Airwars assessment

A single source, Sharqiya Voice, reported the death of one civilian in Raqqa.

The source said: “A civilian was killed while he was on a waterway crosser [something used to cross the waterway though they’re not saying a boat] after being hit by shrapnel following an air raid targeting the city of Raqqa. He is from al Tayana village in the eastern countryside.” The source didn’t identify who was responsible for the strike.

A single source blamed the Coalition for the death of a woman and the injuring of four more civilians in the al Khatouniya and al Salhabiya areas.

According to Smart News, “A local source said three raids affected the villages of al Khatouniya and al Salhabiya in the western countryside, killing a woman and wounding four civilians, some seriously, while a hospital source said they had taken the injured to the National Hospital in the city of Raqqa.”

No additional details are presently known.

‘Monday 6 March – Typhoons demolished a Daesh headquarters in eastern Syria, while Tornados struck terrorist supply routes within Mosul…Careful intelligence analysis allowed the Coalition to pinpoint the location of a Daesh headquarters at a compound in a remote area of eastern Syria. Two Typhoons were dispatched from RAF Akrotiri on Monday 6 March, targeting the two key buildings within the compound. Both were demolished by Paveway IV guided bombs. Tornados meanwhile supported Iraqi ground operations in western Mosul by using Paveway IVs to strike three key routes within the city, helping to prevent Daesh from sending reinforcements or truck-bombs to areas being successfully liberated by the Iraqi troops.’

France reports that in the last week it carried out 29 sorties and 9 strikes destroying 12 ISIL targets. In Iraq, all 8 strikes were carried out in support of operations in Mosul. They targeted mortar positions and defensive positions in the city as well as in the outskirts of Badush. In Syria, in the Raqqah region, a Rafale patrol was engaged on a ground support mission to neutralize ISIL fighters leading an attack against the SDF

Airwars assessment

An adult male, also an agricultural worker, was named as a victim of an alleged Coalition airstrike on Mahkan town by local media. Sources said that he died from wounds sustained in the strike.

According to the Syrian Observatory for Human Rights in a report on June 11th, “an agriculture engineer died from injuries he had suffered in shelling by warplanes believed to belong to the international coalition on a bus carrying him in al-Koriyah town in the eastern countryside of Deir Ezzor days ago.”

In February 2019, the Coalition accepted responsibility for this event, noting: “Coalition aircraft engaged an ISIS person of interest in a moving vehicle. At the moment of impact, a separate civilian vehicle passed the target vehicle. Regrettably, it appears that a civilian in the passing vehicle was unintentionally killed.”

The Coalition provided Airwars with the coordinates for this event accurate to within a 100 metre box.

‘Wednesday 7 June – a Reaper killed two terrorists planting booby-traps in Raqqa, while a Tornado and a Typhoon attacked two Daesh-held buildings south-west of the city… The RAF is continuing to support Iraqi forces in their effort to liberate western Mosul. While the operating environment in the city is very challenging, particularly given the closely-packed buildings, very narrow streets, and the density of the urban population, our aircrew have continued to deliver precision strikes in close support of Iraqi troops on the ground. Daesh’s current tactics, including the illegal use of civilians as human shields, and fighting from sites such as schools, hospitals, religious sites and civilian neighbourhoods, increases the risk to innocent life. While no military operations come without risk, particularly in dense urban environments and against such inhuman Daesh tactics, the RAF continues to take all steps necessary to minimise civilian casualties. Royal Air Force aircraft have provided close air support to the Syrian Democratic Forces (SDF) who are now fighting Daesh on the outskirts of Raqqa. In Mosul, our aircraft are continuing to assist Iraqi troops in clearing remaining Daesh positions in and around the city. A Reaper remotely piloted aircraft flew an armed reconnaissance patrol over northern Raqqa on Wednesday 7 June. It observed two extremists burying booby-traps along routes into the city. Hellfire missiles were deployed, killing both. Some 45 miles south-west of Raqqa, a mixed pair of Tornado and Typhoon fast jets used a Brimstone missile to hit one Daesh-held building. A Paveway IV guided bomb left a second target on fire.’

