Airwars assessment

According to a single source, alleged Coalition strikes on the city of Hajin killed one civilian and injured seven others. The report from Al Hal News stated that in addition to damaging houses, the bombardment “led to the death of a young man and the wounding of seven others”.

Although Airwars researchers did not identify any other public reporting on this incident, there were a number of sources confirming clashes between so-called Islamic State and SDF forces in Hajin on February 23rd and 24th.

Additionally, Shaam Network’s evening news added that the Coalition bombarded “the outskirts of Hajin city” on February 23rd. The report however did not identify any civilian casualties as a result of the strikes.

The local time of the incident is unknown.

For February 21st-27th, the Netherlands report that its F16s attacked ISIS combatants and vehicles on one occasion near Abu Kamal, Syria. The jets supported ground troops during 9 missions, including in the Nineveh, Kirkuk and Al Anbar provinces in Iraq.

Voor Operation Inherent Resolve trainden Nederlandse militairen samen met diverse partnerlanden Peshmerga-strijders in Irak. 2 trainingsteams verzorgden afgelopen weken de basisinfanterieopleiding voor de manschappen en een leiderschapstraining voor de kaderleden. Woensdag vond in het noordelijke trainingscentrum een door de Nederlanders, Hongaren en Italianen georganiseerde eindoefening plaats. 100 Peshmerga ontvingen hiervoor een certificaat. De genie trainde eenheden van de Zerivani (militaire politie) in het detecteren en onschadelijk maken van geïmproviseerde explosieven. In het westen van Irak werkt een chirurgisch team in het Amerikaanse Role 2 hospitaal. De Nederlandse medici werken daar nauw samen met een Brits team.’

Airwars assessment

Twelve civilians were reported killed in an alleged Coalition airstrike on Hajin on February 21st. Sources reported that “several missiles” struck the town 50 kilometers northwest of Abu Kamal.

Sana, the Syrian state media outlet, initially reported on the incident quoting local sources as confirming the death of 12 civilians – and stressing that the toll may rise due to the severity of the “dozens of injured”.

Several sources later additionally reported on the incident, but all seem to be apparent references to the Sana article.

The same sources stated that serious material damage was caused as a result of the strike, including “ovens” or a bakery in the centreof the city. This may refer to the the Khdairin bakery in Haji that the Syrian Network for Human Rights already reported on, linking it to a February 19th attack on Hajin.

However, Sana does clearly distinguish between the two strikes, stating that the February 21st bombardment “came less than 48 hours after the massacre of the American coalition, which killed 16 civilians”.

The incident occured around dusk.

Airwars assessment

Between 12 and 16 civilians, including 5 children and 6 women were allegedly killed and “dozens” wounded in a Coalition airstrike on the city of Hajin on February 19th. However some sources, like Deir Ezzor24, stated that the airstrike in fact took place in Al Bahra, a town near Hajin.

According to the Syrian Network for Human Rights, the victims were Internally Displaced Persons from Mouhasan, Deir Ezzor. This claim was supported by other local sources who reported that ten members of the Al-Khalaf Al-Saleh family, all IDPs from Mouhasan, were killed in the airstrike.

Deir Ezzor24 and Euphrates Post published a list with all known casualties. It is worth mentioning that an earlier report by Euphrates Post stated that Muhammad al-Da’as (number 14 on its casualty list) was a member of so-called Islamic State. His whole family was reported killed in the same airstrike and was included on the list as well.

The Syrian Network, among others, later reported that on that same day the Khdairin bakery in Hajin was additionally targeted by an airstrike, damaging the building severely.

It is worth mentioning that an earlier report by Euphrates Post stated that Muhammad al-Da’as (number 14 on the casualty list) was a member of so-called Islamic State. His whole family was killed in the same airstrike and was included on the list as well.

SN4HR, among others, later reported that on that same day, the Khdairin bakery in Hajin was targeted by an airstrike, damaging the building severely.

Airwars assessment

In its monthly casualty report of 30th August 2018, the Coalition conceded it had caused civilian harm in an event not previously tracked by Airwars. This was later identified as a likely French airstrike – thougfh Paris has refused to confirm or deny this.

According to the official report, “February 9, 2018, near al-Bahrah village, Syria, via self-report. During a strike on Daesh-held building, one civilian was unintentionally killed as a motorcycle entered the impact area moments before the strike.”

The Coalition later supplied Airwars the Military Grid Reference System coordinates for the strike, accurate to within a 100 metre box.

While local sources did not make mention of this specific event, media outlets did report clashes in al Bahra around the same time. Ennabaladi noted that “battles are taking place today in the villages of al Bahra, Hajin and al Shaafa, following the advance of SDF during the past few days and its control of the town of Granij amid repeated attacks by the organization [ISIS].”

Syrian Free Army reported Coalition aircraft targeting “a group of members of the Islamic state” on the outskirts of al Bahra but said that this took place on February 8th.

In March 2020, Airwars and Liberation and De Morgen published a joint investigation revealing that France was refusing to accept responsibility for civilian harm in this event – despite all other allies ruling themselves out.

