Airwars assessment

Three or more civilians died in an airstrike on Zaghir Shamiya, according to local media – though reports were conflicted as to whether the Coalition, Russia or the Syrian Regime were responsible for the event.

The Syrian Observatory for Human Rights reported that between two and three people were killed following an aerial offensive in Deir Ezzor Governorate. Initially, the SOHR said that three “persons” were killed in the West of Deir Ezzor, a later report said that two civilians, a man and a woman were killed. The SOHR did not specify who was to blame. Airwars will update the entry when new information arises regarding the civilians killed; the death toll is expected to rise due to “several injured people in serious conditions”.

According to Asharq al Souri, three members from “the family of Hamdah“ were killed in a strike, though the source didn’t identify the culprit.

SHRC named a victim and blamed the Coalition. DPN also named a victim but who blamed “the bombing of the regime’s airliner and its Russian occupier”.

Two civilians, a wife and husband were reported killed following airstrikes on the city of Raqqa. The exact location within the city is currently unknown.

Three out of five sources blamed the Coalition, the other two referred to an “aerial bombardment”, without identifying the culprit.

The Syrian Observatory for Human Rights commented that the incident occurred “amid continuing clashes at varying levels of violence between SDF forces supported by the US Special Forces and ISIS”.

No additional information is available at present.

For September 10th - 11th the Coalition reported •Near Raqqah, 23 strikes engaged eight ISIS tactical units; destroyed 20 fighting positions, two logistics nodes, and a vehicle; and suppressed two fighting positions" It later reported, "Additionally, 15 strikes consisting of 21 engagements were conducted in Syria and Iraq on Sept. 10 that closed within the last 24 hours. On Sept. 10, near Raqqah, Syria, 11 strikes engaged five ISIS tactical units; destroyed 14 vehicles, three fighting positions, a logistics node, and an anti-air artillery system; and suppressed a fighting position"

‘Monday 11 September – Tornados destroyed two sniper positions in Raqqa, and attacked a Daesh-held compound and terrorists on a motorcycle near Dayr az Zawr…A flight of Royal Air Force Tornados supported the Syrian Democratic Forces fighting in Raqqa on Monday 11 September, when Paveway IV guided bombs were used to destroy two sniper positions. A second Tornado flight patrolled north-east of Dayr az Zawr, where they attacked a group of terrorists in a compound with a Paveway IV. Survivors of the attack then attempted to move to another position on a motorcycle, but were successfully engaged with a Brimstone missile.’

Airwars assessment

Nine to 19 civilians, including an “entire family,” died following airstrikes on Mahkan, about 45km southeast of Deir Ezzor, local media reported. Sources were conflicted as to who was to blame, some attributing blame to the US- led Coalition and others to Russian warplanes.

There were no reports of wounded.

According to Ortas, Coalition aircraft struck residential areas of the town, which resulted in damage to homes and property, Ortas put the death toll at 12.

Step News however reported that “Nine people from one family were killed in the town of Mahkan in the eastern countryside by coalition raids”.

In a subsequent report Geroun said 19 died, quoting an eyewitness who said “”among the victims of the town of Mahkan, a family consisting of a man, his wife and their seven children” died, the source added “it is difficult to reach the target location; because of the siege imposed by the [so-called Islamic State] organisation”.

Out of the sources obtained, four blamed the US-led Coalition and four sources suspected Russia. The aircraft were unidentified by all other sources. @DeirEzzor24 referred to “Al-Harbi” aircraft, though did not specify which faction was operating the planes. Shaam – which also said the warplane identity was unknown – claimed “two Bahri families” were among those killed.

Mohammed Ahmad Awad al-Bu’ali and his wife, Suqra Muhammad Eid al-Bu’ali, along with a number of their children and children in the neighbouring house, were documented killed by the Euphrates Post. Reportedly, the air raid occurred at dawn and targeted Mohammed Ahmad Awa al Bu’ali’s home.

Between 10 and 12 civilians, including an entire family, died in an airstrike on Bokros Foqani, local media reported. The culprit is currently unclear, though Airwars understands that the Coalition was not bombing in this territory at the time, while Russia reportedly was. Some sources also attributed the blame to the Syrian regime. 

According to Yasser Al-Zatra, “12 civilians, mostly children and women, died as a result of bombing by the American air force to the village of Buqrs Foqani”.

Euphrates Post put the death toll at 10 but didn’t identify the warplanes responsible. In addition to those listed below said that Zuhair al-Ayed’s entire family had died.

However, Step News Agency attributed the event to Russia, putting the death count at 10, “mostly women and children”.

One source reported that the raids struck “Hussein al-Ghandour house, Khader al-Rahil house, Samir al-Karim house, Al-Farabi secondary school, Post office centre, mosque (Issa al Mulla)” as well as some other unknown civilian homes.

Hussein al-Ali al Hamam reportedly worked for the local power company. Raqqa 24 blamed the US-led Coalition, while all other sources referred only to “aerial bombardment”.

Euphrates Post, amongst other sources, reported that “the bodies of Ramadhan Sheikh’s family were found in the rubble after being lost for nearly two months in the city of Raqqa. They’re from Jabila neighbourhood in Deir Ezzor”.

DCHRS listed eight victims, including Mr Ramadhan Sheikh, his wife and six of his children.

It is currently unclear at what point during the Raqqah campaign that the victims died. Despite this, Mohammed Ramadhan Sheikh Mohammed (60), has since been identified by a testimony with a relative of a victim that he died on the 27th of September 2017 alongside three other men. It is unclear when his wife and six children were killed. See Airwars incident CS1536 for details.

Ismail Akkush was also named in Airwars incident CS1535, with two other victims. He has also been removed from this incident.

The Amnesty and Airwars’s joint April 2019 report “War in Raqqa: Rhetoric versus Reality” (https://raqqa.amnesty.org/), stated that “An air strike killed four men who were burying their neighbour, Mohammed al-Wadi (47), who had been killed by Islamic State fighters the previous day, in another neighbour’s garden. During the war the dead were buried in parks and gardens, as it was impossible to reach the cemetery, which was outside Raqqa.” The garden belonged to Abdul Rahman al-Qantar.

The father of Abdallah al-Wadi gave a testimony to Amnesty International stating that, “My son was shot dead by Daesh (IS) fighters and the following morning four neighbours were burying him in the garden of a nearby house when an air strike killed all four of them.”

Amnesty International field notes claim that a “small impact radius missile” was fired on the vicinity.
