Airwars assessment

Between four and seven civilians including three children were killed and several other civilians injured in alleged Russian airstrikes on the town of Abu al Duhur, according to local sources.

Shaam News Network put the number killed at four and said the victims were all from the same family. But other sources – also blaming Russia – put the death toll at seven. According to Zamanmasdar this included three children and a woman.

According to the Syrian Observatory for Human Rights, “International Coalition warplanes bombed Al-Raqqah city after midnight on Monday – Tuesday. This resulted in the death of two persons at least and the injury of others”.

The monitor said fighting was taking place “in areas in the vicinity of the centre of Al-Raqqah city, and in the north-east of the city and areas in the western section of it.”

No further details are currently available.

For September 17th – 18th the Coalition reported “Near Raqqah, 30 strikes engaged 10 ISIS tactical units, destroyed 44 vehicles and 13 fighting positions, damaged 13 supply routes and a VBIED, and suppressed two fighting positions.” It additionally reported that “On Sept. 17, near Raqqah, Syria, seven strikes destroyed six ISIS fighting positions and a logistics node.” And that “On Sept. 17, near Raqqah, Syria, three strikes destroyed seven fighting positions.”

For September 19th - 20th, the Coalition reported: "Near Raqqah, 30 strikes engaged six ISIS tactical units and destroyed 28 fighting positions, three vehicles, two ISIS communications infrastructure items and an ISIS headquarters" It later added "On Sept. 18, near Raqqah, Syria, 42 strikes engaged 23 ISIS tactical units; destroyed 23 fighting positions, eight vehicles, three VBIEDs, two ISIS UAS systems, and a command and control node; and suppressed four fighting positions" and "On Sept. 19, near Raqqah, Syria, 15 strikes engaged two ISIS tactical units and destroyed 17 vehicles, 13 fighting positions, and suppressed a fighting position"

Three civilians including one child died in an alleged Russian airstrike on Sheikh Ali, according to local sources.

Al-Arabiya blamed Russia, reporting an “unspecified number of dead including children“. Shahba Press also put the death toll at three, including a child – and also attributed the incident to Russia.

According to a 40-minute programme by Al Jissr Satellite TV, (video posted in incident above) three civilians were killed in the village of Sheikh Ali, allegedly by a Russian airstrike. The Syrian Observatory for Human Rights reported thatthree civilians (including a child) died in warplane raid in Shikh Ali in western countryside of Aleppo.” They didn’t identify the warplanes.

Between five and 20 civilians died and 10 to 20 were injured – many critically –  in strikes by Ballistic missiles, according to local sources – though reports are conflicted as to whether this was the work of Russia or the Assad regime.

The Syrian Committee for Human Rights reported that 10 people died and 20 more were wounded in a strike by ballistic missiles “believed to have been launched from Russian warships in the Mediterranean“.

A video published by Qasioun depicted casualties being treated following an alleged Russian raid.

According to the Syrian Observatory for Human Rights, 16 people died (“11 fighters from Jabhat Al-Nusra (al-Qaeda in Levant) and Islamic factions”), three civilian males and two civilian women, when a suspected ballistic missile landed in the area of a former police station “which is now taken by Jabhat Al-Nusra (al-Qaeda in Levant) as a ‘court’ in the city of Salqin at the northwestern countryside of Idlib”. The report added that the missile targeted the area after a meeting in the “court” for reconciliation between al-Nusra Front and the Islamic movement of Ahrar al-Sham. They did not say who fired the weapons, but added that the incident was accompanied by warplanes flying overhead.

Alaan TV said that the “Judges Road” area was targeted on Sunday evening by “long-range shelling with rockets loaded with cluster bombs, resulting in 10 deaths.

A nurse working in the hospital in Salheen gave the following testimony to Alaan: “We received a large number of people who were injured – more than 20, including women and children. Some were transferred to other medical points close. There was an urgent need for blood donors as some cases suffered severe bleeding.

The activist Ahmed Istanbuli indicated that the regime was responsible: “observatories in the town of Saraqeb reported that the source was near the Aazan mountain in the countryside of Aleppo, and the weapons were fired from  regime positions in there. A missile loaded with cluster bombs exploded while another failed to explode after falling in the Sgayn”.

However, the report went on to say that others who heard the sounds of the rockets identified them as Russian and said that they had been fired by warships on the Syrian coast.

The Syrian Press Centre also that this was an attack by the regime, which led to 20 civilians dead and wounded. They named victims including one other unidentified female.

