebels in the northern countryside of Aleppo.
Shaam News Network cited the Anatolia News Agency as saying the trucks were carrying fuel for the White Helmets in Aleppo when the road connecting Kafrnasseh and Ihress was targeted by waplanes. The Network added: “Russia has recently been targetting trucks carrying relief materials and commercial goods from northern areas in Syria near the border crossings with Turkey.”
A reporter at the scene for Zaman said five civilians died and ‘several were injured’ in what was described as the third day of such Russian attacks.

December 4th 2015: (R196) جسرين Jissrain, Damascus governorate, Syria
Summary: 
Between 16 and 30 civilians were reported killed and more than 50 others injured (“most of them women and children”), when Russian warplanes allegedly dropped four missiles on the popular market town of Jissrain (‘Two Bridges’), destroying residential buildings and shops according to reports.
Activists told  Shaam News Network that the civilians had been “shot to pieces.” Reported deaths quickly rose from 11 to 27 and then to 30, with dozens of people injured, some critically. Local hospitals were said to have been overwhelmed.

Summary: Three adult male civilians were reported killed and 20 wounded in an alleged Russian airstrikes on Palmyra, according to the Shaam News Network.
SNN reported that three Russian fighter jets launched multiple air raids, with half of them concentrated on the city of Palmyra and the other half on the outskirts.
The raids reportedly caused “massive destruction, where entire neighborhoods were razed to the ground.”

Summary: 
15 civilians including eight children and five women were reportedly killed and 25 injured when Russian warplanes allegedly bombed the city of Raqqa, according to multiple sources.
Raqqa is Being Silently Slaughtered said non-combatants were killed in the agricultural fields west of the city in Al Kahtaniya farm and at the crossroads of Hitteen farm.
The Daesh-linked news agency Al A’maq reported the same casualty figures as Raqqa is Being Slaughtered and said the Russian raids targeted the edge of the city. Shaam News Network also reported on the alleged incident, but referred to the Al A’maq report.
The Network stated: “After a lull for a few days, Raqqa is again facing all sorts of planes. The Russian enemy started a new series of raids on the city, targeting a number of areas within the city, causing extensive damage to residential buildings and killing15 martyrs among civilians, while Daesh did not announce targeted places or those killed in the ranks of the organization. Activists said that the targeting was on various locations, Al Ta’la’e camp and Al Fouroussiya on the edges of town, areas used by IS in the past.”

Additionally, All4Syria reported that air strikes on the city of Zamalka in the Ghouta Zamalka area of eastern Damascus (see entry below) coincided “with artillery shelling on the city of Douma in the eastern Ghouta, causing the deaths of three civilians, including a child and wounded several others have been their ministry to medical points,” suggesting again that the regime was responsible.

December 6th 2015: (R200) زملكا Zamalka, Damascus governorate, Syria
Summary:
Up to 20 civilians were reported killed – including 6 to 7 children and 2 women – and about 40 injured in an alleged Russian airstrike with vacuum missiles on Zamalka, according to multiple sources.
Al Jazeera reported that 12 civilians including two children died in the attack, while All4Syria said nearly 50 non-combatants died or were injured when four rockets were fired on Zamalka, stating that most of the casualties were women and children. It also said  activists who documented the alleged attack were unable to identify all of the dead because so many bodies were torn apart in the raid, with parents finding four decapitated children.
An All4Syria.info report added that the White Helmets moved the wounded to medical points in the region, while other medical sources suggested that the death toll increased because of the limited resources of the medical points.
The White Helmets themselves said they had spent nearly four hours attending the site and found the body of a woman under the rubble of buildings in a residential area, while another body was found on one of the roofs of surrounding buildings. They also reported that a child died as a result on injuries, putting the death toll at 16.
The Shaam News Network also put the death toll at 16 after a residential area was targeted. Like All4Syria.info, they stated that many of the bodies were unrecognisable, concluding that “this has always been the city similar to the bombing amid reports targeting popular market and the fall of the martyrs and the wounded.”

