Airwars assessment

The child Ali al-Ahmad was alleged killed at dawn during a landing operation carried out by the International Coalition.

According to Shaam News, “a coalition landing operation with the SDF [targeted] a civilian home between the towns of Mu’ayzila and the village of Marat on the old road between Deir al-Zour and al-Hasakeh governorates.”

Local sources reported that the operation was accompanied by a military convoy believed to be from the SDF. Three other civilians were reportedly arrested.

In its monthly civilian casualty report for October 2019 – published on December 5th of the same year – the US-led Coalition assessed this event as ‘non credible’, noting: “September 4, 2019, in Maizeela, Syria, via Airwars report. After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties. 2778/CS1930 37SFV126086”.

The Coalition published a location for the assessment identifying to within 100 metres the area where it had focused its review.

The incident occured around dawn.

Local sources reported that 15-year old Alloush Suleiman Al-Subhi was killed during a raid on Al-Ezba in the evening on September 3rd. Several sources claimed that Coalition forces and Kurdish militias conducted an airdrop in the area.

The Syrian Human Rights Committee (SHRC) reported that Alloush was shot by SDF forces, with air support from the International Coalition. According to Jisr TV the Deir Al-Zour News however, the child was killed when Coalition forces and Kurdish militias opened fire during an airdrop operation that was meant to target a leader of ISIS.

SHRC added that Alloush was one of three people killed by the SDF, but did not clarify whether the other two victims were combatants.

In its monthly civilian casualty report for October 2019 – published on December 5th of the same year – the US-led Coalition assessed this event as ‘non credible’, noting: “September 3, 2019, in Al-Ezba, Syria, via Airwars report. After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties. 2777/CS1929 37SBV866787”.

The Coalition published a location for the assessment identifying to within 100 metres the area where it had focused its review. However this showed only central Idlib, rather than the cited village.

In their August 2020 civilian casualty report, after reopening the case, the US-led Coalition again assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

The incident occured in the evening.

Airwars assessment

Two civilian were reported killed by US ground troops near Shanta Baraako in an apparent distortion of an In These Times investigation. AFRICOM later discounted the allegation.

The In These Times report alleged that Waliyo Cali Qaasim and Abdikadir Ali were killed by Danab special forces in a counter-terrorism operation.

In a post in the Nairaland forum, the report was rewritten alleging the two were killed by “AFRICOM soldiers”.

AFRICOM responded to the allegation in its first quarterly civilian casualty report: “December 30, 2019, AFRICOM received an allegation from an online media source claiming two (2) civilians were killed as a result of a U.S. military operation in the vicinity of Shanta Baraako, Somalia, on July 12, 2019. After review, the allegation was assessed to be unsubstantiated because no U.S. military strike took place on the alleged date or location.”

In a further clarification to Airwars, AFRICOM officials responded on May 6th 2020:

“1) Were US ground forces present as alleged?

USAFRICOM forces were not in the vicinity of where the alleged civilian harm occurred.

2) Did US ground forces engage in kinetic actions?

USAFRICOM did not execute a kinetic strike on the alleged date.

3) Are any US kinetic ground actions believed to have contributed to civilian harm?

USAFRICOM ground forces did not contribute to the alleged civilian harm.”

According to a local source, heavy fighting near the port of Bari in Puntland killed two people and injured five others, including civilians. AFRICOM later declared that “no U.S. military strike took place on the alleged date or location.”

Radio Shabelle initially said that an airstrike by an unknown party had contributed to the violence – though did not blame it directly for the casualties.

“It is not clear what led to the shelling, and it is not yet known who carried out the airstrike. There was no immediate comment from the Puntland government regarding the shelling,” noted Radio Shabelle.

“There was fighting for several hours between Puntland forces and a militia guarding a migrant group operating there. Reports indicate that Puntland forces with armored vehicles attacked the militants who were based in the Marero area of ​​Bari region.

“At least two people were killed in the fighting, while five others were wounded, including civilians.”

Halgan Media – when tweeting a link to the Radio Shabelle story – claimed the strike on a location it gave as Iskashubun – had been conducted by US forces.

However in April 2020 US Africa Command explicitly denied responsibility, noting: “January 21, 2020, AFRICOM received a report from a foreign non-government organization claiming two (2) civilians were killed and five (5) injured as a result of a U.S. airstrike in the vicinity of Iskashubun, Somalia, on July 3, 2019. After review, the allegation was assessed to be unsubstantiated because no U.S. military strike took place on the alleged date or location.”

The local time of the incident is unknown.

