Between three and five people were reported injured as a result of alleged Russian and/or Regime airstrikes or artillery shelling on the vicinity of the town of Kansafra in the southern countryside of Idlib on February 23, 2020.

With regards to civilian harm, Smart News said that “three people were wounded as a result of missile strikes by a Russian warplane on the village of Kansafra” and that “civil defense teams helped them to nearby medical points for treatment.” Al Araby reported that five people sustained injuries and according to a post of the Al Hadath news channel, “five men were injured as a result of the Russian air strikes on the town of Kansafra.” None of the sources explicitly refer to those wounded as either civilians or militants.

Step Agency wrote that “The warplanes of the Syrian regime and its Russian ally also targeted Turkish points in Kansafra and the town of Al-Bara, killing and wounding Turkish soldiers, and destroying military vehicles.” It is unclear if this is the same incident that resulted in wounded men.

Sources were conflicted as to who was responsible for the strike. Multiple sources, including @EyadHoms20 and @Baladinetwork attributed the attack to the Russian Armed forces. A correspondent of Almohra Media reported that Russian warplanes targeted the vicinity of Kansafra with vacuum missiles. However, KMC claimed that Regime forces stationed in Tel As carried out artillery bombardments on Kansafra. Step News Agency referred to both Russian and Regime forces as having carried out the strike.

One civilian, a young man, was reported killed and five civilians reportedly sustained injuries during alleged Russian or Regime airstrikes or artillery shelling on the vicinity of the town of Al Bara in the southern countryside of Idlib on February 24, 2020.

According to Syria Violence Monitoring and KMC, Russian warplanes bombed the road between Kafranbel and Al Bara. Doa’a, a Facebook page that provides prayers for the dead, said that Russia attacked the forest of the city of Kafranbel and Alhadath.Magazine stated that Russia striked around the city of Kafranbel.

Regarding civilian harm, SNHR said that “[Muhammad Anwar al-Othman al-Hasaki] from Kafrnabel city in the southern suburbs of Idlib governorate, was killed as fixed- wing warplanes fired missiles on the road linking Kafranbel city and [Al Bara] village in the southern suburbs of Idlib governorate, on February 24.” Baladi Network reported that one civilian was killed in airstrikes on the town of Al Bara, without identifying the victim.

Edlib Network News stated that “[a] civilian was killed and five others were wounded in the bombing of the Russian warplanes on the town of Al-Bara in the Idlib countryside.” Similarly, @abo_aljod84, a local reporter and journalist, claimed that “[a] civilian was killed and 5 others were wounded as a result of a Russian air strike targeting the town of Al-Bara, south of Idlib.” Both sources didn’t provide any details about the civilians that were harmed by the attack.

Sources are contested as to who was responsible for the strike. SNHR and Aljaeesh Alhor attributed the attack to Russia, with Alhadath Magazine saying that “Mohammed Anwar Al-Hasaki died, as a result of the targeting of the Russian warplanes with vacuum missiles around the city of Kafr Nabl, south of Idlib.” Contrary, Trendsyra11 and I42e3oXib8OK27z referred to the Regime forces as having carried out the attack on Al Bara. Shaam News claimed that both armed forces were involved in the attack, however they consolidated the incident into a larger report of strikes across the Idlib governorate.

Between two and three civilians, including two men, were reported killed and up to four civilians sustained injuries during an alleged Russian or Regime airstrike on the town of Al Fatira in the southern countryside of Idlib on February 24, 2020.

Regarding civilian harm, @IdlibPlus and Bsklaa16 said that “civilians were wounded and trapped under the rubble as a result of the raids by the Russian occupation aircraft on residential neighborhoods in the town of [Al Fatira].” Alhariri58 and multiple other local sources tweeted that civilians died and were trapped under the rubble as a result of Russian airstrikes on Al Fatari, without giving an exact number of civilian casualties.

In turn, Bawaba Idlib reported that according to activists “Two civilians were killed and four others were wounded as a result of targeting the town of Al-Fatirah by Russian warplanes.” Similarly, KMC stated that “two men were killed and four others were injured (…).” @thenewday24 was the only source that reported a death toll of three civilians, while also noting that other civilians sustained injuries.

Sources were conflicted as to who was responsible for the strike. All sources but one attributed the airstrike to the Russian Armed Forces, with @NagiNajjar and @HadiAlabdallah claiming that Russia used vacuum missiles to attack Al Fatira. The Syrian Press Center was the only source that referred to Regime forces as having carried out the airstrikes.

ShahbaPress reported that “Three civilians were killed and others wounded as a result of raids by Russian occupation planes on the town of Kawkaba in the southern Idlib countryside.”

All sources attributed the strike to the Russian Armed Forces. According to @oulaalassaad and @HadiAlabdallah, Russia targeted the village of Kawkabah with vacuum missiles.

Up to seven civilians, including children, were reported killed, and 26 others, including six children, were injured in alleged Russian forces or Syrian regime forces airstrikes and/or artillery shelling on Idlib city on February 25th, 2020, according to local sources. Air and artillery strikes targeted Al Qusoor neighbourhood, several schools and the industrial area of Idlib.