Summary:
Up to 12 civilians including three children and one woman were reported killed and nine to 24 wounded in airstrikes on Kafr Hamra, according to multiple sources. According to Shahed Ayan there were two strkes, with both killing civilians.
It remains unclear who was responsible for the raid, with conflicting reports. Some claimed the regime was responsible, others that Russian warplanes targeted the area, or could not positively attribute responsibility.

Shaam News Network reported that Russian warplanes claimed the lives of 10 non-combatants and injured dozens more. The network posted an image of three siblings who died in the event. According to SNN: “The neighborhoods and cities and towns of Aleppo and its countryside have had rotten and terrifying days, where Russian aircraft haven’t left the skies, they were seen flying in swarms, ahead of launching hundreds of raids on various areas of the province, especially on the southern and northern countryside.”
Seven victims were named by the Violations Documentation Center, who along with the Media Office for Kafr Humra and Shaam News also stated that the civilians died as a result of Russian strikes on the city.
A number of videos and images were posted by the White Helmets who worked to remove bodies from the rubble and posted several videos showing bodies being salvaged, including an image of a child around 5 months old being removed from the ruins. They reported that seven non-combatants died and 15 others were wounded 15 others, but did not attribute responsibility.
Media activist Ibrahim Omar posted a video depicting the aftermath of the alleged attack, including images of dead bodies and injured adults and children but only stated that Kafr Humra was “targeted by highly explosive missiles“, not who was fired them.
In contrast the Syrian Network for Human Rights
 reported that the attack, which it said killed seven civilians including one woman, was allegedly by regime warplanes who fired missiles near a mosque “causing a massacre” and “severely damaging it”.

Eight to 13 civilians including three women and three children were reported killed – and dozens injured – in an airstrike on Kafr Hamra according to multiple sources. Reports were conflicted as to whether the attack was the work of Russia or the Assad regime.
The Shaam News Network said Russian forces were responsible and had pounded the city at midnight. It reported that dozens of wounded non-combatants were recovered from the rubble by the White Helmets, and that bodies were trapped under the walls and roofs of the destroyed houses while fires broke out in the town. The Violations Documention Center named nine civilians it said were killed as a result of Russian shelling.
But according to the Syrian Network for Human Rights  the regime was responsible for the raid. It put the death toll at five.

Summary:
Nine civilians including four women and five children were killed in an airstrike on the village of Mraand, according to multiple sources – though reports were conflicted as to whether the attack was the work of Russia or the Assad regime.
The Shaam News Network said that eight non-combatants died as a result of a Russian missile targeting the village. It added that there were four consecutive strikes, two of them targeting civilian homes and killing women and children, while the other two strikes were on the outskirts of the village.
According to SNN: “Jisr Al Shoughour and its countryside suffer a near daily campaign of aerial bombing and missile by Russian warplanes targeting the city and towns and areas adjacent to the Mountain of the Kurds in the western rural areas of Jisr Al Shoughour.”

The White Helmets took the injured to medical points, although SNN said this proved difficult due to a lack of available ambulances and equipment required to lift heavy debris. The Violations Documentation Center also listed the victims as having died in Russian shelling.
But in a short news item the Syrian Network for Human Rights blamed the regime, putting the death toll at eight including three women and five children.

The Shaam News Network said non-combatants were targeted by Russian warplanes as they went to buy bread. It put the death toll at 8. According to the White Helmets ten people died, though along wth the SHRC they did not say who committed the raid. The death toll was put as high as twelve by Radio Al Kul after it said more victims were recovered from the rubble.
But the Syrian Network for Human Rights blamed the regime for the event, reporting that eight people were killed when warplanes fired missiles close to the bakery, partially damaging it and putting it out of service.

Summary:
23 civilians including eight children and one woman were reported killed and 20 injured in an airstrike on a residential area of Hamouriya, according to multiple sources. Reports were conflicted as to whether the attack was the work of Russia or the Assad regime.
The Shaam News Network initially said 14 non-combatants died in a “massacre” by Russian warplanes. It later put the death toll at 18. The White Helmets posted videos and images depicting fires and destruction. It initially listed 18 dead, with the final list rising to 23. The civili defence group did not say who was responsible for the raid.

