Airwars assessment

Alleged Russian shelling in the Saltivka district of Kharkiv on the night of March 21st 2022 saw one man injured when a projectile hit the yard of a house. On Tuesday March 22nd 2022, one civilian was reportedly killed and up to nine others injured by an alleged Russian missile strike in the city of Lozova, in the region of Kharkiv in eastern Ukraine.

Suspilne Kharkiv telegram channel monitored the accounts of injuries to civilians from two, to four, to finally eight. Most sources, such as Truexa news telegram channel, and Espreso.tv reported eight wounded civilians, while AOAV, the Kharkiv Human Rights Protection Group, and Ukrainian Helsinki Human Rights Union accounted for nine. Suspilne Kharkiv telegram channel, AOAV, and Ukrinform account also for one civilian fatality in the attack. Atn.ua confirmed that all the victims are civilians and Suspilne Kharkiv telegram channel reported that there were no children among them.

As a result of the four missiles accounted by Truexa news ua telegram channel and Slovoidilo, more than 20 residential buildings were hit and destroyed at around 15:30, including schools and kindergartens according to the Kharkiv Human Rights Protection Group report, in addition to several boiler rooms causing boiler plants in the city to be switched off according to the Kharkiv Times. The Mayor of Lozova, Serhii Zelenskyi, published a video on Facebook confirming the attack and the head of the Kharkiv State Administration Oleg Sinegubov announced that the equipment of the boiler plants was not damaged, the workers were safe and the city was working to restore heat and gas supplies, as reported by Ukrinform, Espreso.tv, and Kharkiv Times.

The suspected attacker is alleged to be Russia, as reported by most of the sources including Kharkiv Times, Ukrinform, and Espreso.tv, although responsibility has been contested by Perviy Kharkovsky telegram channel, a Ukrainian Telegram channel with a clear pro-Russian stance, which challenging Sinegubov’s declarations that Russia was responsible for the shelling.

At least one male civilian was killed and up to nine others were injured, including a child and a woman, in alleged Syrian Democratic Forces’ shelling of the city of A’zaaz on March 23, 2022.

Euphrates Post reported that Syrian Defense Forces shelled the city of A’zaaz with more than 15 rockets, which resulted in the killing of the civilian Ahmed al-Khalaf and the injury of seven other people, including a child. Sources added that “the rockets landed near the Al-Dalla roundabout in the city of Azaz, in a densely populated area, and in the vicinity of the Azaz Security Directorate.”

@DeirEzzorNow identified one civilian as being killed, adding that six other civilians were injured, including a child and an elderly man. @DeirEzzorNow also provided the names of the civilians injured: Muhammed Ural, Muhammad Khalaf, Ahmed Hajola bin Hassan, Zakaria Halabiya, Nawaf Al-Kadour.

Macro Media Center added that a woman was also in critical condition from the shelling. A tweet from @SYRMMC put the injury count at four while Azzaz media centre posted on Facebook that nine people were injured.

Ramadan Abu Nayef, 60 years old, recounts the moments when his house was subjected to artillery shelling: “We were 8 people in the house, we were having lunch, we heard the sound of the shells coming down the lane immediately and we were distributed in the rooms, but suddenly there was a very strong sound, and dust filled the place, the targeting was inside our house and a few meters away from one of my children, but thank God no one was injured, and we survived Miraculously, from death, when this crime does not continue, we have the right to live in safety, without bombing and without fear.”

@ShahbaPress identified “Katyusha rockets” as being used during the attack. Syrian Network for Human Rights added that the shells hit residential buildings in the city and “the bombing caused severe damage in the areas that were hit.” In addition, Enab Baladi News mentioned that public facilities were also subject to artillery shelling.

The majority of sources attributed the strikes to the Syrian Democratic Forces while the Syrian Observatory for Human Rights reported that “rockets have been fired from areas controlled by the Regime and Kurdish forces”.

At least two civilians, farmers, were injured in alleged Russian or Syrian regime shelling between the towns of Maarat Al-Naasan and Kafr Nuran on March 23, 2022.

The Syrian Civil Defense reported that two farmers were injured in artillery shelling by Syrian regime and Russian forces on agricultural fields between the towns of Maarat Al-Naasan and Kafr Nuran.

The Syrian Observatory for Human Rights added that the shelling occurred near the administrative border with Aleppo province.

A tweet from @Blal_Haj_Ahmad, a local reporter, stated that “more than 50 mortar and artillery shells” had been launched in the vicinity of the village of Maarat Al-Naasan., in conjunction with the flight of reconnaissance planes in the area.

The majority of sources that reported on the incident attributed the shelling to regime forces, with North Press Agency specifically blaming “Syrian government forces stationed in the 46th Regiment”. However, the Syrian Civil Defense and Enab Baladi New mentioned both the regime and Russia as being responsible for the injuries. Enab Baladi added that the town is close to the front lines between Hay’at Tahrir al-Sham and the regime forces.

On March 24th, Russian troops allegedly launched shells from the Black Sea, striking a residential area in Kharkiv, killing six people and wounding at least another 15.

