Airwars assessment

According to sources on the ground, air and artillery strikes targeted the town of Al Boubadran, which allegedly resulted in the deaths and injuries of an unspecified number of civilians.

Most sources blamed the Coalition. Sousseh Facebook page specifically blamed “heavy shelling by French artillery and criminal airstrikes.”

Although some sources also alleged that SDF artillery had been responsible for the casualties, Airwars understands that only the US-led Coalition had access to field artillery at the time. This is therefore a likely Coalition civilian harm event.

In its January 2021 monthly civilian casualty report, the US-led Coalition determined this event to be ‘non credible’, asserting: “The allegation provided insufficient detail to identify a specific date, time, or location to search for corroborating Coalition action.”

The local time of the incident is unknown.

Airwars assessment

A house in the town of Al Soussa was struck by what sources described variously as a drone strike, airstrikes, artillery shelling, a rocket or a rocket-propelled grenade, killing two named brothers. Three of their other brothers were reported injured.

Although one source implied the brothers were members of ISIS, this was not mentioned by any other source. Mena-Monitor and Sham-FM specifically referred to the deaths of two civilians.

Some sources blamed the Coalition, while others blamed SDF.

Although it was alleged that SDF artillery had been responsible for the casualties, Airwars understands that only the US-led Coalition had access to field artillery at the time. This is therefore a potential Coalition civilian harm event.

In its December 2020 monthly civilian casualty report, the Coalition assessed this event as ‘non credible’, claiming that “The allegation provided insufficient detail to identify a specific date, time, or location to assess its credibility.”

Airwars assessment

In what was described as a “massacre”, local sources reported that an alleged Coalition airstrike targeted the town of Al-Baghouz Tahtani east of Deir Al-Zour, killing between 6 and 39 civilians including women and children.

Most sources reported that the civilians were struck while fleeing areas under ISIS control. However one local source, who did not mention the belligerent, claimed that the civilians were killed in an attack on areas under the control of so-called ISIS.

Separately and according to the Syrian Observatory for Human Rights (SOHR), Coalition airstrikes were visible between 13.30 and 14.00. SOHR added that a total of 16 people were killed of whom six were civilians and included women and children, in addition to 10 members of the so called Islamic State.

The Syrian Network for Human Rights (SN4HR) initially placed the death toll at 15 civilians, claiming that among the victims were six children and an additional three women. However, it later added that the death toll had risen to 28 civilians including ten children and eight women.

Sound and Picture put the death toll at a much higher 39, including 22 children.

A number of families were struck according to reports, which resulted in the alleged killing of several members of the same families. Among others, eight civilians including five children from the same family were alleged killed.

The entire Al-Anis family was alleged killed as well, except one child who was injured and is depicted in the photo below. @deirezzor24 tweeted a video in which the child asks for his family and his brothers and sisters. He says that he is okay and wants to see them.

The incident occured between 3:30 pm and 4:00 pm local time.

Il a par ailleurs souligné les efforts des forces armées françaises, matérialisés d’une part par les campagnes aériennes et l’appui de l’artillerie, et d’autre part par la formation dispensée aux forces armées irakiennes Offensive contre les dernières poches de Daech en Syrie La progression des forces démocratiques syriennes dans la moyenne vallée de l’Euphrate, dont l’offensive est appuyée par une couverture aérienne et l’appui de l’artillerie de la Task Force Wagram, se poursuit et se rapproche de la frontière séparant l’Irak et la Syrie. Poursuite des actions en Irak En Irak, la situation sécuritaire est stable. Les forces de sécurité irakiennes ont maintenu un rythme opérationnel de contrôle de zones élevé, notamment à proximité de la frontière irako-syrienne. La TF Narvik, poursuit sa mission de formation et de conseil de l’Iraki Counter Terrorism Service (ICTS). In an incident previously not tracked by Airwars, the Coalition later confirmed the injuries of two civilians near Ash Shajilah, Syria. This was later confirmed to be a US-only civilian harm event.

In its July 2019 civilian casualty report the Coalition noted the following: “Coalition aircraft conducted an airstrike against Daesh terrorists. Regrettably, two civilians were unintentionally wounded due to the proximity of the strike.”

The Coalition provided Airwars with the location of this incident accurate to within a 100 metre box.

In its annual report to Congress in May 2020, the Pentagon confirmed this as a US-only civilian harm event.

Local sources reported that a Coalition airstrike struck a civilian vehicle moving out of ISIS controlled areas at the intersection of Sheikh Hamad on the outskirts of the town Al Baghouz, east of Deir Ezzor, shortly before midnight.

The Coalition described an admission of six civilian deaths at Baghhouz on this date as “related incidents”, with the Pentagon later confirming it as a US action.

