Airwars assessment

The US military carried out an airstrike in Somalia on February 25th that killed 20 terrorists, according to a press release from US Africa Command.

US Army Brig. Gen. Gregory Hadfield, AFRICOM deputy director of intelligence, said in the released statement: “This precision airstrike successfully targeted an encampment from which al-Shabaab could stage, coordinate, and execute attacks on Beledweyne.
The training camp that was targeted was used as a staging area to facilitate attacks on Beledweyne in the Hiran region of Somalia.”

US Africa Command said it currently assessed that no civilians were harmed in the attack. A vehicle was also destroyed in the airstrike, it said.

Heavy fighting was locally reported the night before the declared strike between Somali forces and al Shabaab fighters, between “Beledweyne and Mahas town”.

The local time of the incident is unknown.

Airwars assessment

A US drone strike intended to target an Islamic State hideout near the remote Ameyra and Timirshe villages in the Golis Mountain region, killed two civilians and injured another, according to multiple local and international media sources. However in April 2020, AFRICOM insisted the targets “were ISIS-Somalia leadership and media operatives.””

At the time of the attack, multiple local tribal elders told Voice of America that the civilian men were out collecting frankincense.

One local elder from Timishe village near the target of the strikes, Sa’id Abshir Mohamud, said “men sent to the location of the strike brought back the dead bodies of two locally known villagers who went there to collect frankincense.” He also identified the two fatalities, claiming that one of them was mutilated.

“’The three of us went there to collect frankincense days ago. A missile surprisingly targeted where we were, killing the two other men. I ran through a dark smoke and the debris of the mountain rocks and crawled under a nearby mountain cave, then another missile was targeted at my location but the cave and Allah saved me. In the cave, I found out that I had sustained shrapnel injuries and remained there until midnight Friday. I am bleeding and I feel kidney pain,’ Mohamed Mohamud Barre said to VOA, claiming to be the survivor of the strike.”

While VOA couldn’t verify Barre’s claims, a “revered local traditional elder” backed them up, “He took his pregnant wife to Bosaso for medical care but he could not afford to pay the bills. He decided to go the mountains and collect frankincense to sell and then pay the surgery bills for his wife, who is carrying twin babies, one of them dead.”

The same local elder also went on to say that one of the men killed left behind eight orphans, and the other five.

Garowe Online, which reported when the men were still missing, presumed dead – said that according to residents, four missiles were fired by the US drone. Garowe also gave the location of the strike as the “vicinity of Cameyra area near #Timirshe village”.

“We first heard the noise of aircrafts flying low over the mountainous area, then four heavy strikes occurred within the range of about 15 minutes. Then, plumes of black smoke coming from the mountains followed,” one witness told VOA in their initial reporting of the incident.

US Africa Command confirmed a strike in the Golis Mountains region on this day, that they say killed three ISIS terrorists, having assessed that the event caused no civilian harm.

Senior Somali intelligence officials also told AP that the strike “killed three senior officers with Islamic State group-affiliated fighters,” as it targeted their vehicle. One was said to have been a notorious bomb expert. Radio Kulmiye, citing Somali military sources, said the victims were thought to be ISIS ‘officials.’

In April 2020, AFRICOM in its first quarterly civilian casualty report asserted the following: “After review, the allegations were assessed to be unsubstantiated. On October 25, 2019 a kinetic strike was executed against three individuals which U.S. intelligence confirmed were ISIS-Somalia leadership and media operatives. Significant intelligence was compiled to clearly identify the nature and location of the individuals targeted. Strike images confirmed that the effects were limited to the three individuals. It is assessed with a high degree of confidence that civilian casualties did not occur due to U.S. military action.”

Airwars has modified its assessment of this event to Contested as a result of AFRICOM’s statement, though the case remains open to review.

