The strike was assessed as non credible based on the claim that “no Coalition strikes were conducted on that day in the geographic area of the reported civilian casualties.” However, the Coalition reported multiple strikes in Mosul that day.

For May 10th-11th, the Coalition reported: “Near Raqqah, 11 strikes engaged five ISIS tactical units; destroyed seven vehicles, three fighting positions, an ISIS barge, a VBIED factory, a weapons storage facility; and damaged two ISIS supply routes.” It later added that “Additionally, 13 strikes were conducted in Syria and Iraq on May 10th that closed within the last 24 hours. Near Raqqah, Syria, seven strikes engaged seven ISIS tactical units and destroyed 12 fighting positions, an ISIS headquarters, a command and control node, a supply cache, an ISIS staging area, a tactical vehicle, and a vehicle.”
For May 11th-12th. “Near Raqqah, eight strikes engaged two ISIS tactical units and destroyed four fighting positions, three VBIEDs, two ISIS oil storage tanks, two ISIS oil stills, two excavators, a front-end loader, an IED, and an ISIS staging area.” It later added that “Additionally, six strikes were conducted in Syria on May 11th that closed within the last 24 hours…. Near Raqqah, five strikes engaged an ISIS tactical unit; destroyed two VBIEDs, a fighting position, a weapons cache, a vehicle; and damaged two ISIS supply routes and a bridge.”

‘Thursday 11 May – Typhoons attacked three targets in eastern Syria, as well as a truck-bomb factory north-west of Raqqa. Tornados also struck six times in Mosul…On Thursday 11 May, a pair of Typhoons, armed with Paveway IVs, destroyed a truck-bomb staging area some fifteen miles north-west of Raqqa, while another pair supported the SDF in eastern Syria, hitting a mortar team and two Daesh-held buildings near Al Ulwah. The same day, two flights of Tornados patrolled over Mosul, using Brimstone missiles against two Daesh positions very close to Iraqi troops. A further Paveway IV eliminated a mortar in a courtyard, and three more Paveways cratered roads along which Daesh might have tried to move truck-bombs along.’

For June 15th-16th the Coalition reported: “Near Raqqah, 20 strikes engaged 14 ISIS tactical units and a sniper and destroyed nine fighting positions, four vehicles, three mortar systems, two supply caches, two ISIS headquarters, a heavy machine gun, and a home-made explosives factory.” It also additionally reported that “On June 15, near Raqqah, Syria, six strikes destroyed eight fighting positions, an ISIS headquarters, and a tunnel, and suppressed two snipers.” And that “On June 15, near Raqqah, Syria, one strike destroyed six fighting positions, five ISIS staging areas, two command and control nodes, an ISIS headquarters, and a supply cache, and damaged 10 fighting positions and two VBIED facilities.”

For June 14th-20th, 19 strikes were made by French aircraft in Iraq and Syria. Most of them were carried out during the Battle of Mosul, in support of the Iraqi fighters engaged in the fighting to drive ISIL out of its positions in the North of the Medina. The other strikes were carried out in support of the fighting for the capture of Raqqah, and against flows of arms and fighters in Iraq and Syria.

Thursday 15 June – A Reaper destroyed a terrorist vehicle in eastern Syria. Typhoons struck three targets in Raqqa, while Tornados and Typhoons hit a mortar near Tal Afar and six targets in Mosul…The following day [June 15th], a Reaper remotely piloted aircraft conducted armed reconnaissance in eastern Syria, some 35 miles north-east of Dayr az Zawr, and used a Hellfire missile to destroy a terrorist truck. Two Typhoons also struck three Daesh positions in Raqqa in support of the offensive by the Syrian Democratic Forces (SDF).

More than five civilians were wounded in an airstrike on a water tank behind the mosque in the Ta’as area of Dablan, according to local media – though only once source said that the Coalition was responsible, with others not apportioning blame.

According to Euphrates Post, “The military aircraft launched several simultaneous air strikes with cluster bombs indiscriminately targeting civilian houses“.