The Syrian Network for Human Rights was alone in blaming the regime, reporting that at least 12 civilians were killed including four children when two missiles hit several shops.

Hasskawi noted that if the helicopters proved to be Russian then this would be the first raid in the area since the announcement of Russian strikes.

Summary:
 Between 13 and 33 civilians, including three women and nine children, were killed and between 30 and 60 injured in airstrikes on Daesh-occupied Mabij, according to multiple sources – though reports were conflicted as to whether the attack was the work of Russia or the Assad regime.
The IS news agency Al A’maq reported that five non-combatants died and more than 30 were wounded in eight strikes – but they did not state who was responsible.
The Shaam News Network referenced the Al A’maq report but added that activists stressed that the number of dead was 15 people, pointing out that the city was full of ambulances transporting those killed and injured. They said Russia was responsible for the raids.
According to Alaan TV, there were a series of Russian raids on several neighbourhoods in the Manbij. They referenced the official page of ‘Manbej News’ on Facebook which stated that three members of Dash were killed in a raid near the Al Amal Hospital in the city centre and added that although Russian aircraft are bombing areas under Daesh control they are only target civilians.
A media activist named Ghassan told the station that 33 civilians, including 15 children and three women, were killed and more than 60 wounded in Russian strikes targeting Al Jazeera road, the Al Sarab neighbourhood and Shoueihna road near Al Amal hospital, in addition to the area surrounding the Shari court (previously Hnaidal school), which belongs to Dash. He stressed that there were still victims stuck under the rubble.
He added that after the raids citizens were in a state of fear and panic, prompting some “families” to leave the city, but Daesh had arrested a number of people from these families after accusing the civilians who were trying to flee of creating confusion and encouraging others to leave Manbij. He added the citizens of the city had demonstrated against the presence of Daesh in recent months and “arbitrary harassment of citizens and control of their affairs”.
But the Syrian Network for Human Rights blamed shelling by the Assad regime death toll, which they put at 13, including eight children and three women.

Summary:
 Between 14 and 20 civilians, including three women and two children, were killed and between two and 12 injured in airstrikes on Al Atarib, according to multiple sources – though reports were conflicted as to whether the attack was the work of Russia or the Assad regime.
The Shaam News Network initially reported that four non-combatants, including one child and one woman died and several were wounded when Russian warplanes allegedly carried out three raids on Al Atarib, completely destroying five houses and three shops. But a subsequent report put the death toll at at least 10, with “many wounded“, adding that some civilians were still stuck under the rubble. Both of these sources stated that Russian warplanes were responsible for the attacks.
The Union of Hama Rebels listed 14 non-combatants killed, while the Syrian Observatory for Human Rights put the death toll lower at three with no less than 12 wounded.
The White Helmets also listed 14 killed but did not state who the planes belonged to – neither did Halab News Network, who posted a video showing the aftermath of the attack, referring only to “bombing by warplanes“.
But the Syrian Network for Human Rights produced two reports which said that Assad regime was responsible. The initial report put the number killed at four, including one woman and one child, but a second report said that the death toll had risen to 14, including one women and two children.

Summary:
 Three civilians were reported killed and 20 injured in alleged Russian or Assad regime airstrikes on Al Bab. Up to 10 ISIL militants were also reported killed.
Media activist Nassim Al Shamali said Russian warplanes launched several raid with cluster bombs on Daesh-occupied Al Bab, targeting al Noveaute street, Dowar al Manshie and several other areas. He said four of the 20 injured were in a critical condition and that the death toll would likely rise. 

Halab News
also reported three deaths including 27-year old Abdul-Qader al-Issa. But it only blamed Mr al-Issa’s death on Russia, saying that two further unnamed victims died after an airstrike by the Syrian regime.

