Their September 2017 civilian casualty report noted: “During a strike on an ISIS vehicle, it was assessed that one civilian was unintentionally injured.”

The Coalition provided Airwars with the location of this incident, accurate to within a one-metre box.

The location given placed the event in a house in the neighbourhood of Nahdah in the north west of Raqqa. The house is located next to the El Barazi pharmacy and near the Al Nour mosque.

Airwars has reported airstrikes on the same day in Raqqah (S811) but the locations listed do not match the location given by the coalition for this incident.

2459/5000 'CHAMMAL ASSESSMENT OF SITUATION In Syria, on June 4, under pressure from the Syrian Democratic Forces (SDF), the terrorist organization abandoned the Baath Dam on the Euphrates (between Tabqah and Raqqah). Subsequently, the SDS announced June 6 the start of the offensive for the recovery of Raqqah. The coalition supports forces engaged in this battle, which can be long and difficult. ‘Monday 5 June – Typhoons struck a Daesh-held building in eastern Raqqa, whilst Tornados hit two terrorist firing points in a building in Mosul…On Monday 5 June, two Typhoons, supporting Syrian Democratic Forces close to Raqqa, used a Paveway IV to strike a Daesh-held building in the east of the city itself. Tornados meanwhile continued operations over Mosul, and employed a pair of Brimstone missiles to deliver pinpoint attacks on two firing positions located in a large multi-storey building, where the terrorists had stationed a recoilless anti-tank gun and a machine-gun.’

The Coalition provided Airwars with the location of this incident, accurate to within a one metre box. The location given places the event at al Nababalh in central Tabaqah.

The incident is one of three so far confirmed in the town that day. In a second event (CS603) between 15 and 20 civilians were reported killed and dozens more injured in alleged Coalition airstrikes on other locations in Tabaqa; in a third event (CS604) one civilian was confirmed killed and one injured.

In an incident previously untracked by Airwars, CENTCOM issued a statement on July 28th 2016 saying that it had injured a civilian during an airstrike on Ar Rayhaniyah:

The official release noted that “On February 16, 2016, in Ar Rayhaniyah, Iraq near Mosul, during a strike on an ISIL vehicle, it is assessed that one person was injured along the side of the road.”

The report suggests that the US’s post strike assessments had identified the casualty. No additional details are presently known.

On January 30th several sources reported the exhumation of a whole family from under the ruins of their own house in Al Tawassoy’ia neighbourhood of Raqqah city. According to all reports, Mohammed Anwar al-Jabeen, his wife and four children, “Bashar, Abboud, Bushra, Ibrahim” died as a result of bombing by the US-led Coalition.

The date of the death of the victims remained unidentified for many years until the Amnesty and Airwars’s joint April 2019 report “War in Raqqa: Rhetoric versus Reality” was published reporting that the family had been killed in an incident on 8th October 2017, where the family were killed with a total of 26 deaths following an alleged Coalition airstrike on Qunaitir Building. They have therefore been removed from this incident and reside in S1411a.