Reports of the incident gave conflicting accounts on the location where civilians were killed. Radio Shabelle reported that various places in Bari, northern Puntland, were bombed. There was heavy fighting in the Mareero area, the outskirts of the port town Bossaso, for which the coordinates are: 11.33052, 49.29675. At the same time it said that shelling took place in Iskushuban district. Halgan Media, only pointed to the town of Iskushuban as the location of a strike. The coordinates for the town of Iskushuban are: 10.28178, 50.23009. It is unclear where in Bari the civilians were killed and injured. The generic coordinates for the Bari region are: 10.170363, 49.847404. Due to limited information and satellite imagery available to Airwars, we were unable to verify the location further.

In a three hour operation between midnight and dawn in the al Katef neighborhood in the city of Al Shahil, at least five people were killed. Most local sources that reported on the incident claimed the Syrian Democratic Forces (SDF) were responsible, with air support from the International Coalition.

According to the Syrian Network for Human Rights, five civilians were shot by the SDF with support of International Coalition planes. Zaman Al Wasl claimed six civilians were killed, four of whom from the same family. Deir Ezzor 24 states that eight were killed in total in the incident.

Deir Ezzor 24 reported that Haji Khleif Al-Abdullah Al-Othman was killed by a bullet from a helicopter after he came out to know why it was hovering over his house.

“After hearing sounds of helicopters and cars outside his house, Haji Abu Awwad came out to investigate what these sounds were, and once he got out of his door, he was shot by a bullet from the helicopter that was covering the operation, after hearing his cry, his son Muhammad came out to see what happened to his father, and he was also shot down over his father, then Ahmed, Muhammad’s brother and Haji Khleif’s son, joined them after taking a bullet ended his life. The two brothers and their father died in minutes, but they lost their lives without even knowing why they were killed.”

According to a single source, Syria.liveuamap, the victims were not civilians but members of ISIS. The source claimed that a total of six ISIS members were killed when the Coalition carried out a landing operation in support of SDF who was driving armored vehicles. @DeirEzzor24 claimed that SDF drove a total of 10 vehicles, while Manaret Al Furat claimed a total of 15 vehicles, which he described as Hummer vehicles. He added that “Coalition forces raided and besieged the house of Ahmad al-Faraj al-A’sman in Hawi al-Shahil through air and infantry forces and about 15 Hummer vehicles, using loudspeakers to ask the residents of the house to surrender amid reports of casualties.”

Both Hajeen Magazine and the Syrian Observatory for Human Rights put the death toll higher and claimed a total of eight civilian fatalities. Both sources reported that seven civilians were killed in the raid on Al Shahil, while another civilian was killed by SDF in a demonstration in the town a later time.

SANA, a source affiliated to the Syrian regime, was the only source that claimed that the attack was not carried out by SDF but by Qasad militias supported by US-helicopters. According to the source, “Qasad militia backed by US helicopters at dawn besieged al-Katef neighborhood in Shahil town for more than two hours, and then stormed into the neighborhood with heavy and random shooting, claiming the lives of six civilians, injuring others, and arresting a number of the locals.”

Syria News and several other sources reported that a total of two civilians were arrested. Zaman Wasl identified the two detainees as Hussein Allawi and Mahid As’ad Asman.

Pro-SDF source C.M. Deir Ezzor reported that SDF indeed carried out a successful operation and arrested Abu Bara al-Diri, “who financed the terrorist cells of Da’ash and was responsible for purchasing weapons and explosives in order to destabilize the region.” The source claimed that in a shooting, two “terrorists” were injured. The source added that SDF secured medical assistance to keep them alive.

Deir Ezzor 24 however, claimed that “two of the dead, who the SDF claimed to be Daesh cells, had nothing to do with the organization, but were elements of the SDF” and that their sources “confirmed that the rest of the victims were civilians and were not involved in any security or military activity”. Deir Ezzor 24 posted pictures of the victims Muhammad and Ahmed Khleif al-Asman in military uniforms of the SDF to corroborate the claim.

On May 18th, representatives of the Coalition and the SDF held a meeting with tribal figures and the families of the victims of both the Al Shalil operation, and an incident in Daman, Deir Ezzor 24 reports. According to this source, the families called upon the Coalition to provide evidence that their sons were connected to Daesh, questioning the credibility of this claim.

Deir Ezzor 24 said: “The victims’ families stressed that what took place in Ash-Shahil and Daman was a mistake, so the international coalition and the SDF have to admit that their information was inaccurate and erroneous.” In response, Deir Ezzor claims, the Coalition and the SDF representatives made a distinction between the two incidents, stating that in the case of Al Shahil the victims “had resisted the international coalition forces during the operation.”

The families of the victims contended that the evidence provided by the Coalition was not correct, and called for the “perpetrators be brought to justice and held accountable.” According to Deir Ezzor 24, “some of the tribal figures withdrew from the meeting, as they were not satisfied with the evidence provided, while some Sheikhs took the responsibility of completing the communication with the Coalition” regarding the two incidents.

