Airwars assessment

A Canadian airstrike at Kisik Junction was alleged to have killed between 6 and 27 civilians, according to an internal CENTCOM report. The source was an English-speaking peshmerga fighter, who had passed on his concerns to Coalition Special Forces based in Iraq.

The Canadian attack had targeted “an ISIL sniper/ HMG [havy machine gun] position on the roof of a building within an ISIL-occupied compound, which correlates with the alleged report.”

A Canadian Armed Forces (CAF) spokesman told Airwars in August 2015 that Canada’s own investigation of the incident – which involved reviewing video and strike records – had concluded there was no case to answer: “The review uncovered no evidence of civilian casualties. Furthermore, it was re-confirmed that the target was a valid military objective from which ISIS was firing a heavy machine gun at Iraqi Kurdish troops. The area in question is still within ISIS held territory.”

Reuters reported on the airstrikes at the time (naming the town as Kiske) but made no mention of civilian deaths. The Kurdish regional Government also later claimed that 200 ISIL fighters had died in a successful peshmerga assault on the town which had begun on January 21st.

Canada had been singled out by Airwars in August 2015 as the most transparent member of the international Coalition. Even so, CAF took more than eight months to publicly admit to possible civilian casualties at Kisik Junction. The Globe and Mail has also reported that Defence Minister Jason Kenney was “never made aware” of the allegations.

Local sources claimed that a Coalition airstrike aimed at an ISIL vehicle instead hit nearby celebrations, killing 18 people including three medics. One was later named as dentist Dr. Samir Ibrahim while the UN noted that a father and child died in the reported event.

According to NINA, the deaths occurred when a missile accidentally struck celebrants at a festival in a square in north Mosul.

The monitoring site Jihadology later published a comment from a pro-ISIL website: “This man was one of the noble ones of Mosul who refused to leave the city, unlike others who abandoned their people in their time of need, fearing death, hunger or anything else…God willing on the Day of Judgment we will dispute with every doctor, engineer or even student who left Mosul in the time when solidarity and standing together in the path of turning the wheel of life were needed. But praise and thanks be to God we do not need those who abandoned us as they need us.”

In a January 2016 study, the United Nations Mission in Iraq noted that an alleged targeted killing of a Daesh official had also reportedly slain a father and daughter. According to UNAMI, “On the afternoon of 18 August, a man and his 12 year-old daughter were reportedly killed when an airstrike hit al-Minassa street, northern Mosul. The airstrike allegedly targeted a vehicle carrying three assistants to ISIL leader Abu Bakr al-Baghdadi and a judge of an ISIL self-appointed court, who were all killed.“

In its monthly civilian casualty assessment for October 2019 – published on December 5th of that year – the US-led Coalition assessed this event to be ‘non credible’, noting: “August 19, 2015, in Mosul, Iraq, via Airwars report. After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties. 2811/CI093 38SLF294240”.

The Coalition also provided coordinates showing the area it had assessed, accurate to within 100 metres.

Airwars assessment

A civilian taxi was reportedly destroyed in a Coalition airstrike at Kisik Junction north west of Mosul, killing up to eight civilians including two children and a woman. A girl reportedly survived the attack. The event, described as an evening airstrike, led to the deaths of a number of named victims. The Coalition has confirmed striking an ‘ISIL vehicle’ on this date at Kisik.

In their January 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

There were single-source claims that 19 civilians died in a Coalition airstrike on Mosul.

Citing local residents, the National Iraqi News Agency claimed that “international coalition aircraft bombed residential compounds in the Hadbah area east of Mosul, killing 19 civilians including six women and four children, and wounding six others.”

However Airwars’ own sources in Nineveh have contested the claim, suggesting the event did not take place.

Airwars assessment

In an incident previously untracked by Airwars, CENTCOM issued a statement on July 28th 2016 saying that it had injured a civilian during an airstrike on Ar Rayhaniyah:

The official release noted that “On February 16, 2016, in Ar Rayhaniyah, Iraq near Mosul, during a strike on an ISIL vehicle, it is assessed that one person was injured along the side of the road.”

The report suggests that the US’s post strike assessments had identified the casualty. No additional details are presently known.

In July 2019, the Coalition provided Airwars with the location of this incident, accurate to within a 100 metre box.

It was reported that airstrikes and artillery shelling of neighbourhoods in Fallujah killed at least 10 civilians and injured 15 more. However, it was not clear from the reports who was responsible, as they referred to aggressive shelling government and international.

One report said that the emergency Fallujah General Hospital received thirteen wounded including five children and four women, also received the bodies of ten people including four children and three women. One of the fatalities was named.

In the first of their March 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that the allegation provided insufficient information on the timing and location of the strike to make a determination.

An unspecified number of civilian casualties may have occurred near Haditha Dam following a reported strike on an imminent ISIL assault.

According to El Nel News, Coalition aircraft bombed a gathering of Daesh militants, killing dozens of terrorists and foiling an attack on the perimeter of Haditha Dam in Anbar province in western Iraq.

Yaqein said civilians died in a Coalition strike in the Hawiyah are near Haditha, which may be the same incident. The Iraqi Spring Media Centre also referenced a Coalition strike, which it said resulted in an unspecified number of deaths and injuries.

Given reported British actions in the near region that day, Airwars flagged the incident to the UK’s MoD which said ” we can confirm that there was no UK involvement in the event.

In their May 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

Nine civilians were killed and over 115 claimed wounded, according to ISIL-linked sources.

ISIL-controlled al A’amaq reported that more than 9 civilians died, including four children and a woman, and “about 115 wounded as a result of US airstrikes” in Mosul.

A distressing video posted by the ISIL-controlled outlet initially shows several destroyed buildings in what appeared to be a residential neighbourhood. Later footage depicts wounded people in the hospital, including injured and stunned boys and girls, as well as what appears to be one dead girl.

CJTF–OIR Declassified Assessment and Press Release

Attached to this civilian harm incident is a provisional reconciliation of the Pentagon's declassified assessment of this civilian harm allegation, based on matching date and locational information.

The declassified documents were obtained by Azmat Khan and the New York Times through Freedom of Information requests and lawsuits filed since March 2017, and are included alongside the corresponding press release published by the Pentagon.