Summary:
 Between 42 and 70 civilians, including five women nine to 20 children were killed and between 24 and 250 others wounded in aerial and missile bombardments of Douma and nearby locations in eastern Ghouta, Damascus, according to multiple sources.
The Syrian Network for Human Rights reported that shelling by the regime killed 38, including five women and nine children.
The White Helmets produced a summary of airstrikes in Hamouriya, Sakba, Kafrbatna and Jissrain but did not specify who the warplanes belonged to. It referred to a “deranged aerial and missile bombardment on residential neighbourhoods…in conjunction with the flight of military aircraft“. According to the summary, 
Hamouriya suffered both an air raid and a missile attack causing fires and destruction to civilian buildings. In total the White Helmets put the death toll at 41, including nine children killed “as a result of the bombing and military aviation, heavy artillery, rockets and cluster bombs and mortar shells at residential neighborhoods in the city.”
All4Syria said that Russia carried out the raids, killing and and wounding civilians. Local activists told the organisation that Russian warplanes dropped four missiles targeting  
neighbourhoods in the town of Hamouriya, killing three civilians and wounding others. They also said that Douma was bombarded with rockets and cluster bombs, killing a girl named as Dala’a Kassem Al Bisoani and wounding others. Ten children in total were injured – some critically – in a raid targeting a school in Kafr Batna. They also reported the fire at the warehouse in Sakba, which they said was targeted by regime forces with heavy artillery, reporting the injury of some civilians.

The Shaam News Network said Russian and regime warplanes were responsible, and that there had been more than 70 raids targeting civilians’ homes and schools. It put the death toll at 70 including more than 20 children, with 250 wounded – 30 of whom had lost limbs. A video posted by SNN was entitled “The Russian enemy turns schools into slaughterhouses of children“.
Douma, Samba, Jissrain, Ain Tarma, Zamalka, Jobar and Hamouriya were “all areas under risk of full annihilation,” SNN concluded, but the harshest massacres were in the city of Douma it said, which was targeted by the Russian aviation in a barrage of missiles and cluster bombs which hit a primary school and adjacent residential buildings.
Other sources also said that both Russia and the regime were responsible: the Douma Coordinating Committee put the death toll at more than 40, with dozens wounded. The Syrian Press Center said 46 died and more than 200 were wounded; Eldorar reported that 45 died, including children, dozens were injured and medical facilities were put out of service, blaming “warplanes” and the Assad regime; Madardaily quoted information supplied by the Syrian Observatory for Human Rights: at least 28 civilians killed, including two children and dozens wounded – in bombing by regime rockets cities in Douma and Sakba, adding that in the west of Damascus regime helicopters dropped 34 explosive barrels on the city of Darya, killing at five people, while at least eight, including a child died and 35 were injured when about 50 shells fell on areas of Damascus and its suburbs.
But Ennabbaldi stated that only the regime was responsible for the attacks, putting the total killed at 40.

 The Al A’maq agency (linked to so-called Islamic State) produced multiple reports on alleged Russian airstrikes which targeted the city of Maskaneh.
They stated that two raids hit a popular market in the city, killing 25 civilians, injuring 33 (including 10 in critical condition) and causing destruction of property.

The Shaam News Network reported that Russian warplanes using cluster bombs were responsible, leading to the death of seven people.
SNN noted: “
Russian jets have raided Marjah district using rockets containing cluster bombs that are internationally prohibited,” and led to the  fall of seven martyrs and  many  wounded.
They stated that the White Helmets were still removing unexploded bombs, adding that cluster bombs were forbidden internationally, explaining that they 
 “explode before they reach the earth’s surface and containing hundreds of bomblets spread over a wide area after the explosion, it is possible that the number of these bombs settle on the surface of the ground without exploding, becoming a threat [that] may remain for decades.

But the Syrian Network for Human Rights, who put the death toll at three including one woman and open child, blamed missiles from regime warplanes.

