At least one US drone strike reportedly killed at least two alleged AQAP militants in Sama’a district, in Bayda governorate, late on February 7th 2018.

A US Central Command spokesperson later told the Long War Journal that a strike took place in Bayda on February 7th. Since there were no other known reported strike in this period, this event is treated as declared. There were no known associated reports of civilian harm.

According to Yemeni Press, a local source told Sputnik that a strike on the morning of February 8th targeted a motorcycle in the area, killing AQAP leader Taher Abu Hailan and his “companions”. The original Sputnik report could not be found by Airwars. A local language Twitter source, @FaresALhemyari, similarly indicated that two suspected AQAP militants were killed while travelling on a motorcycle. Yemen Net instead suggested that a drone had targeted an AQAP “secret meeting” in the area; it was unclear if this constituted a unique strike.

Two local-language sources, @FaresALhemyari and Harf Post, specifically suggested that two militants were killed, though @AlAanfmRadio reported that three militants had died in a strike against AQAP “sites”. One source, @akhbar, indicated that “several” had been killed.

According to @Dr_E_Kendall, on February 9th 2018 a pro-AQAP account named five “brothers” killed by a drone in Sama’a as Urwa al-Najdi, Abu Walid al-Shururi, Zakariya al-Jazrawi, Tamim al-Jazrawi, and Abu Khalil al-Jazrawi. It was unclear whether this referred to this specific event.

To account for these reports, Airwars has assessed that between two and five AQAP militants were reportedly killed in the course of this event.

Given that the first known report of the strike (@20fourlive) was posted late on February 7th, this event is assessed as having likely occurred in the evening on that date.

In a major move toward transparency, US Central Command (CENTCOM) provided details to FDD’s Long War Journal on US air strikes against Al Qaeda’s branch in Yemen. Since early 2017, the military previously provided little information on the Yemen air campaign, typically providing only an aggregate number and limited detail on high-value target strikes.
In an email to LWJ, CENTCOM’s Major Josh T. Jacques disclosed the dates and locations of the last five months of strikes in Yemen. The information revealed that since the beginning of 2018, the US campaign against Al Qaeda in the Arabian Peninsula (AQAP) in Yemen has focused on three governorates: Hadramout (eight strikes), Al Bayda (17), and Shabwa (three), demonstrating the eastern reach of the terrorist group.
Last year’s publicized strikes were concentrated in the central governorates of Al Bayda and Marib.
Location of US air strikes against AQAP and the Islamic State in 2018:
– Jan. 2018: Ten total strikes. The US conducted 8 strikes against AQAP in Bayda on Jan. 1, 3, 9, 12, 13, 20, 25, and 29. An additional strike against AQAP in Shabwah occurred on Jan. 26. An additional strike against the Islamic State occurred on Jan. 12 in Bayda.
– Feb. 2018: Six total strikes, all in Al Bayda governorate. Strikes occurred on Feb. 7, 11, 12, 16, and 24 (two strikes were conducted on Feb. 24).
– Mar. 2018: Seven total strikes, six of which occurred in Hadramout. Strikes occurred on Mar. 4 (two strikes), 5, 7, 8, and 13. An additional strike in Bayda occurred on March 29. [AQAP’s apparent entrenchment in eastern Yemen is concerning. In addition to the concentration of strikes in Hadramout, CENTCOM previously disclosed that AQAP operated training camps in the governorate as recently as April 2018, when they were targeted by American strikes.]
– Apr. 2018: Four total strikes, one each in Shabwah (April 26) and Al Bayda (April 23), and two in Hadramout (both on April 11).
– May 2018: One strike, in Shabwah on May 14.
– Jun. 2018: No strikes to date.
The US military has stepped up its counterterrorism campaign against al Qaeda’s branch in Yemen as well as the Islamic State since President Trump took office in 2017. Last year, the US launched 131 strikes (125 against AQAP and six against the Islamic State), nearly tripling the previous yearly high of 44 strikes in 2016.
At the current pace, the US will fall far short of that mark; there have been 28 strikes reported by CENTCOM in Yemen in the first five months of 2018.
This counterterrorism campaign has targeted AQAP’s infrastructure, including its training camps and media operations, which serve as a hub for al Qaeda’s global communications. The US has killed several mid-level AQAP leaders and media officials in its air campaign.
Despite suffering setbacks after seizing large areas of southern and central Yemen between 2015-2016, AQAP remains a persistent threat to both the embattled Yemeni government and US interests worldwide. AQAP still controls remote rural areas in Yemen and operates training camps. The group’s master bomb maker, Ibrahim al Asiri, who has engineered several bombs which have evaded airport security, remains one of the most wanted jihadists on the planet.

Airwars assessment

Multiple sources reported that US airstrikes targeted alleged AQAP militants in Jabal Novan, Bayda governorate, overnight from March 1st to March 2nd, killing three. There were no known reports of civilian casualties.