Reports of the incident mention that the strike targeted a hideout in a mountainous area near the remote villages of Ameyra/Cameyra and Timirshe, on the outskirts of Iskushuban district, 150 kilometers south of the city Bosaso in the Puntland region. Some sources report that it took place in the Golis mountains. According to sources Ameyra must be near the village Timirshe (10.56245, 50.42396), which is indeed around 150 kilometers southeast of Bossaso. The name Ameyra/Cameyra likely refers to a nearby settlement called Xamure/Hamure, for which the coordinates are: 10.66599, 50.53527. Due to limited information and satellite imagery available to Airwars, we were unable to verify the location further.

AFRICOM denied conducting any recent airstrikes in Somalia, a VOA journalist reported – following recent claims of US activities in the Lower Juba region.

According to SomNews, US forces had conducted a helicopter assault on the village of Welmarow on the evening of June 3rd: “Helicopters thought to be from United States military have launched  a raid against Al Shabaab militants at a camp in Southern Somalia on Saturday night, residents said. The helicopters dropped foreign forces in Welmarow where Al -Shabaab has a base. The village is located about 65km away from Jilib district in Middle Juba region.

The America troops is said to have briefly engaged with militants. The sides have unchanged heavy and small weaponry during the confrontation. There was no immediate confirmation of any casualties.”

Horn Afrik, which also reported an attack on the village, said it had instead come from unidentified warplanes: “Unidentified warplanes hit Al-Shabab training base in Welmarow village, about 68KM from Jilib town in southern Somalia, locals said on Saturday Night.  According to a resident in Jilib, who sought anonymity due to safety concerns, several loud explosions were heard at the base, where the Al-Qaeda-linked militant group used as recruiting and training facility.”

“Pressure on al-Shabaab keeps them on their heels,” said U.S. Army Brig. Gen. Miguel Castellanos, U.S. Africa Command deputy director of operations. “It keeps them off balance and makes it more difficult for them to plan and operate.”

In Somalia the U.S. works closely with our international partners on security sector development efforts, which include the United Nations, European Union, African Union, AMISOM and other troop contributing countries. Together, we remain committed to Somali-led progress on improving conditions for a well-trained Somali National Security Force that can assume and sustain security within the country. U.S. capabilities, influence, and credibility, provides critical support to Somali efforts, including assistance coordinating other international partner engagement. Incremental progress within Somalia is occurring because of the ongoing international effort.

U.S. Africa Command and our international partners recognize that stability in Somalia will not be achieved through purely military means. The partner and allied forces we work with on a daily basis are trying to create security conditions to enhance governance and economic development. Seven ISIS fighters were killed by a US airsrtrike near Timirshe, according to AFRICOM.

The press release said: “In coordination with the Federal Government of Somalia, U.S. Africa Command conducted an airstrike against ISIS-Somalia terrorists after they attacked partner forces in a remote location near Timirshe, Somalia, July 21. Timirshe is located 140 kilometers southeast of Bosasso.

At this time, it is assessed this airstrike killed seven (7) ISIS-Somalia terrorists.

Currently, we assess no civilians were injured or killed as a result of these airstrikes.”

Radio Dalsan said eight ISIS members were killed and two vehicles destroyed.

The strike was conducted in support of the Puntland Security Forces, according to Real Clear Defense: “Local reporting has said that the PSF engaged in a multi-hour gunfight with the ISS militants, which led to the supporting U.S. airstrike.”

After an exchange on Twitter with Rita Katz, AFRICOM conceded that one partner force sustained in injury in the incident, after initially claiming it had not.

Halgan Media later published details about one of the ISIS members killed in the operation: “The Somali-ISIS faction has released a statement of admission revealing one of there senior figures Khalid Jama Mohamed, better known as Abu Osama Al-Muhajir was killed in a US drone strike in the Bari province of Northeast Somalia.

The statement by Somalia’s Islamic State faction stated that the now, deceased Abu Osama Al-Muhajir was key figure in the Somali-ISIS faction, prior to his death.

