Airwars assessment

The US military reported on the same day that it had conducted an airstrike against al Shabaab fighters in the town of Jilib. However it was locally claimed that the attack had killed three young children, whose bodies were shown on social media.

In a press release published on the evening of the attack, AFRICOM noted: “The command’s initial assessment concluded this airstrike killed one (1) terrorist and wounded one (1) terrorist. An al-Shabaab compound was destroyed in the airstrike.”

The release also noted that “U.S. Africa Command is aware of reports alleging civilian casualties resulting from this airstrike. At this time, U.S. Africa Command currently assesses no civilians were injured or killed as a result of this airstrike.”

However al Shabaab released images which it said were taken at the scene of the US strike, showing the bodies of three young boys and a destroyed structure. Morad news named the dead as Abukar Ahmad, 8 years old; Abdisamad Hussain, aged 12; and Abdullahi Mohamad, aged 13.

AllBalcad said: “The bombing, which took place at around 2pm, featured pro-al-Shabaab media showing the bodies of three children and the destruction of a house. The children were said to be between the ages of 8 and 13 and Alshabab did not say who else was injured in the bombing.”

Mareeg reported: “But the strike has killed at least 3 children under the age of 13, and destroyed their wooden house in the town.

The children were playing outside their home when they were struck by a heavy metal fragment from the munition and then, all died on scene, a witness, who asked to be anonymous said.”

Halgan Media and other sources said it was a drone strike.

In it fourth quarter civilian casualty assessment AFRIOM said: “After review, the reports were assessed as unsubstantiated. Contrary to the reports stating the airstrike targeted a residence killing three children, the airstrike was executed on July 29, 2020 against two al-Shabaab members on a known al-Shabaab compound used as a senior al-Shabaab leadership meeting place. U.S. intelligence confirmed that the compound was only accessible to al-Shabaab members, and the casualties of the strike were al-Shabaab members. It is assessed with a high degree of confidence that no civilian casualties occurred as a result of U.S. military action. One source also used one photo that was previously published in 2015.”

Airwars found that one picture used by Goobjoog had indeed been used before.

The command's initial assessment concluded this airstrike killed one (1) terrorist and wounded one (1) terrorist. An al-Shabaab compound was destroyed in the airstrike.

U.S. Africa Command is aware of reports alleging civilian casualties resulting from this airstrike. At this time, U.S. Africa Command currently assesses no civilians were injured or killed as a result of this airstrike.

As with any allegation of civilian casualties we receive, U.S. Africa Command reviews reasonably available information it has about the incident. U.S. Africa Command complies with the law of armed conflict and takes all feasible precautions to minimize risk to civilians.

Six alleged al-Shabaab members were killed by declared US airstrikes on the small town of Awdal 248 km northeast of Mogadishu near Cadale, Middle Shabelle, on December 23, 2022.

AFRICOM released a statement the same day that “At the request of the Federal Government of Somalia, U.S. Africa Command conducted a self-defense strike, Dec. 23, in support of Somali National Army engagements against al-Shabaab 248 km northeast of Mogadishu near Cadale, Somalia. The command’s initial assessment is the strike killed six al-Shabaab terrorists and that no civilians were injured or killed.”

Globe Echo News reported on the day before the strike, December 22nd, that the Middle Shabelle region had been completely liberated from al-Shabaab.

No other independent details were available from foreign or local media.

This incident was the third strike carried out and announced by AFRICOM in 10 days, and all of them occurred in the same area near Cadale.

The local time of the incident is unknown.

Al-Shabaab is the largest and most deadly al-Qaeda network in the world and has proven both its will and capability to attack Somali, East African, and American civilians. U.S. kinetic actions against al-Shabaab in Somalia are conducted in support of the Federal Government of Somalia's ongoing campaign to disrupt terrorist operations in their country.

Somalia remains key to the stability and security in all of East Africa. U.S. Africa Command's forces will continue training, advising, and equipping partner forces to give them the tools that they need to defeat al-Shabaab.

AFRICOM released a statement that “At the request of the Federal Government of Somalia, U.S. Africa Command conducted a collective self-defense airstrike in a remote area near Cali Heele, approximately 244 kilometers North East of Mogadishu, Somalia against al-Shabaab terrorists on August 15. The airstrike was in support of Somali National Army forces who were engaged by the terrorist organization. Working with the Somali National Army, U.S. Africa Command’s initial assessment is that the U.S. airstrike killed 5 al-Shabaab terrorists and that no civilians were injured or killed.”

The Somali government added that the strikes also destroyed a militant hideout.

According to @HarunMaruf, Somali state media reported a similar casualty figure, which was supposedly one of the first times that the Somali state and the US reported similar casualty counts.

According to a local source, heavy fighting near the port of Bari in Puntland killed two people and injured five others, including civilians. AFRICOM later declared that “no U.S. military strike took place on the alleged date or location.”

