Haj Wahab Al Khalif (via Raqqa is being Slaughtered Silently)

Haj Wahab Al Khalif (via Raqqa is being Slaughtered Silently)

Summary: At least five and as many as 20 civilians were reported killed and 53 injured after heavy alleged Coalition, Russian and/or Syrian regime night time strikes on Raqqa. Most sources allege that these were Coalition and regime raids – with the Coalition responsible for those after midnight and the regime for early morning strikes.
Coalition aircraft were reportedly flying in the vicinity immediately prior to the first attack, which happened just before midnight. One of those targeted was Fawaz al-Hassan, alias Abu Ali al Sahri, a Shariah judge in the city who had terrorised the civilian population.
However, one source, the Syrian Network for Human Rights, reported that Russia was to blame. The initial SN4HR report said: “On 10 April 2016, alleged Russian warplanes shelled missiles at Al Thaqana in Al Raqqa city under the control of ISIL which killed 5 individuals from one family including 1 female child and a woman.” SN4HR subsequently reported that “alleged Russian warplanes” fired missiles which targeted the National Hospital in the Al Thakana neighborhood in the center of the city, killing three civilians, including two women, one of whom was a nurse. They added that the northern part of the building was destroyed and the hospital out of service.
However Raqqa is being Slaughtered attributed the attacks to both Coalition and Assad regime aircraft:
Coalition planes targeted the city around 04:40am and regime planes targeted the city around 08:30am and between them the raids targeted the following areas:
1-municipal stadium

2-the teachers’ residential building near the pool
3-the commerical shops near the youth club
4-the obstertrics hospital
5-the women’s art school
6- two raids targeted al Nai’m the first on the roundabout and the second the MTN building
7-a building opposite the chamber of commerce
8-the new Party building near the national hospital
9-Al Ri’aya building
10- a building near al Fatat [the girl] school.
11-a building near the modern medicine hospital [which contains a generator and the raid led to the fuel burning]
It is noteworthy that water and electricity to the city have been cut off, and the city is
empty of people as a result of fear of warplanes.”
Shaam News also reported that “Coalition aircraft launched about 19 raids and Assad’s planes about eight.”

The IS agency Al Amaq also blamed the Coalition.
Among the civilians reported killed were:
Hajj Wahab al Khalif [pictured above]
His son Ahmad al Khalif
The daughter of Ahmad Khalif and the wife of one of his sons
Mahmoud Ibrahim al Khazim
Batool Al Aloush, female nurse

Summary: Fourteen civilians including three children died and at least 24 people were injured in airstrikes on Raqqa, according to multiple sources – though reports are conflicted as to whether the Assad regime or Russia were responsible.
Raqqa is Being Slaughtered Silently posted images showing destruction of the city following airstrikes. It did not initially say who was responsible. They also published images of some of the dead. However, RBSS later reported that these were Russian raids and that seven people died: “Russian warplanes launched…five raids on the city of Raqqa, which resulted in the death of seven civilians. Those who were identified are Farouk Mansour and his daughter and Khaled al-Issa, as well as injuring more than two dozen others injured, some of them in serious condition. The air strikes focused on different parts, including the eastern gate of Al Rasheed park, the eastern part of the government complex and the car square in front of it, the shops on Al Qitar street opposite the water company, the Palace of Justice and Al Rasheed secondary school junction. Daesh straight away put up barriers inside the town and its entry points.”

Al A’maq accused Russia of conducting 10 raids. In a very brief post, LCSSY initially blamed the Coalition, though then changed position and said Russia was responsible and posted images of the aftermath.
Shaam News Network also attributed the incident to Russia, reporting that “Russian warplanes launched air strikes on several areas in the city of Raqqa, a (near the water company, the Palace of Justice, the junction at al Rasheed secondary school, Al Majma’ Square, and Bab Al-Rasheed Park) which led to the fall of a number of martyrs and wounded among civilians, including children.”
According to the Syrian Network for Human Rights, this was the work of the regime. It put the death toll at five including a girl and a woman. A second SN4HR report added: “regime warplanes fired missiles on Al Rashid School in Adnan Al Malkli Street in Raqqa city, partially damaging its building and fence“.
The Syrian Observatory for Human Rights said four non-combatants died, but did not identify the planes responsible.

