Airwars assessment

Unknown aircraft were reported to have struck the vicinity of Qalimow village about 60km north of Mogadishu on the night of July 24th-25th. Villagers told local media that several missiles had targeted Al-Shabab vehicles.

The attack – which almost all sources said was by drone – followed the recent recapture of Qalimow from Somalia forces.

In a report for The Nation published in February 2019, investigative reporter Amanda Sperber described the event as a possible US airstrike.

As she noted, “a document leaked to me by an international human-rights organization indicated an attack on July 25 in Qalimow, a village to the north of Mogadishu and about 95 miles from Ali’s home. I approached AFRICOM and asked if any strikes had occurred between July 22 and 27. Applying RTQ, a spokesperson acknowledged a strike on July 23 but would not specify the location. After weeks of pressing, AFRICOM said the strike happened 30 miles north of Kismayo, Somalia’s southern port city, which is hundreds of miles from both Qalimow and Marka.

This information only makes the situation more puzzling: When asked to avow a strike that a major international organization noted on July 25, AFRICOM admitted a strike in an entirely different location on July 23, and neither of these strikes match Ali’s recollections. In other words, there may have been three different strikes—one acknowledged by AFRICOM, one noted by the international organization, and one recalled by Ali—all around the same time, none of which were previously made public, and only one of which came to light via RTQ.”

Local media also reported this event – placing it however late on July 24th.

Airwars assessment

A strike reportedly hit a village outside Marka, a city around 60 miles south of Mogadishu, according to a field investigation by a reporter for The Nation. There were no reports of immediate civilian harm, though a man reportedly died of a heart attack following the violence.

Airwars has placed this event in a date range from July 22nd-27th 2019, reflecting limits to current reporting.

Khadija Hassan Ali, a mother of three, spoke to the reporter Amanda Sperber: “Ali said that her husband, Abdullahi Sheikh Hassan, died in late July from what she believes was a heart attack after night-time strikes hit her village amid fighting between Al Shabab and government-led militias. She is certain of the timing because, in Somali culture, a wife formally mourns for four months and 10 days after the death of her husband, so she had the dates in mind when I talked with her in late November.”

The only strike that US Africa Command claim to have conducted in late July was around 50 kilometres north of Kismayo on July 23rd – which Airwars has recorded separately. However as Sperber notes, Kismayo is over 400km away from Marka.

According to the article, an international human rights organisation additionally leaked a document to the reporter that indicated a strike occurred on July 25th in Qalimow, but this is about 95 miles away from Ali’s home. This event also has its own entry.

The US was thought to be the only country conducting airstrikes in this region of Somalia at the time. Sperber suggests that the strike may not match AFRICOM’s records because it could potentially be a CIA strike.

An airstrike near the village of Jawaari was variously blamed on US and Kenyan forces.

Mareeg, a Somali news outlet, reported a strike by unidentified jets which it said had potentially killed eight members of al Shabaab. The terror group itself reportedly denied that any of its fighters were killed.

The source of Mareeg’s information was a tweet from Harun Maruf, a journalist with VOA. Maruf said the strike hit near Jawaari village in Somalia’s Middle Jubba region during the night of July 10th-11th.

While Mareeg said the jets were unidentified, Maruf initially said it was a suspected US strike. US Africa Command nevertheless reportedly told Mareeg no strikes have been carried out in Somalia since early June. The reporter later noted that “According to Pro-Al-Shabab media, Kenya military jets carried out the strikes that took place near Jawaari village.”

Intelligence Briefs also reported that the Kenyan Air Force had conducted its first long range airstrike on the town: “The Kenya Air Force (KAF), conducted a long range airstrike that killed 13 Al-Shabaab militants in Jawaari village, Middle Jubba region on July 10. This is the 1st indicator that the Kenya Defense Forces (KDF) are at advanced stages of conducting operations to strike and destroy Jiliib, the headquarters of the terror group. The terrorists operating base was completely decimated.

The airstrike targeted the Al-Qaeda branch in Somalia, Harakat Al-Shabaab Mujahideen Movement, a rag tag Islamist terror group’s intelligence and militant operations coordination operations base situated a brief distance outside Jawaari.”

An American Special Forces soldier was killed – later named as Staff Sergeant Alexander Conrad – and four others were wounded in an attack by al Shabaab fighters in Jubaland. A member of a partner force was also killed or injured.

The US soldiers were among a large force of 800 Somali and Kenyan soldiers conducting a “multiday operation”, US Africa Command said. The mission’s objective was to “clear al Shabaab from contested areas, liberate villages from al Shabaab control, and establish a permanent combat outpost, according to a press release from the command, with US forces providing “advice, assistance and aerial surveillance”.

