In an incident not previously tracked by Airwars, on July 7th 2017 the Coalition said it had concluded an assessment on claims of civilian harm “near Mosul, Iraq” by Human Rights Watch. According to the Coalition report, “83. April 18, 2017, near Mosul, Iraq, via media report: After a review of available information it was assessed that no Coalition strikes were conducted in the geographic area that correspond to the report of civilian casualties.”

The strike was assessed as non credible based on the claim that “no Coalition strikes were conducted on that day in the geographic area of the reported civilian casualties.” However, the Coalition reported multiple strikes in Mosul that day.

In an incident not previously tracked by Airwars, the Coalition confirmed the injury of a civilian in an event near Raqqa.

Their September 2017 civilian casualty report noted: “During a strike on an ISIS vehicle, after reviewing post-strike video, it was assessed that one civilian was unintentionally injured when he entered the target area after the munition was released.”

The Coalition provided Airwars with the location of this incident, accurate to within a one metre box. The location given placed the event on the road SSE of Ratla.

‘Saturday 10 June – In Raqqa, a Reaper struck a group of terrorists engaged in a fire fight with Syrian Democratic Forces, and Typhoons hit two tunnel entrances…The following day [June 10th] , a Reaper intervened in a fire fight in western Raqqa between the SDF and a group of Daesh fighters. The Reaper hit the latter with a very effective Hellfire attack. On the 15/6-17, the French MoD reported: "In the past week, France reports his 31 sorties, 28 of which were Armed Reconnaissance or Ground Support (CAS) and 3 were intelligence gathering. Two strikes were conducted by French planes in Iraq and Syria, one in the west of Raqqah city, and the other in the Al Qaim region, both against ISIL fighters. Task Force Wagram carried out 80 artillery strikes in Mosul."

Airwars assessment

Local media reported that an unspecified number of civilians were wounded in airstrikes on Al Bagouz by Iraqi warplanes.

Sound and Picture, Step News Agency and @Bukamal_Live all reported that “a number of civilians were wounded” by Iraqi warplanes.

It is important to note that by this stage of the conflict, that Iraqi air and artillery strikes against ISIS targets within Syria were generally being counted as Coalition actions – though with Baghdad still also conducting some unilateral actions.

No further details are currently available.

In the second of their September 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

Airwars assessment

Three civilians were killed and another injured when Shora primary school, which had been taken over by ISIS to make bombs, was hit by an airstrike – an investigation by the New York Times Magazine found.

According to a field investigation conducted by reporters Azmah Khan and Anand Gopal for the New York Times, “Shora Primary School, which had been taken over by ISIS and used to make bombs, was hit by an airstrike between 9/20/2016 and 9/23/2016, and killed three civilians who had been walking nearby:

“Hamfeesh Masour Saleh, a retired soldier who had been near the school after praying nearby; Shida Ahmed Hasan, who was coming back from the Shora medical center, because her son needed medicine; and Shida Ahmed Hasan’s two-year-old son, who was with her. Another woman who had been walking with them survived.”

In June 2019 the Coalition accepted full responsibility for this incident, noting: “Coalition aircraft conducted an airstrike on a Daesh weapons storage facility. Regrettably, three civilians were unintentionally killed and one unintentionally wounded due to their proximity to the strike.”

The Coalition later provided Airwars with the location for this incident, accurate to within a 100 metre box.

Eight people including a woman and six police officers were reported killed and 20 others including two women severely injured in an alleged US-led Coalition strike on Al Baghdadi, west of Anbar province on January 27th, 2018, according to multiple local sources. Reports said that the strike “mistakenly struck a gathering of local security forces”, also killing five policemen and the director of al-Baghdadi district, Sharhabil al-Obeidi, and the police chief Colonel Colonel Salam al-Obeidi.

11 of those killed and injured belong to two families.

Dotmsr reported: “An Iraqi official announced that eight people were killed, most of them security forces, and about 20 others were wounded, including a senior officer after, an attack by an international coalition aircraft mistakenly struck a gathering of local security forces in the town of al-Baghdadi in the western Anbar province.

“The official, who asked not to be named, said that eight people, including a police intelligence officer Baghdadi and five policemen and two civilians were killed after the bombing by International Alliance aircraft in the town center”.

Altaghier.tv said that an American helicopter carried out the raid, killing “seven people and wounding 20 more”.