The Syrian Observatory for Human Rights also said that there were strikes on Darat Izza (they did not say by whom), but that no one was killed.

Summary: Between nine and 17 civilians including one woman and two children died in airstrikes on neighborhoods of Deir Ezzor, according to local sources. While some reports allege that this was the work of Russia, one other blames the Assad regime with yet others not attributing responsibility.
Deir Ezzor is Being Slaughtered Silently reported that Russian warplanes carried out more than a dozen raids focused on “Al Rashida, al Haweqa and al Sina’a neighborhoods but the worst were in Al Hamidiya neighbourhood which was targeted with three raids.” It said that “nine people were killed in addition to five unidentified dead bodies“.
Tweets by Aljmhoria and 3ajel-KSA put the death toll at 13, and said Russia was responsible. Deirfree also blamed Russia and named two victims: Eyad Abdulfattah Abdullah and Abdulr-Rahman Al Akili.

Likewise, a report by Free Syria did not say who was to blame. Neither did LCCSY, but it named five of the reportedly killed civilians also mentioned by Deir Ezzor is Being Slaughtered Silently (below).

Syria Mubashar also blamed the regime, putting the death toll at eight including three women and three children, with 20 more people injured. It said: “sources (not official) mentioned air strikes from warplanes killed a mother and her daughter and another person from the shaman’s family in the village of Jeb Al-Abyad, a mother and daughter from Achammal family while amputated father ‘s leg in the village Jwe’ed, and also a mother and her five- years in the village of Shoaib Al_huso, and people in Abu khanadeq village in Hama east.”
Hama Agency also blamed Russia and put the death toll at 8. It listed a number of alleged killed and wounded civilians in four villages:
1. Jeb Al-AByad : a woman, her daughter and her cousin (from Shaman’s family)

2. Juway’ed: woman and her two daughters (from Achammal family)
3. Shoaib Al_huso: a woman and a child, and  eight members of the same family were injured
4. Abu Alkhanadeq: one civilian was killed
Hamahnow said four civilians died and seven were injured in airstrikes “which targeted Al-Surouj and Al-Jundeyeh and Jeb Al-Abyad, Qanbar, Hamadi Umar, Na’emeya and Qastal villages”. They did not say who carried them out. Likewise, the Syrian Observatory for Human Rights and SRG_Syria reported raids but did not identify the warplanes responsible.
In a tweet, Seafalgab555 spoke of “massive air strikes warplanes on Eastern Hama countryside in both Akirbat and Al-Sa’an which led to six martyrs and a large number of wounded.” It did not specify who was responsible for the strikes.

April 23rd 2016: (R673) حي طريق الباب Tareeq al-Bab (Aleppo), Aleppo governorate, Syria
Summary: Airstrikes on the Tareeq al-Bab neighborhood of Aleppo killed between 10 and 17 civilians and injured at least 20 more, according to local sources. Reports did not definitively identify the warplanes responsible, with some referring to Russia and the regime, while others attributed the incident solely to the regime.
The White Helmets said two raids targeted civilian areas, leading to the death “of more than 12 people including women and children and dozens were injured” – though did not say who carried them out. Shaam News Network posted a video showing destruction caused by “Syrian and Russian aviation raids on neighborhoods of the city of Aleppo“. It said that activists had confirmed the occurrence of “a massacre in Ahalouanah roundabout in the neighborhood of Tareeq al bab“. They put the death toll at 13.

