Airwars assessment

In its monthly civilian casualty report for October 2019 – published on December 5th of that year – the Coalition conceded the injuring of a civilian in a strike near Baghouz.

According to the report, “January 25, 2019, near Baghouz, Syria, via self-report. Coalition aircraft conducted an airstrike against a Daesh tunnel entrance. Regrettably, one civilian was unintentionally wounded as a result of a strike.
2663 37SFU806143”.

Asked by Airwars whether this might be a match for an al Baghouz allegation already listed for this date (CS1891) Coalition officials stated that “This does not appear to be the same incident.”

We have therefore created a new entry for this previously untracked event.

In May 2020 in its annual report to Congress, the Pentagon noted this to be a US civilian harm event – giving the location as Baghouz Fawqani.

The local time of the incident is unknown.

Airwars assessment

In its monthly civilian casualty report for October 2019 – published on December 5th of that year – the Coalition conceded the killing of three civilians and the injuring of a fourth in a strike near Marashdah. The Pentagon later declared this as a US-only civilian harm event.

According to the report, “January 25, 2019, near Marashidah, Syria, via self-report. Coalition aircraft conducted an airstrike against a Daesh vehicle. Regrettably, three civilians were unintentionally killed and one civilian was unintentionally wounded as a result of the strike. 2664 37SFU781164”.

An alleged Coalition airstrike in the vicinity on this date also killed a total of 42 people, including 13 civilians in addition to 29 members of ISIS according to local reports [see CS1891].

Asked whether CS1891 might be a match for this incident, a Coalition official told Airwars: “Looking at the two reports, there is a chance these two are related as your report mentions some corroborating information, however it appears that this [Airwars] report is an aggregate of incidents and thus it is difficult to single out specific incidents with any certainty.”

Because of our inability to disaggregate these events, Airwars has created a separate civilian harm assessment for the confirmed Coalition event. We have also modified the civilian casualty range of CS1891 to avoid double counting.

In May 2020 in its annual civilian harm report to Congress, the Pentagon declared this to be a US-only action.

Airwars assessment

An alleged Coalition airstrike killed a total of 42 people, including 13 civilians in addition to 29 members of ISIS according to local reports.

Among other sources, the Syrian Observatory for Human Rights reported that the Coalition “shelled places on the eastern banks of the Euphrates River, in the eastern sector of Deir Ezzor countryside, where the shelling targeted farms between Al-Baghuz Fawqani town and Al-Marashdah village during the last night.”

The Observatory added that seven civilian victims were from the same Syrian family, of whom three were children. The other six non-combatant victims were men of Iraqi nationality. The death toll was expected to increase because of an unspecified number of civilian casualties with serious injuries.

Syria LiveMap reported seven civilian deaths, which it said took place on the edge of al Baghouz around dawn.

One named ISIS fighter, Bashar al-Ajami, was also reported killed. He was identified as a commander of the al-Hesbah organization, allied to ISIS.

On March 10, 2022 in the CJTF-OIR Civilian Casualty Report, the Coalition reported this incident to be “non-credible”, stating that “After review of all available evidence it was determined that more likely than not civilian casualties did not occur as a result of a Coalition strike.” The coordinates provided are different than CS1891a, confirming that the Coalition was declaring a separate event.

Airwars assessment

Local sources reported that the Coalition fired several missiles at or near residential buildings in Al-Baghouz town, claiming the lives of up to 14 civilians. One source claimed the attack was by a US B-1 bomber. In a September 20 2021 strike report for the incident, the US Combined Joint Task Force – Operation Inherent Resolve (CJTF-OIR) admitted that a Coalition strike took place, but the allegation of civilian harm was deemed non-credible: ” After a review of all available  records it was determined that, more likely than not, civilian casualties did not occur as  a result of a Coalition action”.

Three women and five children of the same family were killed according to all but one local sources that reported the incident. The Syrian Network for Human Rights (SN4HR) was the only source that claimed three women and four children were killed and reported a total death toll of 10 civilians. Jesr Press put the death toll at 14 civilians. 

The family was reportedly fleeing the area of Mohsan, following intensified clashes between ISIS and Kurdish militias. Other civilians were reportedly injured in the attack and one source claimed that “there are no hospitals or clinics to provide aid”.

The UN Commission of Inquiry included this event in its September 2019 report, noting: “Towards the end of January, SDF advancement was decelerated due to the large presence of civilians, often consisting of wives and children of ISIL fighters who were fleeing the combat zone. To illustrate the point, the Commission received reports of an air strike in the early hours of the morning of 29 January, which allegedly killed at least one man, four women and three boys. The attack struck the Moshan area of Baghuz Tahtani, where a crowd of civilians had gathered to leave the town.”

