Airwars assessment

A US drone strike reportedly killed an alleged AQAP militant, named as Ahmad Masfar Al-Khadr Al-Walidi, in or near Al-Furayd, in the Mudiyah district of Abyan governorate, around midnight on November 1st-2nd 2017.

A local source told Sputnik that Al-Khader was killed by a drone strike between the villages of Al-Fareed and Kawkab. Al-Riyadh further reported that Al-Khader was a “field leader” for AQAP.

Others, including @demolinari and @Dr_E_Kendall, suggested that there were reports that Al-Walidi may have been killed by an IED, possibly his own that had detonated early. There were no known reports of civilian harm.

Airwars assessment

A US drone strike reportedly killed at least two alleged AQAP militants in Al Huson, in the Al Wadi area of Marib governorate, on the evening of November 2nd 2017. In an email to the Bureau of Investigative Journalism, a US Central Command spokesperson confirmed that a strike had taken place in Marib, stating that two “AQAP” terrorists were killed. There were no known associated reports of civilian harm.

Local language news outlets, including Al-Masdar Online and Aden Al-Ghad, also reported that two were killed. An anonymous provincial security official, speaking to Xinhua, gave a figure of two fatalities.Some sources, including @barakish_net and @demolinari, indicated that three had died, and a few local language Twitter users (e.g. @South21_5_90) gave a tally of four.

On December 20th 2017, US Central Command indicated that one of those killed in the strike was in fact Ruwuhah al-Sanaani, an “AQAP facilitator”, though no other sources corroborated this.

The strike reportedly targeted the alleged militants as they were travelling in a car in the area. In an interview with Just Security, the Governor of Marib, Sultan Bin Ali Al-Aradah, said that the strike had taken place in an area that the security forces could access, and that the US did not inform local officials of the attack, or pass on information regarding AQAP militants. “As long as we’re able to do the job ourselves, inform us….if we can, we want to arrest,” he stated.

“We want the state to stand on its feet and to take every criminal to court—and at the very least countries that use drones to come up with legal accountability for their use,” Al-Aradah told Just Security. “That’s why I always say the flow of info and actions needs to come through local security agencies. Right now, there is no one to hold accountable.”

TAMPA, Fla. - U.S. forces have conducted multiple ground operations and more than 120 strikes in 2017 to remove key leaders and disrupt the ability of al Qaeda in the Arabian Peninsula and ISIS-Yemen to use ungoverned spaces in Yemen as a hub for terrorist recruiting, training, and base of operations to export terror worldwide.

AQAP is one of the terrorist groups most committed to and capable of conducting attacks in America, as assessed by the intelligence and defense communities, while intelligence estimates indicate that ISIS-Y has doubled in size over the past year.

In November, the U.S. conducted 10 strikes across Yemen governorates al-Bayda, and Marib including a strike on Mujahid al-Adani, AQAP Shabwah leader, who was killed Nov. 20 in al-Bayda Governorate, Yemen. Al-Adani, also known as Mohammad Shukri, was a senior leader responsible for planning and conducting terrorist attacks against Yemeni, Coalition and tribal security forces. He exerted significant influence within AQAP's terrorist attack networks, similarly, maintained close ties and access to the group's other senior leaders, and previously served as an AQAP military leader in Aden.

Al-Bayda AQAP facilitator Abu Layth al-Sanaani and three AQAP associates were also killed in the Nov. 20 strike.

Ruwahah al-Sanaani, also an AQAP facilitator, was killed Nov. 2 in Marib Governorate.

In October, a strike Oct. 19 killed Ubaydah al-Lawdari, the Emir of Lawdar, and four associates in al-Bayda Governorate. Al-Lawdari had been known to provide equipment and money in support of AQAP attacks against Coalition forces, posing an increased threat to U.S. interests.

Meanwhile, a series of strikes against two ISIS terror training camps in al-Bayda Oct. 16 killed more than 50 ISIS-Y combatants, disrupting the organization's attempts to recruit and train new fighters.