The Syrian Network for Human Rights blamed the regime, initially putting the death toll at nine, but later at 10 including two children – with 12 others wounded. In a tweet, Aba-z72 also blames the regime for the “new massacre”. Likewise,  Aranews held regime military airplanes responsible for the raids. It puts the death toll at 12 and reported that “more than two dozens others” were wounded.  A witness told SN4HR: “The bombing happened around 11:00 am. There were two warplanes. One of them targeted the main road of Tareeq Al Bab Neirborhood and the other targeted the residential Bourj Al Bakhera area. There were less than ten minutes between the two missiles. I arrived at the site when the Rescue and civil defense teams were picking the corpses out of the rubble. They were able to withdraw 15 people from the rubble of the ruins of the upper floors, while about 12 dead persons were.still under the rubble The destruction was very huge as it extended to five houses, a food warehouse, a pharmacy, a secondhand tools center, and a store seling diesel fuel. In addition a Suzuki pickup truck and a motorcycle were destroyed. The targeted place is a civilian neighborhood, where there are no headquarters for army or any Islamic organizations and the victims were all civilians.
Fifteen images showing destruction of the area were published by the Syrian Observatory for Human Rights, who referred only to “warplanes” causing 17 deaths in Tareeq al-Bab. According to the White Helmets, “warplanes” targeted a popular market, killing 12 people and injuring 20 more. Shahed Ayan News reported the same number of people killed, and spoke of “dozens wounded”. In a video by Baha’a Al-Halabi it was said that the warplanes targeted the local market Al-Bab, leading to 9 people so far. It reported that “some of the deads were burned to death. The civil defense forces have rescued children of various ages, the youngest are months old.”
The Violations Documentation Center named six victims as killed in “warplane shelling” – blaming the regime and allied forces.

Summary: Up to 12 civilians including two children and two women died and 15 others were injured in airstrikes on Sakhour according to multiple sources – though they were unclear as to whether the raids were carried out by Russia or the Assad regime.
Shaam News Network reported that regime and Russian aircraft continued to strike eastern Aleppo:  “This morning Russian aircraft and the regime launched helicopter raids on neighborhoods of the city of Aleppo targeting the neighborhoods of al Mowasalat, al Sakhour, Bani Zaid and al Ashrafiya killing  a number of martyrs when they targeted a popular market in Alsakhour neighborhood”.
The Syrian Network for Human Rights blamed the regime, initially reporting that four non-combatants including a girl died. A second report said regime missiles fired on a supermarket “caused a massacre and damaged shops“. It went on to put the death toll at 12, though another report said 11:  “warplanes targeted Al Sakhour district, controlled by the opposition armed factions, causing .the deaths of 11 people, including a child and a woman.” In a tweet by Salam_Afraty2 it was also claimed that Russia was responsible for the shelling, leading to the death of 10 and leaving 30 wounded.

The Al Thiqa agency published a video which said that “warplanes” (it did not identify them) targeted the popular market in Sakhour, leading to “the deaths of six people and more than 10 injured most of them women and children“. The video shows the first moments of the bombing.
The White Helmets also posted a video showing bodies and casualties, referring only to “warplanes“. It put the death toll at eight with 15 more wounded. Images appeared to depict members of the rescue operation placing dismembered bodies in bags.
Similarly, the Syrian Observatory for Human Rights did not identify the warplanes but put the death toll at eight including two children and two women.

Summary: Three civilians including one woman and one child died and eight others were injured in airstrikes on Al Mowasalat in Aleppo, according to local sources – though some were unclear as to whether this was a Russian or regime incident.
Smart News agency published a video showing the aftermath of an alleged Russian strike in which three died including a woman and a child and more than eight were wounded.
The footage includes interviews: Hussein from the neighboorhood said that “this is a civilian area and yet the Russians have bombed it.” Abu Yahya, a paramedic said “this is a civilian area and there are not armed groups here. The place which was targeted is a school for children and children were inside playing, what are they shooting at?

