Airwars assessment

Around ten people were killed and an unknown number wounded in alleged Coalition artillery strikes that reportedly targeted Iranian and Lebanese militias in the city of Al Bukamal, Deir Ezzor governorate, on December 25th, 2019, according to local sources. It is unclear if those killed were civilians or belligerents.

The Syrian Observatory for Human Rights monitored several explosions in areas where Iranian militias are active, but stated that information is conflicted “about whether it was caused by drones or if it was the result of long-range missiles. The shelling targeted an Iranian militia headquarters in Al Jam’eyyat neighborhood of Al Bukamal city, also other explosions took place in Al Jala’a Des.”

Step News Agency reported on three attacks, stating that American forces stationed in an oil field in Al Shuaitat area were responsible. The first attack allegedly targeted the headquarters of the 47th Brigade of the Iranian Revolutionary Guard Militia in the city center with five missiles. Seven people were killed and others wounded.

The second raid targeted the headquarters of the Lebanese Hezbollah militia, which had recently established itself in the outskirts of the city, killing three people and wounding others.

The third raid targeted two headquarters of Iranian militia on the outskirts of the town of Al Galaa in the countryside of Al Bukamal. The death toll is not yet known.

It is unclear if those killed or injured were civilians or members of armed militias.

In their August 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

The local time of the incident is unknown.

Airwars assessment

Possibly one civilian was killed and an unknown number of civilians injured in a confirmed U.S. airstrike that killed Iranian national Qassam Soleimani, the commander of the Quds Force, on Baghdad International Airport at January 3rd, 2020.

The New York Times reported that an “American MQ-9 Reaper drone fired missiles into a convoy that was leaving the airport”.

Janoubia reported that the “the security media cell of the Iraqi Prime Minister’s Office announced that ‘three Katyusha rockets landed on Baghdad International Airport near the air cargo hall, resulting in the burning of two vehicles and the injury of a number of citizens.'”

Qassam Soleimani’s son-in-law was also declared killed. While sources do specify the roles of the other persons in the convoy killed, his combatant status remains unclear. Hence, we have listed Soleimani’s son-in-law as a possible civilian casualty.

Airwars assessment

One man was killed and three civilians were wounded in clashes between American troops and Syrian regime forces near the village of Khirbet Ammo, Al Hasaka governorate, on February 12th, 2020, according to local sources. It remains unclear if the killed man was a civilian or a member of an armed group.

Sana reported that “American occupation soldiers fired live bullets and smoke bombs on the locals as a civilian from the village of Khirbet Ammo was martyred while another civilian from Hamou village was injured.” According to Sana, “hundreds of locals of Khirbet Ammo and Hamou villagers gathered near the post to prevent the American occupation vehicles from crossing and to force them to return from where they came.”

Step News Agency gave different accounts of the incident, writing when American troops were approaching a checkpoint of the Syrian regime forces, the regime forces then used young men to throw stones at the four American vehicles.

According to Step’s correspondent, “armed men in the gathering in civilian clothes opened fire in the air, and the American forces retaliated returning fire, killing Faisal Khaled al Muhammad, a resident of Khirbet Ammo village, and wounding another civilian. Whereas some sources reported the killed man was a civilian, other sources, such as the Syrian Observatory for Human Rights, wrote it was still unclear if the man was “a civilian or regime-backed militiaman”. According to Step, two members of the Syrian regime forces were also wounded.

Al Khabour reported that a group of youths from the village intercepted the American patrol by throwing stones at them and then “took refuge in the regime’s checkpoint”, adding that American soldiers directly targeted the young men.

Colonel Myles Caggings, spokesman for the international Coalition against ISIS, posted a statement on Twitter (@OIRSpox), stating that “Coalition forces, conducting a patrol near Qamishli, Syria, encountered a checkpoint occupied by Syrian regime forces. After Coalition troops issued a series of warnings and de-escalation attempts, the patrol came under small arms fire from unknown individuals. In self-defence, Coalition troops returned fire. The situation was de-escalated and is under investigation. The Coalition patrol returned to base”.

