Airwars assessment

In this single-source event, a family of five, including two children and one woman, were killed as alleged Coalition airstrike hit a house in which the family had sought shelter in, in al-Badu, Raqqa, Amnesty and Airwars’s joint April 2019 report War in Raqqa: Rhetoric versus Reality, reported.

Amnesty’s field researcher reported that the family was internally displaced from elsewhere in the city. They left their own home when artillery shells struck the house and went to shelter in another house, and then another house and then another house and then this house. Several other relatives, including the two children’s parent, survived.

However, it should be noted that local sources mentioned that two of the victims, Sinjar Fares Hassan and Maha al-Nasser, were killed on September 12th, 2017 instead of August 14th. Though, Airwars assess that it is most likely that they were killed on the first reported day, August 14th.

However, it appears that some of their relatives were killed on September 12th, also in al-Badu, Raqqa (see CS1474).

The event is graded ‘weak’ despite several reports about civilian harm, especially the deaths of Sinjar and Maha. However, it is only the joint Amnesty and Airwars report that reports that the deaths took place on August 14th, 2017.

‘Monday 14 August – Tornados and Typhoons struck five Daesh targets in Raqqa, and a truck-bomb command post in eastern Syria…A flight Typhoons destroyed a Daesh position in Raqqa on Monday 14 August with Paveway IVs. A mixed Tornado and Typhoon pair also patrolled over the city and they conducted Paveway IV attacks, which destroyed a sniper team and two machine-guns. The aircraft moved off towards the east of Syria, where a command post that was controlling truck-bomb attacks had been identified 40 miles south of Al Hasakah. This was destroyed with a further Paveway.’

In the past week, (11th-18th) France conducted 27 sorties, including 22 armed reconnaissance and ground support (CAS), 1 refueling outlet and 4 intelligence gathering sorties by Atlantic 2 or Rafale patrols. Two strikes were carried out in the Raqqah region of Syria. They helped support the Syrian democratic forces in their offensive to retake the city.

Airwars assessment

In an incident not previously tracked by Airwars, the Coalition later confirmed the deaths of two civilians in an event near Raqqa.

Their October 2017 civilian casualty report noted: “During a Coalition strike that engaged an ISIS tactical unit and destroyed an ISIS-held building, it was assessed that two civilians were unintentionally killed.”

Airwars had monitored a civilian harm event in the nearby al Badu neighbourhood on this day (see CS1369). Coalition officials have indicated that they don’t believe these allegations to be referring to the same strike as the confirmed self-report was not in the neighbourhood mentioned in the allegations of CS1369. However, they were unable to match the victim observed in the credible self-report to a specific name – so there is a possibility. They have currently assessed CS1369 to be non-credible due to there not being any corroborating strikes in the geographical area.

This is one of the three events in which the Coalition has confirmed to have caused civilian casualties on August 13th — see CS1368 and CS1371.

In July 2019, the Coalition provided Airwars with the location of this incident, accurate to within a 100 metre box.

This incident might or might not be related to local reports of civilian harm that day in Raqqa (see S1197 above). We have reached out to the Coalition for clarification.

Airwars assessment

Some of the names in this incident were initially reported by several sources under incident number CS1429a (Amjad Ahmed Taha Al-Suwairi, Mohammed Ayman Sweiri and Ahmad Taha Al-Omar Al Suweiri). During investigations of this event for the April 2019 joint Airwars and Amnesty report War in Raqqa: Rethoric versus Reality (www.raqqa.amnesty.org), Amnesty field researchers were able to identify the location (near Baladi Stadium) of the strike in which 18 members of the Sueri family were killed.

The joint Amnesty/Airwars report War in Raqqa: Rethoric versus Reality notes: Seven members of the Al-Sueri family were killed when the building they were sheltering in was hit by an air strike. Eleven other people were also killed in the same strike but have not been named. A relative of the Al-Sueri family, a woman named Amal, spoke to Amnesty researchers: “Many other neighbours were killed in the same strike, including some wives and children of Daesh fighters. Our relatives stayed in the building because there was a water well nearby.”

For August 29th – 30th the Coalition reported “Near Raqqah, 46 strikes engaged 30 ISIS tactical units and destroyed 66 fighting positions, five heavy machine guns, five vehicles, three medium machine guns, three anti-air systems, three ISIS communications lines, two command and control nodes, an ISIS headquarters, a weapons cache, an ISIS staging area, a VBIED, damaged eight fighting positions and suppressed two heavy machine guns.” It was additionally reported that “On Aug. 29, near Raqqah, Syria, 16 strikes engaged nine ISIS tactical units and destroyed nine fighting positions, a VBIED, a heavy machine gun, and a command and control node.”

Airwars assessment

Twelve civilians died and six more were wounded in Coalition air or artillery strikes on Raqqa, according to local media. The action was later confirmed to be a British airstrike.

In February 2019, the Coalition accepted responsibility for the event, noting: “Coalition aircraft engaged ISIS fighters utilizing a mortar system in a building used as a defensive fighting position. Regrettably, 12 civilians were unintentionally killed and six were unintentionally injured as a result of the blast.”

