Airwars assessment

In a casualty incident later confirmed by the US, its aircraft targeted a vehicle in the vicinity of Al Shefa Hospital in Raqaa, wounding seven civilians in the process. No fatalities were initially reported, but the hospital was reportedly damaged.

In a Facebook posting marking the event, locals insisted that all of those injured were non-combatants although the US says its target was “ISIL fighters.”

The Syrian Network later reported that one man died of his injuries, named as Ezz al Deen al Nazzal, 27 years old. CENTCOM notes only that “a civilian was injured by a secondary explosion and flying debris from the initial strike,” suggesting that the US was relying only on aerial footage for its assessment.

Airwars assessment

There were contradictory claims as to the status of Bassel Jassem Al Jirroh – reportedly killed in a Coalition or Assad regime strike at Hatla.

While the Damascus Centre for Human Rights Studies and al-Natiq described him as a young male non-combatant killed at Al Aziziah Street, the pro-government Tishreen claimed that al-Jirroh was a “terrorist.”

Hassakah News Network also said al-Jirroh was a combatant, but was killed in a Syrian regime airstrike: “Three armoured vehicles were also targeted and five cars equipped with machine guns, as well as terrorist groupings in The Youth housing which led to the destruction of the armoured vehicles and the killing of a number of terrorists.”

In its monthly civilian casualty report for October 2019 – published on December 5th of that year – the Coalition assessed the event as ‘non credible’, noting that “July 7, 2015, in Hatla, Syria, via Airwars report. After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties. 2798/CS092 37SFV090116”.

Coalition officials also provided Airwars with a geolocation to within 100 metres of the area reviewed.

Airwars assessment

Two civilians were reported killed in a Coalition strike at Hassakah which allegedly hit the Tal Al Jayer Medical Centre.

It was also reported that “a number of women and children” were injured in the attack.

However in July 2017, the Coalition classed the event as non credible on grounds of available evidence of civilian harm: “July 5, 2015, near Al Hasakah, Syria, via Airwars report: After a review of available information and strike video it was assessed that there is insufficient evidence to find that civilians were harmed in this strike.”

Given credible reports at the time Airwars continues to assess this event as likely – though is seeking additional clarification from the Coalition.

The day of July 4th saw multiple allegations of civilian casualties reported in Raqqa. In one of them, an internally displaced family of seven living under a bridge was said to have been crushed to death following a Coalition airstrike.

Buzzfeed cited a surviving close relative in Turkey, who declined to be named publicly but said that “his father and mother were killed along with his two brothers, his sister, and her two children. ‘They have no respect for human rights and international laws that call for protecting civilians,’ he said of the U.S.”

In a study published in October 2016, it was reported: “A Syrian human rights lawyer told Amnesty International that many civilians spent time under bridges in the al-Raqqa area, since they provide, on the one hand, some shelter and, on the other, a place to relax, given limited alternatives in IS-controlled areas. A local activist told Amnesty International that, according to several eyewitnesses, the bombing of al-Farwasiya bridge, north-west of al-Raqqa city, caused several deaths and injuries among civilians only, as well as damage to homes near the bridge. He said that the targeting of the bridges which connected the city with the agricultural areas outside it was a “humanitarian disaster” for farmers and others impacted by the inability to transport their goods.“

The human rights group added: “The assessment of anticipated harm should include the effect that such destruction would have on the ability of the civilian population to access supplies necessary for their survival. The reliance of the civilian population on bridges for obtaining access to food and other essential supplies means that their destruction may have been disproportionate. Further, while the evidence is limited, the apparent civilian deaths and damage to homes as a result of the strike on al-Farwasiya bridge raise questions as to whether adequate precautions were taken in planning and executing this attack.”

In the second confirmed civilian fatality incident of the day in Raqaa, the Coalition later declared that “during strikes against 16 ISIL bridges, it was assessed one civilian in a truck with a trailer was likely killed.” US aircraft were responsible for the death, CENTCOM admitted some six months later.

Reporting remains confused for the city that day – a result of dozens of bombings by Coalition aircraft. As Raqqa is Being Slaughtered noted at the time, the air raids were “accompanied by the sound of ambulances going all over the city and a state of panic and fear among the civilian population.” There is no specific reference to a civilian killed with a truck and trailer – suggesting that this fatality was discovered as a result of US post-strike assessments.

In July 2019, the alliance provided Airwars with coordinates for this event to within a 100m box.

In some of the heaviest coalition bombing reported for Syria to that time, US aircraft struck multiple Daesh targets in the strategic city of Raqaa – the beginning of a lengthy air campaign in which numerous civilians are now confirmed to have died.

Between 7 and 8 civilians were reported as being among the 23 dead in this first incident which occurred at around 4pm. CENTCOM conceded six months later that it had ‘likely’ killed three unnamed civilians in the incident.

“The significant airstrikes tonight were executed to deny Daesh the ability to move military capabilities throughout Syria and into Iraq,” US Lt Colonel Thomas Gilleran had told reporters at the time. “This was one of the largest deliberate engagements we have conducted to date in Syria, and it will have debilitating effects on Daesh’s ability to move from ar-Raqqah.”

However the Syrian Observatory reported that seven civilians died in one attack “by a drone” near Al Hameeda school, including a man and his son Fouad. Raqaa is Being Slaughtered Silently (RBSS) eventually placed the non-combatant death toll at eight, describing the slain boy as 10 years old. A 15 year old boy named as Mohammad Hammad Al A’akassi later died of his injuries.

Raqqa is Being Slaughtered Silently described the target of the Coalition strike as a vehicle, and said that the civilians killed had died as a result of shrapnel injuries.

Buzzfeed also spoke with two eyewitnesses to the event, with one noting: “They hit the target. But the people around the target were affected. I saw the kid laying on the sidewalk, and I felt I couldn’t walk.” According to the news site, ISIL militants carried away the remains of at least two of their comrades, leaving the dead civilians on the street.

On January 15th 2016, CENTCOM conceded that civilians had likely died in this attack on a High Value Target: “On July 4, 2015, near Ar Raqqah, Syria, during a strike against an ISIL High Value Individual, a car and a motorcycle entered the target area after the weapon was released. It is assessed three unidentified civilians were likely killed.“

In July 2019, the Coalition provided coordinates for the confirmed event to within 100 metres. Airwars geolocators had already previously identified the site of the attack.