SNN reported that the raid came as other areas in the countryside of eastern Aleppo (Maskaneh, Deir Hafer and Al Bab) faced Russian shelling but noted that despite these cities being under IS control the “Russian fighters are bombing only civilian homes and their markets“.

Summary:
26 to 30 civilians including five women were killed and dozens injured in airstrikes on Maskaneh, according to multiple sources – though reports were conflicted as to whether the attack was the work of Russia or the Assad regime.
The Shaam News Network reported that Russian aircraft committed an “appalling massacre” when warplanes targeted Maskaneh’s popular market “Bazaar” in two airstrikes.
Activists told SNN that the market was packed full of civilians, meaning that the death toll exceeded 30 and that many of the dead were unrecognisable due to deformation of bodies.
SNN noted that although Maskaneh is under IS control, the raids are only targeting markets and civilians.
The Syrian Observatory for Human Rights also reported on the attack, initially putting the death toll at least 12 and then 30, including five women. They also noted that four IS militants were killed. Although they stated that “warplanes” were responsible, they did not say who they belonged to.
According to the IS agency Al A’maq, 24 were “dead and injured“, with most of them being women. They said that there had been three Russian raids.
But the Syrian Network for Human Rights, who put the death toll at 20, said that regime missiles were to blame.

  Between 16 and 34 civilians were killed and more than 100 injured in airstrikes on a fuel market in Ma’arat Al Nu’ssan, according to multiple sources – though reports were conflicted as to whether the attack was the work of Russia or the Assad regime.
The Shaam News Network reported that Russian warplanes launched cluster bombs on the fuel market in three airstrikes, leading to the death of at least 30 non-combatants, most of whom were burnt in massive fires.

Activists told SNN that the warplanes targeted the middle of the market at a time when it was full of fuel dealers.
The network went on to note that “the fuel market in the town of Ma’arat al Nu’ssan is the largest commercial markets in the region, and it is a collection point for diesel coming from IS areas to thel iberated areas and has been bombed previously by Assad causing significant massacres.
The Syrian Observatory for Human Rights put the death toll lower, at 16, but added that it was likely to rise due to dozens being in critical condition and many people missing. They later put the death toll at at least 34. SN4HR said that the attack was carried out by Warplanes believed to be Russian.
The White Helmets posted a number of images of its members attending the scene and attempting to put out a fire. They stated that “warplanes” carried out the attacks but did not say who they belonged to. The death toll had risen to 20 with more than 100 wounded, they added.
But according to the Syrian Network for Human Rights, “at least six” civilians were killed when regime missiles fired on the village.

Summary: 21 civilians were killed including two women and four children and 11 wounded in airstrikes on residential neighborhoods in the center and north and south of the city of Raqqa, according to multiple sources –  though it is unclear whether regime or Russian warplanes or shelling by the Assad regime were responsible for the casualties.
According to the IS news agency Al A’maq, Russian raids targeted a residential neighborhood in the north of the city and also targeted the abandoned former Islamic Court building near the old bridge south of the city and the firefighting and rescue building.

Al Raqqa is Being Slaughtered silently also reported on the incident, listing the dead and adding that Russian raids after midnight targeted the finance building (leading to its total destruction), the train station (also completely destroying it) and burning out three fire fighting cars. They stated that six members of the fire fighting team were amongst those killed, while an entire family also died when their house was struck.
But the Syrian Network for Human Rights blamed the Assad regime for the shelling, which they said killed 12 civilians including two women and four children.

Shaam News and the Syrian Observatory said Russian warplane were responsible. SNN said the attacks were carried out while worshippers were leaving Friday prayers, and that civilian houses were targeted.

