Airwars assessment

In an incident not previously tracked by Airwars, the Coalition later confirmed the deaths of four civilians in an event in near Mosul.

Their September 2017 civilian casualty report noted: “During a strike on an ISIS defensive fighting position, it was assessed that four civilians were unintentionally killed.”

The Coalition provided Airwars with the location of this incident, accurate to within a one-metre box. The location given placed the event in the al Shafaa neighbourhood, north of the Old City.

Airwars assessment

Up to four people were reportedly killed and several others (believed to be four) were injured in the rural areas of Al Soussa, Al Salhiya and Ghranij in Deir Ezzor following alleged Coalition airstrikes over several days, local sources reported.

Airstrikes on Al Soussa are believed to have taken place on June 25 and airstrikes on Al Salhiya and Ghranij are believed to have taken place on June 28th. However some sources combined their reporting of the incidents, making it difficult to distinguish them.

Watani Press, News Jorf, the Revolutionary Forces of Syria Media Office, Al Nateq and the Syrian Observatory for Human Rights alleged that the Coalition was responsible, however some sources noted that Russian warplanes were also operating in the area and did not make distinct assertions as to who was responsible.

Airwars assessment

In the Amnesty and Airwars’s joint April 2019 report “War in Raqqa: Rhetoric versus Reality”, three civilians were reportedly killed in alleged Coalition artillery strike in Raqqa. Although Airwars assesses single sourced incidents as “weak”, researchers have assessed this incident “fair” due to the depth of material provided by Amnesty.

The report stated that “Mohammed Haj Ibrahim, 34, was killed at his home with two of his children by an artillery shell which struck the house while he and his family were sleeping at 4.30 am.”

Hi wife, Hamida, who survived the strike told Amnesty that, “27 days earlier we had tried to escape Raqqa but Daesh shot at us and killed both my husband’s parents. Then the Coalition killed my husband in his sleep. There was no justice in this war.”

The field notes added that they had tried to escape in the night time, and they were shot at by ISIS near “Rashid Park”. Mohammed and his wife Hamida were also injured in this attack.

In July 2019 the Coalition announced that it had assessed this allegation of civilian harm to be non-credible. Their monthly civilian harm report noted: “After a review of available information it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties.”

The incident occured at 04:30:00 local time.

It was reported that a coalition airstrike in the vicinity of Al Hassakah had killed three unnamed civilians: “The car was bombed while it was on the bridge of a village near the town [of Al Hassakah] which led to the death of three civilians, displaced from the city of Tal Hamis,” according to Thawrah. The location was identified by other sources as the village of al-Jesse

According to Step Agency, the international coalition had targeted a number of militant vehicles in the vicinity that day: “From its side coalition flights struck ISIL gatherings in the countryside of the town of Tal Tamer after it took control of several villages and had seized several SUVs from Kurdish units. These cars were targeted by the coalition with strikes.” However Step Agency also described those killed in al-Jesse as non-combatants.

Airwars assessment

In an incident not previously tracked by Airwars, the Coalition later confirmed the deaths of three civilians in an artillery strike near Sala Heya.

Their December 2016 civilian casualty report noted: “During a strike on an ISIL mortar system, it was assessed that three civilians were inadvertently killed by Coalition counter-battery artillery near the point of origin of an ISIL mortar strike on friendly forces.”

Reports from the day made no mention of the Coalition, instead blaming the Assad regime. Baladi News noted that “Warplane shelling in Sala Heya, Kanamat, Jafar and Mariya in East of Syria killed a civilian and wounded others.” LCCSY reported that “Abdulla Sibhi al-Zaid, from #Jiaa village, was martyred due to targeting #Salhia neighbourhood with airstrikes yesterday.”

A day later Sin News said that 34 ISIL fighters had died in Coalition strikes on the town.

In July 2019 the Coalition provided Airwars with the location for this incident, accurate to within a 100 metre box.

Airwars assessment

A father and son were caught in a bombing in western Mosul, according to local reports.