Dozens of families were reported to be leaving the town to other surrounding areas to escape the intensive shelling. A named woman was reported killed and her two daughters injured when their car was hit. Sources pointed out that the airstrike caused the destruction of several other cars as well, with more people reported wounded. There was therefore speculation that the death toll was expected to go up.

The Washington Post later reported that “the United States said Friday that it had launched an investigation into the death of a mother and the injury of two of her children when their car was allegedly hit by an airstrike.”

In December 2019, the Coalition conceded six civilian deaths on this date in the vicinity, stating that “January 22, 2019, near Baghouz, Syria, via media report. Coalition aircraft conducted an airstrike against Daesh facilities and vehicles. Regrettably, six civilians were unintentionally killed as a result of this strike. 2660 37SFU784153”.

Asked by Airwars whether this might be a match for this event, Coalition officials said that “The information provided in CS1890 leads us to believe that these are related incidents.”

In May 2020, this event was declared to be a US-only civilian harm event – though wrongly attributed to January 23rd 2019 – in the Pentagon-s annual report to Congress.

In their monthly civilian casualty reports, the US-led Coalition has indicated that the credibility of this civilian harm allegation is in the process of being assessed.

Récemment, les équipes EOD (Explosive Ordnance Disposal), spécialisées dans la neutralisation d’engins explosifs de tous types, ont conseillé des cadres irakiens dans la préparation et la mise en œuvre d’explosifs. Elles les ont accompagnés au cours d’une mission de destruction de plusieurs tonnes de munitions découvertes, dont des engins explosifs improvisés posés par Daech d’une part, et des munitions périmées d’autre part. Ces formations spécifiques font partie des missions de la TF Monsabert qui participe directement à l’amélioration de la capacité opérationnelle de l’armée irakienne. La TF Narvik, poursuit sa mission de formation et de conseil de l’Iraki Counter Terrorism Service (ICTS). Dans ce cadre, pour la toute première fois, un stage de Combat Corps à Corps de haute intensité (C4) est actuellement délivré à l’Académie des forces spéciales irakiennes, à la demande du commandement irakien. Celui-ci, tirant les leçons de la campagne contre Daech, veut doter ses troupes des meilleures techniques en matière de combat rapproché.  L’objectif est de former des cadres irakiens, mais aussi de transmettre des savoir-faire pédagogiques qui permettront aux futurs moniteurs d’instruire leurs hommes.

Airwars assessment

A single source reported that a named child originally from the city of Mohsen, and named as Omar Basim al-Aliwi, died from wounds sustained “several days ago” in an alleged Coalition airstrike on the town of Al Baghouz.

Airwars has therefore placed the date range of this reported event as January 24th-26th. No other details are known at this time.

In its December 2020 monthly civilian casualty report, the Coalition assessed this event as ‘non credible’, claiming that “The allegation provided insufficient detail to identify a specific date, time, or location to assess its credibility.”

The local time of the incident is unknown.

In its monthly civilian casualty report for October 2019 – published on December 5th of that year – the Coalition conceded the injuring of a civilian in a strike near Baghouz.

According to the report, “January 25, 2019, near Baghouz, Syria, via self-report. Coalition aircraft conducted an airstrike against a Daesh tunnel entrance. Regrettably, one civilian was unintentionally wounded as a result of a strike.
2663 37SFU806143”.

Asked by Airwars whether this might be a match for an al Baghouz allegation already listed for this date (CS1891) Coalition officials stated that “This does not appear to be the same incident.”

We have therefore created a new entry for this previously untracked event.

In May 2020 in its annual report to Congress, the Pentagon noted this to be a US civilian harm event – giving the location as Baghouz Fawqani.

The local time of the incident is unknown.

Airwars assessment

In its monthly civilian casualty report for October 2019 – published on December 5th of that year – the Coalition conceded the killing of three civilians and the injuring of a fourth in a strike near Marashdah. The Pentagon later declared this as a US-only civilian harm event.

According to the report, “January 25, 2019, near Marashidah, Syria, via self-report. Coalition aircraft conducted an airstrike against a Daesh vehicle. Regrettably, three civilians were unintentionally killed and one civilian was unintentionally wounded as a result of the strike. 2664 37SFU781164”.

An alleged Coalition airstrike in the vicinity on this date also killed a total of 42 people, including 13 civilians in addition to 29 members of ISIS according to local reports [see CS1891].

Asked whether CS1891 might be a match for this incident, a Coalition official told Airwars: “Looking at the two reports, there is a chance these two are related as your report mentions some corroborating information, however it appears that this [Airwars] report is an aggregate of incidents and thus it is difficult to single out specific incidents with any certainty.”

Because of our inability to disaggregate these events, Airwars has created a separate civilian harm assessment for the confirmed Coalition event. We have also modified the civilian casualty range of CS1891 to avoid double counting.

In May 2020 in its annual civilian harm report to Congress, the Pentagon declared this to be a US-only action.