According to the Smart News Network, “activists said that International Coalition bombed the Mansour neighbourhood in the city of Raqqa, killing a civilian”.

Other sources reported Coalition airstrikes on the Nadeer bakery on Al-Mansour Street and Abaret Al-Sadou, but made no mention of civilian casualties.

The Syrian Network for Human Rights said that the strike severely damaged the bakery, rendering it inoperable. And Al Araby reported that “Coalition forces launched air raids on the outskirts of the Al Nadir bakery in Al-Mansour Street, causing extensive destruction in the area, and the collapse of several houses.”

In February 2019, the Coalition assessed this event to be non-credible. Their report noted: “After review of all available strike records it was determined that more likely than not civilian casualties did not occur as a result of a Coalition strike.”

For June 14th-20th, 19 strikes were made by French aircraft in Iraq and Syria. Most of them were carried out during the Battle of Mosul, in support of the Iraqi fighters engaged in the fighting to drive ISIL out of its positions in the North of the Medina. The other strikes were carried out in support of the fighting for the capture of Raqqah, and against flows of arms and fighters in Iraq and Syria.

Raqqa is Being Slaughtered Silently (RBSS) published an image of the victim with a beard.

Airwars assessment

One civilian male was reportedly killed and a number of others were injured in airstrikes on Al Toob in Deir Ezzor, however responsibility for the strike was contested.

The Syrian Observatory for Human Rights claimed that the Coalition was responsible, whereas Baladi News alleged that Syrian government planes were to blame. The remaining six sources who reported the incident did not apportion blame to any party.

The strikes are said to have struck near the high school and the Abo Dello petrol station.

The local time of the incident is unknown.

Airwars assessment

One civilian male was killed in Tal Abyad Street, according to local media.

Baladi said that one person died in artillery shelling on Tal Abyad Street in the center of the city. It is understood by Airwars that only the Coalition has artillery in Raqqa.

However, other sources referred to a rocket attack, with Sharqia Voice saying that it was carried out by “SDF militia”.

The local time of the incident is unknown.

For July 7th-8th: “Near Raqqah, 18 strikes engaged 16 ISIS tactical units and destroyed 17 fighting positions, two vehicles, and a tunnel.” It was additionally reported that “On July 7, near Raqqah, Syria, six strikes engaged four ISIS tactical units; destroyed five fighting positions, an IED factory, and a VBIED; and damaged 15 fighting positions.”

Friday 7 July – Typhoons struck two Daesh positions in Raqqa, whilst Tornados destroyed a terrorist-held building and an armed truck north-west of Bayji, and two targets in Mosul…Tornados flew further missions over Mosul on Friday 7 July, delivering two Paveway IV attacks which eliminated a sniper team and another group of terrorists firing on Iraqi troops. Further south in Iraq, a Daesh-held building had been identified in the countryside some 25 miles north-west of Bayji, with an armed truck hidden inside. Tornados demolished the building with a direct hit from a Paveway IV. Two more such weapons were used in attacks by Typhoons on a pair of defensive positions which the SDF had come up against in Raqqa.’

In the past week, France reports 21 sorties and 4 strikes, 2 in Raqqa and 2 in Iraq. Task Force Wagram conducted 15 artillery strikes in Mosul. Since September 19th 2014, it reports 1311 strikes, 2076 targets destroyed and 6775 sorties.