Abu Osama Al-Muhajir was said to be of Pakistani orgin and was a former member of Al Shabaab’s media branch prior to defecting to the Somali-ISIS faction.”

Garowe said that the incident took place in the Golis Mountains and provided further information: “In addition, the Puntland forces confirmed that over 20 militants were killed following an airstrike and subsequent ground combat.”

The outlet added: “During the operation, Puntland said, two trucks and several explosives were seized by ground forces, with several other militants also surrendering to the security teams.”

It is unclear whether US special forces supported the operation on the ground and to what extent the Puntland Security Forces are supported by the US.

In coordination with the Federal Government of Somalia, U.S. Africa Command conducted an airstrike against ISIS-Somalia terrorists after they attacked partner forces in a remote location near Timirshe, Somalia, July 21. Timirshe is located 140 kilometers southeast of Bosasso.

"We continue to apply pressure on terrorist groups and assist our Somali partners in disrupting their operations," said U.S. Army Brig. Gen. Miguel Castellanos, deputy director of operations, AFRICOM. "We continue our support to rid Somalia of the likes of ISIS and al-Shabaab."

At this time, it is assessed this airstrike killed seven (7) ISIS-Somalia terrorists.

Currently, we assess no civilians were injured or killed as a result of these airstrikes.

When this airstrike occurred, U.S. forces were in the area in order to advise and assist Somali and partner forces. Terrorist groups continue to resort to the tradecraft of terror and propaganda in an effort to intimidate the local populace.

"Mistruths and lies are the terrorist weapons of choice," said Col. Chris Karns, director of public affairs, AFRICOM. "ISIS-Somalia and al-Shabaab have bankrupt narratives and visions of the future. Our partnership to unmask and degrade the capability of these terrorists is essential to security and stability in Somalia."

U.S. Africa Command continues to support the Government of Somalia by strengthening its security forces and promoting regional security, stability, and prosperity. Concurrently, the command is building enduring relationships and strategic alliances in East Africa to address looming challenges and malign activity by near-peer competitors.

The U.S continues to provide support to Somali efforts and counter violent extremist threats. The challenges in Africa will require African and international solutions. U.S. Africa Command remains committed to working with our African partners.

In its latest actions in support of Somali ground forces, AFRICOM confirmed that it had conducted airstrikes on al Shabaab positions “in the vicinity of Qeycad” on August 1st.

Statements published by both the Somali Ministry of Information and Galmudug State referred to two separate strikes, which Airwars is therefore treating as separate events. According to the MOI: “At 1022 a.m. & 1101 a.m. air strikes occurred b/w Bacadweyne & Camara towns near Wisil town in #Galmudug State in support of a #Danab operation resulting in zero civilian casualties”. It went on to add that “The airstrikes destroyed a large al-Shabab firing position engaging Danab and SNA forces as they approached”.

Galmudug State also reported a strike elsewhere: “A strike targeted a military base housing al Shabaab militants between Qay’ad and Hareri-dere.” Airwars has treated this as a separate event (USSOM340).

The US actions – the third and fourth in just eleven days – were once again in support of Somali ground forces fighting al Shabaab for control of towns and villages around Qeycad. According to AFRICOM, “There were no U.S. forces accompanying Somali forces during this operation. U.S. forces were conducting a remote advise and assist mission in support of designated Somali partner forces.”

AFRICOM also asserted that the command’s “initial assessment is that no civilians were injured or killed given the remote nature of where this engagement occurred.” There were also no known local reports of civilian harm.

Pro al Shabaab source Somali Memo tweeted on the Sunday morning that “Forces of the Islamic State of Mudug strongly defend Qeycad after air and ground attacks,” with a more detailed online report asserting that “Reports from the outskirts of Ba’adweyne area say that heavy fighting broke out in the early hours of today near Qeycad village. The fighting came after US-trained militias attacked the defenses of the Islamic State of Mudug between Ba’adweyne and Qeycad. Sources say that after an hour of fighting, the Ashamud militia were defeated and later returned to their base in Ba’adweyne. The report added that US drones had taken part in the airstrikes, but no casualties were reported.”