  • SOUTHWEST ASIA – Since the beginning of operations in 2014, the Coalition and partner forces have liberated nearly 110,000 square kilometers (42,471 square miles) from Daesh, eliminating their self-proclaimed territorial caliphate and freeing 7.7 million people from Daesh oppression. The Coalition will continue to work with partner forces to deny Daesh any physical space and influence in the region as well as deny Daesh the resources they need to resurge. The Coalition conducted 34,991 strikes between August 2014 and the end of July 2021. During this period, based on information available, CJTF-OIR assesses at least 1,417 civilians have been unintentionally killed by Coalition actions since the beginning of Operation Inherent Resolve. We follow a rigid targeting process for all of our strikes to ensure strict adherence to the Law of Armed Conflict while attempting to avoid collateral damage. Every accidental loss of life is tragic, and it will remain our goal to take all feasible precautions to avoid putting civilians in danger in our pursuit of a ruthless enemy. In the month of July, CJTF-OIR carried over 106 open reports from previous months and received no new reports. CJTF-OIR completed two civilian-casualty allegation assessment reports. CJTF-OIR assessed both reports as non-credible. 105 reports are still open, including one that CJTF-OIR had previously closed but reopened due to the availability of new information. The results of each investigation of an allegation will fall into one of two categories, either "credible" or "non-credible." An assessment of "credible" means that our team investigated the allegation and determined that, based on available evidence, more likely than not, the death was the result of Coalition action. A "non-credible" evaluation means that the information we have to assess the allegation, using our available resources, cannot determine, to the standard of "more likely than not", that the death was the result of Coalition action. There could be a number of reasons for this, to include no corroborating strikes at that time or that location, there was insufficient evidence to support the allegation, or there is simply insufficient or overly vague data in the allegation itself. It is important to note that while the Coalition has a substantial quantity of data at its disposal to investigate every claim, we welcome any information from any source that will enable us to determine the truth. Furthermore, we routinely reopen closed investigations based on new information that might help us attain more accurate results. Non-Credible Reports: After a thorough review of the facts and circumstances of each civilian casualty report, CJTF-OIR assessed the following two reports as non-credible. At this time there is insufficient information to assess that, more likely than not, a Coalition action resulted in civilian casualties. Airwars assessment

A woman was reported killed in an alleged Coalition airstrike on a residential building in Al-Baghouz town. Surrounding houses were also reportedly damaged.

In a tweet, Deir Ezzor 24 reported that “The International Alliance Air is targeting a gathering of displaced people on the outskirts of the town of # Al-Baghouz in the eastern countryside of Deir Ezzor,” though it gave no civilian casualty numbers.

The state-run Syrian news agency reported that “Local sources told SANA’s reporter that the warplanes of the US-led coalition shelled residential buildings in al-Baghouz town, killing a woman and causing damage to some of the locals’ houses and properties.”

And Step News claimed that “Aircraft of the International Alliance launched several raids on the outskirts of the town of Al-Baghouz and the eastern suburb of Deir Ezzor, on the mountain side. The aircraft also targeted civilian camps with machine guns without information on the size of the losses.” It named one man, Diaa Hamdan al-Safi, as being injured by machine gun fire.

According to Suriye UAD, the strike targeted a mosque but no other sources supported this claim. Zaman Al Wasl added that a number of civilians were injured in the attack.

In a civilian casualty assessment released April 16th 2021, the Coalition dismissed this event as ‘non credible, claiming (while suggesting the wrong date) that “Jan. 1, 2019, in al Baghouz, Syria, via Airwars. After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties.”

Airwars assessment

Local sources reported that an alleged Coalition airstrike targeted the house of Majid al-Salama in Al Shahil on the night of February 6th-7th. Baladi News blamed “US helicopters from the International Alliance, backed by high-flying jet fighters” for the airstrike. Other sources claim he was killed by gunfire. Three civilians were later admitted to have been wounded by US fire.

The house was reportedly inhabited by displaced people from the town of Al Baghouz. A man was reportedly killed and his wife and two children arrested by SDF forces. However US officials later insisted the dead man was a “combatant.”

The Syrian Observatory for Human Rights claimed at the time that a man ‘in the second decade of his life’ was shot dead and found near an irrigation canal in the town of Al Shahil, while other sources reported the man was killed in the airstrike and found “near the landing site used by international coalition forces”.

Mena Monitor – which cited no civilian casualties – reported that “international coalition forces on Thursday [February 7th] carried out an air landing on the house of Majid al-Salama in Al-Khayasah neighborhood in Al Shahil city in the suburb of Deir Ezzor. Field sources said that the operation resulted in the arrest of three people displaced from the town of Al Baghouz, which is governed by Daesh.”

In its monthly civilian casualty report published in November 2019, the Coalition confirmed injuring three civilians in the vicinity of this locale around this time, noting that “February 6, 2019, near Al Busayrah, Syria, via self-report. Coalition ground forces conducted an assault against a Daesh facility. Regrettably three civilians were unintentionally wounded as a result of the action.”

Following an email exchange, Coalition officials accepted that this was the same event – asserting that ” In light of that information and your notes, we have confirmed that these are directly related events, however we have also confirmed that the individual in this allegation was a combatant.”

In May 2020 in its annual report on civilian harm to Congress, the Pentagon declared this to be a US-only action.

In their monthly civilian casualty reports, the US-led Coalition has indicated that the credibility of this civilian harm allegation, possibly referring to the reported civilian fatality, is in the process of being assessed.

An alleged Coalition airstrike struck al-Tayyana town in the countryside of al-Mayadeen and killed up to five civilians, according to local sources. The action occurred in response to an ISIS attack on an oil well.

The Syrian Observatory for Human Rights reported that violent clashes between Syrian Democratic Forces and ISIS took place in the vicinity of al-Omar oilfield, killing up to 10 ISIS members while two others were able to flee.

According to Euphrates post, ISIS attacked the oil field on motorcycles, after which the Coalition conducted several airstrikes that killed three civilians in the town of Tayyana near the oil field and wounded others.

Hurrayah News claimed a higher death toll and reported that five civilians were killed, and also said that ‘dozens’ were injured.

In the first of their September 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that after a review of all available records it was determined that, more likely than not, civilian casualties did not occur as a result of a Coalition action.