Airwars assessment

In a likely US or British drone strike, a truck was inadvertently hit during an airstrike at Ar Rutbah, according to a declassified CENTCOM report. “2 seconds prior to weapon impact, a large truck inadvertently arrived at the checkpoint. The back section of the truck was possibly damaged during the strike.” The driver was observed fleeing.

The weapon used was an AGM-114 Hellfire, most typically used by Reaper drones and by Apache attack helicopters. Britain has confirmed carrying out a drone strike on the date in question “in western Iraq.”

The outcome of any investigation at the time the document was collated (most likely early May 2015) was not known.

Airwars researchers have not identified any public claims of civilians killed or injured for this date. though news reports did note the very heavy bombing in Iraq that day – with 26 airstrikes by “fighter and bomber aircraft, and unmanned aerial vehicles against Daesh.”

On July 7th, 2017, the Coalition admitted responsibility, reporting: “April. 19, 2015, near Ar Rutbah, Iraq, via Airwars report: During a strike on an ISIS checkpoint, it was assessed that two civilians were unintentionally injured when a vehicle arrived at the checkpoint after the munition was released.”

In July 2019, the Coalition provided Airwars with the location of the event to within a 100 metre box.

Airwars assessment

Three civilians were reportedly killed in alleged Russian, Syrian regime, Israeli or US-led Coalition airstrikes on Tarhin village, Aleppo governorate, on November 25th, 2019, according to local sources. An unknown number of civilians were wounded.

According to the Syrian Observatory for Human Rights, “local sources said that six explosions were heard in different areas, and the sources confirmed that the raids targeted the Al-Haraqat area near Tarhin village, Al Burj village and the southern part of Jarabulus city.” The SOHR added that there were reports of injured civilians in Tarhin.

Smart News Agency said that “three people were killed and another was missing as a result of the shelling by unknown warplanes of oil burners near the village of Tarhin in the Al Bab area, east of Aleppo city in northern Syria.”

There were conflicting claims against the Coalition, Israel, Russia and the Assad regime. According to Baladi News, “there was a discrepancy in information about the identity of the aircraft, whether they were Russian or belonging to the international coalition.” Sources reported that the Turkish army and/or Turkish-backed factions were the target.

A tweet from @putintintin1 referred to an “unknown warplane (believed to be UAV) targeted a truck near Tarhin”.

@osama_sy87 tweeted a video, writing that “Russian airstrikes targeted oil burners in Tarhin village of Al Bab countryside, north of Aleppo, which resulted in deaths and injuries of burners workers, as well as shelling of oil burners and tanks in Al Kousa village of Jarablus countryside, east Aleppo.”

A Syrian PC correspondent reported that “a number of oil burners in the village of Tarhin of the city of Bab east of Aleppo were killed and others were injured after Russian aircraft targeted three oil tanks in the village.”

Effect News posted a video of Syrian Civil Defence volunteers recovering the heavily charred bodies of the victims a day after the strikes. The SCD themselves wrote that “three people were found dead by Civil Defense teams as they inspected the area that was hit by aerial bombardments yesterday evening in Tarhin village east of Aleppo.”

Step News Agency reported that, according to a private source, “telephone conversations took place on Tuesday, the nineteenth of this month [November], between the Israeli Foreign Affairs Minister, Yisrael Katz, and the co-chairperson of the Executive Committee of the Democratic Council ‘Syria’, Ilham Ahmed.”

According to the informant, “the two sides agreed during the contacts on the principle of oil for protection, that is, Israel’s access to Syrian oil located in areas controlled by the militia ‘SDF’ northeast of the country, in return for securing protection for the militia, and pressure on Turkey regarding its military operation Peace Spring”, implying that Israel had been responsible for the strikes on Tarhin villages.

The source added that “the raid on the oil burning areas was aimed at sending a message to the opposition factions supported by Turkey, and behind Turkey, not to extend too much in the areas of Operation Peace Spring.”

Zaman Al Wasl reported that, according to a private military source, the Coalition had been responsible for the strikes. In their August 2020 civilian casualty report, the US-led Coalition assessed reports of civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.
