Airwars assessment

A major civilian casualty event took place on al Tabaqa city in the Ar Raqqah countryside, reportedly killing at least six civilians and wounding as many as 40, including women and children. Sources were conflicted as to whether Russia or the Assad regime were to blame.

Wwalfwasel reported that “more than 40 people” were killed, however this figure is much higher than the majority of other sources.

A Tweet by theofficemedia described the raid as a ‘very intense bombardment’ in which rockets and cluster bombs were used by warplanes.

Syrian Press Center blamed Moscow, as did LCCSY and Qasioun news.

According to Qasioun, most of those killed were women and children.

According to Alsouria, al Tabaqa was under the control of so-called Islamic State, they alleged through working together the regime and Russia have caused considerable material damage in the area and many have been killed in order to regain control.

Shahed-ayan has also news blamed Moscow for the airstrikes, which they reported to have killed sixteen, wounded thirty and caused ‘big material damage in residential buildings’.

However, the Syrian Observatory for Human Rights referred to both Russian warplanes and regime helicopters operating in the area. Syrian News and Zamanalwasl also blamed the regime.

Between 20 and 40 civilians were reported killed and dozens injured in devastating alleged Russian airstrikes on the village of Bzeina, according to multiple reports. While the destruction of the market and surrounding homes was extensive, the aircraft may have been targeting rebels. Videos filmed at the scene show some casualties and rescuers in military fatigues – with all of those listed as killed adult males.

Activists told Shaam News Network the afternoon bombing targeted the centre of a popular market which was teeming with non-combatants, wounding many and causing widespread damage to the market. They added that the death toll was likely to rise due to the seriousness of injuries.

All4Syria quoted local resident and media activist Adam Shami: “Russian planes today targeted a popular market in the small village of Bzeina in the Marj region. Its entire population doesn’t exceed 500 families, along with some displaced families. But the warplanes have utterly destroyed Bzeina’s small marketplace.”

Smart News cited a local doctor who said medical facilities were overwhelmed by the casualties: “The doctor added that there are cases of amputation among the victims, ‘especially as the market area was crowded with children and women.’

VDC and Syria 2011 have both reported 20 victims, including seven people they could not identify.

Between 15 and 40 civilians were killed in two separate air raids using thermobaric rockets targeting a residential neighbourhood in Armanaz according to local media. Sources all blamed either Russian or Syrian regime raids for the attack.

Most sources alleged the second airstrike was aimed at Civil Defence teams and other civilians trying to remove victims of the first strike from underneath the rubble, which would explain the extraordinarily high death toll.

More than 30 houses were totally destroyed.

12 rockets vacuum missiles were used, according to Syrian Civil Defence.

Some sources reported that dozens of others were wounded, however the highest count is Smart News who reported 75 were injured.

ZamanAlwasl reported the a Sukhoi 24 plane belonging to the regime carried -out a second strike as the White Helmets and ambulance teams attended the scene.

In what was widely reported as a Russian action, at least 27 civilians died and more than 70 were injured following airstrikes on Al Mayadeen.

Almost all sources including Daesh blamed Russia. Deir Ezzor is Being Slaughtered said 6 Russian planes carried out 20 strikes between them, including on a children’s playground. Shaam News added that “Activists said the Russian air force targeted several areas in the city with cluster bombs, which spread over large areas near the National Hospital and the School of Abdul-Jabbar Al Obeid and near al Rahba fortress and the garage area downtown.”

However the Syrian Network blamed the Assad regime for the attacks. And while only one minor source blamed the US-led alliance for the attack, on September 9th the Coalition had leafleted al Mayadeen warning of impending airstrikes.

In their May 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

In a major civilian casualty incident, up to 44 civilians, including five to 25 children, were reportedly killed in three consecutive airstrikes on the town of Urma Al Kubra. In total, sources recorded the names of 43 killed civilians.

Multiple sources reported many injured, with estimates ranging between dozens to 70, with one earlier report citing six injured.

The majority of sources attributed the strikes to Russia, yet the Assad regime was named by two sources, while five sources did not positively attribute responsibility.

Estimates of the death toll and numbers wounded rose as events unfolded, with earlier reports citing six injured, with the same source, Step New Agency, later reporting as many as 70 wounded and 40 killed.

Syrian Network for Human Rights estimated at least 10 killed, including five children, and named the Al Aboud family, and Ahmed Aziza, a media reporter, as killed in the airstrikes.

Local Coordination Committees of Syria reported 41 killed, while the majority of sources estimated the death toll at approximately 20, and cited ‘dozens’ as injured. The Syrian Observatory for Human Rights also reported 41 victims, including 25 children and seven women.