According to 24 Channel News, Russian forces fired upon a civilian area in which already exhausted civilians had gathered for humanitarian aid. Tweets from various users, including @eoin_mc_Sweeney and @maria_avdv described a scene in which civilians were waiting in lines for food and water, and called the Russian strike a “war crime”. Kharkiv Regional Administrator Oleg Sinegubov was quoted as saying,”In Kharkiv, in the area of Akademika Pavlova Street, the Russians fired long-range weapons at the Novaya Poshta post, near which Kharkiv residents were receiving humanitarian aid. According to preliminary data, 6 civilians were killed, another 15 were injured, and they were hospitalized in medical facilities. The number of victims is being determined.” Suspilne News provided the highest casualty count that six civilians were killed and 17 others were wounded.

A vast array of photographic and video evidence exists that captured the strike, including local security cameras according to Twitter user @cliffordlevy. Kh.depo.ua and censor.net conducted interviews with local witnesses who confirmed the death of civilians, but were not certain of an exact number.

Glavred.info reported that later in the night and in the morning on March 25th, Russian forces shelling the airport and the Metro supermarket. leg Synegubov, the head of the Kharkiv OVA, stated that a total number of 54 shelling, including artillery shells and mortar shells from rocket firing systems hit Kharkiv.

The majority of the sources that reported on the incident attributed the strike to Russian forces. However, two sources, Perviy Kharkovskyi – presumably Ukrainian Telegram channel with a clear pro-Russian stance,  and Kharkov Nash, a Ukrainian Telegram channel based in Kharkiv with local correspondents in the city, posted on Telegram speculation over who carried out the strike based on the type of weapon used – both stating that grad missiles are only used by Ukrainian forces, without directly accusing Ukraine of carrying out the attack. A tweet from @informatsia_obstanovka reported that rockets of the Uragan system with cluster elements carrying hundreds of pieces of debris were part of the attack and other source referred to “long range missiles” being launched from the Black Sea.

On the night of March 25th 2022, one civilian was killed and up to three injured following a Russian drone and shelling attack in Dergachi. Dergachi House of Culture, a local government building, a hospital, several private houses, and a gas line were damaged leaving part of the city without heating.

All local sources reported one civilian death and varying numbers of injuries. One source on telegram claimed that three civilians were injured. Most Ukrainian news sources and Telegram posts reported at least one civilian injury. In the 24 hours within which the attack happened, Ukrainian sources reported that Russia had opened fire in the direction of Kharkiv over 55 times. UAinfo quoted the head of the Regional State Administration in Kharkiv saying that “Ukrainian soldiers had destroyed a Russian group belonging to the 59th Tank Regiment and that two enemy planes were shot down near Izyum”. No further information is available at this time.

On March 25th 2022 at approximately 7:45am, Russian forces reportedly shelled the Osnovyansk district of Kharkiv, Ukraine, killing between four and five civilians and injuring three more. The shelling involved artillery fire on residential buildings and a city clinic dispensing humanitarian aid, with some sources referring to it as medical aid, damaging civilian’s houses and vehicles in its wake.

Initial reports put the death toll at 4, as noted by Informator.ua news who reported the shelling hit the clinic with rocket launchers, and resulting in the deaths of four civilians and injuries to three others. However, reports the following day from Allkharkov News stated that five civilians had been killed in the shelling.

Reports indicate that the strike hit the clinic where the center for issuing humanitarian aid was located, despite the absence of any Ukrainian military in the vicinity. Gazeta News reports that in response to this, an investigation was launched by the Kharkiv Regional Prosecutor’s Office. The investigation is currently ongoing, with law enforcement officials gathering evidence to bring the perpetrators to justice.

The strike in the Osnovyansk district is just one of many attacks that have occurred in the area that day. Oleg Sinegubov, the head of the Kharkiv Regional Military Administration, said that Russia uses “Hail” and “Uragan” rocket salvo systems in Kharkiv without specifying if they were used during this attack, and other sources attributed the attack to rockets. All of the sources blamed “Russian forces” or the “occupiers” for the shelling.

At approximately 11am on March 26th 2022, Russian forces reportedly shelled the town of Barvinkove in the Izyum district of Kharkiv, resulting in the deaths of at least four Ukrainian soldiers and one civilian, as well as causing a fire in a secondary school. Multiple Ukrainian news sources, and a number of posts on Telegram reported the attack and the deaths of the four personnel members and one civilian. All the reports stated that the number of civilian injuries was to be determined, with no source giving a figure. The fire in the secondary school, also referred to as a lyceum, was subsequently extinguished.

Investigators for the State Security Service of Ukraine, under the procedural leadership of the Kharkiv Regional Prosecutor’s Office have launched a pre-trial investigation into the alleged attack for violating the laws and customs of war, combined with intentional murder as per Part 2 of Article 438 of the Criminal Code of Ukraine.

Perviy Kharkovskyi, a presumably Ukrainian Telegram channel with a clear pro-Russian stance and Kharkov Nash Telegram channel, a Ukrainian channel based in Kharkiv with local correspondents in the city, both claimed that the school was being used by Ukrainian forces to create a ‘human shield’ for the Ukrainian soldiers, therefore attempting to shift the blame onto Ukrainian forces by suggesting they had broken the laws of war themselves. One of the sources, Kharkov Nash, identified five soldiers as being killed in the attack, without directly contesting that the civilian killed was actually a soldier.