A video by Halab news agency said two or three civilians died and more than five were injured in “regime and Russian airstrikes,” while a tweet by Baladi showed “the effects of destruction in Russian shelling Al-Mowasalat“.
Shaam News Network said that regime and Russian warplanes killed several people including children. The Syrian Network for Human Rights blamed the Assad regime and reported that “at least” a woman and a child had been victims of the regime shelling.

April 26th 2016: (R677) الأتارب Atarib, Aleppo governorate Syria
Summary: Five consecutive airstrikes on a civil defense center in Atarib killed up to six members of the White Helmets. Reports however were conflicted: most blame the Assad regime, with only one (the Shaam News Network) alleging that this was the work of Russia – and reporting here was confused.
According to the White Helmets, there were “several raids by warplanes using ballistic missiles“. They said that the regime carried out the attack, killing five members of the civil defense and injuring two more when the civil defense center was struck.
A White Helmets’ eyewitness gave the following testimony in a video: “The regime tried to hit al Atareb civil defence centre. They carried out two raids at 11:00 at night and there were no injuries as the missiles fell in the olives groves. Then they came back after 1 o’clock in the morning and carried out the first and the second strike and the guys were OK, but then the third strike came and hit the centre. I mean, half the guys were in pieces and then the fourth raid came to finish them off. Five were martyred, two were injured and two are totally fine. The equipment is all destroyed, the ambulances, the rescue cars: all of it. There is no centre anymore. There were cluster bombs. When the guys came to help us, two more missiles were fired. You can see one of them there: about 12 meters long and still smoking. This one didn’t cause any injuries.”
A later statement by the Syrian Civil Defense (White Helmets) said:  “At exactly one o’clock after midnight on Tuesday, the twenty sixth of April 2016, Al Ataerb Center of Civil Defense was targeted  by warplanes with five consecutive strikes. [It went] as follows: The first raid was on the northern corner of the center after which volunteers headed to the basic shelter that was dug up in the centre. The second second raid hit the northwest of the center and the third raid hit the shelter directly killing five of the volunteers who are:
Ahmed Tariq  Al-Abdullah

Khalid Mohammed Bashar al-Khatib
Ahmed Tahir
Hussein Haj Ismail Orabi
Hamdo Haj Ibrahim
The same raid led to injuries amongst the rest of the team members – with medium and light injuries. The fourth raid destroyed the buildings and the sleeping quarters and the last raid targeted the ambulance garage and other machinery leading to the full  destruction of all the equipment of the center. 45 minutes after the raids a ballistic missile mounted with cluster bombs was launched from the regime defense centres south of Aleppo toward the center and fell outside the center.”
However, according to an initial report by Shaam News, Russia was responsible: “Activists said the Russian bombardment directly targeted the civil defense center with several air raids with rockets”. They named the same victims as the White Helmets but later added that Mohammad Bakour (“the driver“) and Abboud al Mukhtar were injured. But there was some confusion in reporting, with SNN later saying that the “Civil defence centre in al Atareb that was destroyed by Assad’s planes and missiles“. In a third posting, it reverted to its original position and said Russia was to blame.

The Syrian Observatory for Human Rights published 10 images showing damage caused by the bombardment, though did not specify which warplanes were responsible. It put the death toll at six – all members of the White Helmets – with further civilians injured.
A news brief by the Syrian Network for Human Rights attributed the incident to the regime. A later report said that six were killed, of which five were members of the White Helmets, with two other non-combatants wounded.