Summary: Between 43 and 73 civilians were reported killed and 70-170 injured in alleged Russian airstrikes on Idlib, according to multiple sources.
Al Jazeera posted a video from the main market on Al Jala’a street in which the reporter said 47 non-combatants were killed and 70 injured, in strikes by Russian warplanes. The correspondent said the street contained two schools, Al Ourouba school and a primary school, and that Russian planes were still circling the skies of idlib, despite a local truce agreed in the area. Al Jazeera English later posted a film by Nagieb Khaja which claimed the death toll had risen to 73.
The Shaam News Network reported that Russian strikes targeted the Al Qoussour neighbourhood, the industrial area and the city centre. It initially said 50 died including women and children and that more than 170 were injured including critical cases, in six Russian raids targeting a party branch, residential buildings and the Department of School Books.
SNN added that there had been fears of repeated raids as the White Helmets attempted to evacuate the area and rescue bodies. A member of the White Helmets said the field hospital was full of casualties, that it had not been possible to identify them all, and that teams continued to search for survivors under the rubble.
A subsequent report by SNN said that a Sharia court had also been struck, killing in total more than 95 people and leaving hundreds injured.
One of the dead was named as Samir Sweden, an engineer and a prominent table tennis judge, who was killed when his home was hit. According to an obituary: “
Engineer Samir Sweden, was born in the city of Idlib in 1960, he studied engineering in the city of Aleppo University, and founded 5 years ago the page Deaths in Idlib via Facebook, which was the most prominent reference and the most accurate in terms of counting the number of deaths [from the civil war] maintained on a daily basis.”
The Syrian Network for Human Rights initially published a short report blaming the regime for the attacks and putting the death toll at 18. But a subsequent detailed report blamed Russia, and documented the death of 42 civilians, including a child and two women, and one armed man, plus 122 wounded. According to the report:
Three alleged Russian warplanes launched 6 airstrikes with 8 rockets on vital regions in the middle of Idlib city. The estimated region’s area is 1 Km2.
– Four rockets fell on a region called ‘the security region’ in Al Qusour neighborhood in Idlib. It included several government buildings like the military and air force security branches, the governor’s palace and Al Ba’ath Party building that was transformed by the armed opposition to a court and a prison that included 200 individuals who were .accused of different charges

-Two rockets targeted Al Jalaa’ nearby street which includes the city’s main market, a  warehouse for school books, and a high school
-Two rockets targeted a residential building behind Al Hayat Mosque.”
Mr Omar Abu Abdullah, a civil activist witnessed the shelling and told SN4HR: 
“At about 10 am, three Russian warplanes launched an air strike on Al Jalaa’Street next to Al Ourouba Female High School. I went to the shelling location and before I got there, the Russian warplanes launched another airstrike on the court’s building that was previously the headquarters for the ruling regime party. I was next to the high school and the civil defense members were trying to evacuate the injured people and transport the dead bodies. I saw great destruction in the school’s book warehouse building since it was near the high school. However, the massacre happened next to court’s building. I went there and saw the place completely destroyed. The smell of charcoaled bodies was all over the place and I heard distress sounds from the court’s basement where .the court’s prison was.”
Mr Mohamad Yehya, another civil defence member in Idlib city added: “The greatest number of victims was in the court which was almost completely destroyed. It took us two days to pull the victims’ bodies from under the rubble. During our rescue mission, the Russian warplanes launched another airstrike on us and shelled Al Sheikh Tholoth region There was a 17 year old young man who was trapped under the rubble. It took us 5 hours to reach him and pull him. The region targeted is vital as people go to the court to facilitate their paperwork. There are no military headquarters near that area that would justify the brutal shelling.”
Further testimony was given by Mr Sa’er, a local media activist in Idlib, who was close to the location of the attacks: “The shelling started at about 10 a.m. where two rockets fell on the city’s downtown next to the former air force security branch which killed a civilian and injured 5 others. I went directly to the shelling location and started to take pictures of the shelled site. The shelling was repeated in nearby locations with 7 more rockets. They hit the military security branch, the court and the school books’ warehouse. The court’s building was targeted twice and it witnessed the death of dozens of people. It was a three story building and it facilitated the …resident’s paperwork and documents like marriage, divorce, civil conflicts etc. Dozens of individuals go there daily in addition to the judges. There was a basement in the court’s building which included almost 200 prisoners. The initial outcome was 20 martyrs, 15 missing individuals and not less than 110 injured individuals. It was horrific. Dead bodies were scattered around the .place and hundreds others were calling for help from under the rubble. The court’s building belonged to the Al Fateh Army but judges, lawyers, employees and court security forces worked in it and there were no military headquarters next to it.”