"The removal of key facilitators in this region will interrupt AQAP's freedom of movement and likely force the group into a reactionary posture, limiting their ability to challenge Yemeni Security Forces and partnered advances," said Lt. Col. Earl Brown, a CENTCOM spokesman.
"U.S. forces also expanded counterterrorism operations in October to encompass both AQAP and ISIS. This parallel targeting effort is required to prevent ISIS-Y from filling the vacuum left by a diminished AQAP footprint or influence in the region," he said.

Ongoing operations pressuring the network have also degraded AQAP's propaganda production, reducing one of the methods for the terror group to recruit and inspire lone wolf attacks across the globe. The al-Masra Newsletter, previously published three times a month, has not been published since July.

Al-Malahim Establishment for Media Production, which produces AQAP's terrorist-inspiring video series, as well as Inspire Magazine, saw a large drop in October. Unable to produce video series and graphic terror-inspiring magazines, AQAP has resorted to using low-tech audio messages.

"U.S. forces have enabled regional counterterrorism partners to regain territory from these terrorists - forcing them to spend more time on survival," said Brown. "These operations have helped to illuminate terrorist networks, making intelligence-gathering, subsequent targeting and follow-on operations increasingly productive and effective.

"Every strike, every raid and every partnered operation advance the defeat of these violent extremist organizations. U.S. forces will continue to use all effective measures to degrade the groups' ability to export terror."

Some local language sources, including @MasirahTV, suggested that a US drone strike took place in the Sirwah district of Marib governorate on the morning of November 4th.

All sources posted on November 4th 2017 itself. There were no known associated reports of civilian or militant harm, and no further information was given.

Given that all of the sources were roughly identical, it appears that all were derived from a single source (perhaps @_H0rh).  As such, this incident has been assessed to be a single-source claim by Airwars.

A US drone strike reportedly killed two alleged AQAP militants in or near Jabal Akad, in the Lawdar district of Abyan governorate, on November 10th 2017. There were no known reports of civilian harm.

According to @demolinari and @NokhbaHadramout, the US strike targeted the militants as they were travelling on a motorbike, killing both. Reuters correspondent Mohammed Ghobari (@MohammedGhobari), however, suggested that the strike targeted a car.

Academic Dr Elizabeth Kendall also suggested that there had been local reports of a drone strike against a motorcycle in the area that had killed two, but did not assign responsibility to the US.

In an email to the Bureau of Investigative Journalism, a US spokesperson stated that a CENTCOM strike had targeted ISIS militants in Al Bayda governorate on November 10th 2017, killing two. This confirmed earlier local reports that a US drone strike had killed two alleged militants in or near Sirar Jusham, in the Qayfa area, on that afternoon. There were no known associated reports of civilian harm.

According to Hunaradaa and Yemen Shabab Net, the strike targeted a room used to guard khat in Al-Masyad, northeast of Sirar Jusham.

Some local-language social media sources suggested that at least one US strike in the Qayfa area had targeted at least one IS or AQAP “training camp”. One, @abwoyousef707, claimed that strikes were launched in the Azla Khubza and al-Namous “region” of Qayfa.  It was unclear whether these sources reflected reporting of at least one unique strike event, or described the same strike.

While most sources indicated that those killed were ISIS militants, a few instead suggested that the dead were members of AQAP. Both organisations had previously been reportedly targeted in the area.

Though most gave a death toll of two, some social-media sources, such as @hamrinnews, suggested that “dozens” were killed. As such, Airwars has assessed that a minimum of two were killed, with a maximum of twenty-four, to reflect the claim of “dozens”.

Khabar News reported that a drone had targeted an AQAP site in “Bujsh Al-Hodeidah”, killing two “foreigners”, according to a report by Yemenat. The original Khabar article could not be found by Airwars.  One other source, @YemenNewsApp, also indicated that the two killed were “foreigners” affiliated with AQAP, but no further information was given on this claim.

Multiple sources reported that a US drone strike in Qayfa, in Bayda governorate, killed one civilian and seriously injured another on the morning of November 11th 2017.  Some other sources suggested that at least one alleged ISIS militant was killed in the strike.