The UN Commission of Inquiry cited the case in its September 2019 report, noting: “On 8 May, at approximately 1.00 a.m., a night raid by SDF, supported by international coalition air power, was conducted in the Al-Katif neighbourhood of Shahil, under SDF control. Reports received by the Commission described how, despite warnings given through loudspeakers, three men left their homes and were subsequently shot. Reportedly, this led to an exchange of fire when enraged residents of the town began to engage with SDF. The operation, which killed six men and injured another, infuriated residents and sparked major protests the following day, resulting in the accidental killing of a man when SDF fighters fired warning shots in the air near a checkpoint.”

In an apparent reference to this event, in its January 2021 monthly civilian casualty report, the US-led Coalition determined this event to be ‘non credible’, asserting: “After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties.”

Given widespread reporting of compensation paid to victims’ families, Airwars is presently querying this determination.

Airwars assessment

Local sources reported that at least four civilians from the same family were killed in a joint operation by the Syrian Democratic Forces with air support from Coalition fighter jets around 1 am between April 24th and 25th. Baladi claimed that Coalition helicopters participated in the raid.

While most sources, including an eyewitness and the UN, reported that the incident occurred in Al Daman village, others including local monitor Syrian Observatory for Human Rights claimed the incident occurred in Al Mashikh village.

In August 2019 the Coalition announced that it had assessed this allegation of civilian harm to be non-credible. Their monthly civilian casualty report noted “After a review of available information it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties.”

Step News added that “the Coalition forces at midnight carried out a raid on the house of Farhan Mazhour al-Sarhan in the village of Mashekh near the city of Al Bassira supported by the ground force of the militia of SDF and opened fire on the house, killing Farhan Mazhour Al Sarhan and two his sons and the wife of his son (who was pregnant), knowing that the man and his sons are civilians.”

According to Deir Ezzor 24, the Coalition carried out a landing operation with SDF and shot and killed a total of six family members, including a child and two women. Deir Ezzor 24 managed to speak to one of the victim’s relatives who witnessed the event.

“On Friday, 26-4-2019, at about 1 p.m., we woke up to the sound of helicopters over our houses accompanied by the sound of armored vehicles in front of the houses, we did not know what was going on, we were so terrified.”

The witness continued:

“The house they were seeking was Farhan Al-Madhoor’s, as an armed group of the SDF raided it, getting the whole family outside the house and then an element of the group shouted at the family saying: the one who is called “Adham Al-Madhoor” shall move towards us slowly raising his hands high into the air, and immediately the youth Adham did what he was told. He moved, raising his hands up in the air, towards the group that were taking the shooters’ stance, and after he walked several steps, the SDF elements shot him dead, when Adham’s father saw his son falling down, he ran toward him and was shot by the SDF before reaching him. The father and the son were killed in cold blood in front of their family. Muhammad, Adham’s brother, took his eight months pregnant wife and tried to escape after he saw the fate of his father and brother, but he ran only a few steps before the group opened fire on him and his wife killing them.””

The source added that the reasons for “the landing are still unknown” and that “D24 network was not able to determine whether the landing had affected a cell or elements of Daesh in Daman village.” It went on to note, however, that “international coalition forces and the SDF have recently carried out several landings in Deir Ezzor countryside.”

Deir Ezzor 24 added in a later post that on May 18th, the international coalition held an extended meeting with the families of the victims of two “massacres”; in Ash-Shahil and Daman. The source reported that the meeting took place in Al-Omar oilfield.

“Sources from within the meeting confirmed that the families of the victims of Ash-Shahil and Daman massacre called on the international coalition to provide evidence that their sons were in contact or cooperation with Daesh in Deir Ezzor countryside.

The sources added that the evidence of the coalition and the SDF was not convincing and does not indicate any links between the victims and Daesh.

The sources noted that the SDF tried to calm the atmosphere, and said that they will restore the right of all those killed by mistake in the landing operations, but the victims’ families demanded the handing over of the persons who killed the civilians in Daman town north of Deir Ezzor.

The victims’ families stressed that what took place in Ash-Shahil and Daman was a mistake, so the international coalition and the SDF have to admit that their information was inaccurate and erroneous.

The international coalition and the SDF, in turn, made a distinction between the two massacres as part of the discussion in the meeting, they accused the victims of Ash-Shahil that they had resisted the international coalition forces during the operation, which resulted in eight deaths, while the coalition confirmed that what happened in Daman village did not witness any resistance from the people.

The victims’ families responded in different way to these accusations that the evidence, presented against the victims to be raided, was not correct, and demanded that the perpetrators be brought to justice and held accountable.

The meeting was attended by the commander of the international coalition forces in the eastern region, military figures in the SDF and tribal figures including Sheikh Jamil al-Hafel.