A tweet from @abuhuzafia was the first to identify two civilian victims killed in the bombing.  A student named Doaa Al-Rahman and a teacher identified Hani Al-Muhaimid were the first two victims to be named. Witness Mahmod Hamway tweeted that the death toll had risen to four as well as thirteen wounded. He noted the use of “sixteen artillery shells and missiles, including four cluster missiles”. Enab Baladi News reported that the Khaled al-Shaar and Taha Gharib schools were struck along with the Al-Manahil kindergarten. Al Araby News provided additional information, noting that three people were confirmed dead and twelve civilians were wounded as warplanes targeted six different schools and kindergartens in the area. Syrian activist Haysam al-Idlibi corroborated these numbers, while the Syrian Civil Defense force stated that eight schools were targeted. A tweet from Justice Organization listed a dead male civilian as Muhammad Mahmoud Ismail.

Smart News was later told by Idlib’s aid coordinator, a man nicknamed “Abu Al-Waid”, that a twenty-year-old and a retired teacher were both killed in the aerial bombardment. Abd al-Razzaq-Ghafir, the head of the Department of the Documentation and Information Department of the Specialized Surgical Hospital for Idlib, told Smart News a body of a teacher and twelve wounded others, including six children were either being treated at the hospital or in the operating room. Later, the Idlib Education Directorate announced that “dozens of teachers and students” were wounded by the bombings, including two dead civilians and two dead teachers. Al-Araby News was later told that the death toll was officially four members of “the educational staff” and one student, with twelve more wounded.

A tweet from @Ahmadmuaffaq also identified “Mrs. Suad Talja” as being killed in the airstrikes on the city of Idlib. Orient News put the number of injured in the incident at 26.

The Syrian Network for Human Rights reported that “Mahmoud Faisal al Sbeih, a teacher, died on March 4th, 2020, due to wounds sustained on February 25th, 2020, in a shelling by Syrian regime forces’ missile launcher using missiles loaded with cluster munitions on al Baraem School in Idlib suburbs. Accordingly, the teachers victims rose to three in the that day.”

Both Syria 24 and Human Rights Watch reported that schools and residential buildings were targeted in the assault on February 25th. A Syrian Civil Defense volunteer told Human Rights Watch that there were “no military objectives in the vicinity”.

Edlib Media Center, Macro Media Center, Justice Organization and Syrian Civil Defence blamed the regime, while Step Agency and Shahba Press blamed both the regime and Russia for the air and/or artillery strikes.

In Human Rights Watch report, it was mentioned that three teachers were killed and six others injured. “On February 25, 2020, at 8:30 a.m., a cluster munition struck the yard of Bra`am secondary school and several of its submunitions detonated, killing three teachers and wounding six others. Fifteen minutes earlier, soon after classes had started, Muhammad Ammoun, the head of the school (formerly known as Taha Gharib school), which has 1,200 male students and 40 teachers, decided to send all of the students home due to heavy shelling in the area. After the students had left, Ammoun said he was standing in the schoolyard at the main gate with about 10 teachers when the munition hit. In addition to the dead and wounded, the attack caused minor damage to the school building and classes were cancelled for several days.”

“At the same time as the attack on the Bra`am school, there was another cluster munition attack on Khalid Sha`ar, a primary school located 400 meters away. The school, which had an enrollment of 218 students, was closed because of heavy shelling the previous day and empty at the time of the attack. The attack caused minor damage to the school yard and the school reopened a few days later.”

Airwars assessment

On January 25th 2020 at 13:02, up to five civilians, including a woman and two children, were reported killed and six others wounded following Russian or Syrian regime airstrikes carried out against the village of Shannan. Two non-civilians were also reportedly killed.

Local reports were inconsistent concerning the number of victims, as numbers initially stated three women and two children killed, while others cited two children, two men, and one woman killed. Smart News reported the death of four civilians, a woman, her two children, and a male, and this was also reported by Civil Defense. The majority of sources that reported on the incident mentioned three civilians being killed and two non civilians killed, which makes it likely that the men killed were the non civilians.

Al-Jisr reported a total of two dead civilians, while Syrian television noted the death of a woman and her two children, and this was supported by the Syrian Observatory for Human Rights. The identities of the woman and her children were listed as Mona Suleiman Fatallah (wife of Muhammad al-Taha), a two-month-old baby Wjad Muhammad Al-Taha and her sister, Thana Muhammad al-Taha. The identity of the reported fourth and possibly fifth civilian was not released.

The Syrian Civil Defense said the mother and her children were killed when their house was shelled and completely destroyed. The report stated that the “Regime’s warplanes bombed the homes of civilians in the village of Shanan, causing the death of a woman and two children and the injury of a child, a woman and a man. Teams worked to rescue the family, whose house was completely destroyed by the shelling.”

Shaam Network said that one of the dead children was an infant/baby.

Baladi News noted that Shannan was solely a residential area and a house was destroyed, killing a woman and her two children.

@ShahbaPress blamed the Russians for the incident, while Syrian Civil Defense, Ariha Today, Syrian Observatory for Human Rights and Syrian Network for Human Rights blamed the Syrian regime. The Step Agency said that both Russia and the regime were responsible.

Baladi News reported that the strike was carried out by pro-Assad forces using SU-22 warplanes and SNHR fixed wing Russian planes. @so_ria98 tweeted that vacuum missiles were used in the attack.

The incident occured between 1:02 pm and 1:05 pm local time.
