The Coalition assessed the incident as non-credible: “Open source video indicated that three civilians were killed in a deliberate strike on an oil collection point in DeZ. 13 Nov 2014: Review could not determine that the video came from the strike in DeZ. Although there was a US strike on the oil collection site, the target was validated through the JTCB. Three civilian men were reported killed in a combined ground and air assault on the village of Umm Hajra.

The Hassakah Youth Union blamed the attack jointly on Kurdish ground forces – which it said had mortared the town – as well as Coalition airstrikes: “This is even though the village is free from the presence of Daesh, who withdrew to Mount Abdulaziz after [Kurdish] militia units took control of nearby Al A’lia.“

Airwars assessment

Up to three civilians were killed on the road between Sarmada and Kafr Daryan when their nearby motorcycle was hit in what appears to have been a unilateral US strike targeting members of Ahrar al Sham. The Coalition later admitted to the strike and reported that three civilians were killed and two were injured.

According to Baladi, “two civilians and four fighters were killed on Monday in a bombardment by an international coalition aircraft [sic] targeting the town of Sarmada in the countryside of Idlib.

The correspondent of My News (Ahmed Rahal) said that Coalition aircraft targeted a missile vehicle belonging to Tahrir Al Sham near the northern city of Sirmda, Idlib, causing the deaths of civilians, and four fighters, including a commander in the army of Fatah.

Step instead reported that “a US drone targeted a vehicle carrying members of the Tahrir Al Sham Organization, killing Abu Jaber al-Shami, three members of the Commission and two civilians riding a motorcycle near the incident.” The Syrian Network for Human Rights put the civilian death toll at three.

On March 10, 2022, in their CJTF-OIR Civilian Casualty Report, the Coalition assessed this incident as credible, stating that “Coalition aircraft conducted a strike on Al Qaida-Syria terrorists in a vehicle. Regrettably, three civilians were unintentionally killed and two others unintentionally wounded due to their proximity to
the strike.”

For May 18th-19th: “Near Raqqah, eight strikes engaged four ISIS tactical units; destroyed four fighting positions, two tunnels, two VBIED facilities, a mortar system, a vehicle, a supply cache, an ISIS headquarters, a weapons cache, and a tactical vehicle; and damaged three fighting positions.” It was additionally reported that on May 18th “Near Raqqah, Syria, two strikes destroyed an ISIS headquarters, an ISIS-held building and an ISIS recruiting station.”

"Friday 19 May – Tornados struck seven Daesh targets in Mosul, whilst Typhoons bombed a group of extremists east of Raqqah…The following day [May 19th] , Tornados provided further support to the Iraqi ground forces, despite very challenging conditions as a dust storm raged. Again, a mixture of Brimstones and Paveway IVs were used to engage seven Daesh positions within the city, including a sniper team and a mortar, despite the Iraqi forces being extremely close to the targets on occasion. In Syria, Typhoons supported the SDF and bombed a group of terrorists caught in the open a few miles to the east of Raqqah."

Up to three civilians including one child died in an alleged Coalition airstrike on Sukariya, according to local media.

Sources said that a Coalition raid hit a middle school on the outskirts of the town. According to Sharqiya Voice, a child was left with “minor injuries”. However, Aghiad_alkheder and @soundandpic – which also blamed the Coalition for the strike – reported that a child died.

Baladi made no mention of a strike on a school, but reported that the Coalition targeted a checkpoint, killing “two people and wounding several others”. It did not say whether the two victims were civilians or not

Free Syria Media Office reported that two members of IS were killed in a Coalition airstrike and a nearby child was also wounded.

Between one and three civilians died in a Coalition airstrike on Abu al Naital, local media reported.

In September 2019 the Coalition accepted responsibility for this incident. Their monthly civilian casualty report noted: “Coalition aircraft conducted an airstrike against a Daesh facility. Regrettably, one civilian was unintentionally killed as a result of the strike.” The United States later claimed responsibility for the action.

According to the Syrian Observatory for Human Rights, “warplanes believed to belong to the international coalition bombed places in the village of Abu al-Nitel in the northern countryside of Deir Ezzor and targeted oil burners, destroying a large number of them, killing a man and injuring others. The warplanes also targeted places in al-Sor area, but there is no information about causalities so far”

However, multiple sources named a male as a victim of a Coalition strike on “oil burners” (primitive refineries in the area. DeiralzuPN added that Al Qubaisi’s son was also seriously wounded in the raid.

Qasioun put the death toll higher, at three (with others wounded) – and also blamed the Coalition.

In May 2020, in its annual civilian harm report to Congress, the Pentagon declared this to have been a US action.

It was reported that Radwan Kor Ahmed, in addition to two other civilians, died in al Hadika al Baidaa (the white garden) of Raqqah city following alleged US-led Coalition strikes, local sources said. The two sources tracked both blamed the US-led Coalition.

While the deaths were reported on October 8th, sources said the victims had died “a few days ago.”