Multiple sources blamed Coalition air and/or artillery strikes for the death of ten civilians and injury of more. Raqqa Truth said that six were wounded in addition to ten killed.

According to the Syrian Observatory for Human Rights, the Coalition struck the “Ferdus Furnace area and other areas in the city”. It put the death toll at 12.

Zakaria has been removed from this incident as the Amnesty and Airwars’s joint April 2019 report “War in Raqqa: Rhetoric versus Reality” reported that he died on October 11th with his nephew while riding a motorbike.

The February 2019 assessment appears to be a reassessment of a March 2018 decision in which the Coalition originally confirmed one death – though we currently cannot be sure that this was referring to this incident.

The Coalition provided Airwars with the location of this incident, accurate to within a 100 metre box.

In March 2020, Airwars and the BBC published an investigation revealing that the UK was refusing to accept responsibility for civilian harm in this and two other events – despite confirming that the RAF had conducted the strikes.

Senior MoD officials revealed that they were insisting upon ‘hard facts’ when determining casualties – an almost impossible bar to surmount, and at odds with the US-led Coalition’s own ‘balance of probabilities’ approach.

In the past week, (11th-18th) France conducted 27 sorties, including 22 armed reconnaissance and ground support (CAS), 1 refueling outlet and 4 intelligence gathering sorties by Atlantic 2 or Rafale patrols. Two strikes were carried out in the Raqqah region of Syria. They helped support the Syrian democratic forces in their offensive to retake the city.

Numerous local sources reported the death of civilian Mahmud Abdul Latif Al-Humaidi.

A Hasaka Rasd report said that “the death of Haj Mahmud Abdul Latif Al-Humadi was caused by “artillery shelling originating from Kurdish units”. The same description of events was supplied by Sharqiya Voice.

Other sources such as Ahmad Shbli blamed the US-led Coalition directly for the incident. The ammunition reported to have been used varied from “cannon bomb” to “mortar shells”.

This event might or might not be related to the two events in which the Coalition conceded having caused civilian harm (See CS1370 and CS1371).

Airwars assessment

An adult male, identified as Kassir Fawzi Al-Abeed Al-Nasser was reported killed in alleged airstrikes on Hatla town, Deir Ezzor. It was not entirely clear who was to blame for this civilian casualty event. However multiple sources cited Russia or the Syrian Regime, whilst two did not specify a culprit.

According to a Facebook post by Alsharq Al Souri, Kassir Fawzi Al-Abeed Al-Nasser was killed inside his home as a result of missiles targeting the house.

Airwars assessment

Multiple local sources reported the death of a female civilian after alleged US-led Coalition artillery strikes that hit the street of the family home near the Imam Al Nawawi Mosque, Raqqa City.

The woman killed has been identified as Khansaa Mohammed Qantar.

However, this victim is also named in incident CS1361, reportedly killed by artillery shelling on a different location in Raqqa, the Al Tawassoui’ya (التوسعية) neighborhood.

Since Amnesty International conducted extensive field research, it was identified by a relative “Mohammed”, that she was killed on the 12th of August.

According to the Amnesty and Airwars’ joint April 2019 report War in Raqqa: Rhetoric versus Reality, “A 40-year-old woman, Khansa’ al-Qantar, was killed in the garden of her home by shrapnel from an artillery shell which struck the street outside her house.”

A relative gave a testimonial to an on the ground Amnesty researcher. He said,”Look at the holes which the artillery shrapnel made in the metal gate. You can imagine such what shrapnel does to the human body. It kills.”

According to research Khansa was killed by artillery shrapnel while in her house. The initial Airwars geolocation was incorrect as it suggested the house was intact in the aftermath of the strike. Artillery hit the street and killed the victim while she was inside her home. The house which Airwars has geolocated is the same house where a small impact radius missile killed four men on the 27th September 2017. See incident CS1536. According to Amnesty not much damage was done to the house.

In April 2019 the Coalition announced that it had classed this allegation of civilian harm as non-credible, noting: “After review of all available strike records it was determined that more likely than not civilian casualties did not occur as a result of a Coalition strike.”

Reports of the incident mention a residential building was targeted near the Imam Al Nawawi mosque. The coordinates for this mosque are: 35.956324, 38.999290. Based on images published by RBSS (4th image above) Airwars was able to establish the exact coordinates of the building that was struck through geolocation: 35.957190, 38.999660. Damage to this building can be seen on satellite imagery of August 13, 2017.  The Amnesty and Airwars’s joint April 2019 report “War in Raqqa: Rhetoric versus Reality” reported that this coordinate was incorrect alleging that coordinates were of the building across the street. The photo of house with yellow walls is not the right house. The garden however is. In reality the street was targeted and said victim was killed by artillery shrapnel while in her house. The house which Airwars has geolocated is the same house where a small impact radius missile killed four men on the 27th September 2017. See incident CS1536. According to Amnesty not much damage was done to the house.

France reports that in the past week (4th -11th) it carried out 31 sorties, including 24 Army reconnaissance and Ground Support (CAS), as well as 4 intelligence reports by Atlantic 2 or Rafale patrol. Two strikes were carried out in the Hassaka region of Syria and the Al Qaim region of Iraq. They destroyed ISIL storage sites and weapons caches.