Summary: Up to 11 civilians died, among them two young girls, and dozens of other civilians were injured in airstrikes on the Haydariya neighborhood of Aleppo according to local sources. While one report alleged that this was the work of Russia, others blamed the regime.
A local activist told Ara News that “the city of Aleppo saw the fall of a large number of dead and wounded, by aerial bombardment of the eastern neighborhoods of the city, as Syrian regime warplanes bombed the  Alhaidariya district of the city, killing eight civilians and wounding dozens of others in a preliminary toll of the massacre.”  The Syrian Network for Human Rights also attributed the death of two girls to the regime.
The White Helmets published several videos depicting the aftermath of the strikes, including very distressing footage of a young girl being pulled from the rubble during the rescue operation – though did not say who was responsible. It also published images of the aftermath of “several raids by warplanes on several of Aleppo’s neighbourhoods targeting al Ferdos, Al Maghayer, al Shi’ar, Al Haydarya“.
An initial report by Shaam News blamed Russia, reporting that “Activists said the shelling targeted civilian homes, causing the deaths of two girls and wounded five others from the same family, a father, mother and their three children who were rescued by the Civil Defense teams and transported medical hospitals amid continued shelling of the city of Aleppo.RFS News and Al Jazeera Online also blamed Russia.
However, a later report by SNN was not clear whether this was a regime or Russian incident, saying that “Assad’s planes and Russian planes renewed their bombing of civilian homes in the neighborhoods of the city of Aleppo“. It also published two videos: ‘for the fifth day Aleppo drowns in blood and the raids don’t stop‘ and ‘The chaos of death chases the neighborhoods of Aleppo and no one calls for calm‘, but did not specify the neighborhoods.
The Syrian Observatory for Human Rights said “11 civilians including 2 children were killed by aerial bombardment targeted the neighborhoods of al-Hedaria, al-Ferdous, and al-Maghaeir“, adding that the death toll was likely to rise due to the severity of injuries. They did not say who the warplanes belonged to.

Summary: Four or five civilians died and others were wounded in alleged airstrikes on Fardous, according to local sources – though reports were conflicted or unclear as to whether this was the work of Russia or the Assad regime.
On Twitter, Syriam_m_m as well as Wesal_tv reported that five people died and many were wounded “in Russian shelling on Al-Fardus neighbourhood, Aleppo.” Similar information was reported by Shaam News Network which said that Russian airstrikes killed five civilians and wounded a number of others. Jisr_tv published a video in which it blamed Russia for the “massacre”. The SRG also said Russia was responsible.

Other sources were unclear about who was responsible for the airstrikes. A further news brief by SNN referred to strikes by regime and Russian planes and did not differentiate between the two. The White Helmets reported that “warplanes” targeted neighborhoods in Aleppo. The Syrian Observatory for Human Rights too reported that Fardous was bombarded but did not say by whom. In a tweet, Syria_24 reported an incident in Karm-Al-Beik neighbourhood and spoke of four people allegedly killed, yet it did not say who carried out the raids.
Furthermore, the Syrian Network for Human Rights blamed the regime, putting the death toll at four.

Summary:
In a major incident, multiple local sources reported that up to 55 civilians died and between 40 and 90 were injured in airstrikes on the MSF Al Quds hospital in Sukkari. Medical staff were among the casualties. Most reports alleged that Russia was responsible, though the White Helmets pointed towards the regime.