Shaam News Network reported that Russian military vehicles were also present in the area. Sources gave conflicting reports on the incident occurring either in the morning or in the afternoon.

In a civilian casualty assessment released July 10th 2021, the Coalition classed this event as ‘non credible’, claiming that “After a review of all available records it was determined that, more likely than not, civilian casualties did not occur as a result of a Coalition action.”

Three civilians were reportedly killed and two others injured in alleged American airstrikes in on Karbala International Airport which was under construction in Karbala governorate on March 13th, 2020, according to local sources. The incident is also believed to have killed three belligerents and the injury of nine, two of whom are in critical condition. In September 2020, the Coalition admitted that a strike had been conducted on March 13th “against a Kata’ib Hizbolla facility”, killing one civilian.

US officials had told Reuters that American “retaliatory strikes are underway in Iraq after the Taji camp attack north of Baghdad”.

Step News Agency reported that “on Thursday night-Friday night, the United States launched airstrikes targeting sites belonging to the Iranian militias in Iraq, amid reports that the general was killed in the Iranian Revolutionary Guard militia, Siamand Mashhadani, in the Jurf Al Sakhr region.” The Pentagon confirmed that strikes targeted five weapon storage units of Iranian-backed militias.

One of the victims was identified by New York Times as “Karrar Sabbar, aged 23, who left behind a wife and two children. He worked as a guard, sleeping in one of the airport’s halls or one of the administrative buildings.”

@Nz0FT8c0yti5CxG tweeted that Karrar (1995, full name unknown) was killed in American airstrikes around 1 AM. The source added that the young man was from Karbala governorate, and he worked as a night security guard at an airport that had been under construction. Four missiles were reportedly fired by American warplanes. Also continued to say that “two of his brothers are martyrs.”

NYTimes said that the airstrikes launched overnight “killed three Iraqi soldiers, two police officers and a civilian worker, and damaged an unfinished civilian airport.”

NYTimes said the Pentagon said the American strikes were in self-defense to destroy rockets and other weapons that he said had been supplied by Iran and one of the five sites attacked was a weapons storage site at an airfield in Karbala, but the Iraqi military statement said the airport that was hit was “totally civilian” and all workers there were civilians. Witnesses including a New York Times reporter noted that while the damage from the strikes was clear nothing appeared to have been burned, not even the papers that were in one of the administrative office areas that were hit. If the facility had been used for ammunition storage, it would have been likely to have caused a fire.

Shiite News said that “An airport under construction in Iraq’s central Karbala province was hit in a US bombing raid on militias, with photos showing debris scattered across the site. The US said earlier the strikes were “precise” and defensive.”

Tasnim News said “Unconfirmed reports suggest a construction worker may have been killed in the raid, which the Pentagon insisted earlier was conducted with precision and for purely defensive purposes. ”

Anadolu Agency said “The Iraqi army announced that three soldiers from its forces, two policemen and one civilian were killed as a result of the American strikes Friday night in the southern province of Babel.”

The Joint Operations Command (affiliated to the army) said in a statement on Friday: “At dawn today, Iraq was subjected to a blatant attack by American combat aircraft targeting the army units of the 19th Division and the headquarters of the 46th Popular Mobilization and the third Babylon Police Regiment in Babil Province (Jurf Al-Nasr, Al-Saeedat, Behbehani, The former Ashtar military manufacturing facility, Karbala Airport, is under construction located on the road between Karbala and Najaf). The statement stated that the attack resulted in the death of 3 soldiers and the injury of 4 others, the killing of 2 policemen and the injury of 2 others. In turn, “Al-Husayniya Threshold” in the city of Karbala, southern Iraq, reported that a civilian was killed during the American air strikes at Karbala International Airport.”

The Washington post reported from the Iraqi authorities that “three soldiers and two policemen were killed in the attacks, along with a civilian who was working in an airport that was under construction.”

