Airwars assessment

Six people; two women, two children and two men were killed when the building they were sheltering in was hit in an airstrike in Al Toubb al Hadith, Raqqa, a joint Amnesty International/Airwars report “War in Raqqa: Rhetoric versus Reality” found after conducting field research on the ground. Additionally, several local sources echoed the death of one of the six victims, namely Mohammed Ahmed Abdel-Rahim al Shalash.

Besides from Mohammed, only one of the other fatalities was identified by name. However, according to Amnesty and Airwars’ research, who talked to a relative of the victims named Jamal, the remaining four victims were two women, one female child and one male child.

According to Al Hassaka Rasd, “The young man Mohammed Ahmed Abdel-Rahim was killed in artillery shelling on the Modern Medicine area. He was buried in the courtyard of his house as it was not possible to bury him in the cemetery”.

Airwars understands that only the Coalition has access to artillery in Raqqa.

In its February 2019 report, the Coalition noted: “Coalition aircraft conducted two airstrikes and one artillery strike. The airstrikes targeted one ISIS weapons cache and one ISIS command and control facility. Regrettably, one civilian was unintentionally killed in each of these strikes. On the same day, the Coalition conducted one artillery strike on ISIS defensive fighting positions. Regrettably, one civilian was unintentionally killed as a result of this strike. Regrettably, these three strikes resulted in the unintentional death of three total civilians. ”

In a later conversation with Airwars, the Coalition noted that this incident was most likely one of the airstrikes that they conducted on this day as it was in a similar location to one included in the above February report – not artillery as the allegation suggests. The other air and artillery strikes that they included in the report had not been previously flagged to the Coalition and were found while assessing this Airwars allegation – they are listed below as CS1317a and CS1317b.

Finally, it should be noted that Amnesty and Airwars’ research was only able to locate the incident somewhere between July 25th and August 24th. But given the local sources’ reports from August 2nd, the incident is assessed to have taken place on that particular day.

Reports of the incident mention the district of Al Toubb al Hadith (منطقة الطب الحديث), also known as the Modern Medicine District, in the city of Raqqa (الرقة), for which the coordinates are: 35.956488, 39.001173. Satellite imagery shows multiple strikes in the area between August 1 and 7, but no one incident could be isolated. Prior to the Coalition releasing the MGRS for this incident, Airwars had geolocated it to the nearest neighbourhood/area at 35.9525, 39.002222

Airwars assessment

It was reported that raids carried out on Al Qaim had resulted in the deaths of at least 45 civilians and had left dozens of people injured. The US-led Coalition later conceded one civilian death in the event.

Both Omar Al Halbusi and the Association of Muslim Scholars in Iraq blamed the Coalition, with the latter citing a press source indicating the death of 45 civilians and dozens injured.

Yaqein also reported on aircraft and artillery bombing, indicating that indiscriminate shelling of residential areas took place in the centre of Al Qaim. The news agency put the death toll at between 45 and 50 civilians but did not identify the culprit.

In its November 2018 monthly casualty report the Coalition accepted responsibility for one death during the event, noting that “Coalition aircraft struck a known ISIS headquarters. Unfortunately, one civilian was unintentionally killed in the blast. The headquarters was destroyed.”

In its July 26th, 2018 civilian casualty statement, the Coalition self-reported an incident of civilian harm on the banks of the Euphrates river, near the crossing between the villages of Al Burham ( البرهوم ) and Abu Hasan ( أبو حسن ).

The report noted: “December 1, 2017, near al Burham, Syria, via self-report. During a strike on Daesh position used to conceal weapons, one civilian was unintentionally killed.”

The Coalition provided Airwars with the location of this incident, accurate to within a 100 metre box.

Airwars researchers could not find any reported claims of civilian harm in the area on this day.

Friday 1 December – a Reaper conducted three attacks on terrorists in eastern Syria, and supported seven attacks by coalition aircraft…Whilst other Royal Air Force aircraft flew armed reconnaissance missions to identify remaining concentrations of terrorist activity, RAF Reapers supported the Syrian Democratic Forces as they cleared Daesh extremists from villages in eastern Syria, along the Euphrates valley. On Friday 1 December, a Reaper worked very closely with two flights of coalition aircraft, some fifteen miles north-west of Abu Kamal. The Reaper supported seven attacks by the coalition jets against several groups of terrorists, an armed truck and a Daesh-held building, and conducted three attacks with its own Hellfire missiles, which killed a number of extremists spotted both in defensive positions and in the open.’