In its military report published on 25th January, the Kremlin said: “In the course of the last three days, January 22-24, aircraft of the Russian aviation group in the Syrian Arab Republic performed 169 combat sorties engaging 484 objects of terrorists’ infrastructure…crews of Tu-22M3 long-range bombers performed 18 combat sorties from the territory of the Russian Federation in order to engage manpower and hardware of the ISIS near Deir ez-Zor on January 22-24. On January 30th several sources reported the exhumation of a whole family from under the ruins of their own house in Al Tawassoy’ia neighbourhood of Raqqah city. According to all reports, Mohammed Anwar al-Jabeen, his wife and four children, “Bashar, Abboud, Bushra, Ibrahim” died as a result of bombing by the US-led Coalition.

The date of the death of the victims remained unidentified for many years until the Amnesty and Airwars’s joint April 2019 report “War in Raqqa: Rhetoric versus Reality” was published reporting that the family had been killed in an incident on 8th October 2017, where the family were killed with a total of 26 deaths following an alleged Coalition airstrike on Qunaitir Building. They have therefore been removed from this incident and reside in S1411a.

Between 10 and 14 civilians including two to three children and one woman died in an airstrike on Binnish which struck a mosque, a market and houses, according to multiple local sources. The majority of reports point to this being the work of the Assad regime, though  others, like LCCSY, alleged that Russia was responsible. Some sources did not identify the planes that carried out the attack.

Step News posted a video saying that a warplane raid in a market in Binnish led to a massacre. An initial report by the Shaam News Network blamed the regime, saying that the town of Binnish – next to Al Faw’a – was one of the locations supposedly covered by a cessation of fighting under the  “Al Faw’a – Al Zabadanii” agreement. It added that “Assad warplanes violated this agreement several times”.

Activists told SNN that the targeting of civilian homes killed 10 individuals and wounded 20 more. They named Abdul Ghaffar Harb, a military commander of Ahrar al-Sham (Al Qaeda) as a victim. A further report by the network said that activists had documented the death of an entire family when the Al Sheikh Sh’eib mosque was struck by warplanes. (This time it did not identify them.)

The victims were named as Muhannad Abdul Khaliq and his wife and two children. SNN added that a third child of the family – “no more than seven years old” – was in intensive care in a hospital on the Turkey border. Two raids were reported, one of which was on the mosque. They put the death toll at 12, and said that most of them were passers-by in front of the mosque. Several other sources also reported the death of two children, though in a tweet by Gnat it was said that three children from the same family were killed.

SNN also published a video showing the strike and aftermath, which they said had been carried out by “Sukhoi 24” warplanes. Other media organisations also posted footage:

The Syrian Observatory for Human Rights did not identify the warplanes responsible, but said that at least 10 died, including two children “and a military commander of a battalion belonging to the Islamic Movement of Ahrar al-Sham“. It later posted a video on Twitter, showing the destruction caused. A video posted by Orient News showed what they said was a vacuum missile flying through the air and striking the mosque. It alleged that it was the work of the regime.

The Syrian Network for Human Rights also attributed the incident to the regime, and put the death toll at nine civilians. The White Helmets reported at least 10 non-combatants killed, but did not say who was responsible.

Two additional victims were named by the Violations Documentation Center. It blamed Russia.

A family of six, the mother Amal al Huwaidi and her five children died following alleged US-led Coalition airstrikes on the al Batani roundabout area in al Badou neighbourhood, Raqqah city.

The source Mohammed Alabdullah did not apportion blame, however all others alleged the US-led Coalition responsible.

The family were, according to Amnesty International fieldnotes, realted to the al-Sayer family and the Al-Sheikh family, 22 of whom were killed in August 2017 due to Coalition airstrikes.

Research stated that “Amal Hammuda al-Huwaidi, a 42-year-old widow and her five children, aged 12 to five, were killed when an air strike destroyed the upper floor of the house where she and her family were sheltering. Her parents and her sister-in-law were on the ground floor of the same house and were not harmed.”

Khaled, the brother who survived the airstrikes gave a testimony to Amnesty International questioning “How can it be acceptable to bomb a house full of women and children? Such actions are unacceptable. Was it a mistake? Nobody had apologised for it.”

For October 5th-6th, the Coalition reported that “Near Raqqah, 29 strikes engaged six ISIS tactical units and destroyed 23 fighting positions, two vehicles, a supply route, an IED, damaged a vehicle and suppressed three fighting positions.” It additionally reported that “On Oct. 5, near Raqqah, Syria, 10 strikes disrupted three ISIS supply routes, damaged five fighting positions, destroyed one fighting position, and suppressed one fighting position and one ISIS tactical unit.” And that “On Oct 5, near Raqqah, Syria, one strike damaged an ISIS fighting position.”
