Airwars assessment

Up to four civilians from the same family including a baby girl (named as the daughter of Hamad Mussah Shahab) died in an alleged Coalition airstrike on a civilian home on Al Soussa, according to sources on the ground.

Sources reported that the Coalition carried out several strikes on the area amid violent clashes between the SDF and ISIS. All reports attributed the civilian harm to Coalition aircraft.

According to the Smart News Agency, “a girl was killed in a bombardment by the international Coalition on Wednesday [Oct 3rd], on the village of al Soussa. Local sources said that coalition aircraft targeted the house of the civilian Hussein al-Ali with an airstrike, resulting in the death of the girl and destruction in a residential neighbourhood”.

Masar Press said that three people died, while Sound and Picture and Step News Agency reported the death of a woman.

The highest death count was give at four (from the same family) by the Syrian Observatory for Human Rights.

Smart News additionally reported that a senior ISIS figure was injured during airstrikes on the town that day: “Earlier on Wednesday, coalition aircraft targeted the town of ِAl Sousse (126 km southeast of Deir al-Zour), led to the injuring of an official of the Zakat Bureau (Diwan Al Zakat) in Daesh, a source said.”

On March 10, 2022 in the CJTF-OIR Civilian Casualty Report, the Coalition reported this incident to be “non-credible”, stating that “After review of all available evidence it was determined that more likely than not civilian casualties did not occur as a result of a Coalition strike.”

Wednesday 3 October – Tornados, working with a Reaper, destroyed a mortar position in eastern Syria…With the Syrian Democratic Forces continuing their offensive against the last major pocket of Deash-held territory in eastern Syria, centred on Hajin, Royal Air Force aircraft have provided further intensive support. As in the previous month, a particular focus has been on terrorist positions north-east of Abu Kamal. On Wednesday 3 October, an RAF Reaper detected a Daesh mortar which was firing on SDF forces a short distance away. Two RAF Tornado GR4s were also on task in the area, and they struck the mortar position with a single Paveway IV guided bomb.

For Sept 26th – Oct 3rd, Dutch F-16s supported ground troops during nine missions over Syria and Iraq. Weapons were deployed during four missions – in Deir Ezzor governorate, in the vicinity of Abu Kamal. ISIS weapons, a logistics warehouse and ISIS fighters were targeted.

Airwars assessment

According to local reports, a Coalition drone or air strike – or possibly a mortar strike by local US proxies the SDF – killed a woman and her two children in the town of Hajin in Deir Ezzor governorate.

Euphrates Post named the victims as the wife of Khaled Al-Hajij and her two daughters [named as Ruqayya and Noura Khaled al Hjeij by the Syrian Network]. However while Euphrates Post described multiple air and drone strikes on the town that day, both it along with Deir Ezzor 24 and the Syrian Human Rights Committee blamed the civilian deaths on an SDF mortar round. Free Deir Ezzor Radio and Step News instead said the deaths had resulted from a Coalition airstrike.

In a possibly related event, Smart News reported a local source as saying that “a UAV aircraft of the coalition targeted a house on the outskirts of the city taken by Daesh as a headquarters, which led to the death of eight of its members and wounded several others.”

In the second of their September 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that the allegation provided insufficient information on the timing and location of the strike to make a determination.

‘Thursday 4 October – Tornados supported a Syrian Democratic Forces attack on a Daesh position, destroying a truck-bomb, a strong-point and an improvised explosive device facility…The following day [Oct 4th], an SDF attack on a Daesh position encountered a truck-bomb which was blocking their advance towards a terrorist strong-point in a nearby building. Tornados destroyed the truck-bomb using a Brimstone missile, then demolished the strong-point with a Paveway IV. Another building in the area was then identified as not only Daesh-held, but a probable facility for further improvised truck-bombs. This target was also destroyed with a Paveway IV.’

A civilian house was reported destroyed in a Coalition airstrike on al Soussa. Two media reports said that non-combatants died.

A tweet by @ashameree199 described “A raid by the International Coalition against the house and shops of Mr. Rafie al-Ghannam, which is inhabited by the families of fighters of the organization’ [IS]  with Iraqi nationality, and it has been raised to the ground.”

Free Deir Ezzor Broadcasting reported that “A raid by the international coalition was aimed at the house and shops of Mr. Rafie al-Ghannam. The entire area was destroyed in the town of al-Sousse in Deir al-Zour countryside.” It also cited the death of a civilian family – though gave no further details.

In the second of their September 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that the allegation provided insufficient information on the timing and location of the strike to make a determination.

Up to four civilians including a child were reported killed in Coalition airstrikes on al Sha’afa, according to a number of sources.

The victims were described as internally displaced people (IDPs) by al Sha’afa town’s Facebook page, which noted “Confirmation of the killing of four civilians in Al-Sha’afa in the recent raids on the town. The victims were IDPs in al Sha’afa and include an 11-year-old boy.”

Step News also noted that “Four civilians, including a child, were killed by air strikes by the International coalition aircraft yesterday in the eastern town of Al-Shafa, east of Deir Ezzor.”

Deir Ezzor 24 instead placed the death toll at three civilians killed, though it also blamed the US-led alliance. A single source alleged that several dozen prisoners being held by Islamic State were killed when their prison was struck by the US-led Coalition or its allies the SDF.