Radio Shabelle initially said that an airstrike by an unknown party had contributed to the violence – though did not blame it directly for the casualties.

“It is not clear what led to the shelling, and it is not yet known who carried out the airstrike. There was no immediate comment from the Puntland government regarding the shelling,” noted Radio Shabelle.

“There was fighting for several hours between Puntland forces and a militia guarding a migrant group operating there. Reports indicate that Puntland forces with armored vehicles attacked the militants who were based in the Marero area of ​​Bari region.

“At least two people were killed in the fighting, while five others were wounded, including civilians.”

Halgan Media – when tweeting a link to the Radio Shabelle story – claimed the strike on a location it gave as Iskashubun – had been conducted by US forces.

However in April 2020 US Africa Command explicitly denied responsibility, noting: “January 21, 2020, AFRICOM received a report from a foreign non-government organization claiming two (2) civilians were killed and five (5) injured as a result of a U.S. airstrike in the vicinity of Iskashubun, Somalia, on July 3, 2019. After review, the allegation was assessed to be unsubstantiated because no U.S. military strike took place on the alleged date or location.”

Reports of the incident gave conflicting accounts on the location where civilians were killed. Radio Shabelle reported that various places in Bari, northern Puntland, were bombed. There was heavy fighting in the Mareero area, the outskirts of the port town Bossaso, for which the coordinates are: 11.33052, 49.29675. At the same time it said that shelling took place in Iskushuban district. Halgan Media, only pointed to the town of Iskushuban as the location of a strike. The coordinates for the town of Iskushuban are: 10.28178, 50.23009. It is unclear where in Bari the civilians were killed and injured. The generic coordinates for the Bari region are: 10.170363, 49.847404. Due to limited information and satellite imagery available to Airwars, we were unable to verify the location further.

At least 60 Al-Shabaab militants were reported killed in a declared US airstrike in support of Somali ground actions, at Fiidow village in Hiiraan on February 22, 2022.

Somali National Television reported that “over 60 Al Shabab terrorists were killed in a planned security operation conducted by #Somali National Army with support of airstrikes of Somalia’s security partners in Fiidow village of #Hiiraan region on Tuesday, SNA chief Ge. Odawa Yusuf confirmed to State Media.” The location and casualties were also confirmed by a government spokeswoman.

According to Mareeg, the Somali military stated that they had killed 60 militants, including their commander, whose name has not been released, in addition to also destroying the group’s safe houses, a so-called mobile court and explosive centers in Hiran region.”

The Somali Guardian also reported that militants claimed seven Somali government soldiers had been killed in an ambush carried out by Al-Shabaab.

The New York Times reported that the strike was carried out with an MQ-9 Reaper and followed an attack on allied Somali forces in Duduble, about 40 miles northwest of Mogadishu.

The New York Times also added details about the decision to carry out the strike, which “as in four previous attacks since President Biden took office, White House approval was not needed because the Africa Command has the authority to conduct strikes in support of allied forces under what the military calls collective self-defense.” However, “There were no U.S. forces accompanying Somali forces during this operation, an Africa Command spokesman said. Instead, U.S. forces were advising and assisting the Somali forces’ mission from a remote location, but the official did not say where that was.”

AFRICOM released a statement a day after the incident declaring that “In coordination with the Federal Government of Somalia, U.S. Africa Command conducted an airstrike against al-Shabaab terrorists after they attacked partner forces in a remote location near Duduble, Somalia, February 22.” While it stated that a battle-damage assessment was still pending, “the command’s initial assessment is that no civilians were injured or killed as a result of this airstrike.”

AFRICOM cited both self defence, and the 2001 Authorization for the Use of Military Force (AUMF) as justification for the strike.

This incident marked the first declared US strike in Somalia by AFRICOM since August 2021. Five days before the action, AFRICOM commander General Townsend had visited US forces in Somalia – as unnamed senior US defense officials briefed Stars and Stripes that ‘U.S.-backed forces in Somalia are now outgunned by Africa’s largest terrorist group, raising concerns that a 2021 decision to pull out American troops and curtail airstrikes has helped the militants’ insurgency expand’.

Local and official sources alleged that 10 al-Shabaab militants were killed and others were injured by Somalia National Army operations and airstrikes near Hawda Qaycad on February 15, 2023.

Abdi Garad Omar Mohamed, one of the officials of Wisil district in Mudug region, told Mustaqbal Media News that around 60 members of al-Shabaab were killed in a battle that took place in Hawda Qaida in the south of Mudug region. The source added that battle was accompanied by airstrikes against an al-Shabaab base near Hawda Qaycad.

AFRICOM announced airstrikes in a different region near Bacadweyne on February 15th that resulted in the death of 5 al-Shabaa militants.

While no sources directly implicated the US in the operation, the Somali government’s reference to airstrikes has in the past indicated US involvement.

