Airwars assessment

The United Nations Assistance Mission in Iraq noted in January 2016 that two possible civilian casualty incidents had taken place in the vicinity of Ramadi on September 3rd of the previous year. The Coalition has confirmed carrying out strikes in the area on that day.

According to UNAMI, “[an] airstrike reportedly hit a residential area in eastern Ramadi, killing 28 civilians. A single source reported this second incident and UNAMI/ OHCHR was unable to verify it.”

A second civilian harm incident (recorded as separate event CI101 by Airwars) killed a significant number of civilians at Jazeera al-Khaldiya, according to the UN.

In the first of their March 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that the allegation provided insufficient information on the timing and location of the strike to make a determination.

The United Nations Assistance Mission in Iraq noted in January 2016 that two possible civilian casualty incidents had taken place in Ramadi. The Coalition has confirmed carrying out strikes in the vicinity that day.

According to UNAMI, “On 3 September an airstrike hit a bridge in Jazeera al-Khaldiya, around 20 kilometres east of Ramadi, Anbar, killing 46 civilians and wounding 20. Another source confirmed the incident but stated that the casualties were ISIS members. UNAMI/ OHCHR was not able to confirm the number of casualties or their status.

On the same day, another airstrike reportedly hit a residential area in eastern Ramadi, killing 28 civilians. A single source reported this second incident and UNAMI/ OHCHR was unable to verify it.”

At the time of the incident, local media blamed the Iraqi military, with claims on Facebook for example that “Iraqi medical sources say that 46 people have been killed, most of them women and children, with two dozen others injured, in the bombing by Iraqi warplanes of a transit area on the Euphrates River on Khalidiya island northeast of Ramadi.

In its monthly civilian casualty report for October 2019 – published on December 5th of the same year – the US-led Coalition assessed this event as ‘non credible’, noting: “September 3, 2015, in Jazeera al-Khaldiya, Iraq, via Airwars report. After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties. 2813/CI101 38SLB628993”.

The Coalition published a location for the assessment identifying to within 100 metres the area where it had focused its review.

Airwars assessment

Reports emerged on the evening of September 5th that a 13-year old boy named as Abboud Al Kharnoub may have died in a Coalition strike in the vicinity of Tal Brak near al Hassakah.

Baladi News also reported that a number of women were injured, without giving further details. It also said that the casualties occurred “in villages south of Tal Brak.”

The town itself was the scene of clashes at the time between Daesh and Kurdish YPG forces which led to Coalition strikes, according to Ara News.

In its monthly civilian casualty report for October 2019 – published on December 5th of the same year – the US-led Coalition assessed this event as ‘non credible’, noting: “September 5, 2015, in Tall Birak, Syria, via Airwars report. Airwars assessment

The Iraqi Revolution site reported that “NATO planes” [sic] carried out two overnight raids on the town of Ana, which allegedly injured women and children. According to the claims, one of the two strikes targeted a residential neighbourhood.

NINA also reported civilian fatalities from a strike in the area, describing the fatalities as occurring when the coalition accidentally bombed a school sheltering internally displaced peoples, “killing two children and wounding 15 civilians, including 5 women and 7 children.”

In their February 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in a first strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

In their May 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in a second strike as “non-credible”, stating that after a review of all available records it was determined that, more likely than not, civilian casualties did not occur as a result of a Coalition action.

It was unclear which report referred to which specific strike in this event.

A single source, Damascus Centre for Human Rights Studies, reported that a non-combatant male named as Khitab al Zaher Al Hussein died in an alleged Coalition strike on Dayr ez Zawr.

Mr al Hussein was reportedly from al Kharita in the province. The two sources were unclear as to whether he had died in Deir Ezzor city, or in his home village.

In its monthly civilian harm assessment report for November 2019 – published on January 2nd 2020 – the Coalition classed this event as ‘non credible’, noting: ”

Up to 20 adult civilians were reported killed and injured alongside 15 children after Coalition aircraft reportedly bombed forcibly-engaged civilians who were being forced to dig ditches by Islamic State. The children reportedly belonged to ISIL’s Cubs of Al Khilafa youth organisation. The casualties occurred in the morning at the village of Krin, west of Tabaqah, alongside an estimated 50 Daesh fighters.

Raqaa is Being Slaughtered Silently later published a report on the event: “The bombing resulted in the killing of a number of what the organisation (IS) refers to as “Cubs of the Caliphate”, in addition to more than 20 civilians who had been hired, at 2,500 Syrian pounds a day [c £13], to work on digging trenches. There were also a number of civilians who had been detained on various charges, such as smoking and failure to pray, and whose punishment was being made to dig trenches.”

SOHR placed the number of adults killed at 15, slightly lower than other sources.

There were later efforts to spread false propaganda about the strike, including images of events [GRAPHIC] which had taken place weeks earlier at Douma.

In their monthly civilian casualty reports, the US-led Coalition has indicated that the credibility of this civilian harm allegation is in the process of being assessed.

In a casualty event previously unknown to Airwars, CENTCOM confirmed on April 22nd 2016 that two civilians were killed and four injured during a US airstrike at Kubaisah.

According to the official release, “On Sept. 10, 2015, in Kubaysah, Iraq, near Hit, during a strike on an ISIL checkpoint, it is assessed that two civilians were killed and four were injured when their vehicle appeared in the target area after weapons were already in flight.”

A year later the Coalition issued the following correction: “Sept. 10, 2015, in Kubaysah, Iraq, near Hit: Number 1 on the Apr. 22, 2016, U.S. Central Command press release reported that two civilians were killed and four injured during a strike on an ISIL checkpoint. This was incorrect, it was assessed that four civilians were unintentionally killed and two injured.”

Secondary Airwars research uncovered three Twitter sources reporting on the incident, with one of them posting a picture of a child reportedly injured in the attack.

In July 2019, the Coalition provided Airwars with coordinates for this event, accurate to within a 100 metre box.

Airwars assessment

A single source, the Damascus Centre for Human Rights Studies,  reported that three non-combatant males, sharing the same surname of al Khoudar, died in an alleged Coalition strike at Al Toub. No further details were given.

Syrian Martyrs also listed the dead while quoting the same source.

In its monthly civilian harm assessment report for November 2019 – published on January 2nd 2020 – the Coalition classed this event as ‘non credible’, noting: ”September 11, 2015, in Al Toub, Syria, via Airwars report. After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties. 2829/CS124 37SFU250932″.

The Coalition provided geolocates, indicating to within 100 metres the area on which it had focused its assessment.

The local time of the incident is unknown.