Local language sources suggested that strikes targeted an al-Qaeda “training centre” in the town of Jabal Novan, in the area of Qaifa. These strikes came in conjunction with other reported US strikes in the Qaifa region in Yakla, Dhi Kalb, and Jassima.

According to local sources allegedly spoken with by Al Mawqea Post, US strikes in the Qaifa area continued from 4am until 7am, across many areas held by AQAP forces.  These sources also reported that five AQAP members were killed and two injured during the Qaifa strikes, naming the casualties as “Abu al-Muhajir al-Abi, Musab al-Ryashi, Hamza al-Hadrami, Abu Turab al-Hadrami, and Dujana al-Sanani”.  It was unclear which of these individuals, if any, were those three militants allegedly killed in Jabal Novan.

This strike allegedly took place amid a dramatic intensification of US operations against AQAP. On March 2nd, Pentagon spokesman Captain Jeff Davies announced  “more than 20 strikes targeted AQAP militants, equipment and infrastructure in the Yemeni governorates of Abyan, Al Bayda and Shabwah” early that morning.  On March 3rd, the Associated Press reported that Yemeni officials and residents said that the US had conducted “dozens of airstrikes on al-Qaida targets in Yemen overnight and in the past 48 hours in one of the lengthiest, sustained operations inside this conflict-torn Arab country”.

A US military intelligence source told NBC News that the strikes were “part of ‘new directives’ to aggressively pursue the Dhahab and Qayfa clans”.  Estimates of the total death toll on March 2nd varied; on March 3rd, Reuters reported that Thursday’s strikes left “at least nine” dead, while officials speaking with the Associated Press said that seven alleged militants had been killed.

U.S. forces conducted a series of precision strikes in Yemen against al-Qaida in the Arabian Peninsula, or AQAP, in the early morning of March 2 (Yemen time). More than 20 strikes targeted AQAP militants, equipment and infrastructure in the Yemeni governorates of Abyan, Al Bayda and Shabwah.

The strikes were conducted in partnership with the Government of Yemen, and were coordinated with President Hadi. The Government of Yemen is a valuable counter-terrorism partner, and we support its efforts to bring stability to the region by fighting known terrorist organizations like AQAP.

The strikes will degrade the AQAP's ability to coordinate external terror attacks and limit their ability to use territory seized from the legitimate government of Yemen as a safe space for terror plotting. Targets of the strikes included militants, equipment, infrastructure, heavy weapons systems and fighting positions.

AQAP has taken advantage of ungoverned spaces in Yemen to plot, direct, and inspire terror attacks against the United States and our allies. U.S. forces will continue to work with the Government of Yemen to defeat AQAP and deny it the ability to operate in Yemen.

Reported airstrikes, which some local sources said were US drone strikes, targeted alleged AQAP militants on a farm in the Al Sabkha area, east of Ahwar city, early on April 1st 2017. There are no known associated reports of civilian harm, though one report suggested that a civilian farm was destroyed.

Several sources reported that two strikes targeted a farm near Qaroub area, and that local residents found burnt clothes and shoes near the location of one strike. According to press sources reported by Yemenat, the strikes killed AQAP militants stationed in the area. Yemanat also claimed that aircraft from the Saudi-led Coalition had reconnoitred the location before the attack.

According to the Aden Times, strikes against the farm killed an alleged AQAP leader who had escaped from previous strikes in Mogan, Al Maraqisha. Airwars has therefore assessed that between one and two militants were reportedly killed in the strike. The newspaper also claimed that the strikes were in fact conducted by a Saudi-led coalition F-16, with the support of a US drone.

SMA News reported that the 3am strikes hit a farm, which it named as Alawi Nasser Al Qaraa farm, but with no AQAP militants present. According to this source, the strikes burnt all of the crops on the farm and destroyed two-hundred bee hives. SMA News also reported that strikes took place in the Bandar and al-Faqqa areas, east of Ahwar, though no other sources mentioned these locations.

Sources varied in attributing responsibility to a particular belligerent.  Some described the strikes as US or American, while others indicated that Arab coalition aircraft “backed by US drones” were responsible. Airwars has therefore assessed this strike as “contested”.

This reported event took place amid a dramatic intensification of US operations against AQAP, beginning in early March 2017. On April 3rd 2017, Pentagon spokesperson Captain Jeff Davis said that, since February 28th 2017, seventy US airstrikes were conducted in Yemen.

The U.S. military conducted airstrikes over eastern Yemen during the weekend, targeting the sites of extremist group al-Qaida in the Arabian Peninsula, director of Pentagon spokesman Navy Capt. Jeff Davis told reporters today.

“We continue to target [al-Qaida in the Arabian Peninsula] in Yemen, and this is done in the interest of disrupting a terror organization that presents a very significant threat to the United States,” Davis said.

Strikes Target Terrorists

During the weekend in Yemen’s Shabwah governorate, the precision airstrikes targeted al-Qaida in the Arabian Peninsula terrorists, as well as the terrorists’ infrastructure, fighting positions and equipment, the spokesman said.