 Between five and 11 civilians were reported killed including two children in three airstrikes on Al Bab, according to multiple reports. Shahba Press claimed that “Russian warplanes launched three air strikes on al Bab City, which resulted in the deaths of five people, including two children, in addition to a large number of injuries and widespread destruction in the public property and homes of citizens.”
The Daesh-linked agency Al A’maq later raised the civilian death toll to 11 citing a medical source, but did not say whether the Assan regime or Russia was responsible.

At least six civilians including one woman and two children from the same family were killed in an alleged Russian airstrike on the food stores of A’dala, a relief organisation in Al Ghouta, according to reports. Significant food stores were targeted and destroyed and around 70 sheep slain.
Shaam News Network said among those killed were Meriam Shihab the wife of a guard of the relief organisation; and their two daughters (Kamleh Shehab and Shaima’a Shihab pictured below left.) Additionally Mr. Fahd Ashalet “Abu-Ma’arouf”, a livestock official, was reported killed along with Fauza al Mohammad from Ashaary village and an adult male named only as Mohammad by VDC.

Up to fifteen civilians were reported killed and dozens injured in alleged Russian airstrikes on Kafr Naha, according to the Shaam News Network. It said the raids were carried out by tens of Russian warplanes, adding that about 40 raids additional raids also targeted nearby towns and villages relating to battles between rebels and the regime on the outskirts of Khan Tuman.
Fresh Syria said the death toll was 15 “and many seriously injured, most of them taken to field hospitals on the Turkish border.” Smart News said the town was hit by “rockets and heavy bombs.” And the opposition Aleppo Media Centre reported that “

 Two or three civilians were reported killed and nine injured in alleged Russian airstrikes on Sheikh Maqsod, according to the Shaam News Network. SNN reported that Russin warplanes launched several raids which came after the signing of a ceasefire between  rebels and the Kurdish People’s Protection Units.
However all other sources blamed the Assad regime. Ana Press noted: “Regime aircraft this afternoon targeted the Sheikh Maksoud neighborhood of Aleppo, killing two people and wounding others. The event is the first of its kind in two years, as the Sheikh Maksoud neighborhood has not been subjected to shelling, or airstrikes – not even from the Russian planes, which intervened in the region recently, since the neighbourhood has for several years been under the control of Kurdish factions in the city of Aleppo.”
Hawar News also blamed the regime, saying that barrel bombs had killed three civilians including an unborn child. It named the dead as Adnan Sabri Jawish aged 56 years and 20-year old Silvana Mustafa who was pregnant.

Summary:
 Three civilians including two children were killed and several other children injured in an alleged Russian or Assad regime airstrike which hit an elementary school in Kafr Da’el in the countryside west of Aleppo.
According to the Shaam News Network which blamed Russia, local activists said those killed were a teacher (or possibly school superintendent) and two students, while the injured were taken to medical points for treatment. The VDC, Baladi News, Halab News, Al Buraq and TurkArab also blamed Russia.
Smart News instead said the deaths occured “after Regime warplanes threw explosive barrels on the town of Kafr Dael.” Jisr TV agreed that the regime was responsible.

Summary:
Between 20 and 40 civilians were reported killed and dozens injured in devastating alleged Russian airstrikes on the village of Bzeina, according to multiple reports. While the destruction of the market and surrounding homes was extensive, the aircraft may have been targeting rebels. Videos filmed at the scene show some casualties and rescuers in military fatigues – with all of those listed as killed adult males.
Activists told Shaam News Network the afternoon bombing targeted the centre of a popular market which was teeming with non-combatants, wounding many and causing widespread damage to the market. They added that the death toll was likely to rise due to the seriousness of injuries.
All4Syria quoted local resident and media activist Adam Shami: “Russian planes today targeted a popular market in the small village of Bzeina in the Marj region. Its entire population doesn’t exceed 500 families, along with some displaced families. But the warplanes have utterly destroyed Bzeina’s small marketplace.”
Smart News cited a local doctor who said medical facilties were overwhelmed by the casualties: “
The doctor added that there are cases of amputation among the victims, ‘especially as the market area was crowded with children and women.’