US Central Command later confirmed that a strike took place in Bayda governorate on that day, killing one alleged ISIS militant it said. Since there were no other known reports of a US strike on November 11th, this event is treated as declared.

According to local language news sites, including Al-Khabar Now and Yemen Shabab, the strike targeted a car, killing civilian Dares Ahmed bin Ahmed Jaraoun immediately and seriously injuring his brother, Saeed Ahmed bin Ahmed Jaraoun. These sources indicated that the targeted were the children of Ahmed bin Ahmed Jaraoun. The ages of the dead were unclear, although Al-Khabar Now described Ahmed as a “student”.

These sources suggested that the strike took place in the Al-Areen area of Qayfa Radaa, at around 10am.

An on-the-ground investigator told Reprieve that one adult civilian was killed and another injured, both sons of Ahmed bin Ahmed Jaraoun. Reprieve shared their findings on this strike with Airwars.

Some sources instead claimed that those killed in the strike were ISIS militants. One Twitter source, @demolinari, reported that a strike against a motorbike killed one “suspected ISIS militant” and injured another near Khabran village, Qayfa, while @new_24_7 claimed that two were killed.

Another outlet, @ANews_Arabic, said that according to a Yemeni government source, at least three militants were killed.

Airwars has assessed that a minimum of one civilian was reportedly killed in the strike, with another wounded.  Between one and three militants were reportedly killed, in addition to one reportedly wounded.

In its May 2018 annual civilian casualty report, the US Department of Defense stated that “there were credible reports of civilian casualties caused by U.S. military actions in Yemen against AQAP and ISIS during 2017”, but did not specify which specific actions these reports referred to.  Overall, the Department of Defense assessed that there were credible reports of “approximately 499 civilians killed and approximately 169 civilians injured during 2017”, as a result of US military actions in Iraq, Syria, Afghanistan, and Yemen.

Responding to Airwars’ publication of its Yemen dataset and accompanying report in October 2020, CENTCOM dismissed all but two civilian harm claims under President Trump, asserting that “USCENTCOM conducted a thorough review of the information AirWars provided regarding allegations of potential civilian harm caused by USCENTCOM strikes in Yemen from 2017-2020… The bulk of the information asserted by AirWars, however, did not correspond with dates and locations of U.S. military strikes or raids in Yemen.   Other AirWars allegations either did not allege civilian harm or were not assessed as credible upon our review.”

  • Via email: U.S. Central Command (USCENTCOM) continues to focus on ways to minimize civilian casualties during its military operations. We assess or review all reports of civilian casualties because such assessments or reviews help us identify ways to improve our operations and counter misinformation and propaganda. We routinely share the results of every one of our assessments in Department of Defense (DoD) reports to Congress, including annual reports, many of which are publicly available. We also share the results of our assessments or reviews with the public via the USCENTCOM website and our statements to the media. Individuals wishing to understand U.S. military operations in Yemen more fully should consult these official sources of information. USCENTCOM conducted a thorough review of the information AirWars provided regarding allegations of potential civilian harm caused by USCENTCOM strikes in Yemen from 2017-2020. Of the information AirWars provided, one strike on September 14, 2017, was assessed to have caused injuries to two civilians. Also, as previously released by USCENTCOM to the public in February 2017, USCENTCOM acknowledged there may have been civilian casualties during a raid on January 29, 2017. The bulk of the information asserted by AirWars, however, did not correspond with dates and locations of U.S. military strikes or raids in Yemen. Other AirWars allegations either did not allege civilian harm or were not assessed as credible upon our review. Airwars assessment

A US Central Command spokesperson told reporters that a strike had killed two alleged ISIS militants in Bayda governorate on November 12th 2017. This confirmed earlier reports that a US drone strike in the Dhi Kalib area of Qayfa had killed two at noon on that date. Two sources suggested that one of those killed in the strike was a civilian.