Several sources, including Sawlf Ateka, reported that Dr. Nuri Saeed al-Rawaji was killed along with his son Omar in the Rifae neighborhood of western Mosul. Ajel Al Mosul blamed their deaths on Iraq security forces, as did Yaqein, which reported they were killed by “random” mortar fire. Some reports said that Omar was instead injured.

In addition, Sawef Ateka reported “The martyrdom of the national shooting team member and Nineveh Sports Club member Hamza Maan Ahmed Al Sufi, son of national team coach Maan Ahmed Sufi, due to the impact of a mortar.”

Three civilians and a member of IS died in an alleged Coalition airstrike on Raqqa’s Al Mashlab neighbourhood, local media reported.

According to the Smart News Network, “Three civilians and a member of ‘Islamic State’ were killed on Wednesday by a bombing likely to be by the international coalition in the al-Mashlaab district of the city of Raqqa, northeast of Syria”.

Almanartv also pointed towards the Coalition, reporting the death of an IS gunman in addition to three non-combatants.

"Wednesday 17 May – Typhoons attacked terrorist mortar teams in Syria, whilst Tornados destroyed a tank in north-west Iraq and a Daesh position in Mosul...Two Typhoons assisted the Syrian Democratic Forces on Wednesday 17 May. Their first attack was on a mortar which a coalition surveillance aircraft had spotted north-west of Raqqa. Having eliminated that threat, the Typhoons then headed to the east of the country, where they bombed two buildings near Al Ulwah which were being used by another Daesh mortar team and their spotters. A Tornado flight meanwhile patrolled over Mosul, where they used a Brimstone missile to strike a terrorist position. Another Tornado flight later struck a Daesh tank loaded on the back of a heavy transport vehicle in north west Iraq, hitting it with a Brimstone."

The Smart News Network reported: “Two others were also killed in the al Romania neighborhood, including a child and a woman following warplane raids believed to be by the international coalition which targeted residential homes west of Raqqa according to another source.”

According to the Smart News Network, three civilians died – including a child and a woman. It also blamed the Coalition.

CJTF–OIR Declassified Assessment and Press Release

Attached to this civilian harm incident is a provisional reconciliation of the Pentagon's declassified assessment of this civilian harm allegation, based on matching date and locational information.

The declassified documents were obtained by Azmat Khan and the New York Times through Freedom of Information requests and lawsuits filed since March 2017, and are included alongside the corresponding press release published by the Pentagon. Airwars is currently analysing the contents of each file, and will update our own assessments accordingly.

For May 23rd-24th, the Coalition reported: “Near Raqqah, three strikes engaged two ISIS tactical units; destroyed three fighting positions and a mortar system.” It also later noted that “Near Raqqah, Syria, three strikes destroyed eight command and control nodes and destroyed a VBIED facility” and that “Near Raqqah, Syria, May 23, two strikes destroyed three command and control nodes.”
For May 24th-25th, the Coalition reported: "Near Raqqah, 15 strikes [1 British] engaged 12 ISIS tactical units; and destroyed five fighting positions, four ISIS dump trucks, four vehicles, two artillery systems, a front-end loader, and a weapons cache." It added that "Near Raqqah, Syria, May 23, two strikes destroyed three command and control nodes." And "Near Raqqah, Syria, May 24, four strikes engaged an ISIS tactical unit; destroyed six fighting positions, a mortar system, and a vehicle."

"Wednesday 24 May – a Reaper attacked near Raqqa, whilst Tornados prosecuted four Daesh targets in Mosul…A Reaper, conducting surveillance south-west of Raqqa on Wednesday 24 May, kept watch on a small group of terrorists and was able to conduct a successful attack with a Hellfire missile. In Mosul, when advancing Iraqi security forces found themselves facing two buildings defended by a Daesh heavy machine-gun, a sniper team and at least one individual in a suicide-bomb vest, they called for assistance from a flight of Tornados. Our aircraft delivered a very precise simultaneous attack with two Paveway IVs which destroyed both terrorist strongpoints. The Tornados then hit a third terrorist position, again with a Paveway, whilst a second flight bombed a fourth position."
