Airwars assessment

Local sources reported that one or more civilians were killed and injured in a bombardment on Al Bagouz. One victim was specifically named.

Deir Ezzor 24 and the Syrian Network for Human Rights stated that a named adult civilian male Najem Hassan al-Saleem was killed by ‘SDF artillery shelling’ on the village. It is important to note that it is Airwars’ understanding that only the Coalition had access to artillery in Deir Ezzor. @Alahmed_nasser claimed in a tweet that in fact the French military was shelling the town with artillery.

Al Shaafa reported dead and wounded civilians as a result of “a hysterical artillery bombardment on the entire town of Bagouz”, but did not identify the culprit.

According to a Halab Today correspondent, the Coalition was instead responsible for “martyrs and wounded civilians as a result of air raids”. Step News Agency also noted that the “International Alliance launched several air raids targeted the town of Al-Bagouz”, though the outlet did not make mention of any civilian casualties.

On March 10, 2022 in the CJTF-OIR Civilian Casualty Report, the Coalition reported this incident to be “non-credible”, stating that “After review of all available evidence it was determined that more likely than not civilian casualties did not occur as a result of a Coalition strike.”

Wednesday 12 September – a Reaper killed several terrorists in combat in eastern Syria…A Reaper supported the SDF on Wednesday 12 September as they mounted an offensive towards Abu Kamal, at the southern end of the one significant remaining pockets of Daesh-held territory in eastern Syria, near Hajin. Daesh fighters were observed in action on the outskirts of a village to the east of Abu Kamal, throwing grenades and firing a machine-gun. The terrorists took cover beneath the overhang of a building, but the Reaper’s crew were able to guide a Hellfire missile very accurately to strike them.

For the 2nd straight week, Dutch F-16s fired weapons on ISIS targets. The Dutch MoD reported that between September 6th-12th, jets targeted a weapon storage unit in one mission near Hajin. Aircraft supported ground troops in DE and Iraq in 9 missions.

For Sept 12th-17th, France report that Task Force Wagram has carried out 22 artillery ‘firefights’ from Iraq this week. Aircraft conducted 19 sorties but there were no strikes.

Airwars assessment

Local media reported a “massacre against civilians” after air and artillery strikes in the area of Sheikh Hamad in the town of Al Bagouz Fawqani. A hospital was also reported damaged or destroyed in the action.

Orient News reported “a large number of dead and wounded […] as a result of artillery and rocket fire and Coalition warplanes, especially on the Sheikh Hamad area in the town of Al-Baguz”. Halab Today said that “dozens of civilians” were killed and injured as a result of Coalition airstrikes.

Jisr TV reportedintensive artillery from the French and American international coalition.” Smart New Agency claimed that the shelling had struck a hospital, leading to the death of one civilian.

According to the media outlet, Al Bagouz was “subjected to dozens of raids and artillery shells and missiles, resulting in large-scale destruction”. The media outlet went on to say that the SDF was responsible for the attack, though it is Airwars’ understanding that only the Coalition had access to artillery at Deir Ezzor.

Additionally, Step News Agency stated in a tweet that six ISIS members were killed by air raids by the Coalition as they tried to advance to points controlled by the SDF near the Sheikh Hamad School in al Bagouz.

Local sources reported dead and wounded civilians after “artillery and missile shelling” on the outskirts of Al Soussa.

Step News Agency reported in full: “Dead and wounded civilians by artillery and and a rocket attack by the Syrian Democratic Forces on the outskirts of the town of Soussa countryside # Deir al-Azur East.”

However the SDF had no known access to artillery, suggesting that the Coalition was responsible.

Deir Ezzor 24 tweeted a similar report, but did not identify the culprit.

Almanar instead claimed that the civilians had been harmed after coming under attack from rocket propelled grenades.

In the second of their September 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

Step News Agency reported: “The International Alliance aircraft targeted the town of Al-Bagouz Foqani and the outskirts of the town of Al-Shifa in the eastern suburb of Deir Al-Azur in several raids and news of casualties and deaths in the town of Al-Baghouz.”