According to SCD Aleppo, “A warplane believed to be Russian launched three consecutive raids on the town of Urma al-Kubra in the Greater Aleppo at exactly 6.30pm on Friday August 10th. The strikes targeted the homes of civilians in the town, leaving twenty martyrs including six children and two women and a whole family under the rubble. The number of wounded reached fifty, mostly children and women.”

SCD Aleppo went on to cite the head of the civil defence centre in the town, Hussein Badawi, who reported that there was destruction across  “nearly three neighbourhoods” in the three raids.

Shabab Orem Al Kubra posted the local council list with the names of 35 other civilians who died in the airstrikes. In addition, the source also listed an unnamed family of seven, possibly the Al Aboud family, and two children from Homs, bringing the total death toll up to 44 civilians. The girl Fatima Ibrahim Darwish was reported missing. The source reported that 70 civilians were injured.

Smart News states that “the local council issued a statement condemning the massacre, calling on the international community to stand by its responsibilities towards the Syrian people and their right to live in safety in their country.”

The head of the local council of the town, Mahmoud Al Ibrahim, told Radio Al Kul that the shelling resulted in the destruction of more than 60 houses, and triggered the displacement for more than a hundred families who feared renewed shelling.

Airwars assessment

Between 11 and 42 civilians died and dozens more were wounded in an airstrike on a popular market in Al Atarib, according to local media. Most sources blamed Russia, though there was some confusion in the reporting with the Syrian Network for Human Rights pointing to both Moscow and then the regime. Some other sources didn’t identify the culprit.

LCCSY reported that “Russian warplanes committed a massacre in Atareb city and claimed the lives of 11 civilians and injured others, some of whom were still stuck under the rubble, as they carried out a vacuum missile attack on the residential neighbourhoods.” In a later post the LCCSY spoke of 42 deadly victims, most of them “killed by Russian airstrikes on al-Atareb”.

The Shaam News Network was among many other sources attributing the event to Russia.

The Syrian Network for Human Rights initially blamed the regime, putting the death toll at ten including four children. However, in subsequent reports, it appeared to change its position and attribute the event to Russian warplanes.

There was some ambiguity in reporting by others sources, too: @syriahadath and @shahed_alep referred to a “bombardment with heavy machine guns from warplanes”, but didn’t say who the jets belonged to.

Up to 50 civilians were reported killed in airstrikes on Ma’aret Al Nu’man, Idlib, on July 22nd. A further 10 to 100 were allegedly injured in the incident.

In December 2019, the New York Times published an investigation into the event, which it said was perpetrated by the Russian Air Force.

While initial sources cited one to two civilians killed in the attack, later sources documented much higher figures as understanding of the events unfolded.

Smart News stated that “the toll of the massacre of the city of Ma’arat al-Nu’man in Idlib killed 39 people and wounded 60”, and Syrian Observatory for Human Rights reported “a massacre that left 137 casualties and wounded until now.”

The Syrian Network for Human Rights stated that of those killed, four were children, and four were women.

In a video released by Smart News, the reporter documented “42 civilians killed – 39 of them named and three unknown, and about 80 civilians injured.”

Syrian Observatory for Human Rights also documented the death of “two unidentified gunmen” in the incident, stating that the number of people killed “in the biggest massacre since the beginning of the violent escalation at the end of last April” was 38 in total.

Meanwhile, Shaam News reported that “Russian and Assad (Syrian ) warplanes raided and attacked civilians, causing a terrible massacre following the targeting of the popular market in the city of Ma’arat al-Nu’man. More than 30 martyrs, including children and women, and a civilian defense force were killed. In addition, more than 50 were wounded.”

Meanwhile, an early report by Syria Civil Defense stated that “15 civilians, including a civil defense volunteer [Amir Al-Bunni], were killed and 50 others were injured by an indiscriminate attack on civilian houses in the town of Ma’arat al-Nu’man in the village of Idlib this morning, in eight raids by Russian warplanes.”

The highest figure was reported by Zaman Al-Wasl which said that 50 people were killed in this attack. Local sources named 40 fatalities including six children and five women.

Twenty-three sources attributed the attack to Russian forces, while nine others did not positively attribute blame, and two sources named Syria as the belligerent responsible for the airstrikes. Three other sources named both Russia and Syria in reporting the incident.

In December 2019, the New York Times published transcripts of voicelogs which it said proved Russia was responsible for the attack. According to the Times between 23 and 42 people died in  four strikes. The first at 8.35am destroyed a building, with a second strike at 8.44am targeting the same location. A nearby building was struck at 8.54am, with an additional building targeted at 8.58am.

