Airwars assessment

Seven named civilians including four women and a child died in a reported Coalition strike in Raqqah governorate – though there was confusion about whether they had died at Shabhar or Al Matar.

Orient News, citing Raqqa Post, said that seven civilians – five from the Matar family – died. It blamed the Coalition. Raqqa Post reported that an infant (“a couple of months old”) also died. Alwatan put the death toll higher at nine, specifically blaming “American Coalition warplanes”.

Sharqiya Voice said that the Coalition strike was carried out on Al Matar village.

According to the Syrian Network for Human Rights, missiles from Coalition jets killed “six children and their mother”.

In December 2018, the Coalition announced that it had classed the event as Non Credible due to a lack of available evidence of civilian harm: “Mar. 18, 2017, near Shabhar (Raqqah), Syria, via Airwars report. After a review of available information and strike video it was assessed that there is insufficient evidence to find civilians were harmed in this strike.”

Out of 17 sources, 16 identify the location as Shabhar (شبهر). Only one refers to Matar village, this likely an error as one of the civilians killed was named Matar. We are unable to geolocate Shabhar (شبهر). Open sources data suggests the village is located within the Al Granya subdistrict, inside the Raqqa governorate. Four civilians died and dozens more were wounded in alleged Coalition airstrikes on the Rumaila neighbourhood of Raqqa, according to local sources.

Syrian News Desk reported that “four civilians were killed and 11 others wounded including children, by the Coalition targeting Maysaloun school and nearby houses in Rumaila district east of al-Raqqa with four raids. These destroyed the school building almost completely and damaged two houses.” [This report may have confused a March 20th strike on Maysaloun school in al Tabaqa.]

Euphrates Post, Step News and Smart News were among other sources which said the Coalition had carried out raids on the neighbourhood leading to a number of casualties.

Enab Baladi reported that “Coalition warplanes carried out three raids in Rumaila neighbourhood in Raqqa and killed dozens and wounded civilians and the final death toll isn’t clear yet.”

Local sources reported that more than forty people were killed in unspecified airstrikes on the village of Mayouf, north west of Mosul.

According to a report published by Al Arabi, “A local source said that an aerial bombardment targeted last night and blew up a number of houses in the village of Mayouf in the town of Badush west of Mosul, stressing to the New Arab that the bombing caused the deaths of more than 40 civilians who were gathered in those houses in order to escape from the area that was controlled by Daesh.”

Iraqi aircraft were reportedly active west of Mosul on the same day, with an assault reported on nearby Badush.

A UN report on the protection of civilians in context of Nineveh operations and the retaking of Mosul stated: “In the morning of 4 April, ISIL forcibly gathered 34 civilian men in a house in the ISIL-controlled Ma’youf al-Jubouri neighbourhood of Badoush subdistrict, Mosul district. Later that day, an airstrike hit the house, reportedly killing all 34 civilians inside and an unknown number of ISIL fighters. Sources reported no military activity from the house before the incident. UNAMI/OHCHR could not confirm this specific information.”

Airwars assessment

Local sources reported a major incident in Yarmouk neighbourhood, West Mosul, where airstrikes allegedly killed more than thirty civilians.

The local Facebook group Sawlf Ateka named the victims as: “Imad Abdul Ghani Al-Rashdi and his mother, his wife, four daughters, the daughter of his brother Iyad and five other families after they fled to their neighbor’s home.” According to the report, an ISIL member had been on the roof of their house, so they fled to the neighbour’s house. The ISIL combatant escaped, but the house where the families were hiding was then hit by airstrikes. According to Sawif Ateka “They are now under the rubble. We appeal to the counter-terrorist units to evacuate the bodies. The site of the incident is opposite the Yarmouk Bridge and the Maysaloun Preparatory School for Girls.”

MNN reported that A-10 aircraft carried out the bombings in Yarmouk. This type of aircraft is used only by the US in Iraq, so could point at Coalition involvement. However, none of the other sources indicated who was responsible.

Yarmouk Coordination spoke of a total of 73 dead, mostly children and more than 200 wounded in “American-Iraqi” bombings in Mosul over a period of three days.

Nineveh Media Centre later named Mohamed Abdel Wahab Ibrahim El Sayegh (see photo below) as also having died in the attack. Yarmouk neighbourhood was reportedly liberated by Iraqi forces that day.

In a later report. the Iraqi Observatory gave more details: “The monitoring network documented at the Iraqi Observatory on April 10 the killing of five families in the Yarmouk district of the right-hand side of the city of Mosul, after their house was targeted by air strikes. A displaced man from the city of Mosul reported that a bomb exploded near the Yarmouk Bridge, killing one of his cousins, his mother, his wife, four daughters, his nephew and five other families who were gathered in one house. He added that the house was bombed an hour after the escape of one of the elements of the organization that was on the roof of the house, likely to kill thirty civilians whose bodies are still under the rubble.”

In their monthly civilian casualty reports, the US-led Coalition has indicated that the credibility of this civilian harm allegation is in the process of being assessed.