No additional sources are presently known for this event.

Local sources reported the death of an adult civilian male, Hussein al-Humeidahin al Bagouz. There was however a discrepancy in the reports. While some local sources attributed the civilian’s death to (SDF) artillery shelling, one source claimed that he was killed by a sniper.

Euphrates Post reported for example the “martyrdom of Hussein al-Humeidah after artillery shelling by the SDF on the town of Al-Bagouz this morning.”

Al Boukamal Direct added that Mr al-Humeidah had refused to leave his home to flee intense fighting in al Bagouz. However another source said Mr al-Humeidah had instead been shephering his sheep at the time of his death.

Other media also reported heavy fighting between so-called Islamic State and the SDF. Al Shafaa stated on its Facebook page that in the “early hours of the morning” columns of smoke were rising from al Baguoz and “the sounds of artillery did not calm down during most of the daylight hours”. Sound and Picture added that dozens of ISIS fighters were killed in clashes with SDF militia.

The reports of artillery shelling seemed to contradict the report from Fajr al Boukamal, who detailed that al-Humeidah was killed by sniper fire “while he was in a field shepherding his sheep”. Fajr al Boukamal is however alone in saying this.

In the second of their September 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that the allegation provided insufficient information on the timing and location of the strike to make a determination.

The local time of the incident is unknown.

Airwars assessment

In an incident previously not tracked by Airwars, the Coalition later confirmed the death of one civilian in an event near Al Sousah.

In its February 2019 report, the Coalition noted the following: ” Coalition aircraft engaged multiple ISIS vehicles, including a machine-gun equipped pick-up truck engaging friendly forces with machine gun fire. The ISIS vehicles were destroyed in the attack but regrettably a civilian was also unintentionally killed when his vehicle entered the target area after the weapons were released.”

Airwars is aware of another event near al Sousah on this day that allegedly killed one civilian (CS1801) that has not yet been assessed by the Coalition. However, that allegation details artillery and the Coalition have confirmed to us that this incident was an airstrike with a precision munition.

The Coalition provided Airwars with the location of this incident, accurate to within a 100 metre box.

One civilian died after being hit by “SDF artillery” in al Soussa, according to local media. It is Airwars’ understanding however that only the Coalition had access to artillery in the near region at that time.

On October 1st, Boukamlna reported that “Nuri Rifai Al Ali Al Dagher died in Damascus yesterday [Sept 30th] from his wounds after being hit by a shell while he was working in his land in the village”.

The Syrian Observatory for Human Rights also reported the death of one civilian following an injury reportedly caused by “SDF artillery”.

According to Boukamal Mubashar, there was “artillery shelling by the SDF of ISIS positions in al Soussa” on September 30th.

For Sept 26th – Oct 3rd, Dutch F-16s supported ground troops during nine missions over Syria and Iraq. Weapons were deployed during four missions – in Deir Ezzor governorate, in the vicinity of Abu Kamal. ISIS weapons, a logistics warehouse and ISIS fighters were targeted.

Airwars assessment

Local media reported that the US-led Coalition bombed the al Hashim mosque in al Soussa. However, it was unclear whether the 29 to 33 people reported killed were civilians or members of ISIS.

The Step News Agency said that the strike was carried out at dawn on October 1st, while the Syrian Network for Human Rights reported that the mosque was severely damaged and rendered inoperable.

Step News added that there were” reports of dead and injured” people – but didn’t give their combatant status.

According to Smart News, 29 people were killed in the raid – but, again, this source didn’t state whether these were members of ISIS or civilians.

The Syrian Observatory “monitored the killing of 33 ISIS members in its last enclave east of Euphrates”. Athr Press instead stated that ” A number of civilians were killed and others were injured when International Alliance aircraft targeted the Al-Hashim” mosque in the town of Al-Sousse, east of Deir Al-Zour, with a number of raids.”

In the second of their September 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.