A report by the UN Independent International Commission of Inquiry on Syria covering the period between July 2019 to January 2020 said that this attack killed at least 43 civilians including three girls and one boy, and injuring at least 109 others including 18 children and 15 women. The report said that “most of the victims suffered severe injuries with some brought to hospital decapitated, badly burned or without limbs.”

According to the report released on March 2nd, 2020, “Consistent with witnesses testimony, early warning reports and flight spotters reports indicated that at least two Russian fixed wing-aircrafts, departed from Hmemim airbase on 22 July at around 8:03 a.m. and circled near the target area at the same time of the attack. The Commission further obtained flight communication intercepts conducted in the Russian language for the period between 07:40 and 09:59 a.m. The communications confirm that, between 8:17 and 8:35 a.m., two Russian aircraft operated in Idlib airspace, and reported on the progress of on-going aerial attacks in Idlib.”

Human Rights Watch published a report in October 2020 highlighting this incident among 46 other incidents in which Russia and/or the regime were involved. “On July 22, 2019, an attack between 8 and 8:30 a.m. damaged a smaller market area about 370 to 400 meters from the main market, with stalls for vegetables and breakfast dishes. Muhammad Hariri, an ambulance driver for the SCD, said he arrived at the site and drove five people to the hospital who had been wounded by another munition that hit a four-story apartment building next to the market. He said that as he was driving back to the market from the hospital, he heard a second explosion. Two SCD volunteers had stayed behind, and one, Mahmoud Zikra, said that eight minutes after the first strike, another hit, collapsing two more three-story buildings, wounding himself and killing his colleague, Amir al-Bunee. Zikra said the second explosion sent metal fragments into his hand and back.”

However, the Russian Ministry of Defence denied any responsibility to this incident. Chief of the Main Operational Directorate of the Russian General Staff Colonel General Sergei Rudskoy held a briefing for media representatives on July 29th, 2019 and said accusing Russian forces of involvement was part of a a disinformation campaign to discredit Russia’s actions in the Idlib de-escalation zone. He said that the market is easy to find on the map of the Maaret al-Numan city and emphasized that Russian aviation was not used in this area on July 22 and did not fly there. He also claimed that, on July 24th and 26th, Russian drones conducted reconnaissance of the sites and the surrounding area to check the destruction claims and found the area to be intact.

Airwars assessment

33 to 42 civilians including five to eight children were killed – and 35 others injured – in airstrikes on Ar Raqqah, according to multiple sources. All sources allege that Russia carried out the attacks, except for the Syrian Observatory for Human Rights who do not say who was responsible. 

The Shaam News Network reported that Russian warplanes carried out more than eight raids targeting different areas of the city of Ar Raqqa and its western countryside, causing major destruction to residential buildings and deaths of non-combatants.

Activist told SNN that the strikes targeted “a government complex, Al Darweesh crossing, the National Hospital, al Wussawat hospital, Al Mansour district, Rumaila neighborhood, Al Sa’aa district and Al Amassi.” Initial reports were of 15 civilians killed and dozens wounded.

The Syrian Network for Human Rights put the death toll higher – at 33 civilians, including five children, killed by “suspected Russian shelling“.

But the Syrian Observatory for Human Rights said even more were killed – 40, including eight children, however, they did not say who the “warplanes” belonged to. According to their report “reliable sources” informed them that the planes targeted “shops, small restaurants, areas near Rasheed Park, al-Na’eim roundabout, Abbarat Darwish area, the industrial area and near the National hospital in the city.” They added that “the warplanes came out from regime forces controlled areas and that was heard via the road communication devices in the area.

The IS agency Al Ama’aq news blamed Russia, putting the number killed at 42, with 35 injured – some of whom were in a critical condition.

Raqqa is Being Slaughtered Silently also said that 42 people died at the hands of Russian warplanes in nine strikes, with 35 injured. They listed the locations that were bombed as:

Government complex, Al Darweesh crossing, National hospital, Al Mussawat hospital, Al Mansour district, Ramallah neighbourhood, Al Sa’aa district, Al Amassi area behind the city council, the area opposite that used to be the blood bank, the clock round about and Al dari’ya neighbourhood.

In its report for military actions on January 19 2016, the Kremlin reports carrying out strikes in Raqqah governorate: “In the course of the last four days, aircraft of the Russian air group in the Syrian Arab Republic have performed 157 combat sorties engaging 579 objects of terrorists’ infrastructure in the provinces of Aleppo, Raqqah, Latakia, Homs, Hama and Deir ez-Zor.” It adds: “Within the operation aimed at elimination of terrorists’ sources of income, the Russian aircraft have eliminated a large POL storage and oil pumping station in the Raqqah province in the course of the last four days.“