The Facebook site Exiles of the Euphrates claimed the following: “An old and sly policy of Daesh – when you want to lose a village or a town which has a prison in it, you place a big flag or a gun on the prison [roof] so it gets fired on and this way you get rid of all the prisoners without having to worry about transporting them or stopping them from running away. This is what they did in Mosul and in other Iraqis towns and in Raqqa and al Mayadeen. Yesterday they repeated this  same game in Al Soussa, which led to the death of dozens of prisoners which Daesh was holding. We count them with God as martyrs.”

Airwars researchers can presently find no additional sources for this claim.

A named adult civilian male was reported killed by Coalition shellling at al Soussa, in an attack which also was said to have killed five ISIS fighters.

Radio al Kul and a number of other sources noted only the deaths of the ISIS fighters. According to Syrian PC one of them was a high value target: “One of the leaders of Daesh was killed after an air strike of the international coalition targeted the town of Sousse coinciding with battles between Daesh and the Syrian democratic forces there. The leader of the organization of Daesh Okba Nafi Al Haj Hamed, who decanted from the town of Abu Kamal to the town of Sousse, was killed by an air strike carried out by warplanes.”

The civilian victim was named by the Syrian Network, al Soussa village’s Facebook page and others as Abdullah Saleh Al Haji Mohammed al Mhaimed. Baladi News said he died when a shell landed on his home.

Up to five civilians were reported killed in air and/or artillery strikes on the town of al Soussa during ongoing heavy fighting.

Most sources described a Coalition air or artillery strike on one of the town’s bakeries, which reportedly killed four non combatants. Al Alam News for example reported that “US Coalition forces targeted the bakery at Sousse east of Deir al-Zour, which led to the martyrdom and wounding of a number of civilians.”

Baladi News placed the death tolll at four – blaming SDF artillery for the casualties. [However Airwars understands that only the US-led Coalition deployed artillery at al Soussa]: “According to local news sources, SDF forces stationed in Zahra al-Bagouz heavily shelled a bakery in the town of Al-Bagouz, east of Deir al-Zour, on Saturday, killing four civilians and wounding others.”

In what may be a separate or linked event, Smart News noted the following: “A civilian was killed and six others, all women and children, were wounded on Saturday in bombing by International Alliance aircraft on the town of Sousse (126 km southeast of Deir al-Zour) in eastern Syria. A local source told SMART that coalition aircraft bombed the town under the control of Daesh, adding that the injured were four children and two women.”

‘Saturday 13 October – Typhoons bombed a terrorist strong-point, and Tornados hit a mortar position, a command post and a second strong-point in eastern Syria…On Saturday 13 October, Typhoons bombed a Daesh strong-point north of Hajin, whilst Tornados struck a second such defensive position north-east of Abu Kamal. The Tornados also attacked a mortar position and a Daesh command post in the same area, using Paveway IVs.’

For the week of 11th – 17th October, Dutch F-16s supported ground troops during nine missions. Weapons were deployed four times, in Deir Ezzor governorate, in the vicinity of Hajin, and Abu Kamal. ISIS weapons were the target.

‘Midden-Oosten In de strijd tegen terreurorganisatie ISIS ondersteunden Nederlandse F-16’s grondtroepen tijdens 9 missies. Bij 4 zijn wapens ingezet. Dat gebeurde in de provincie Deir al Zour, in de omgeving van Hajin en Abu Kamal. ISIS-wapenopstellingen waren het doelwit.’

For October 10-16th, France report that the three CAESAR guns of Task Force Wagram carried out, from Iraqi territory, 28 firing missions (lighting, smoke, harassment, destruction). Aircraft made 18 sorties and carried out two airstrikes, north of Abu Kamal in Syria. Totals for Iraq and Syria since Sept 19th 2014: 8564 sorties, 1464 strikes, 2256 targets ‘neutralised’.

Leur tâche consiste à analyser les IED découverts par l’armée irakienne. Ils réalisent également des actions de formation au profit des militaires irakiens. Un lieutenant irakien a ainsi été formé aux techniques permettant, après avoir découvert des engins explosifs improvisés, d’en tirer des informations sur les savoir-faire de l’ennemi. Une sensibilisation a été dispensée au personnel de la police fédérale qui est confrontée, au quotidien, à la découverte d’engins explosifs improvisés. L’exploitation des IED découverts par les forces de sécurité irakiennes permet d’obtenir des renseignements utiles pour démanteler les réseaux terroristes comme pour adapter la protection des forces partenaires.’

Airwars assessment

Local reports said that four non combatants (perhaps along with two ISIS fighters) were killed in a Coalition air or artillery strike on al Bahra.

Syrian United Observatory and tweeter Shabab al Latamna both reported four civilians killed. In its own report, Step News noted that “Four civilians and two members of Daesh were killed in a coalition air raid after infiltrating elements into the town of al-Bahra, east of Deir al-Zour.”

No additional details are presently known.

In the second of their September 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

‘Sunday 14 October – Tornados and Typhoons bombed three Daesh command and control locations in eastern Syria…Our aircraft were able to attack successfully three known terrorist command and control locations on Sunday 14 October, all in and around Hajin. Typhoons dealt with two of the targets, including one where a Daesh attack planning team were reported to be present at the time, whilst Tornados destroyed the third.’