‘Point de situation des opérations Armée française – Opérations militaires·Thursday, 13 July 2017 CHAMMAL SITUATION En Syrie, A Raqqah, la manœuvre d’encerclement menée au Sud de la ville pour couper les combattants de Daech de leurs soutiens est terminée. Dans la ville, la progression des Forces Démocratiques Syriennes se poursuit maison par maison, face à une défense de Daech faite d’actions permanentes de harcèlement, d’infiltrations et d’attaques suicides menées avec l’aide de boucliers humains. Les Forces armées syriennes se heurtent aux défense de Daech plus à l’Est et les positions se stabilisent. En Irak, Dimanche 9 juillet, le Premier ministre irakien a annoncé la libération de Mossoul. Cette victoire sur l’organisation terroriste marque le succès de forces irakiennes appuyées par les forces aériennes de la Coalition et un soutien artillerie, au cœur d’une stratégie qui aura permis d’affaiblir Daech avant de contre-attaquer en remontant le Tigre et de progresser ensemble jusqu’au cœur de la ville après l’avoir encerclée. Airwars assessment

One civilian male was killed in an airstrike on Raqqa according to local media – though reports were conflicted as to whether the US-led Coalition or Russia were to blame.

Ahmad Shibli, Hasaka Rasd and @alhasakaalhadth blamed the Coalition for the victims death.

However, according to Baladi, he was killed in a Russia strike. This appeared unlikely, with Russian strikes apparently confined to the east of the province at the time. Some other sources didn’t identify who carried out the “air raids”.

For July 24th-25th: “Near Raqqah, 12 strikes engaged nine ISIS tactical units; destroyed seven fighting positions, a VBIED, and a mortar system; and damaged a fighting position.” It additionally reported that “On July 24, near Raqqah, Syria, 10 strikes engaged five ISIS tactical units and destroyed five fighting positions, three oil refinement stills, a vehicle, a command and control node, and a weapons cache.” And that “On July 24, near Raqqah, Syria, one strike destroyed one supply cache and suppressed 14 fighting positions.”

In the last week (20th-27th) France reports carrying out two strikes in Raqqah, destroying two ISIL combat positions. Task Force (TF) Wagram carried out 21 artillery strikes in Mosul. The overall record of air activity since September 19th 2014 amounts to 1,324 strikes, 2,092 targets destroyed and 6,857 sorties.

‘OPÉRATION CHAMMAL SITUATION En Syrie, Dans la ville de Raqqah, Daech continue de perdre du terrain, jour après jour, face aux Forces Démocratiques Syriennes. Les combattants terroristes continuent néanmoins de disposer de solides positions défensives dans le cœur de la ville, à partir desquelles ils mènent des contre-attaques régulières et des actions de harcèlement. En Irak, Les forces de sécurités irakiennes poursuivent leurs opérations de sécurisation de la ville de Mossoul, face à des équipes isolées de combattants qui continuent de mener des actions symboliques de harcèlement. Dans le même temps, Daech consolide ses positions autour de Tal Afar, pour tenter de résister à l’offensive prochaine de la Coalition pour libérer aussi cette ville. Daech poursuit par ailleurs ses actions de diversion et de harcèlement, en se concentrant dans les régions de l’Anbar et d’Hawijah. Certaines actions ont également été menées cette semaine dans l’Ouest de l’Irak, dans la région de Rutbah. ACTIVITÉS DE LA FORCE Cette semaine, les aéronefs ont réalisé 45 sorties aériennes dont 31 de reconnaissance armée et d’appui au sol (CAS), ainsi que 04 missions de recueil de renseignement et 06 de ravitaillement en vol. Un C135-FR récemment déployé a en effet réalisé de nombreuses missions en quelques jours à peine, soutenant ainsi, à son niveau, la bascule des efforts de la Coalition vers les autres bastions de Daech. Deux frappes ont été menées dans le cadre de la bataille de Raqqah, détruisant deux positions de combattants ennemies, au contact des troupes alliées engagées. De ces positions, des tireurs de Daech tenaient sous leur feu les soldats alliés à une centaine de mètres à peine. La Task Force (TF) Wagram a réalisé 21 missions de tir dont 07 de harcèlement et 14 d’éclairement. Ces missions interdisent une offensive de contre des terroristes vers Mossoul. Le bilan global de l’activité aérienne depuis le 19 septembre 2014 s’élève à 1 324 frappes, 2 092 objectifs détruits et 6 857 sorties. Le bilan global de l’activité artillerie atteint 1 331 missions.’