The Shiite supreme leadership in Iraq condemned the attack and said in a statement that “the bombing had caused the death of a civilian and the wounding of others who were working in the construction of the airport, in addition to significant damage to administrative and service facilities. The statement clearly states that “this airport is purely civilian, and its construction is supervised by the Husseiniya threshold, in agreement with several Iraqi companies and by Iraqi civilian cadres.”

According to Youm7, the Iraqi president condemned the attack and described it “a violation to national sovereignty.”

A statement by the Joint Operations Command said that the attack led to “the killing of three fighters from the nineteenth division, and the injury of four, two of them in critical condition, and the killing of two and the injury of two from the employees of the Babylon third emergency police regiment, and the injury of five of the 46 fighters of the PMF and the death of a civilian worker in Karbala airport, which is under construction, and the wounding of another.”

According to Aleba’a, the Iraqi MP Karim Alaiwi considered the US attack on Karabala airport a message to the Iraqi Shiite Supreme Leadership which pushed the Parliament to take a decision asking the US forces to withdraw from Iraq. He said: “Everyone knows that Karbala airport is a purely civil project and has nothing to do with military objectives, but the United States wanted to send a message to the Shiite decision center that led Parliament to take the decision to remove foreign forces from Iraq.”

In the first of their September 2020 civilian casualty reports, the US-led Coalition stated: “Coalition forces conducted an airstrike against a Kata’ib Hizbolla facility. Regrettably, one civilian was unintentionally killed as a result of the strike”.

Reports of the incident mention multiple strikes on alleged weapon caches, some of which struck a civilian from Karbala (كربلاء), who sources suggest that he was employed as night security at the Karbala International Airport (مطار كربلاء الدولي) that is currently under construction. Since the strikes happened during the night and assuming that the individual was at work, we suggest that the location of the strike is the airport, for which coordinates are: 32.347736, 44.214334. Due to limited satellite imagery and information available to Airwars, we were unable to verify the location further. Prior to the Coalition releasing the MGRS for this incident, Airwars had geolocated it to the nearest neighbourhood/area at 32.347736, 44.214334.

Airwars assessment

One civilian was reported killed on May 1st, 2020 allegedly by a sniper bullet fired at him by the American troops in Koniko oil field in Deir Ezzor or by YPG/QSD members who guard the oil field as local sources said.

The victim who worked as a teacher in Raqqa city was identified as Yasser Al-Asman. (Yasser Muhammad Al Aslan/Al-Osman as other variations of the name).

SMART Agency reported that the victim “was heading on the main road from the countryside of Deir Ezzor Al-Sharqi to Raqqa, but his car veered off the road towards the [oil] field, by mistake, which drove the American forces to kill him instantly.”

SMART also said that YPG members transported his body to to the Hospital of Jadid Bakar village in the eastern countryside of Deir Ezzor, and asked the hospital staff to communicate with his relatives to receive his body.

On a different story of how the civilian was killed, Shaam News reported that he was first shot by the guards of the oil field who belong to YPG/QSD as he took the wrong road, and afterwards a US led-coalition warplane targeted his car and burned it completely.

However, Suriye.u.a.d didn’t specify who was responsible but reported “the death of the civilian Yasser Muhammad Aslan with a sniper bullet from the American base in the Koniko oil field, northeast of Deir Ezzor.”

In the second of their September 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

Airwars assessment

The homes of civilians were reportedly raided and bombed by alleged Coalition forces in a possible joint action with the Syrian Democratic Forces in the city of Al Basira, Deir Ezzor governorate, on May 16th, 2020, leading to the death of five possible civilians. Sources additionally reported that two to three men likely linked to ISIS were killed.

Euphrates Eye reported that Coalition forces had targeted three houses of Internally Displaced People (IDP) in Al Basira. The source indicates that five possible civilians were killed in one of the raids: “In Ibrahim Al Baraka’s house, inhabited by displaced people from Albukamal, there were clashes because the displaced people refused to surrender.” Five of the displaced people present were reportedly killed in the house, after which Coalition forces bombed the building. It is not specified whether the victims were civilians or militants.