The sources confirmed that some of the tribal figures withdrew from the meeting, as they were not satisfied with the evidence provided, and that some Sheikhs took the responsibility of completing the communication with the Coalition about the two massacres of Daman and Ash-Shahil.”

The UN Commission of Inquiry cited the case in its September 2019 report, noting: “In another incident on 25 April, at approximately 1.00 a.m., interviewees described how two helicopters circling over Al-Daman village warned, using loudspeakers, the inhabitants of the village not to leave their homes, and that non-compliance would cause forces to open fire. Witnesses described how a voice over a loudspeaker ordered the female family members of a certain house to leave it, resulting in two women and two girls leaving the house and being handcuffed. Afterwards, the men from the house were ordered to leave. While the exact unfolding of events is under investigation, three men and one pregnant woman, all reportedly unarmed, were subsequently shot by SDF. The following day, villagers protested against SDF and reportedly burned down SDF checkpoints.”

Between midnight and 5 am on the morning of April 13th five people were reportedly killed in what was described as a “landing operation” by the US-led Coalition in Al-Takihi village. According to Jisir TV, the operation was carried out by several Apache helicopters and Hummer vehicles. It was, however, unclear who killed the victims (whose combat status was uncertain). Some sources blamed the Coalition, while the Syrian Network for Human Rights said that the victims were shot by the SDF.

Al Masdar reported that “during the raid, the U.S. military came under heavy gunfire from the suspected Islamic State fighters inside the home” but that “eventually, the U.S. military was able to overwhelm them, killing five suspects, including one woman.”

It is unclear at this time whether all the victims were members of ISIS or not. The house reportedly belonged to a member of ISIS, who was hiding inside. Among the victims were two former ISIS members who, according to Deir Ezzor 24, had “defected” several months ago. The two victims were brothers of the house owner, according to local sources.

Two other men and a woman with Iraqi nationality were reported killed as well.  Local news outlets Baladi and Jorf claimed these three were also members of ISIS. Considering that ISIS does not recruit women, she is considered a non-combatant and will therefore be included in the civilian casualty count of Airwars.

Step News added that eight others were wounded.

A number of people were also reported arrested. According to Step News, the father of the two brothers was arrested. Jisir TV added that his other son Ra’ed was arrested as well. According to Al Masdar, however, the “U.S. military” arrested eight of the suspects, who the source reported “of Iraqi and Syrian descent”. The eight arrested people could have been among the eight wounded.

However, the Syrian Network for Human Rights reported that the victims were killed by the SDF. The Network reported: “Five civilians, including a woman, were shot dead by Syrian Democratic forces supported by a helicopter of International Coalition forces in a raid on a house in al Takehi village which is administratively a part of al Bseira city in Deir Ez-Zour governorate eastern suburbs, on April 13.”

On March 10, 2022 in the CJTF-OIR Civilian Casualty Report, the Coalition reported this incident to be “non-credible”, stating that “This allegation was closed due to a lack of corroborating Coalition strikes at the time and location of the alleged incident.”

One civilian doctor was allegedly killed by LNA shelling on Wadi Al Rabie.

Al Wasat said: “The field medicine center mourned the doctor Ayman Abdel Hamid Al-Haramah, who was killed in the clashes areas south of Tripoli.

The field medicine center said, Saturday, ‘The field medicine and support center mourns the martyr of duty Dr. Ayman Abdel Hamid Al-Haramah, who was martyred this morning Saturday while fulfilling his national and humanitarian duty to save the wounded and injured in the clashes that have taken place in the suburbs of the capital Tripoli since Thursday.'”

Ahmed Al Shar said he was killed by a bullet.

The GNA-led Burkan Al Ghadab operation claimed that his ambulance was targeted by warplanes.

His family later filed a lawsuit against the LNA leader Khalifa Haftar saying: “54. Plaintiff Abdulhameed Al-Harramah’s son, Dr. Ayman Al-Harramah, was always
dedicated and committed to humanitarian work. He worked alongside the Children’s
Hospital as a member of many civil society organizations related to humanitarian
activities.
55. He and his colleagues founded the ‘All Doctors Foundation’ before the revolution of
2011. It provided a variety of services, including the distribution of recordings of
additional lectures that medical students and other students were unable to attend or
have no material resources.
56. On April 6, 2019, in the Spring Valley area, also known in Arabic as ‘Wady Al-
Rabii’, Dr. Ayman al-Harramah was doing his work providing medical care and
saving lives in a civilian field hospital when Defendant Haftar indiscriminately
bombed the hospital, killing Dr. Ayman al-Harramah.
57. Plaintiff Abdulhameed Al-Harramah is grief stricken about the loss of his son.”
