Airwars assessment

Local sources reported that four non-combatants were killed and six injured in an alleged Coalition airstrike at Ar Rutbah.

According to Iraqi Revolution, “the alliance bombed Rutba in the morning, leading to the martyrdom and wounding of 10 civilians.”

Iraq Body Count, citing Xinhua [source now lost], said that four civilian fatalities had been reported at Rutbah on this date from “international airstrikes.”

In its civilian casualty report for October 2019 – published on December 5th of that year, the Coalition assessed this event as ‘not credible, asserting: “July 29, 2015, in Ar Rutbah, Iraq, via Airwars report. After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties. 2787/CI088 37SFS199561”.

Officials published a location for the event to within 100 metres of where they had remotely assessed the incident.

Airwars assessment

A US targeted air strike (possibly by drone) aimed at four al-Nusra Front suspects traveling in a vehicle also killed up to 10 civilians including six children. The US has admitted three deaths in the event.

Reporting at the time was somewhat confused. Some sources said a vehicle was wrongly targeted killing four civilians. The Syrian Observatory for Human Rights noted ‘the reported death of civilians who happened to be in the area during the airstrike’ on a senior al-Nusra figure. Activists named two militants killed as Abu Jalmoud Aalkamdasi and Abu Obeida Al Yemeni.

Following an investigation, the Syrian Network concluded that the strike had killed eight civilians: “The [ISIL] vehicle was near a fuel shop and hence a fuel tank exploded and 8 civilians were killed including 6 children.”

Exactly one year after the event, CENTCOM released the following statement: “On July 28, 2015, near Idlib, Syria, during a strike on a senior Khorasan Group advisor, it is assessed that three civilians were killed and one vehicle destroyed when their vehicle appeared in the target area after the Coalition aircraft released its weapon.”

In July 2019 the Coalition provided Airwars with the location of this incident, accurate to within a 100 metre box.

Airwars assessment

A US airstrike on a convoy of Islamic State vehicles also injured at least one civilian, CENTCOM conceded some months later.

According to a press statement issued on January 29th 2016, “On July 27, 2015, near Ash Sharqat, Iraq, during strikes against ISIL vehicles, it was assessed one civilian was injured.”

Local media said that seven Daesh militants were killed in the attack and others wounded. However no civilian casualties were publicly reported at the time, suggesting the casualty was determined as a result of post-strike footage analysis.

At the time, the Coalition reported no strikes in the immediate vicinity of Ash Sharqat. A CENTCOM spokesman later clarified that “The strike location originally appeared as Makhmur on the 28 July CJTF strike release. However, subsequent review determined the strike was closer to Ash Sharqat, which is approx. 37 miles from Makhmur.”

In July 2019, the Coalition provided Airwars with the location of this event, accurate to within a 100 metre box.

A single source, the Damascus Centre for Human Rights Studies, reported that Ahmad al Awad had died in what was described as a Coalition strike at Bukamal.

While single source, a Coalition attack was confirmed in the vicinity in daily reports at the time.

Airwars assessment

Four civilians were reported injured in fresh coalition airstrikes on the outskirts of Raqaa. Images distributed by Raqaa is Being Slaughtered Silently featured an injured boy, among other victims, receiving treatment after the event.

These photographs were subsequently removed, though are archived by Airwars.

In July 2017 the Coalition said it had classed the event as non credible based on available information: “July 25, 2015, near Raqqah, Syria, via Airwars report: After a review of available information and strike video it was assessed that there is insufficient evidence to find that civilians were harmed in this strike.”

Based on reports at the time Airwars continues to assess this event as likely – though has requested additional Coalition clarifications.

Airwars assessment

A reported Coalition airstrike at 3.45pm killed up to seven civilians including two children, at Nahiyat Sereen near Aleppo.

One young victim, Mohammad Jassen Al Abou Rakan, was decapitated in the incident, with graphic images of his body widely distributed on social media.

Islamic State later published a propaganda video of the event, including interviews with eyewitnesses and rescuers. One man told the camera: “Civilians coming here to get bread are getting killed. What is this? Where are civilians supposed to go? Are they supposed to go to the wilderness to save themselves? Damn them.“

Another man described the buildings reportedly hit in the raid: “Today the coalition planes came to continue what the criminals from the PKK had started. More than 4 or five missiles were fired at once destroying many houses. The house of Hajj Ali and the house of the son of Hajj Ali; the house of Ali Al Hassani; the house of Mohammad Al Hajrashi; and a big number of civilian shops. All the victims are civilians that have nothing to do with what is happening at all.“

The Syrian Observatory also reported activity by Turkish aircraft in the region on this date.

Airwars assessment

A vehicle was reportedly bombed by the Coalition in Al Muthanna neighbourhood in Mosul, leading to claims that one civilian was killed and a further four were injured.

Local residents’ site Hunaal Hadbaa said that a KIA Rio car was targeted in the attack, with shrapnel then killing and injuring civilians in the vicinity. One commentator on the site said that the dead man had been riding his motorbike nearby. A victim was later named as Gamal Abdel Mahmoud, described as being killed when his car was accidentally hit – suggesting that there may have been two fatalities. The militant targets, said to be eating in a nearby restaurant, reportedly escaped unharmed.

However in July 2017, the Coalition classed the event as non credible based on available information on civilian harm: “July 21, 2015, near Mosul, Iraq, via Airwars report: After a review of available information and strike video it was assessed that there is insufficient evidence to find that civilians were harmed in this strike.”

Given the credible reports of the event at the time Airwars continues to assess this event as likely – though is seeking additional clarification from the Coalition.

Airwars assessment

According to local MP Abdulrahman al Louzi, a dozen male agricultural workers died when the Coalition struck the village of Majareen.

Among the dead were said to be five brothers from one family. The men were reported to have been converting hay to animal feed at the time of the attack.

According to al-Louzi, “I did not want to comment on this until I was quite sure that those people killed are civilians, because I’m not ready to defend anyone linked to Daesh. Sources today confirmed that those persons are actually civilians, and that among them were five brothers from one family.“

In its civilian casualty report for October 2019 – published on December 5th of that year, the Coalition assessed this event as ‘not credible, asserting: “July 18, 2015, in Majareen, Iraq, via Airwars report. After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties. 2786/CI085 38SKF956266”.

Officials published a location for the event to within 100 metres of where they had remotely assessed the incident.