The Shaam News Network reported that four Russian airstrikes struck the city.
Activists told SNN that the raids targeted a field hospital and a women’s and children’s hospital, causing severe damage and huge fires which the White Helmets attempted to extinguish. They stated that three civilians were killed, that the hospitals were put out of service and that there were other raids on non-combatants’ homes.

Summary:
 Eight civilians including four children were killed in an alleged Russian airstrike on a school in Jarjanaz, according to the Shaam News Network.
SNN reported that a Russian warplane launched four vacuum missiles on the gate of the Thee Qar school while students were leaving the premises to return to their homes. The Network said that there were a number of people at the gate at the time and that this led to the death of four students, four other non-combatants and the wounding of dozens more.
Activists told SNN the the death toll was likely to rise due to the severity of injuries.

Summary:
 Two or three civilians were killed and dozens injured in alleged Russian airstrikes with cluster bombs on Palmyra, according to the Shaam News Network and the Violations Documentation Center.
The Shaam News Network reported that Russian warplanes launched 10 raids targeting the city hospital, resulting in significant damage to buildings and equipment.
They added that 10 other raids were launched on the cultural center and that large fires broke out in the orchards surrounding the city in 30 additional raids with cluster bombs.
The Syrian Observatory for Human Rights reported that a young man died in raids on parts of the city but did not state who the planes belonged to.

Summary:
 Up to 20 civilians, including two women and six children, were killed in alleged Russian airstrikes on the neighbourhoods of Tel Rifa’at in the northern countryside of Aleppo, according to multiple sources.
The Shaam News Network initially reported that three non-combatants were killed and other injured but later put the death toll at more than 20, stating that most of the victims were women and children, including unidentified displaced people from outside the city, killed in four strikes by Russian warplanes on civilian homes. The Network posted a distressing video and images depicting child victims being treated in a medical facility.
The Syrian Network for Human Rights also posted images of children wounded in the attack and reported on the incident, putting the death toll at at least nine, including one child. They subsequently reported that one woman, Mrs. Maha Abdullah Al Najar, age 34, was also killed.

Summary:
Three to four civilians including one child were killed and dozens injured in airstrikes on Palmyra, according to multiple sources.
The Shaam News Network reported that it was the second day in a row that Russian  
warplanes killed non-combatants in the city and said that three had died in bombing raids carried out by “tens of Russian aircraft over the city.”
They noted that the raids focused on the vital centres of Palmyra – the main electricity directorate, Heer Palacen and the salt factories in the industrial area as well as the archaeological area – and that dozens were wounded in addition to those that died.
According to the Network the raids also caused massive destruction in residential areas as the planes were using highly explosive rockets.

Summary: Two civilians were reported killed and “dozens” wounded in airstrikes on Douma, according to the Shaam News Network – though the Network did not state whether Russia or the Assad regime was responsible.
The White Helmets told SNN that aircrafts bombed the city with about 12 rockets which led to the death of two civilians. It said the death toll was likely to increase due to the large number of casualties, adding that some people were still trapped under rubble due to widespread destruction caused by the raids.
According to SNN, Assad regime artillery also targeted residential buildings and facilities with a number of shells – though an associated smoke plume appears to indicate an aerial missile or bomb attack.

Three civilians including a woman and child were reported killed at a camp for displaced people in Izaz.
Radio Al Kul reported that “Three civilians were killed and tens injured, among them many children in critical condition, by Russian airstrikes on Azzaz and a refugee camp on the outskirts of the town.
The three victims were named by the VDC as:

Unidentified – adult, male