The Syrian Network for Human Rights initially blamed the regime and said that eight civilians died. However, a subsequent SN4HR brief said that “suspected” Russian warplanes were responsible, and put the death toll higher at 25, including eight children and one woman. A further report said that Russia launched two missiles on “on Al Qudus Field Hospital in Al Sukari neighborhood in Aleppo city, causing a massacre and damaging the hospital rendering it inoperable.”
Eyewitness Mujahed Abu Al Joud, a local media activist, told SN4HR: “I headed to the site of the bombing of a AlQuds hospital after approximately 10 minutes of bombardment. The front façade of the hospital is totally destroyed as well as the entrance of the ambulances. Up on this .bombardment, I lost my friend doctor Abu Abdul Rahman There was a targeting of the street located behind the building of the hospital after 5 minutes of being bombed. I saw two completely destroyed buildings, and 6 partially destroyed ones. The Civil Defense teams prevent us from straying in place due to the fear of the repetition of the .bombardment because the warplanes had not left the place. The corpse was found under the rubble and the rescue teams tried to save what can be saved, I heard a girl yelling and crying as the corpse of her family are under the rubble.” In total, SN4HR documented 36 deaths including 14 children and eight women, two doctors, a nurse, and two of the medical cadres.
According to Shaam News Network, “At least ten civilians and members of the medical staff, including the only pediatrician in Aleppo were killed by Russian aerial bombing on al Quds hospital in the neighborhood of al Sukkari in Aleppo. Russian aircraft carried out several raids targeting areas in the neighborhood as well as AlQuds hospital where many of the wounded fell along with the martyrs.” A later report by SNN put the death toll still higher, at 30, adding that the whole hospital was destroyed.
The White Helmets said that three consecutive raids on the hospital had left “dozens of dead and injured including doctors and medical staff“, though they did not say who was to blame.
A later statement said that as many as 50 had died with more than 80 injured – most of them women and children. They published a distressing video showing a living baby being removed from the rubble after 24 hours of constant work. In a further report, the White Helmets suggested that strikes on this day were conducted by the regime, adding that the death toll had now spiraled to 53 with more than 90 wounded.
A report by ABC News included a video of a statement by The White House condemning the attack. It said: “At least three children and six medical staff were among the 27 killed after overnight airstrikes hit a hospital supported by Doctors Without Borders in the Syrian city of Aleppo, according to the Syrian Observatory for Human Rights. The city’s last pediatrician was among the dead, the group said.” It continued: “The Syrian military said it did not target the hospital, but the building was destroyed by at least one strike, according to hospital staff on the ground with the humanitarian group Doctors Without Borders”.
On April 28th, the Russian Ministry of Defence refuted claims that it had carried out the strikes: “Within last days, Russian Aerospace Forces have performed no flights near Aleppo.” The Violations Documentation Center named 19 victims, including three children, killed in “regime shelling” as:

Russian position: The Kremlin makes no public mention of carrying out strikes in Syria from April 1st – 30th. However Russia later refuted claims they had carried out the strikes:Russian Ministry of Defence refutes report of Western media about strike against a ‘hospital’ in Aleppo carried out by Russian Aerospace Forces. Within last days, Russian Aerospace Forces have performed no flights near Aleppo.According to our data, an aircraft of so-called anti-ISIS coalition member-state was performing tasks in the air space over Aleppo in the evening of April 27 for the first time after a long interval. Leading Western media had spread information with reference to representatives of ‘Médecins Sans Frontières’ about alleged strike against a ‘hospital’ in Aleppo carried out by Russian Aerospace Forces, which had caused death of civilians.”

April 29th 2016: (R696) Sakhour (Aleppo), Aleppo governorate, Syria
Summary: Shaam News Network, reported “For the eighth day in a row Assad’s and Russian aircraft continue to pour their lava on residential neighborhoods in the city of Aleppo, causing dozens of massacres“. Its initial report said one civilian died, later revising the death toll to five.
Abarah Press said “two people were killed and several wounded by aerial bombardment by three rockets on Alsakhur neighborhood east of the city.” And Qasioun news reported that Syrian and Russian warplanes had targeted the “Al-Mash’had, Alsakhur neighborhoods, and Kallaseh, Al-Sukari, Bustan Al-Qaser, Alqaterji, and Marjeh”, which left many casualties and led to the destruction of property. However, there is some confusion over who was responsible for the raids. In a later report, Qasioun news blamed only Russia, saying that the “Russian warplanes bombardment circle was expanded to affect neighbourhoods (Al-Mash’had, Alsakhur, and Kallaseh) in the city of Aleppo, causing significant destruction of civilian property, without news of casualties.”
In a tweet, Damascus Coordinate named one of the killed civilians as Abdul-Kader Mohammed Al-Masri (13 years), saying that the child “was killed and four were injured in an air raid on Al-Sakhur.”