According to Yaqein, “US aircraft bombed a convoy of vehicles belonging to the popular crowd militia west of Anbar province, killing about 20 people, including the director of al-Baghdadi district, Sharhabil al-Obeidi, and the police chief Colonel Colonel Salam al-Obeidi.” The source add that the helicopter struck the convoy as it was “headed to the house of Sheikh Al-Obeid of the Sheikh Maadi al-Obeidi tribe, 90 km west of Ramadi.”

Mahmood Abdulkhaliq reported that an arrest was carried out as a house was raided…Iraqi Security Forces and police then arrived at the scene, and then one of the US aircraft launched a bombing on the site, which led to the death and wounding about 27 civilians and security forces, including the director of the district and the director of police Baghdadi.”

Almaalomah added that “Angry residents in Anbar province expressed their disapproval and dismay at the criminal operation of the US Air Force, which resulted in the death and wounding of more than 20 people, while calling on the Commander-in-Chief of the Armed Forces Haider Abadi to refer the attacking force to the international judiciary.

Mohammed al-Obeidi called on all to “condemn these acts and refer the American soldiers who committed these foolish acts to international courts “.

Local sources said the following got killed in the attack: Ghajban Naji Saadoun, Haidar Sadek Karim Makhlaf, Gheith Natik kareem, Ahmed Karim Makhlaf, Makhlaf Natik Kareem, Tahrir Mahmood, Maraw Mdi Kerb, Col.Salm Al Obeidi (Abdul Salam Al Obeidi). 

The Joint Operation Command’s Communication Unit said that the Command requested an investigation into what happened in that attack.

Clarification: The Joint Operations Command has received accurate intelligence about the presence of a terrorist leader, Kareem'Abat Ali al-Sammarid, in a house in al-Baghdadi district to meet with a terrorist cell preparing to carry out operations against security forces and citizens. On the basis of this information, a force from the 8th Infantry Brigade was immediately assigned and air support from the International Alliance aircraft to raid the scene, arrest the wanted terrorist, and after the raid and arrest of the terrorist Karim Afat Ali Al-Samramd. During the search and collection of evidence, A neighboring house, which was called to respond quickly and then withdrew to the headquarters of the departure of the force and on the way back, a group of gunmen was observed without coordination with the force in charge of duty, where they targeted aircraft holding the force was carried out at 0200 hours on Saturday 27 January 2018 Wu Hut Joint Special Operations Command to open an investigation of the incident and bring you details later.

Airwars assessment

Two people, according to local sources, identified as Saber Sinjar Al-Fahd and Sami Dilis Al-Aoun, were killed allegedly by US-led Coalition and Kurdish SDF forces during an airstrike on an ISIS “sleeper cell” or the house of a former member of the oppostion factions in the city of Hajin, east of Deir Ezzor, Syria, on November 30th 2021 at dawn. None of the sources refer to Sami as being a militant while sources are conflicted as to whether Saber was affiliated with ISIS.

A local souce, @Sada_AlSharqieh tweeted that the men killed were cousins.

The Syrian Observatory of Human Rights reported that the two killed were apparently shot, and that this coincided with the airdrop operation.

According to Watan News, one person was arrested on charges of belonging to ISIS. The Syrian Observatory for Human Rights added that the person arrested by the “International Coalition” forces was also released after the end of the security operation.

There is somewhat confusing reports, with Furat and other sources reporting that the house was Saber Al-Sinjar’s, one of the men reported to have been shot, and that he was arrested and taken to an unknown destination. According to the Euphrate Post, Al-Sinjar had fled about three years ago to Turkish territory after the SDF and Coalition forces took control of the area, only to return several months before this incident took place.  However, Syrian Observatory for Human Rights reported that the person arrested was later released at the end of the security operation.

Local sources who reported to Nedaa said that Saber Al-Sinjar was working in Turkey and has no political activity. Therefore, whether he was or was not still a member of ISIS remains unclear.

Apparently the operation lasted for around four hours, during which the Coalition launched stun grenades, “which caused a state of panic and fear among civilians living in the area.”

Furat reported that the SDF launched a ground raid operation with the support of a US-led Coalition aircraft, and that the SDF “used sound bombs in the raid, in conjunction with the flight of helicopters of the International Coalition at a low altitude, and one of the SDF military vehicles fell in an empty water canal (Al-Sarb).”

The incident occured around dawn.