The airstrikes follow the late-January U.S. raid in Yemen during which a U.S. service member died. From Feb. 28 through last week, some 50 airstrikes were conducted, Davis noted.

The weekend airstrikes, which were largely unmanned, bring the total to 70, he said.

At least five AQAP militants were reportedly killed in the course of at least four alleged US drone strikes in Qayfa, Bayda governorate, on the evening of January 12th 2018.  According to local language news sources, strikes reportedly targeted the area of Al-Jassima. There were no known associated reports of civilian harm.

A source told Russia Today Arabic that strikes had targeted Al-Jassima, among other sites. Local language sources including Aden Lang and Akhbar Al-Aan also reported strikes in Al-Jassima.

There were also reports of strikes in Jabal Novan, Dhi Kalb, and Hami Liqah areas of Qayfa on January 12th.  Unique events have been created to account for these reports.

Several sources indicated that strikes in Qayfa on the 12th resulted in a number of militant deaths and injuries. Locals reportedly told Al Yom Press that “the raids targeted a site for the militants as well as a car belonging to them, and resulted in deaths and injuries”.  Two English-language sources, @demolinari and @switch_d, further named one of the dead as Jawas Ahmed. These reports are accounted for in event USYEMTr132.

In an email to the Long War Journal, a US Central Command spokesperson confirmed that a strike took place against AQAP in Bayda on January 12th. There were no known reports of strikes against AQAP outside of Qayfa on that day. This confirmation has been accounted for in event USYEMTr132, though it could have applied to any or all of the reported strikes in Qayfa, Bayda, on January 12th.

One local language social media source, @GawadSalah, claimed, on September 15th 2019, that six Emiratis were killed in an alleged AQAP camp in Shabwa by a US drone strike.

The source seemed to refer to six Emirati soldiers reported, on September 14th 2019, to have been killed in a road “collision” in southern Yemen. Other reports suggested that the six were killed in an armed clash with separatists, or even that they died in Libya.  No other known sources assigned responsibility for the deaths to a US drone strike.

On October 4th 2019, a US Central Command spokesperson told New America that no strikes had been conducted in Yemen since June 24th 2019. It is, however, possible that an undeclared strike was conducted by the CIA, or was part of a clandestine US military action.

On October 4, 2019, United States Central Command (CENTCOM) replied to an email inquiry from New America confirming that “the last strike conducted by CENTCOM in Yemen was 24 June.” Per that statement, there were no CENTCOM strikes in Yemen in September 2019.

The lack of strikes in September makes it more than three months since the last U.S. military counterterrorism strike in Yemen, according to New America’s research. However, it is possible that the United States has conducted covert non-military strikes, and in recent years there have been a small number of strikes attributed by media reports to the United States that CENTCOM has denied conducting

On September 7th 2012, a child was injured following the explosion of a live projectile from a previous airstrike allegedly by US forces in the city of Azzan, Shabwa governorate.

Eyewitnesses told Al-Masdar Online that “a shell exploded while a child was passing by one of the buildings that was bombed by drones to target members of Al Qaeda.” This was corroborated by local-language Twitter user @MaherALHDDAD who claimed that the explosive remnants originated from an US airstrike.

Airwars assessment

An air attack by the US and/or Yemen on a militant-occupied factory where arms were allegedly stored killed three to seven belligerents near Ja’ar the evening of March 11, 2012. Ansar al Sharia, along with other sources, said that US drones carried out the early evening strike, with up to five drones reportedly taking part. Reuters and the Long War Journal reported that the strike hit the hill Jebel Khanfar, next to Jaar. There are currently no known reports of civilian harm.

A senior Yemeni official confirmed the US involvement to CNN: ‘The United States did not inform us on the attacks. We only knew about this after the US attacked.’ However local residents reported that ‘planes’ bombarded the town. Another source, AFP, reported that two missiles were fired ‘from the sea‘. However, no other source corroborated that the strike was of naval origin.

Local sources told Aden Al-Ghad that seven Al Qaeda members were killed. Sources within the “armed groups” confirmed that the strike had taken place, but that three were killed, not seven.

Reuters reported that militants and residents said that the strikes hit a “factory” in the “mountainous area of Jebel Khanfar.” An official told AFP that a large amount of weapons seized by AQAP during an attack against the army that left 185 soldiers earlier this month, were destroyed in the US drone strikes and shelling by the Yemeni military.

A witness told Xinhua that “thick white smoke is rising from the targeted area, and Al Qaeda militants are moving to the mountain to check if there are any casualties.”

On March 12th 2012, Press TV reported that, according to “Yemeni security officials,” the strike was carried out by “five US assassination drones,” and killed six people. The source also stated that local residents rejected the Yemeni government’s claim that the victims were all “militants,” and said that the victims were civilians. However, the source was referring to three different strikes between March 9-11, and did not specify for which strike the residents’ claims referred to.

Most sources included reports that alleged that the strike was carried out by U.S. drones, but some reported that Yemeni aircraft may have been responsible. No belligerent has taken responsibility for the strike, so it remains contested.