According to Euphrate Eye, men and women were arrested and interrogated after raids on the house of Hassan (“pharmacist of Albufahd”) and the house of Hammoud Abu Hani, which were both in use by internally displaced people from Albukamal. According to the source, all those arrested were later released.

@DeirEzzor24 wrote that “three persons believed to be linked to ISIS were killed, and a number of others were arrested, by the international Coalition forces, in an airdrop operation in a neighbourhood of the city of Al Basira, east of Deir Ezzor, on Saturday, May 16, 2020. Special forces from SDF participated in the operation.” The source added that the operation lasted for an hour, while the Coalition requested civilians through loudspeakers to remain in their homes.

Other sources also report the victims were “likely” ISIS members. According to Eye On Hasaka, the operation took place in the evening, whereas Step Agency reported the incident occured around dawn.

According to Euphrates Post “the Coalition aircraft targeted with heavy machineguns around the Abu Bakr Al Siddiq mosque in Al Basira after a military convoy of SDF forces arrived in the city from the side of the Al Safa mosque.”

Whereas all sources reported the operation to be a joint action, Step Agency wrote that “it is worth noting that this raid operation did not witness the participation of the “Qasd militia”, unlike the previous times that the American forces raided the areas of Deir Ezzor.” Hence, Airwars graded the strike status of this incident as contested.

A civilian was killed by a sniper on the rooftop of his house in Al Zer as he was watching Coalition forces entering the village of Al Shouhaibl, Deir Ezzor governorate, on May 17th 2020, according to local sources.

Euphrates Eye wrote that “Muhammad Khleif Al Hamra was killed when he was watching the Coalition forces from the roof of his house as they stormed the house of Muhammad Al Hussein Al Madad in Al Shouhaibl town and arrested several people from Al Madad’s house.” The source added that Al Hamra was killed by a sniper and was “a civilian who does not belong to any faction who is the owner of a food store in the town of Al Zir.”

The Syrian Observatory for Human Rights reported that “the raiding forces killed a civilian who was shot while he was on the roof of his house located at the outskirts of the village of Al Zir near Al Shouhaibl, where the young man was watching the operation [in Shouhaibl]. His brother was arrested after that.”

According to the SOHR, the incident occurred during a United States forces operation in coordination with the Syrian Democratic Forces in the village of Al Shouhaib to find two people from the same family, reportedly working in trade. The special task forces of the SDF surrounded two houses and secured the area before the houses were raided and searched. The two wanted individuals were not found, but two of their sons were arrested.

In their monthly civilian casualty reports, the US-led Coalition has indicated that the credibility of this civilian harm allegation is in the process of being assessed.

One civilian was reported killed in alleged joint SDF and US led coalition operation in Al Shuhail in Deir Ezzor on May 22nd, 2020 according to local sources.

Euphrates Post reported that “Muhammad Al-Ouda Al-Khaled Al-Addad from the city of Al-Shuhail, was killed during a security operation carried out by SDF supported by the international coalition forces and helicopters in the Al-Shabaka neighborhood, in the city of Al-Shuhail.”

The Syrian Network for Human Rights reported that the victim was shot by SDF. “Muhammad Al-Ouda Khaled al Addad from al Shabaka neighborhood in al Shuhail city in the eastern suburbs of Deir Ez-Zour governorate was shot dead by Syrian Democratic Forces personnel during a raid in the neighborhood on May 22nd.”

Suriye.u.a.d blamed the coalition reporting “the death of the civilian Muhammad Al-Oudah Al-Khaled during the airdrop of an international coalition in the city of Al-Shuhail, east of Deir Ezzor.”

Deirezzor24 blamed both forces saying that “International coalition forces, accompanied by SDF forces, just carried out an airdrop operation on a house in the Shabakah neighborhood in the town of Al-Shuhail, east of Deir Ezzor, according to the reporter of Deir Ezzor Network 24. Our correspondent said that the operation targeted the house of Ahmad Al-Oudah Al-Khaled, and its results are not known yet, as displaced persons from Al-Baghouz and Al-Bukamal countryside live in the mentioned area.
