Airwars assessment

On January 30th 2018, RBSS reported that “The bodies of Abdul Hakim al-A’bka and Abdulkhaliq al-A’bka were taken out of the rubble after they had been shelled about four months ago by the international coalition aircraft on the town of Raqqa.”

The men were reportedly from one family.

In Amnesty and Airwars’s joint April 2019 report “War in Raqqa: Rhetoric versus Reality” it was uncovered by Amnesty through field research that the victims died in an airstrike which killed 26 civilians on the 8th October 2017. The victims have therefore been removed from this incident and reside under S1411a.

‘Wednesday 10 January – a Reaper hit three terrorist targets in eastern Syria, whilst Tornados destroyed an armed truck…The following day [January 10th], another Reaper worked closely with coalition surveillance aircraft and fast jets in a series of strikes in support of the SDF advance. Our aircraft supported coalition air attacks on a Daesh-held building and a mortar position, and conducted three attacks with its own Hellfire missiles, destroying an armed truck parked under cover of a vehicle shelter, and hitting two groups of terrorists on foot. A flight of Tornado GR4s also took part in this operation, and targeted an armed truck positioned within a compound; the use of a Brimstone missile allowed the vehicle to be destroyed without posing a risk to nearby buildings.’

Airwars assessment

Local sources reported that a civilian was killed and two others were wounded when the US-led Coalition forces and SDF undertook a landing in Jadid Uqaydat in Deir Ezzor on September 29th, 2020. Two other people, described as oil merchants, were reported arrested as a result of the operation.

The killed person was named by local sources as Faisal Al-Khalfu, nicknamed Dakar. Another version of the name and the nickname was also circulated as Faisal Al-Hussein, nickname Abu Marar. The two arrested people were named as Ghannam Al-Mahmoud Al-Haloush, and his nephew Kamel Hisham Al-Haloush.

Local sources said the operation aimed at looting civilians’ money under the accusation that they were affiliated with ISIS.

Furat Syria reported that “During the last hours of the dawn today, Tuesday, intense gunfire took place in the neighborhoods of the town following a landing by helicopters that were flying over civilian homes. The shooting during a raid on some houses killed one person and wounded two others, in addition to the arrest of two people from the town. Faisal al-Khalafu, Abu Marar, aged 50, was killed during the raid, and two others were wounded during the clash. US forces also arrested Ghannam Mahmoud Al-Haloush and Kamel Hisham Al-Haloush on charges of belonging to ISIS.”

@OIRSpox tweeted saying that this operation is part of keeping up the pressure on ISIS and that the US-led Coalition removed what it described as three terrorists from Jadid Uqaidat. However, Euphrates eyes said that the killed person, Faisal Al-Hussein, was a civilian and didn’t affiliate with any party.

In a civilian casualty assessment released July 10th 2021, the Coalition classed this event as ‘non credible’, claiming that “After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties.”

The incident occured around dawn.

Airwars assessment

Two children under the age of 18 were killed during a joint Coalition and Syrian Democratic Forces airdrop operation in the village of Al Zer on July 4th, 2022. Sources were conflicted as to whether the two killed were civilians or members of ISIS.

Al Khabour posted on Facebook that a young man named “Muhammad Fateh Khalaf Al-Daham” and another person were killed during an airdrop operation carried out by the Coalition in the village of Al Zer. Euphrates Post added that the other person killed was an IDP and @19had93eel identified the two people killed as civilians.

According to @syria_news123, a “citizen” was killed and another was wounded by the SDF during an operation with the support of the “American occupation forces,” with @19had93eel specifying that Coalition helicopters participated and that the occupation was carried out at dawn.

The Syrian Observatory for Human Rights (SOHR) stated that the two men that were killed were accused of working for ISIS and were killed when they resisted arrest. Activists specified to SOHR that one of the men killed was detained for about four months by the SDF and had been released in April, while the other man was accompanied by his mother and was working to distribute financial guarantees to the women of ISIS in the area.

Private sources told Euphrates Post that the operation was carried out at a house near the “Al-Munkar” neighborhood that was inhabited by a displaced family from Aleppo and resulted in the death of a 14 year old member of ISIS named Omar who was from Aleppo whose father was a former member of ISIS and was detained by the SDF, while the other child killed, Muhammad Fateh Khalaf Al-Daham, was a 17 year old who had been released from SDF prison two months ago. The sources added that  the two people killed had been holding a lunch feast and that Coalition drones had been flying in the area at the time.

The Syrian Network for Human Rights reported that the two people were shot and killed when SDF personnel raided a house while Orient News referred to the operation as involving “light bombs”.

In an incident previously unknown to Airwars, the Coalition announced on December 1st 2016 that it had assessed a claimed incident ‘near Aleppo’ on May 5th – but that no strikes had been conducted in the vicinity.

According to the Coalition release, “May 5, 2016, near Aleppo, Syria: No Coalition strikes were conducted on that day in the geographical area.”

The only possible external match found by Airwars researchers was a report citing the Syrian Observatory as saying that “a civilian was killed in Western Aleppo due to opposition shelling a few minutes after the beginning of the ceasefire.”

Four members of IS died when the car they were in was allegedly struck by the Coalition, local media reported. One source, Fresh Syria, also said that an unspecified number of nearby civilians were wounded in the event.

According to Fresh Syria “aircraft of the International Coalition targeted a car, believed to belong to ISIS, in the sheep market area city of Mayadeen, leading to the death of those inside and wounding of a number of other civilians.”

On July 24th, Alghadalsoury reported that “Coalition aircraft launched two raids earlier on the road to the sheep market in the city of Mayadeen. The first targeted a Daesh car and led to the deaths of four of its members, while the second targeted the same place and resulted in no injuries.”

In the last week (20th-27th) France reports carrying out two strikes in Raqqah, destroying two ISIL combat positions. Task Force (TF) Wagram carried out 21 artillery strikes in Mosul. The overall record of air activity since September 19th 2014 amounts to 1,324 strikes, 2,092 targets destroyed and 6,857 sorties.

‘OPÉRATION CHAMMAL SITUATION En Syrie, Dans la ville de Raqqah, Daech continue de perdre du terrain, jour après jour, face aux Forces Démocratiques Syriennes. Les combattants terroristes continuent néanmoins de disposer de solides positions défensives dans le cœur de la ville, à partir desquelles ils mènent des contre-attaques régulières et des actions de harcèlement. En Irak, Les forces de sécurités irakiennes poursuivent leurs opérations de sécurisation de la ville de Mossoul, face à des équipes isolées de combattants qui continuent de mener des actions symboliques de harcèlement. Dans le même temps, Daech consolide ses positions autour de Tal Afar, pour tenter de résister à l’offensive prochaine de la Coalition pour libérer aussi cette ville. Daech poursuit par ailleurs ses actions de diversion et de harcèlement, en se concentrant dans les régions de l’Anbar et d’Hawijah. Certaines actions ont également été menées cette semaine dans l’Ouest de l’Irak, dans la région de Rutbah. Deux frappes ont été menées dans le cadre de la bataille de Raqqah, détruisant deux positions de combattants ennemies, au contact des troupes alliées engagées. Radio AlKul reported that “several civilians were injured by flying cluster bombs near the garage in Al Mayadin”.