After confirming receipt from Airwars in June 2019 of details of possible French civilian casualty events, the defence ministry then ceased communication – refusing to answer all subsequent emails.

Between Feb 7th-13th, France reports 26 air sorties, during which two strikes were made in the Abu Kamal sector in support of the SDF fighting the last pockets of ISIS in the Euphrates Valley. .The Wagram Task Force continues its support for security operations in the Euphrates Valley. Airwars assessment

There were reports that two civilians were killed and two injured by airstrikes in Al Mikhisa village, east of the Abu Sayda district. Local sources told Airwars that two of the deceased civilians may have been farmers.

All reports mentioned that airstrikes targeted the “orchards” or “the farms” in the village. None however provided any information on the culprit.

According to Alebaa TV, the head of the security committee in the Abu Saida district council stated instead that four “criminal elements” from Fallujah had been killed and wounded by “an intensive aerial bombardment” in the eastern part of the area.

Al Bawabh News later quoted the same head of the security committee who stated that “the so-called military prince of the Daesh organization in the Waqf basin was killed from wounds” that were a result of an air raid “near the orchards of Al-Mukhisa”.

The US-led Coalition later denied responsibility for any civilian harm, noting in October 2018 that “The [Airwars] report contains insufficient information of the time, location and details to assess its credibility.”

In the report, the Coalition wrote: “February 7, 2018, near al-Sabah Farm, Deir Ez Zor, Syria, via self-report. After a review of available information and strike video it was assessed that there is insufficient evidence to find civilians were harmed in this strike.”

The Coalition shared the location of this assessed strike with Airwars. A review of local reports from the area at the time identified no claims of civilian harm.

Wednesday 7 February – Tornados eliminated a Daesh observation post and a booby-trap team, whilst a Reaper struck a building from which fire had been directed at the Syrian Democratic Forces…On Wednesday 7 February, another Reaper tracked a number of terrorist targets in the same area [Euphrates] , allowing two Daesh-held buildings to be struck successfully by coalition fast jets. The Reaper dealt with a third such building used as a firing point against the SDF, whilst two Tornados destroyed a terrorist observation post, then attacked a building from which a Daesh team planting booby-traps was operating.

Airwars assessment

Local sources reported that between 17 and 59 civilians were killed in the village of Al Sha’afa. According to a tweet by @syrians, most of the casualties were women and children.

Radio al Kul and Free Deir Ezzor both stated specifically that 17 non combatants died at al Sha’afa. Step News Agency only makes mention of the destruction of “many buildings, houses and shops.” Other sources may have included the dead from S1526 in their tallies.

In a reply to a query by one of our researchers, Sound and Picture stated that the airstrikes started on the night of February 5th and continued until the morning of February 6th. This was later echoed by Zamanal Wasl. All sources mention the Coalition as the culprit.

It is important to note that Baladi News and Zamanal Wasl identified Al Amaq, the propaganda wing of so-called Islamic State, as their main source.

The Wagram Task Force continues its support security operations in the Euphrates Valley. This week, two firefighting missions were carried out for the benefit of the Iraqi security forces. This week, the air activity provided intelligence and support missions for the Iraqi Security Forces and Syrian Democratic Forces. It resulted in 28 sorties (assessment from 31 January to 6 February) during which a strike was conducted in the Abu Kamal area in support of the Syrian Democratic Forces fighting the last pockets of Daesh in the valley of the Euphrates.

For January 31st-February 6th, the Dutch MoD reported its F-16s released four munitions in the vicinity of Abu Kamal: on ISIS fighters, a storage facility and artillery positions. Jets provided support to ground troops in 12 missions, including in the Iraqi provinces Nineva, Salah ad-Din and As-Sulaymaniyah.

Degenen die de training afrondden, ontvingen een certificaat. In het westen van Irak werkt een chirurgisch team in het Amerikaanse Role 2-hospitaal. De Nederlandse medici werken daar nauw samen met een Brits team.’

Airwars assessment

Multiple local sources reported up to 40 civilians killed, including up to 20 named children and at least 13 women, and “dozens” wounded in a major casualty event in Al Bahra on February 4th.

All sources identify the Coalition as the culprit or – as with the Enabbaladi local report – specifically mentioned “indiscriminate US shelling”.

ISIS released a video via A’amaq on February 4th, showing damage and the bodies of children laying on the ground. Multiple photographs appeared to document high infant fatalities in the town.

A report from Jisr TV mentioned that this incident was a continuation of the campaign on the village as mentioned before in event S1525, noting that “the international coalition fighters intensified their air strikes on the areas under the organization east of Deir Ezzor recently, especially in the village of Al-Bahra”.

On February 8th, the Syrian Network for Human Rights reported that the fatality toll had risen to “at least 40, including 20 children and 13 women”. According to the report, the airstrike targeted a school with Internally Displaced Persons. Euphrates Post and the Damascus Center for Human Rights Studies both later provided a list of the casualties that had been so far documented: Euphrates Poist said most of the deceased were IDPs from the town of Safira in eastern Aleppo.

Despite the event being apparently well documented, the Coalition later denied responsibility.

