Four civilians were reported injured in fresh coalition airstrikes on the outskirts of Raqaa. Images distributed by Raqaa is Being Slaughtered Silently featured an injured boy, among other victims, receiving treatment after the event.

These photographs were subsequently removed, though are archived by Airwars.

In July 2017 the Coalition said it had classed the event as non credible based on available information: “July 25, 2015, near Raqqah, Syria, via Airwars report: After a review of available information and strike video it was assessed that there is insufficient evidence to find that civilians were harmed in this strike.”

Based on reports at the time Airwars continues to assess this event as likely – though has requested additional Coalition clarifications.

‘Wednesday 25 January – Typhoons supported Syrian Democratic Forces west of Raqqa, striking a group of terrorists and an armoured personnel carrier… Operations by the Syrian Democratic Forces (SDF) near Raqqa also continue to receive support. On Wednesday 25 January, the SDF reported that they were taking fire from a group of Daesh fighters with an armoured personnel carrier, to the west of Raqqa, on the north-eastern shores of Lake Assad. Despite challenging weather conditions and the proximity of the SDF to the targets, two Typhoons used a pair of Paveway IV precision guided bombs which removed the threat. Daesh targets have been less common since their defeat in eastern Mosul. As a result, no RAF attacks were required in the latter part of the week. Our aircraft, however, continued intensive armed reconnaissance patrols to gather intelligence on suspected terrorist positions and movement, and to be ready to strike should the situation require. Sentinel aircraft have also flown a number of surveillance missions, similarly gathering valuable information on Daesh. Hercules transports have also continued their essential role in providing logistical support required to British forces in the Middle East, particularly for the training and liaison teams deployed as part of the Coalition’s efforts to help the Iraqi security forces further improve their capabilities.’

En Irak, 3 mois après le lancement de la bataille de Mossoul, Daech perd pied dans les quartiers de la rive Est du Tigre, mais consolide ses positions sur la rive Ouest. L’organisation parvient encore à conserver un certain espace de manœuvre pour organiser des bascules de combattants, régénérer ses forces et empêcher les forces irakiennes d’enfermer ses combattants dans une poche. Dans le reste du pays, les forces irakiennes ont consolidé leurs positions pour empêcher les actions asymétriques des terroristes. According to the monthly report: “May 11, 2017, near Raqqah, Syria, via self-report: During a strike to crater roads used by ISIS VBIEDs, it was assessed that one civilian was injured when his vehicle entered the target area after the munition was released.”

Coordinates provided by the Coalition placed the incident near the village of Sakuriyah – and less than 1km from Bir al Hashem where at least 12 people died that day.

‘Thursday 11 May – Typhoons attacked three targets in eastern Syria, as well as a truck-bomb factory north-west of Raqqa. Tornados also struck six times in Mosul…On Thursday 11 May, a pair of Typhoons, armed with Paveway IVs, destroyed a truck-bomb staging area some fifteen miles north-west of Raqqa, while another pair supported the SDF in eastern Syria, hitting a mortar team and two Daesh-held buildings near Al Ulwah. The same day, two flights of Tornados patrolled over Mosul, using Brimstone missiles against two Daesh positions very close to Iraqi troops. A further Paveway IV eliminated a mortar in a courtyard, and three more Paveways cratered roads along which Daesh might have tried to move truck-bombs along.’

In an incident previously untracked by Airwars, CENTCOM issued a statement on July 28th 2016 saying that it had injured a civilian during an airstrike on Ar Rayhaniyah:

The official release noted that “On February 16, 2016, in Ar Rayhaniyah, Iraq near Mosul, during a strike on an ISIL vehicle, it is assessed that one person was injured along the side of the road.”

The report suggests that the US’s post strike assessments had identified the casualty. No additional details are presently known.

In a previously unreported incident, the US admitted six months later that it had killed a civilian in an attack on Qayyarah, noting that near Qayyarah, Iraq, during a strike on an ISIL-held building, it is assessed that one civilian was killed.

On April 30th 2017 the Coalition revised its position, noting: July 14, 2016, near Qayyarah, Iraq: Number 18 on Nov. 9, 2016, U.S. Central Command press release reported that one civilian was killed during a strike on an ISIS-held building. That was incorrect; it was assessed that one civilian was unintentionally injured.

On January 30th several sources reported the exhumation of a whole family from under the ruins of their own house in Al Tawassoy’ia neighbourhood of Raqqah city. According to all reports, Mohammed Anwar al-Jabeen, his wife and four children, “Bashar, Abboud, Bushra, Ibrahim” died as a result of bombing by the US-led Coalition.

The date of the death of the victims remained unidentified for many years until the Amnesty and Airwars’s joint April 2019 report “War in Raqqa: Rhetoric versus Reality” was published reporting that the family had been killed in an incident on 8th October 2017, where the family were killed with a total of 26 deaths following an alleged Coalition airstrike on Qunaitir Building. They have therefore been removed from this incident and reside in S1411a.

In December 2017, the Coalition reported having unintentionally killed a civilian in an event previously unreported by Airwars.

It stated: “Oct. 10, 2017 near Al Qaim, Iraq via self-report. During a Coalition strike which destroyed a building being used as an ISIS headquarters it was assessed that one civilian was unintentionally injured when they inadvertently crossed into the blast area.”

Coalition officials told Airwars this incident occurred at the location 37SFU824075 (Military grid reference with 100 m accuracy) which placed the event in the Al Rashid neighbourhood of Al Qaim.