An unknown number of Al-Shabaab members, including top leaders, were reportedly killed by airstrikes allegedly carried out by the US and/or Somali military on Elbur in Galgaduud province on September 23, 2023. There have been no reports of civilian casualties connected to the strikes.

On the 23rd of September, 2023, the Somali Ministry of Defense posted a statement on X /Twitter that a “precision airstrike” had been conducted on a “meeting house” in the town of Elbur in the Galgaduud region. The statement went on to claim that the Somali National Army had killed key Al-Shabaab leaders including “their head of extortion and finance, Sahal.” Garowe Online stated that the individual killed, known only as ‘Sahal’, had been the group’s “finance and tax head,” while also attributing the strikes to the US military rather than the Somali military.

M.M.Dhoore, a former BBC journalist and the managing editor of SNTV (Somali National Television), London, released a post via X/Twitter on the evening of the 23rd of September stating that Somalia’s armed forces had conducted the airstrike using “recently acquired helicopters”. M.M. Dhoore’s post contained a photo of such aircraft.

Middle East Monitor News also reported on the attack, emphasizing the strategic significance of the town of Elbur and noting that it has been an Al-Shabaab stronghold for more than 15 years.

None of the sources gave a precise number of militants killed, with some referring to “several militants” killed while others reported “heavy casualties”.

Between five and seven civilians, including two children, were killed when a vehicle carrying suspected al Shabaab fighters exploded in their village, after being hit by what is thought to have been a US airstrike – though US Africa Command deny any strikes in the area on this date.

The explosion reportedly injured a further two civilians, including an 18 month old girl. Reuters reported an eyewitness as saying that all seven casualties were in fact  killed.

In a Guardian article published in January 2018, there were reports of civilian casualties from a strike on December 6th. It reported that a five-year-old girl, a 17-year-old girl and three men were killed.

Mohamed Abdullahi, a resident of Illimey village, which is about 80 miles south-west of Mogadishu, told the Guardian: “Farmers had gathered at a tea shop … when the drone begun to fly over … Some of the victims were passing on the road while some were inside drinking their afternoon tea. Five died on the spot. They are not killing al-Shabaab. They are killing civilians,” he said.

Two additional casualties were confirmed by hospital officials according to the newspaper. They said an 18-month-old girl and a 23-year-old man had been brought with shrapnel injuries.

According to Amnesty International’s research, whilst al Shabaab controlled the area of Illimey, they did not have much of a presence in the area and didn’t tend to visit very often. The NGO spoke to five eyewitnesses about an unfamiliar truck, thought potentially to be driven by al Shabaab fighters, being present in the town on that day and which was later blown up.

One witness told Amnesty the men wanted water in order to take ablution (wash) before praying. Another said that a suspected Al-Shabaab fighter got out of the truck and put a gun to the head of Osman Hussein Osman, a 45-year-old camel herder from the village. “They stopped him with a gun and made him put his water in the cooler of the car.” Jibril, a farmer who was in the village told Amnesty International. Then, moments later, a projectile hit the truck, witnesses explained. “There was dust everywhere and smoke and bodies of humans and animals,” said Jibril.

The explosion destroyed the vehicle and killed all of the suspected al Shabaab fightters inside of it, Amnesty reported.

Despite having looked at satellite imagery and conduction on the ground investigations, Amnesty said it could not be 100% sure that a US air strike had caused the explosion – though said that it is the most plausible answer.

US Africa Command deny conducting a strike on this day. Their response to Amnesty’s allegation of civilian harm read as follows: “AFRICOM did not conduct a strike at this location. Additional information provided by […] Amnesty International indicated that the strike in question involved secondary explosions. On 11 December 2017, one week after the alleged incident, AFRICOM did strike a VBIED approximately 35 miles from this location but no secondary explosions were observed.”

Despite AFRICOM’s statement, local officials insisted a strike had in fact  taken place – indicating either a possible Kenyan or CIA action. A local government official said that a strike had hit a car being used by al Shabaab fighters to “transport supplies to a squad preparing bomb” in Ilimey village, about 130 km (80 miles) southwest of Mogadishu.”

“The strike hit the car … but we do not know details of casualties,” Ali Nur, deputy governor of Somalia’s lower Shabelle region, told Reuters – which also said it was not clear who had carried out the strike. The Kenyan military had conducted multiple strikes in Somalia, but these had tended to be closer to the Somali-Kenyan border.

  • Via Amnesty: Imagery from 3 December 2017 shows a small junction in Lower Shabelle approximately 100 km west of Mogadishu. The road passes through a small village with approximately 10 structures.

  • Via Amnesty: Imagery from 9 December 2017 shows debris from the destruction of most and possibly all of the structures. A diversion in the road along with apparent debris, suggests the explosion site is along the old road. The furthest structure visibly destroyed was situated 60 metres from the probable explosion site.