• Near Abu Kamal, seven strikes [2 or more British] engaged five ISIS tactical units and destroyed an ISIS supply route, four ISIS-held buildings and a weapons cache."

The Wagram Task Force continues its support security operations in the Euphrates Valley. This week, two firefighting missions were carried out for the benefit of the Iraqi security forces. This week, the air activity provided intelligence and support missions for the Iraqi Security Forces and Syrian Democratic Forces. It resulted in 28 sorties (assessment from 31 January to 6 February) during which a strike was conducted in the Abu Kamal area in support of the Syrian Democratic Forces fighting the last pockets of Daesh in the valley of the Euphrates.

‘OPÉRATION CHAMMAL SITUATION MILITAIRE DU THEATRE Sur le théâtre irako-syrien, les opérations se poursuivent. Les objectifs demeurent de : défaire les dernières poches terroristes résiduelles en Syrie ; sécuriser les territoires récemment libérés en Irak. Poursuite des combats en Syrie En Syrie, les forces démocratiques syriennes poursuivent leur combat contre les dernières poches daechies présentes sur les rives orientales de l’Euphrate. La Coalition y apporte un appui continu, permettant aux forces locales au sol de progresser régulièrement malgré une résistance importante de Daech. Poursuite des opérations de sécurisation en Irak… En Irak, les forces de sécurité irakiennes poursuivent leurs efforts pour sécuriser le territoire. La priorité porte actuellement sur les régions de Baji et de Kirkouk où des caches d’armes sont régulièrement découvertes et détruites. … favorisant le retour des réfugiés A la faveur de la sécurisation croissante du territoire irakien, les conditions du retour des réfugiés se sont sensiblement améliorées, notamment dans la partie ouest de l’Anbar. Les réfugiés rejoignent progressivement les villes d’Al Qaim et d’Anah où les opérations de dépollution des engins explosifs improvisés laissés par Daech se poursuivent. Environ 80 camps ont été fermés en Irak et une vingtaine devrait l’être dans les semaines à venir. ACTIVITE DE LA FORCE La Task Force Wagram forme des artilleurs irakiens… Du 30 janvier au 1er février, un détachement de la Task Force Wagram a réalisé une action de formation inédite au tir canon au profit de plus d’une centaine d’artilleurs irakiens. Cet échange d’expérience est le résultat des liens établis entre les Task force Monsabert et Wagram avec l’Ecole d’artillerie irakienne. Ce type de stage est appelé à être renouvelé. … tout en poursuivant son appui aux opérations de sécurisation La Task Force Wagram poursuit son appui aux opérations de sécurisation menées dans la vallée de l’Euphrate. Cette semaine, deux missions de tirs ont été réalisées au profit des forces de sécurité irakiennes (1 mission d’éclairement et 1 mission d’interdiction – bilan du 31 janvier au 6 février). Depuis le début de sa mission, la TF Wagram, a réalisé 1617 missions de tirs. Les bases aériennes en Jordanie et aux EAU en appui des opérations Cette semaine, l’activité aérienne a permis d’assurer des missions de renseignement et d’appui au profit des forces de sécurité irakiennes et des forces démocratiques syriennes. Elle a donné lieu à 28 sorties aériennes (bilan du 31 janvier au 6 février) au cours desquelles une frappe a été réalisée dans le secteur d’Abu Kamal en appui des forces démocratiques syriennes combattant les dernières poches de Daech dans la vallée de l’Euphrate. Bilan total depuis le 19/09/14 : 7736 sorties / 1435 frappes / 2223 objectifs neutralisés.’

For January 31st-February 6th, the Dutch MoD reported its F-16s released four munitions in the vicinity of Abu Kamal: on ISIS fighters, a storage facility and artillery positions. Jets provided support to ground troops in 12 missions, including in the Iraqi provinces Nineva, Salah ad-Din and As-Sulaymaniyah.

F-16 taxiet naar startbaanToon opties Een Nederlandse F-16 op weg naar de startbaan. De jachtvliegtuigen hielpen de grondtroepen tijdens 11 missies, ook boven de Iraakse provincies Ninawa, Sala ad-Din en As-Sulaymaniyah. Bij 4 werden wapens ingezet. Nederland doet boven Irak en Oost-Syrië in coalitieverband mee aan de strijd tegen terreurorganisatie ISIS. Irak Voor Operation Inherent Resolve trainen Nederlandse militairen met diverse partnerlanden Peshmerga-strijders in Irak. Het team van Capacity Building Mission Iraq (CBMI) IX droeg vorige week het stokje over aan CBMI X. Zij voeren deze missie uit tot en met mei 2018. 2 trainingsteams verzorgen een basis-infanterieopleiding voor de manschappen en daarnaast een leiderschapstraining voor de kaderleden. Dat gebeurde in 2 opleidingscentra van Peshmerga. Zij kregen les in basisvaardigheden, kaartlezen en het verrichten van medische handelingen. Degenen die de training afrondden, ontvingen een certificaat. In het westen van Irak werkt een chirurgisch team in het Amerikaanse Role 2-hospitaal. De Nederlandse medici werken daar nauw samen met een Brits team.’