According to Yemen Shabab Net, the strike killed civilian Ahmed Muhammad Ahmed al-Azraq Abu Sureima, who “happened to be in the area” when a drone targeted and killed an ISIS militant in Wadi Al Hayat, north of Dhi Kalb. Aden News also reported this, though the article quoted a “media source”, and appeared to be derivative of the Yemen Shabab report. Given this, the allegation of civilian harm has been assessed by Airwars as “weak”.

One Twitter source, @demolinari, suggested that the strike targeted a car near Dhi Kalb village, killing two “suspected ISIS militants”. Other sources simply reported that two were killed in the strike, without providing further information.

In its May 2018 annual civilian casualty report, the US Department of Defense stated that “there were credible reports of civilian casualties caused by U.S. military actions in Yemen against AQAP and ISIS during 2017”, but did not specify which specific actions these reports referred to.  Overall, the Department of Defense assessed that there were credible reports of “approximately 499 civilians killed and approximately 169 civilians injured during 2017”, as a result of US military actions in Iraq, Syria, Afghanistan, and Yemen.

Responding to Airwars’ publication of its Yemen dataset and accompanying report in October 2020, CENTCOM dismissed all but two civilian harm claims under President Trump, asserting that “USCENTCOM conducted a thorough review of the information AirWars provided regarding allegations of potential civilian harm caused by USCENTCOM strikes in Yemen from 2017-2020… The bulk of the information asserted by AirWars, however, did not correspond with dates and locations of U.S. military strikes or raids in Yemen.   Other AirWars allegations either did not allege civilian harm or were not assessed as credible upon our review.”

  • Via email: U.S. Central Command (USCENTCOM) continues to focus on ways to minimize civilian casualties during its military operations. We assess or review all reports of civilian casualties because such assessments or reviews help us identify ways to improve our operations and counter misinformation and propaganda. We routinely share the results of every one of our assessments in Department of Defense (DoD) reports to Congress, including annual reports, many of which are publicly available. We also share the results of our assessments or reviews with the public via the USCENTCOM website and our statements to the media. Individuals wishing to understand U.S. military operations in Yemen more fully should consult these official sources of information. USCENTCOM conducted a thorough review of the information AirWars provided regarding allegations of potential civilian harm caused by USCENTCOM strikes in Yemen from 2017-2020. Of the information AirWars provided, one strike on September 14, 2017, was assessed to have caused injuries to two civilians. Also, as previously released by USCENTCOM to the public in February 2017, USCENTCOM acknowledged there may have been civilian casualties during a raid on January 29, 2017. The bulk of the information asserted by AirWars, however, did not correspond with dates and locations of U.S. military strikes or raids in Yemen. Other AirWars allegations either did not allege civilian harm or were not assessed as credible upon our review. Consistent with our mission, our authorities, and our obligations under the law of war, USCENTCOM will continue to conduct military actions in Yemen when required to protect the Nation and our allies and partners from al Qa’ida and ISIS terror cells that are committed to inflicting terror. In every strike and raid, we take careful measures to minimize civilian harm and take responsibility for our actions. When our military operations result in reports of civilian harm, we will continue to assess the credibility of such reports to help us identify ways to improve our operations and respond as appropriate.

Airwars assessment

A US strike in Bayda governorate killed two AQAP militants on November 19th 2017, a US Central Command spokesperson told the Bureau of Investigative Journalism. This confirmed local reports that a US drone strike had killed at least three alleged AQAP militants in Yakla, in the Wald Rabi area of Bayda governorate, on that evening. There were no known associated reports of civilian harm.

Multiple local-language sources, including Adengad and @tarebhtoday, reported that, according to locals, the strike targeted an area “near an ISIS camp” in the area, though none suggested that ISIS members had been killed. Others, such as Hour News, suggested that the area was itself home to an AQAP “site”. Both terror organisations had previously been targeted in the area.

While most suggested that three were killed in the strike, @7adramout_net reported that four “from Al Qaeda” had died. Another Twitter source, @demolinari, named one of those killed as Abdullah Hassan Abdullah Nuba Al-Ateeqi.