The group however came under attack from mortar and small-arms fire at around 2:45pm (local time). US Department of Defence officials said they were at a small outpost near the town of Jamaame when the incident occurred. The US team was backed up by armed surveillance aircraft overhead, but the location of the mortar fire could not be determined in what one official called “a very quick engagement” by the militants, according to the New York Times.

The official statement from US Africa Command read: “A large force consisting of approximately 800 forces from the SNSF and KDF were conducting a multi-day operation approximately 350 kilometers southwest of Mogadishu when the attack occurred. The mission’s objectives were to clear al-Shabaab from contested areas, liberate villages from al-Shabaab control, and establish a permanent combat outpost designed to increase the span of Federal Government of Somalia (FGS) security and governance. The U.S. provided advice, assistance and aerial surveillance during the mission.”

The FGS is dedicated to restoring peace and stability to the Somali people, and the U.S. supports those efforts. This mission was specifically designed to increase the FGS’s ability to provide vital government services to innocent civilians living under al-Shabaab’s rule. The population in the region had historically supported the government, and the Somali forces had prepared for this mission by coordinating heavily with and securing the support of local authorities ahead of time.”

According to the Daily Beast, al Shabaab had put significant planning into the attack: “According to civilians in the area around Sanguni reached by telephone, two weeks before the attack on Friday in which Staff Sgt. Conrad was killed, Al Shabaab militants had taken a number of measures to protect their terrain: they told civilians living in the area to leave, they shed their military uniforms for civilian clothing, they brought in reinforcements from surrounding villages, and they dug out the banks of the Jubba River at a village called Jii-way, dumping the dug-up earth into the shallow riverbed itself to create a pseudo-dam.

As a result, water from the river began flooding the surrounding area making it nearly impassable: farms of mango and banana trees became wetlands and fruit and vegetable prices increased five fold in the nearby city of Kismayo as the remaining farmers left their land. “They completely destroyed the nearby farms, the water reached as far as two or three kilometers from the river,” said one local leader who preferred to remain anonymous for security reasons.

With the area now a marshland – a literal quagmire – the joint force was compelled to seek higher ground to build their COP in an area two kilometers away from the central village of Sanguni. The exact spot is called “Baar” or “Baarka Sanguni”: once home to a bar run by the Italians who colonized the area and managed the farms along the Jubba River. It’s situated on a hill under the shade of mango and banana trees, and in colonial times a semicircular wall enclosed a garden where Italians and well-to-do Somalis clinked wine glasses and enjoyed a light breeze coming off the river. By the time the joint force arrived with their trucks and excavators, physical remnants of that history were long gone.

Locals in the nearby village, Jeneraal Jay, who had fled their farms when they flooded, told The Daily Beast that on Thursday morning there was a firefight between Al Shabaab militants in the area and the allied forces in Baarka Sanguni. They said one civilian, a teenage girl, was killed in the crossfire. After the exchange, some families fled to the nearby town, Jamaame.”

While most reports said one partner force member was injured in the attack, the Wall Street Journal said a Somali trooper was killed, with VOA putting the death toll of local forces at two.

A U.S. special operations service member was killed and four other U.S. service members and a partner force service member were wounded as the result of an enemy attack during an operation today in Jubaland, Somalia, U.S. Africa Command officials said.

U.S. Africa Command, in concert with interagency and international partners, builds defense capabilities, responds to crisis, and deters and defeats transnational threats to advance U.S. national interests and promote regional security, stability, and prosperity.
Names are being withheld pending next-of-kin notification, officials said in a statement, adding that the command’s thoughts and prayers are with the families and friends of the service members.

The combined Somali National Security Forces, Kenyan Defense Force and U.S. force came under mortar and small-arms fire at about 2:45 p.m. Mogadishu time (7:45 a.m. EST). One of the wounded U.S service members received sufficient medical care in the field. Three U.S. service members and the wounded partner force service member were medically evacuated to receive additional treatment, officials said.

The second took place on June 3rd, and targeted members of al Shabaab approximately 24 miles southwest of Bosasso, according to AFRICOM.

“We currently assess no terrorists and no civilians were killed in this airstrike,” a spokesperson said.

Puntland security forces had come under heavy attack from Al Shabaab in the days prior to this event.

In a subsequent FOIA response obtained by journalist Joshua Eaton in May 2019, AFRICOM  confirmed it had targeted on this date what it says were “al-Shabaab Fighters”, in the vicinity of Puntland, Somalia.