For August 3rd-10th, France reports that in the past week it carried out 31 sorties, including 24 Army reconnaissance and Ground Support (CAS), as well as 4 intelligence reports by Atlantic 2 or Rafale patrol. Two strikes were carried out in the Hassaka region of Syria and the Al Qaim region of Iraq. They destroyed ISIL storage sites and weapons caches. The Task Force (TF) Wagram conducted 6 harassment shooting missions in support of the 15th division west of Mosul. Since Sept 19th 2014, France reports a total of 6919 sorties, 1,322 strikes, and the destruction of 2,095 targets.

Airwars assessment

According to a field investigation conducted by reporters Azmah Khan and Anand Gopal for the New York Times Magazine, one civilian was killed and one injured by a Coalition airstrike on Qayyarah – both of them young children. The Coalition admitted the casualties in early 2020.

Khan and Ghopal report the following: “Tibea Alla, a 10-year-old girl, was playing with her brother outside, when City Hall, which is located behind the Department of Education Storage Facility and used by ISIS, was hit by an airstrike on or near 11/7/2015. Shrapnel from the blast killed Tibea, who had been playing nearby, and wounded her younger brother, who lost his arm.”

In its December 2019 civilian casualty assessment – published on February 13th 2020 – the US-led Coalition conceded the event, noting that “Nov. 7, 2015, in Qayyarah, Iraq, via New York Times report. Coalition aircraft conducted an airstrike against a Daesh facility. Regrettably, one civilian was unintentionally killed and one other unintentionally wounded as a result of the strike.  2348 38SLE453619”.

Smart News Agency and Baladi reported that “likely” Coalition raids on Bajari killed a woman.

In the last week (20th-27th) France reports carrying out two strikes in Raqqah, destroying two ISIL combat positions. Task Force (TF) Wagram carried out 21 artillery strikes in Mosul. The overall record of air activity since September 19th 2014 amounts to 1,324 strikes, 2,092 targets destroyed and 6,857 sorties.

Un C135-FR récemment déployé a en effet réalisé de nombreuses missions en quelques jours à peine, soutenant ainsi, à son niveau, la bascule des efforts de la Coalition vers les autres bastions de Daech. Deux frappes ont été menées dans le cadre de la bataille de Raqqah, détruisant deux positions de combattants ennemies, au contact des troupes alliées engagées. De ces positions, des tireurs de Daech tenaient sous leur feu les soldats alliés à une centaine de mètres à peine. La Task Force (TF) Wagram a réalisé 21 missions de tir dont 07 de harcèlement et 14 d’éclairement. Ces missions interdisent une offensive de contre des terroristes vers Mossoul. Le bilan global de l’activité aérienne depuis le 19 septembre 2014 s’élève à 1 324 frappes, 2 092 objectifs détruits et 6 857 sorties. Le bilan global de l’activité artillerie atteint 1 331 missions.’

Saturday 22 July – Tornados struck an engineering vehicle in northern Iraq…Update: air strikes against Daesh – GOV.UK The following day [July 22nd], a Tornado mission used a single Paveway IV to destroy an engineering vehicle which terrorists had attempted to conceal some miles north of Tall Afar. On Sunday and Monday, the RAF operations focused on supporting the SDF in Raqqa.

In an incident not previously tracked by Airwars, the Coalition later confirmed the death of a civilian and the injury of three others in an event near Abu Kamal.

Their February 2018 civilian casualty report noted: “During a Coalition strike that destroyed Daesh weapons facility under and headquarters one civilian was unintentionally killed and three were unintentionally injured.”

The Coalition provided Airwars with the location of this incident, accurate to within a 100 metre box.

Airwars had previously thought that this entry in the civilian casualty report was referring to CS1457, however, following an opportunity to clarify this with the Coalition, they confirmed that they were separate incidents.

Airwars assessment

A young man named as Muhannad Tariq was reported killed in a Coalition strike near the al Jandool restaurant in Mohandeseen neighbourhood. The Coalition later reported that one civilian was killed and three others were wounded in this incident.

According to a comment posted on a tribute page, Muhannad died from shrapnel wounds to his body.

On March 10, 2022 in the CJTF-OIR Civilian Casualty Report, the Coalition deemed this incident credible and assessed that “Coalition aircraft conducted a strike on ISIS terrorists in a vehicle. Regrettably, one civilian was unintentionally killed and three others unintentionally wounded due to their proximity to the strike.”

In what may be a related or separate incident, the United Nations Assistance Mission in Iraq later noted: “Around midnight on 24 August, an airstrike targeted a vehicle carrying ISIL elements in the Majmoua Thaqafiya area of northern Mosul. The attack reportedly killed nine civilians, including one woman and a child, and wounded three other civilians.”
