Airwars assessment

One civilian, named in local sources as Ibrahim Khalif Ali Al-Ammar, aged 52, was reportedly killed during a Syrian Democratic Forces and US-led Coalition raid on the village of Al-Dahla, in the countryside of Deir Ezzor, at dawn on February 22nd 2022. According to local sources, he was shot at dawn when his house was raided.

The US-led Coalition was reportedly providing “aircraft” support. SANA reported that they carried out an airdrop operation.

Euphrates reported that Mr. Al-Ammar worked in the fertilizer and grain trade.

@DeirEzzorNow tweeted that “the raid took place without helicopters, as forces from HAT and the coalition raided the house of Ibrahim Al-Khalif Al-Ammar, and the goal is to arrest his brother Hassan, who was said to be an arms dealer, as they live in two adjacent houses in one yard.” They reported that his brother was arrested during the operation.

Another local source tweeted that the town was raided at night, “with a patrol of twelve cars.” Ath Press added that the raid was carried out by members of the “Miliary Council in Deir Ezzor”, led by Ahmwd Al-Khabeel… came with the aim of putting pressure on Al-Ammar and his brother with the aim of blackmailing them and forcing them to pay the money as a kind of royalty, and after he refused several times the raid took place.

The Syrian Observatory for Human Rights did not mention the detail about Mr. Al-Ammar’s brother and instead said that he was trying to be arrested during the raid, and that because he refused to surrender, he was arrested and shot dead.

Shaam reported that “activists in the Furat Post network said that SDF members shot Ibrahim Khalif Ali Al-Ammar, after he tried to prevent them from entering his house because of the presence of women and children.”

The incident occured around dawn.

Four civilians, including three women and their driver, were injured in alleged Turkish drone strikes on the Qamishlo-Amouda road on February 24, 2022.

According to Hawar News, a car was struck by a Turkish drone, resulting of the injury of four people, including three women. The car was traveling on the Qamishlo-Amouda road, east of the Faruj resort, and it was coming from Amouda towards Qamishlo. The names of the wounded are: Dalia Sheikhmus (20 years); Munifa Hamidi (33 years), who was hit by shrapnel in the leg area; Rosa Hammo (38 years), who was hit in the thigh area; the driver Lazkin Abed (35 years old) who was hit in the shoulder by shrapnel.

The injured civilians were transferred to the “Farman” hospital in Qamishli for treatment, according to Enab Baladi. A medical source in the hospital told North Press Agency, “The four people sustained varying injuries and shrapnel, and their health condition is stable, after receiving first aid.” The medical source added that the driver of the targeted car has been discharged from the hospital, and two women will also be discharged after receiving treatment, but one of them needs an operation, and it was determined two days later.

The driver of the car carrying passengers, Lazkin Abed, explained the details of the attack to Hawar News: “We were in the car coming from Amuda towards the city of Qamishlo, and I had 14 passengers, and suddenly the attack happened and a strong sound was issued and the windows of the car were shattered. I did not stop in that moment. I kept [driving] until the tires of the car exploded on my way to Himo. The passengers who were sitting on the left side of the car were more affected than others, as a result of the strong attack, as shrapnel was scattered towards them.”

Rosa Hamo told North-Press, “We were on our way to Qamishli, and when we arrived at Hemo, and before reaching the city’s entrance checkpoint, I heard a strong sound and shrapnel began to fall on us, and I did not know what happened after. I was hit by shrapnel in my left shoulder and arm as well.”

Syrian Observatory for Human Rights reported that the Turkish drone intended to hit a military vehicle that was also traveling on the road.

Airwars assessment

On February 24th 2022, one boy, aged 13, and a man were reportedly killed, and between 12 to 19 civilians were injured, including a woman, as a result of Russian forces firing of “heavy multiple rocket launcher systems” in Chuhuiv, Kharkiv.

Whilst multiple sources reported that a young boy had died, only one reported that “a son wept over the body of his father among the wreckage of a missile strike” indicating that a man was also killed in this attack.

Bellingcat reported in their summary of the incident that the “crater is very large, possibly cruise or ballistic missile as part of an attack on nearby airport.”

Glavcom.ua reported that the fire in the building was first reported at 08.23 and emergency services were called at approximately 09.30. According to the State Service for Emergency Situations, three rescue tankers, an ambulance and a ladder were dispatched to the scene.

Telegram channels publishing pro-Russian content sources disputed this incident, with Russian Spring Z reporting on Telegram that the death of the boy is a “lie”.  Russia Today also reported that the photo of the woman injured as a result of Russian forces action was also fake, and “a few days later, new images emerged: she was posing with a gun.” It also reported on the “unnateral colour of the blood.” War with Fakes also reported the same information. The conflicted military status of the woman does not appear in our Airwars assessment due to the allegations of the material collected as Russian State-affiliated media or pro-Russian channels.

On February 24th 2022, one civilian, a municipal worker or employee of Kharkivgaz, was killed, and 23 civilians were reportedly wounded when alleged Russian rocket fire, machine gun fire, and grenade launchers hit the city of Chugeuv. Kharkiv Human Rights Protection Group reported that three employees of Kharkivgaz were injured.

Various sources reported that a large fuel depot caught fire and Segodnya news reported that “a high pressure gas pipeline in the Izyum region was damaged.” As a result, more than 500 families in the village of Oskol and a school were temporarily without gas supply.

Airwars assessment

On February 25th 2022, Russian military allegedly exploded single cluster bomb at a children’s hospital and blood donation facility on Klochkovskaya Street in Kharkiv. One man was reportedly killed and two to three people, employees, including two women, were reportedly injured.

The attack was reported to have taken place approximately at 17.00, with the earliest recording from a car dashcam bearing a timestamp of 16:41. Local sources reported that there were seven or eight explosions near the centre. Airwars geolocation teams were able to identify nine explosions in the video and Imogen Piper from the investigations team found 25 craters.

The man who was reported killed, according to SQ “probably came to donate blood, he was standing on the street during the shelling” but he was described in other sources as a “passerby” and Suspilne Kharkiv on Telegram reported that the director of the centre said that there were two injured workers and one dead passerby, not a donor. SQ also identified the three wounded as employees of the center, two women and a man.

Airwars investigations reported that experts had identified that a single cluster bomb, dropped from a sufficiently high altitude could produce the impact sites in this case which spanned 350 metres. Multiple different weapons experts identified the cluster submunitions as Russian makes, either model 9N235 or 9N210, which can be delivered by two Russian rockets 220mm 9M27K Uragan; and the 300mm 9M55K Smerch, which carry 30 and 72 submunitions respectively. Russia has not commented officially on this incident.
