Airwars assessment

In the afternoon of 8 November, an airstrike reportedly hit al-Salam neighbourhood of eastern Mosul City killing 14 civilians, including three children and five women, and wounding another 11 civilians, including two women and a child.

No additional details are presently known.

In their May 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

The Step News Agency, reported “international coalition planes targeted at noon today, Wednesday 9th of November, the village of Khaniz in the northern Raqqa countryside. There’s news about civilian casualties and a new massacre.”

Step went on to add that “coalition aircraft also launched an air raid targeting the IS security perimeter in the city of Raqqa at dawn today [Nov 9th], killing one civilian and wounding others, including women and children.”

According to the Syrian Observatory for Human Rights,  “two persons from one family were killed in shelling by the Syria Democratic Forces and the warplanes of the Coalition on areas at Khniz al-Ghanim village in the northern countryside of Al-Raqqa”.

Hakaek reported that a family of four were killed in a Coalition strike in Mosul. It said strikes hit their home in the Al Askari neighbourhood. A source told Hakaek that ISIL fighters were not in the vicinity at the time.

A UN report on the protection of civilians in the context of Nineveh operations and the retaking of Mosul stated: on 10 November: An airstrike hit Hatra subdistrict of Mosul. According to sources, between two civilians (children, aged seven and nine, respectively) and four civilians (two children and two women) were killed and nine other civilians, including seven women, wounded. HRO could not determine the exact number of casualties.

Airwars researchers have so far identified no known public allegations of civilians killed or injured relating to this incident.

In their May 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that the allegation provided insufficient information on the timing and location of the strike to make a determination.

According to Raqqa is Being Slaughtered, Ali al Awwad al Rahil died when his home was struck during the raid. However a local media activist claimed he died as a result of “YPG Kurdish militia targeting of his home while he was there.” The Syrian Observatory blamed both air and ground actions.
