Airwars assessment

A reported 1am airstrike on the ISIL-occupied village of Arbeed was said to have killed two women at the home of Adel al Kharfan. Mr al Kharfan’s wife (a mother of six children) died along with her relative, the wife of Ismael al Kharfan and a mother of four.

Mr al-Kharfan’s son later told SN4HR: “We went back to our town to find our house completely destroyed and turned to rubble. There was shrapnel left from the rockets everywhere. We pulled out my mother’s body and that of my aunt Sara.”

Buzzfeed also later reported on the event, noting that “Khawla Yassin al-Ali, 47, spent her days taking care of her paraplegic husband in their village outside the border town of Tel Abyad. She was killed by a coalition strike on June 19, said her son, Mohammad Adel al-Kharfan. “We are farmers,” he said. “I don’t understand why they bombed my home.”

The incident occured at approximately 1:00 am local time.

Airwars assessment

Coalition aircraft allegedly struck a three-wheeled motorcycle or ‘tirterah’ which was carrying a vegetable farmer. Raqaa is Being Slaughtered Silently later published a graphic image of the aftermath.

The victim was identified as a resident of Hamam al-Turkman near Ar Raqqah.

In April 2019, the Coalition accepted responsibility for this event, noting: “Coalition aircraft conducted a strike on Daesh terrorists. Regrettably, two civilians, and possibly a third, in passing vehicles (a bongo truck and a three-wheeled motorcycle) were unintentionally killed due to the proximity of the strike.”

In July 2019, the Coalition provided Airwars with the location of this event, accurate to within a 100 metre box.

The incident occured between 10:00 am and 2:00 pm local time.

Reports of the incident mention that the alleged Coalition airstrike targeted a convoy of civilian cars on Route 6, West of the village of Khaneez (خنيز), for which the coordinates are: 36.2451039, 39.0351105. Raqqa Is Being Slaughtered Silently located the airstrike on the road between Slouk and Al Raqqa, in the vicinity of the village of Khaneez (خنيز). The report was accompanied by a photograph of the victim who had been driving a three-wheeler motorbike (a tirterah). Shadows visible in that photograph taken soon after the incident indicate that the strike occurred in a four hour window, between 10:00 and 14:00 local time. Prior to the Coalition releasing the MGRS for this incident, Airwars had geolocated it to the nearest neighbourhood/area at 36.2451039, 39.0351105

In a previously unreported incident, CENTCOM reported on January 2016 that the US had injured a non-combatant during an airstrike.

The release stated: “On June 19, 2015, near Tall al Adwaniyah, Syria, during a strike against two ISIL vehicles, it is assessed that one civilian was injured when appearing in the target area after the U.S. aircraft released its weapon.”

A search by Airwars could find no additional published details in relation to this event. In July 2019, the Coalition provided Airwars with coordinates to within a 100 metre box for the incident.

Two women were reported by a single source, the Syrian Observatory, as having been killed in a “Coalition airstrike” in the countryside around Tal Abiyad.

In July 2017 the Coalition classed the event as non credible on grounds of available evidence of civilian harm: “Jun. 18, 2015, near Tal Abyad, Syria, via Airwars report: After a review of available information and strike video it was assessed that there is insufficient evidence to find that civilians were harmed in this strike.”

Up to four civilians were reported killed by the coalition when the car they were traveling in was struck.

According to SOHR, the vehicle was hit on the road between Ar Raqqah and Suluk. Sira Press reported: “Activists stressed that all those who were in the car were unarmed civilians and there were four of them and that aircraft targeted them near the town of Khaneez, which led to the martyrdom of everyone in the vehicle.

Sira Press also claimed that the coalition “also targeted a primitive oil refinery east of the village of Alhderatt [south east of Ain Issa], even though the refinery belongs to civilians who have nothing to do with Daesh.

In what may be a related incident, the Violations Documentation Centre named a civilian male as having been killed in ‘Coalition shellnig’ at Suluk, though gave the date of death as June 19th.

In their monthly civilian casualty reports, the US-led Coalition has indicated that the credibility of this civilian harm allegation is in the process of being assessed.

Three children were reported by a single source as having been killed during an overnight coalition airstrike on a Daesh checkpoint at the town of Kheshan. However local sources said the attack was the work of the Syrian regime.

A man named as Abu Mohammed, said to be one of the relatives of the dead, told Sound And Picture that the coalition no longer appeared to be taking as much care in preventing civilian casualties: “The organization [Daesh] uses as its HQ buildings among civilians – but is that the civilians’ fault? Why are they being killed because of Daesh?

A Facebook page run by Dayr az Zawr residents also said three children had died – but attributed the attack to aircraft from the Assad regime.

 

The incident was first reported on June 14, 2015 at 4:32 pm by Dayr az Zawr Residents Facebook page.

Two or three alleged Coalition incidents were clustered together in most news reports: the killing of a family of five at Slouk; the death of a child near Ma’adan; and up to 15 further civilian deaths in other airstrikes in the vicinity.

According to SOHR, “international coalition aircraft last night carried out several strikes in the area of Sukair in the southern countryside of Tal Abiyad. Initial reports indicate deaths and injuries of civilian nationals in the bombing. We have confirmed reports of the death of a child following coalition bombing on the area of Ma’adan in the Raqqa countryside.”

The Shaam Network claimed that as many as 20 civilians died in attacks, a number also cited by Eldorar which stated: “Activists reported that five people from one family from the village of Slouk were killed yesterday morning following coalition air strikes on civilians fleeing from the hell of the battles in the countryside of Tal Abiyad. A further 15 were killed in aerial bombardments on the villages and towns in the areas areas that are seeing clashes with IS.”

Those killed at Slouk were reported to be trying to flee the fighting in two vehicles when they were struck. The head of the family was later named as Juma Al Jassim.

Islamic State also posted a video [now deleted] showing a rescue in progress at Ar Raqaa, which it said was the result of a “coalition airstrike.” However elsewhere Daesh attributed the attack to Assad regime aircraft.
