In June 2016, the US reported that six weeks earlier it had struck a group of al Shabaab fighters, killing three.

According to the AFRICOM statement released on June 27th 2016, “U.S. forces supporting the Federal Government of Somalia, the Somali National Army and troop contributing nations to the African Union Mission in Somalia, provided defensive fires on four occasions in May, to protect U.S., SNA and AMISOM troops from imminent threats posed by the terrorist group al-Shabaab.

The most recent event was on the evening of May 13, 2016, when the U.S. provided defensive fires in Southern Somalia against nine al-Shabaab combatants, killing three.  The operation was conducted after it was assessed that the terrorists were planning and preparing to conduct an imminent attack against U.S. forces.”

STUTTGART, Germany – U.S. forces supporting the Federal Government of Somalia, the Somali National Army and troop contributing nations to the African Union Mission in Somalia, provided defensive fires on four occasions in May, to protect U.S., SNA and AMISOM troops from imminent threats posed by the terrorist group al-Shabaab.

The most recent event was on the evening of May 13, 2016, when the U.S. provided defensive fires in Southern Somalia against nine al-Shabaab combatants, killing three. The operation was conducted after it was assessed that the terrorists were planning and preparing to conduct an imminent attack against U.S. forces.

Other similar actions were undertaken on three other occasions in May, including one on May 9 and two on May 12. These defensive fire missions all took place in remote locations in Somalia under al-Shabaab control, which are currently the focus of a Somali and AMISOM-led campaign to regain control of territory for the Somali Federal Government, and to disrupt al-Shabaab’s ability to freely plan and carry out attacks.

U.S. forces are working closely with partner forces to combat al-Shabaab in Somalia. Al-Shabaab has pledged allegiance to al-Qaeda and continues to use its safe havens throughout Somalia to plot attacks against U.S. citizens and interests in East Africa, as well as against our international partners in the region.

The U.S. is committed to supporting Somali and regional forces as they combat al-Shabaab and work to bring stability to the region.

Airwars assessment

A US air strike reportedly killed five people – all of them said to be al Shabaab fighters. The attack was defensive and conducted to protect African troops on the ground, an Africom spokesperson told the Bureau of Investigative Journalism.

The Ugandan soldiers, part of the African Union peacekeeping force Amisom, were attacking a makeshift roadblock set up by al Shabaab. The roadblock was approximately 40km southwest of Mogadishu, demonstrating the degree al Shabaab continue to enjoy free movement through Somalia’s rural areas. The Ugandan contingent got into a firefight with about 15 to 20 al Shabaab fighters and the US provided them with air support.

Unnamed US defence officials told CNN that US forces who were mentoring the African soldiers came under fire, but the Africom spokesperson denied this. She described the operation to the Bureau in an email:

“We are in an advise and assist role with Amisom forces from troop contributing nations. These forces work together to conduct counter-terrorism operations against al Shabaab. And this time it was Ugandan Amisom troops came under fire from al Shabaab fighters, as the Amisom forces were stopping an illegal al Shabaab check point. Subsequently in the early morning of May 12 the US conducted defensive fires against the al Shabaab fighters in southern Somalia who posed an imminent threat to the Amisom forces.”

In a June 27th 2016 press release, AFRICOM said it had in fact carried out two “defensive fire missions all took place in remote locations in Somalia under al-Shabaab control” – which may or may not have been at the same locations. For the present, Airwars is counting these as a single event.

We are in an advise and assist role with AMISOM forces from troop contributing nations. These forces work together to conduct counter-terrorism operations against Al-Shabaab. And this time it was Ugandan AMISOM troops came under fire from al-Shabaad fighters, as the AMISOM forces were stopping an illegal al-Shabaab check point. Subsequently in the early morning of 12 May the U.S. conducted defensive fires against the al-Shabaab fighters in southern Somalia who posed an imminent threat to the AMISOM forces.

One or more civilian non-combatants were reported killed – and at least two others injured – after an alleged Coalition air raid on the village of Dabiq.

Step News, citing an Islamic State source – said seven civilians were also injured in the event. Another source said the civilian casualties occurred when a workshop for making thread was struck. Three Daesh fighters were also reported killed.

According to ARA News, “Saleh Zein, one of the field commanders in the opposition in the northern countryside of Aleppo, confirmed to ARA News, that ‘the international coalition aircraft targeted with several air raids Daesh positions in the northern Aleppo countryside. The bombing focused on the towns of Dabiq, Asnabil, Hor al Naher and the outskirts of the town of Soran Izaz which led to the death of two civilians as well as the death of dozens of Daesh members.”

In its July 2017 report, the Coalition said it had classed the event as non credible based on insufficient evidence of civilian harm: “May 11, 2016, near Dabiq, Syria, via Airwars report: After a review of available information it was assessed that there is insufficient evidence to find that civilians were harmed in this strike.”

However given the specific reported details of the event and the named source, Airwars continues to class this event as likely.

According to local sources, a Coalition airstrike at Ar Rutbah resulted in the deaths of seven civilians and the injuring of an additional 13.

News of Iraq reported that the attack destroyed the house of Aref Abrash in Methaq neighbourhood, and the home of Abdullah al-Fayad near the Mustafa mosque.

A propaganda video issued by Al A’Amaq showed a number of injured civilians, along with widespread damage to central Ar Rutbah.

In the first of their March 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

Four or five civilians including three children and one women died in airstrikes on the Ibn Khaldoun neighborhood of Ar Raqqa, according to local sources which also said that a school was targeted – though reports are conflicted as to whether this was the work of Russia or the Assad regime.

The Shaam News Network reported that Russian warplanes killed three children when they carried out raids which targeted the Ibn Khaldoun neighborhood and Zee Kaar school.

An initial post by Raqqa is Being Slaughtered Silently said three children died in Russian strikes, however, subsequent reports only mentioned “warplanes” and did not say who they belonged to.

According to the Syrian Network for Human Rights, “government warplanes” killed three people including a child and a woman when they fired missiles on the neighborhood, targeting Zee Kaar school. It reported that the school was partially destroyed.

Up to 15 civilians including four children died and up to 20 were injured in an airstrike on a health facility at Al Shaheel town, according to local sources – though reports were conflicted as to whether this was the work of Russia or the Assad regime.

The Shaam News Network reported that amid intensive raids on several areas in Deir ez-Zor, Russia carried out strikes targeting a clinic in Al Shaheel, leading to the death of 12 civilians.

LCCSY also believed the planes responsible to be Russian. It put the death toll at 11, naming the same victims as VDC (below) and one unidentified person.

Alaraby and All4Syria news also blamed Russia, but said that 15 people were killed and 20 others wounded. All4Syria also said that the raids had “destroyed the medical points in the village.”

In confused reporting, Deir Ezzor is Being Slaughtered Silently published a number of posts which referred to unidentified warplanes, then attributed the attack to Russia and finally said that the regime was responsible. It said that 11 non-combatants were killed – mostly women and children.

The Syrian Observatory for Human Rights did not say who the planes belonged to, putting the number of fatalities at seven or more and 11 injured. However, the Syrian Network for Human Rights said that government missiles were fired on a “dispensary” in the town, severely damaging it and rendering it inoperable.

According to multiple local sources, three children died when the remains of a cluster bomb – allegedly earlier dropped by Russia – exploded in the town of Taqad.

However, the Syrian Network for Human Rights, which also said three children died, blamed the regime for originally dropping the cluster bomb. Alarab News reported that “a loud explosion was heard due to an explosion of a bomb thrown earlier but did not explode. There were reports about martyrs and wounded.”
