The Syrian Observatory for Human Rights “documented the death of three civilians of the same family including a women, in addition to the injury of four others of the same family, including three female citizens, in airstrikes carried out by regime’s warplanes on Monday morning on Al Kafeer village”.

The civilians injured were named as well: Muhammad Saleh, Rima Musa, Shahd Yasser Kurdi, and Souria Yasser Kurdi.

Shaam reported “the warplanes of the regime targeted with air strikes on the village of Al-Kfir in the countryside of Jisr Al-Shughour, which caused the fall of three martyrs from one family, wounding others, as the civil defense teams responded to the bombing site and recovered the victims and aid the injured.”

The Syrian Network for Human Rights, also blaming the regime, said that two children were among those killed. Zaman Al Wasl additionally reported that two children were killed and “four others, including women, were wounded, as a result of an air strike carried out by “Su24” warplanes that launched from the “T-4” airport and bombed the town of “Al-Kufir” near the city of “Jisr Al-Shughour”, west of Idlib.”

Shahba Press put the death toll at four with ten more wounded.

Local Coordination Committees Syria and @SyrianCoalition were among sources blaming Russian warplanes. @SyrianCoalition said that both Russia and Assad were responsible while other sources blamed the regime.

Airwars assessment

According to local sources, three civilians including a woman and a volunteer with the Syrian Civil Defense (White Helmets) called Ahmad Ali al-Ali were reported killed, and between four and seven others injured including a woman and five volunteers from White Helmets when Russian forces or the Syrian regime allegedly targeted Ma’aret Harma and the two teams of the Syrian Civil Defense rescuing civilians there with aerial bombing or artillery systems, on November 12th, 2019.

According to Baladi News, Russian warplanes bombarded the town of Maaret Horma in the southern countryside of Idlib, targeting civilians during the olive harvest, causing several casualties.

In addition to the volunteer who got killed, Syrian Civil Defense said that five of their volunteers were also injured as a result of Assad forces targeting of two civil defense teams who were working to rescue civilian casualties as a result of attacks on Ma’arat Harma. The five volunteers are Abdul Salam Al-Khalf, Abdul Qader Al-Ahmad, Jihad Mohsen, Bassam al-hamd and Ahmed Najjar and “the ambulance they drove was targeted as they were heading to rescue civilians in the town of idlib.”

A tweet by @MUHIDDINTR also named the other two civilians that were killed: Moaz Mahmoud Haj Ahmed and Alia Abdullah Haj Ahmed. Aramme reported that these two civilians were a man and his wife.

@ShahbaPress also mentioned that the attacks also caused significant material damage to the Civil Defense Center in Ma’arat Harma, blaming Russia for that.

The Syrian Network for Human Rights reported that casualties occurred because of “an intensive shelling by Syrian regime forces artillery on an ambulance of Civil Defense in agricultural lands in southwest of Ma’aret Harma village in the southern suburbs of Idlib governorate, while its team was transferring the injured on previous bombing by fixed- wing warplanes we believe were Russian on the same area, on November 12.” Alquds added that “the Russian warplanes targeting the town with an air strike, followed by 16 artillery shelling while the teams were working to treat the wounded and dead.”

While Baladi, ShahbaPress, Edlib Media Center and IdlibPlus blamed Russia for this, the Syrian Civil Defense and the Syrian Network for Human Rights both blamed the Syrian regime.

The incident occured in the evening.

At least one civilian was reportedly killed and others wounded in alleged Russian or Syrian regime airstrikes on the town of Ma’ar Shimmareen, Idlib governorate, on December 18th, 2019, according to local sources.

Shaam News Agency has put the death toll at six killed people, but it is unclear if the victims were civilians or belligerents. Step News Agency reported that “others were wounded”.

The majority of sources, including the Syrian Human Rights Committee, identified the victim as Ahmed Muhammad Al-Ismail. The Syrian Network for Human Rights (SN4HR) claimed instead that the young man Abdul Razzaq Nayef Qitaz had been killed in the attack. A large number of other sources, however, reported that Abdul Razzaq had died in an attack on Ma’aret Al Nu’man on the same day (see incident R4017)

SN4HR reported that “warplanes we believe were Russian fired missiles in the vicinity of Ma’arshmarin in the eastern suburbs of Idlib”. Other sources, such as Step News Agency and Edlib Media Center, blamed the Syrian regime for the airstrike.

The journalist @mohmad_rasheed reported that both Russian warplanes and helicopters had been attacking the area since morning. According to @MMCSYR, the belligerent dropped barrel bombs on the town. Jisr TV reported instead that vacuum missiles had been fired. Shaam News furthermore detailed that the airstrikes “were accompanied by very violent artillery and missile strikes”.

The incident occured during the day.

The victims were named as:
