Airwars assessment

One civilian was reported killed and one injured, following alleged US-Coalition strikes on the Rowaishid area, 45km north of Deir Ezzor.

There is limited information available at present for this event. All sources blamed the US-led Coalition. The Coalition itself informed Airwars that as a result of their deconfliction agreements they had ceased to conduct strikes entirely in Deir Ezzor city, though were striking to the north and east of the city.

‘Saturday 9 September – a Reaper destroyed a motorcycle and trailer carrying three terrorists north-east of Dayr az Zawr… The following day [Sept 9th], another Reaper flew a further patrol in the same area of Syria, and tracked a group of three terrorists on a motorcycle and trailer. The Reaper’s crew waited patiently until the targets were in open countryside before firing a Hellfire which scored a direct hit.’

Airwars assessment

One civilian died in an airstrike on al Basira, according to local media – though sources were conflicted as to whether the Coalition, Russia or the regime were to blame. Reports said that the strikes hit to post office building.

The Syrian Observatory for Human Rights and Moen_dndil attributed the event to the Coalition. However, Micro Syria blamed Russia, reporting that “A child was also killed in an air strike on the town of Khasham and another civilian in an air strike on the town of al-Basira in the eastern suburb of Deir al-Zour. Activists accused Russian aircraft of carrying out the raids.” The Euphrates Post also pointed towards Russia.

According to the Syrian Network for Human Rights and Qasioun, the regime was to blame.

Some other sources didn’t identify the warplanes responsible.

‘Friday 15 September – a Reaper supported coalition airstrikes near Dayr az Zawr, and delivered two attacks itself against extremists in the open, whilst Typhoons destroyed a Daesh-held building… On Friday 15 September, a Reaper was again very active north-east of Dayr az Zawr; it provided support to coalition airstrikes which destroyed three Daesh-held buildings, then conducted two attacks on its own account with Hellfire missiles against terrorists moving through the area. Nearby, a Typhoon flight bombed a further Daesh-held building.’

A single source, Yagein, reported that civilians were killed following alleged US-led Coalition airstrikes on the areas of west Ramadi in central Anbar province.

A well-informed source who spoke to Yagein said Aircraft of the International Alliance carried out several air raids. The source added the bombing resulted in significant destruction in the areas, with reports of civilian deaths and injuries.

Airwars assessment

Initially the death of one civilian male was reported in this incident: a doctor named Alaa El Din Hassan Hamam died in Raqqah city following US-led Coalition airstrikes, local sources said. According to a report by Al Rafed, Dr. Alaa El Din Hassan Hamam provided medical assistance for the injured in Raqqah until he died. His brother told Al Rafed: “He and his wife were in the last period providing first aid and dressing and stitching the wounded and injured in their homes according to the available possibilities because of the situation in Raqqah and was trying to bury the martyrs who are the result of artillery shelling and air and the young people with values in the city.” He was unable to be buried as his family fled the city after the airstrike that killed him, his brother added – “Unfortunately they left Al-Raqqa without burying my brother or seeing his body.” All sources blamed the US-led Coalition for his death.

During investigations of this event for the April 2019 joint Airwars and Amnesty report War in Raqqa: Rethoric versus Reality (www.raqqa.amnesty.org), Amnesty field researchers found that 6 other people were killed in this strike. 5 of them were members of the Al Aalu family, who were injured in an earlier strike (more information on that incident here: CS1570), they had fled to the building and were receiving treatment from the doctor. Abu Hamed, a relative and owner of the house together with AbdelMin’aam, told Amnesty researchers about the family: “They had been displaced by the war and were staying in our house. The three elderly people had been injured in a strike elsewhere and the doctor had come to treat them. They were all killed when our house was bombed.”

One invididual, Mohammed AbdelMin’aam al-Hmaidi, brother of the testifying relative Abu Hamed, was reported killed in a separate incident together with his father: CS1602. Airwars has merged these 2 incident under this code, as Amnesty research has found that they were killed in the same strike as Dr. Alaa El Din Hassan Hamam and the Al Aalu family, which would bring the total number of people killed in this strike to 8. The original Airwars report (CS1602) for their deaths read as follows:

“Local media reported that Mohammed Abdel Moneim Al-Humaidi died and his father Abdel-Moneim Al-Humaidi was injured following alleged US-led Coalition airstrikes on Raqqah. There was limited information due to only three reports on the incident. Two of three sources attributed the loss of civilian life to US-led Coalition strikes, while the remaining source Marsad Al Hasaka referred only to “bombing”. The two deaths are also mentioned in event CS1594, with some sources claiming the event occurred a day earlier.”

Three civilians may have died in an alleged Coalition airstrike on Raqqah, according to local media – though there was uncertainty over when the victims died, with one report stating they were still alive.

Coordinating the Revolution in the City of Palmyra published “a clarification regarding the family of Mrs. Samira Al-Ali (Alhashosh) and her family.”. It said: “After receiving confirmation from one of Samira’s daughters and our contacts in the area, it turned out that Samira had died in the bombardment in Raqqa and her daughter Najwa died of her injuries in a camp near the city of Hasaka. The young man Mohammad also died in the bombing in Raqqa.”

However, On October 28th, the monitor said that the three victims were still alive: “It turns out that the above are still alive and they are in the city of Mansoura in the countryside Raqqah”.

However, a Facebook comment by someone called Ahmad al Qassim Dido on the Facebook page, says: “My brother in law Hamadi Al Katta got a message on Whatsapp from the granddaughter of Shattouh who was with them. She confirmed the death of the above named and said that Najwa was seriously injured and died in Ain Issa camp”.

The last reported Coalition action in the city was on October 16th, with victory over ISIS declared by the SDF the following day.

Up to 23 civilians, reportedly including two families, died and “a large number” more were injured in airstrikes on al Salhiya in Deir Ezzor, according to local media – though sources were conflicted as to whether this was the work of the US-led Coalition, Russia or the Syrian regime.

Euphrates Post reported “21 martyrs and a large number of wounded as a result of strikes that targeted the houses of civilians in the town of Salhiya in al Kamal countryside on Thursday noon. The raids targeted the municipality building and the house of Majid al-Issa and the house of Turki al-Qahayt and the shops of A’raj Al-Shamluk at the main road and the police station.” The source named the following victims but didn’t identify the warplanes responsible for their deaths.

15 people from two displaced families from outside the town of Salhiya were also included in the list of civilian casualties.

Reporting by the Syrian Network for Human Rights was confused. It issued two reports on November 6th. In the first, it blamed “suspected Russian warplanes” for the deaths of “at least 10 civilians, including 2 girls”. But a second report said that the child Fawaz Muammar Fawaz al-Madi was killed by a warplane belonging to the regime.

The Syrian Press Center, didn’t identify the warplane responsible, but also named the above victims plus 19 people “from two displaced families in the town of Salhiya”. The source went on to say “it is noteworthy that the forces of the regime and the militias began a military campaign in the south-east of the southern province of Deir Ezzor with Russian air cover to control the region.”

The Syrian Observatory for Human Rights laid the blame with the Coalition, saying that the strikes killed “10 citizens at least including a man and his two child girls”. Al Hall, also reporting that the Coalition was responsible, provided some more detail reporting that “Abu Ayman al-Ali, an activist from the eastern countryside of Deir al-Zour, told Al-Hal, that the international coalition ‘targeted civilian houses in the village of Salhiya in the countryside with more than 17 raids, killing 21 civilians, mostly women and children, including two families displaced from outside the village.’”

However, Baladi, Radio Al Kul and Al Araby al Jadid blamed Russia, with Al Araby al Jadid noting that “all the [21] dead belonged to three families, including two families were displaced earlier to the town”.