Somaliweyn also claimed that al Shabaab had attempted to retaliate against the US strikes: “Two rockets were reportedly fired at a fighter jet on the outskirts of Qaycad in Mudug region, where Somali government and Galmudug forces are also conducting operations.”

An image published by Radio Muqdisho on the day appeared to show an airstrike in progress.

In a followup statement, Sonna state media claimed the following day that the Somali National Army backed by Galmudug State forces had killed 200 Al-Shabaab militants in their ongoing military operations in Mudug region, destroying what were described as 16 “terrorist bases” and capturing four towns and eight villages.

Reports of the incident mention the area between the villages of Bacaadweyne and Camara, both in the vicinity of Wisil. Due to limited satellite imagery and information available to Airwars, we were unable to verify the location further. US Forces

In coordination with the Federal Government of Somalia, U.S. Africa Command forces conducted an airstrike against al-Shabaab in the vicinity of Qeycad, Somalia August 1.

There were no U.S. forces accompanying Somali forces during this operation. U.S. forces were conducting a remote advise and assist mission in support of designated Somali partner forces. U.S. forces are authorized to conduct strikes in support of combatant commander-designated partner forces under the 2001 Authorization of Use for Military Force.

The command’s initial assessment is that no civilians were injured or killed given the remote nature of where this engagement occurred.

The Federal Government of Somalia and U.S. Africa Command take great measures to prevent civilian casualties. These efforts contrast with the indiscriminate attacks that al-Shabaab regularly conducts against the civilian population.

The Federal Government of Somalia and the U.S. remain committed to fighting al-Shabaab to prevent the deaths of innocent men, women and children.

Violent extremist organizations like al-Shabaab present long-term threats to U.S. and regional interests.

Airwars assessment

At least seven civilians, including three children, were killed by alleged US drone strikes between Fidow and Qura’ley villages on January 30, 2023.

Shabelle Media Network spoke with the deputy Mahas district commissioner who said that seven villagers, including children, were killed by a strike believed to have been carried out by the US. Residents in the Hiran region reported that the airstrikes took place “between Fidow and Qura’ley villages which lie on the Hiran-Middle Shabelle regions’ crossing border.”

Caasimada Online News provided the names of the civilians killed: 1- Ahmed Mohamed Noor, 20 years old, 2- Abdiqadar Mohamed Noor, 18 years old, 3- Qeys Mohamed Noor, 8 years old, 4- Umar Maham Abukar, 18 years old, 5- Abdullahi Mohamud Issa 6-Ahmed Khadar Ibrahim Osman, 13 years old, 7-Assir Hassan Abdi, 14 years old. Three of those killed were brothers.

Local people told Caasimada Online News that three of the youths were initially arrested by al-Shabaab, while the other four took them to a place for lunch.

All of the sources that reported on the incident attributed the strikes to the US, with the Somali Guardian specifying that the attack was carried out by drones.

Airwars assessment

Scores of militants were killed by alleged US drone strikes near Forward Operation Base in #Awdhegle district on September 10, 2023.

A tweet from @HornSentinel reported that US drones carried out two strikes against al-Shabaab fighter who had stormed the Somali National Army (SNA) Forward Operation Base in #Awdhegle district, resulting in the death of “scores” of militants fleeing. @abdihussezy also attributed the strikes to a US drone.

According to @THE_GEELLE, one drone strike hit a unit of five to seven fighters. However it is unclear whether the fighters were killed or injured. The source also posted footage it says was from pro-SNA channels and is described as bring reconnaissance footage before the “TB2” strike, indicating the drone to be Turkish manufactured, but didn’t say who was responsible for the strike.

@THE_GEELLE also provided the coordinates of the location of the strikes.