On June 4th 2018, AFRICOM reported that it had “conducted an airstrike targeting al-Shabaab militants approximately 26 miles southwest of Bosasso, Somalia, on June 2”.

It added: “We currently assess no civilians were injured or killed in this airstrike.” However, AFRICOM claimed that the airstrike killed “twenty-seven (27) terrorists.”

As Voice of America noted, “Saturday’s airstrike came after al-Shabab extremists attacked a military base in Puntland, claiming to have killed five soldiers, wounding seven and destroying Somali military equipment.”

Garowe Online said the al Shabaab attack had been on a Puntland security force base near Balli Khadar in the Galgala hills – a possible location for the following US strike.

In coordination with the Federal Government of Somalia, U.S. Forces conducted an airstrike targeting al-Shabaab militants approximately 26 miles southwest of Bosasso, Somalia, on June 2, killing twenty-seven (27) terrorists.

We currently assess no civilians were killed in this airstrike.

U.S. forces will continue to use all authorized and appropriate measures to protect U.S. citizens and to disable terrorist threats. This includes partnering with AMISOM and Somali National Security Forces (SNSF) in combined counterterrorism operations and targeting terrorists, their training camps, and their safe havens throughout Somalia and the region.

A suspected airstrike in a field outside Bariire, a village 30 miles west of Mogadishu, killed three boys and left one woman injured, according to The National.

Journalist Amanda Sperber met Halimo Mohamed Abdi, a herder who was injured in the action:

“The blast broke both her hips, left shrapnel embedded in her thigh, and caused terrible burns that cost her both breasts. Before she lost consciousness, she told me, she saw three boys—ages 9, 10, and 16—die in the explosion, which occurred at night in a field outside Bariire, a village 30 miles west of the Somali capital of Mogadishu. She also said the strike came from the sky and that afterward she had to be hospitalized for three months.”

Halimo said she didn’t follow the Western calendar, but that the event was about two weeks before Eid al-Fitr, which began on June 14th in 2018.

US Africa Command had stated in a press release that it conducted an airstrike 30 miles southwest of Mogadishu on May 31st, that it said killed 12 terrorists – which is presently recorded by Airwars as another event. Due to the lack of clarity regarding the date of this incident, it is not clear whether these are referring to the same incidents. The date range for this event has been set at May 29th to June 3rd.

AFRICOM has not released details of any other airstrikes that match the date range or location given by Halimo. The US along with Kenya are the only countries known to be conducting airstrikes in this region of Somalia. Ms Sperber has suggested that the strike may also not match AFRICOM’s records because it could potentially be a CIA action.

In a subsequent FOIA response obtained by journalist Joshua Eaton in May 2019, AFRICOM  confirmed it had struck what it says were “al-Shabaab Fighters”, in the vicinity of Merka District, Somalia. This appears most likely to relate to the other reported (and confirmed) US event on May 31st

Airwars assessment

AFRICOM reported on the same day that it had “conducted an airstrike targeting al-Shabaab militants approximately 30 miles southwest of Mogadishu, Somalia, on May 31”.

It added: “We currently assess no civilians were injured or killed in this airstrike.” However, AFRICOM claimed that the airstrike killed “twelve (12) terrorists”.

In a subsequent FOIA response obtained by journalist Joshua Eaton in May 2019, AFRICOM  confirmed it had struck on this date what it says were “al-Shabaab Fighters”, in the vicinity of Merka District, Somalia.

The local time of the incident is unknown.

Geolocation notes

Reports of the incident mention that the strike took place in the area 30 miles southwest of Mogadishu, for which the generic coordinates are: 1.834123, 44.945021. A subsequent FOIA pointed to the vicinity of Marka district as a location. The area 30 miles southwest of Mogadishu is indeed located in Marka district (for which the generic coordinates are: 1.755033, 44.744791). Due to limited information and satellite imagery available to Airwars, we were unable to verify the location further.

U.S. Conducts Airstrike in Support of the Federal Government of Somalia


In coordination with the Federal Government of Somalia, U.S. Forces conducted an airstrike targeting al-Shabaab militants approximately 30 miles southwest of Mogadishu, Somalia, on May 31, killing twelve (12) terrorists.

We currently assess no civilians were killed in this airstrike.

U.S. forces will continue to use all authorized and appropriate measures to protect U.S. citizens and to disable terrorist threats. This includes partnering with AMISOM and Somali National Security Forces (SNSF) in combined counterterrorism operations and targeting terrorists, their training camps, and their safe havens throughout Somalia and the region.