CHAMMAL OPERATION ASSESSMENT OF SITUATION In Syria the Syrian Democratic Forces (SDF) continue their progress against Daesh. In the region of Raqqah they have proceeded this week to secure territorial gains made the previous week in the north of the city, neutralizing several pockets of resistance still occupied by terrorist fighters. Further west, the SDS continue to expand their controlled areas, gradually tightening those held by Daesh on the town of Tabqah and its dam. In Iraq, Daesh is still trying to maintain an atmosphere of insecurity in the Anbar and the Tiger Valley in order to divert the Iraqi military effort from Mosul. In the region of Mosul, the situation has changed little this week with the exception of a breakthrough in the south-west of the city. With unfavorable weather conditions, the Iraqi Security Forces (ISF) marked an operational pause to regenerate their potential, while maintaining pressure on the Medina neighborhood. To the north-west, on the outskirts of the city, the 9th Division is still engaged in security actions of its control zone centered around Badush, and is still under attack by terrorist groups. Further south, in the city of Mosul, the ICTS and the FEDPOL maintained their position in and around the medina by repelling several attempts by Daesh fighters. ACTIVITIES OF THE CHAMMAL FORCE Fire support - TF Wagram The Task Force (TF) Wagram continued this week its shooting missions in support of the 9th Iraqi Division engaged in the Badush region. The 29 illumination and interdiction missions carried out in support of Iraqi units contributed to the security of the Iraqi zone control system in the face of harassing actions by Daesh groups seeking to infiltrate. Air support to the Levant This week, the aircraft of Operation Chammal made 40 sorties, including 30 for armed reconnaissance or ground support (CAS), 2 for air command and control, 5 for refueling, and 3 for intelligence gathering. 3 strikes were carried out by French planes in Iraq and Syria, in support of ongoing operations in Mosul and Tabqah, as well as in the Anbar Valley. '

‘OPÉRATION CHAMMAL APPRÉCIATION DE SITUATION En Syrie les Forces Démocratiques Syriennes (FDS) poursuivent leurs avancées contre Daech. En Irak, Daech cherche toujours à entretenir une atmosphère d’insécurité dans l’Anbar et dans la vallée du Tigre afin de détourner l’effort militaire irakien de Mossoul. For July 12th-18th, France report 11 strikes: 7 in Syria (6 in Raqqa) and 4 in Iraq. There were 26 artillery strikes in Mosul. Since September 19th 2014 France has carried out 1322 strikes, with 2090 targets destroyed and 6812 air sorties. Additionally, they’ve carried out 1310 artillery missions.

‘OPÉRATION CHAMMAL SITUATION En Syrie, Dans la ville de Raqqah désormais encerclée, Daech défend fermement les quartiers sous son contrôle en s’appuyant sur un usage intensif de pièges dont le terrain est littéralement saturé pour ralentir la progression des forces démocratiques syriennes (FDS). Cette stratégie impose aux FDS de déminer, pas à pas, chaque rue et chaque maison, sous la menace permanente de tireurs isolés entre autres tactiques adverses. Leur progression reste donc très lente. En Irak, Alors que les opérations de sécurisation de Mossoul se poursuivent, la principale zone de combat se situe désormais à l’Ouest de la ville dans le secteur de Tall Afar. Depuis cette localité, Daech mène des actions de harcèlement par des tirs directs et indirects contre les positions des Forces de Sécurité Irakiennes (FSI) à proximité. L’effort aérien de la coalition s’y porte donc tout en s’accompagnant d’un engagement plus large sur l’ensemble des autres territoires encore sous le contrôle de l’organisation terroriste. Daech poursuit notamment ses actions de harcèlement depuis la poche de Hawijah et dans l’Anbar, région dans laquelle elle dispose de nombreux camps et caches d’armes. ACTIVITÉS DE LA FORCE Cette semaine, les aéronefs ont réalisé 37 sorties aériennes dont 31 de reconnaissance armée et d’appui au sol (CAS), ainsi que 04 missions de recueil de renseignement et 02 de ravitaillement en vol après le déploiement récent d’un C135. La moitié des frappes françaises (6 sur les 11 frappes) a été réalisée dans le cadre de la bataille de Raqqah, les missions de reconnaissance française ou alliée permettant d’en réaliser autant sur le reste du théâtre afin de préparer les manœuvres futures ou de peser sur les réseaux terroristes. La Task Force (TF) Wagram a mené de son côté 26 missions de tir dont 17 de harcèlement et 09 d’éclairement. Le bilan global de CHAMMAL depuis le 19 septembre 2014 s’élève 1322 frappes, 2090 objectifs détruits et 6812 sorties aériennes réalisées. 1310 missions d’artillerie complètent cet engagement cinétique de la France au Levant.’
