In the past week, (11th-18th) France conducted 27 sorties, including 22 armed reconnaissance and ground support (CAS), 1 refueling outlet and 4 intelligence gathering sorties by Atlantic 2 or Rafale patrols. Two strikes were carried out in the Raqqah region of Syria. They helped support the Syrian democratic forces in their offensive to retake the city.

OPÉRATION CHAMMAL SITUATION En Syrie, A Raqqah, la progression des forces démocratiques syriennes se poursuit. Au sud de la ville, la manœuvre de tenaille, amorcée il y a 15 jours, s’est achevée en fin de semaine dernière. Elle a permis de réaliser la jonction des fronts est et ouest. Depuis, les forces démocratiques syriennes ont relancé une offensive vers le centre de la ville mais elles font face à une défense acharnée des combattants de Daech. En Irak, Les forces de sécurité irakiennes poursuivent leurs opérations dans l’objectif de libérer, à terme, le nord de l’Irak. Actuellement, elles focalisent leur effort sur l’encerclement de la ville de Tall Afar. Airwars assessment

The death of a young male civilian, identified as Bashir Al-Matar Awad, was reported by multiple local reports.

The US-led Coalition was blamed for the incident in all sources presently collated. In a facebook post by Shbab it was reported that, “the death of a young man, Bashir Al-Matar Awad from the village Al-Dashaisha” was the result of “bombing” by the “international coalition aircraft”.

Airwars assessment

Multiple local sources reported that there had been an “escalation of civilian martyrs” following alleged artillery shelling on the Na’im area of Raqqa. This was later confirmed to have been a US airstrike.

Raqqa News Post for example reported at the time: “#Urgent : # Ar Raqqa The fall of artillery shells on the area of Naim and Tal Abyad Street and Al Salam hospital by the Kurdish units.”

While there were reports of “an escalation of civilian martyrs” no specific casualty numbers were reported.

In its civilian casualty report for November 2019 – published on January 2nd 2020 – the Coalition conceded one death and one injury in this event, noting: “August 11, 2017, in Raqqah, Syria, via Airwars report. Coalition aircraft conducted an airstrike against a Daesh vehicle. Regrettably, one civilian was unintentionally killed and one civilian was unintentionally wounded as a result of the strike. 2074/S1190 37SEV009787”.

In May 2020, in its annual civilian harm report to Congress, the Pentagon declared this to have been a US military action.

France reports that in the past week (4th -11th) it carried out 31 sorties, including 24 Army reconnaissance and Ground Support (CAS), as well as 4 intelligence reports by Atlantic 2 or Rafale patrol. Two strikes were carried out in the Hassaka region of Syria and the Al Qaim region of Iraq. They destroyed ISIL storage sites and weapons caches.

Airwars assessment

In the Amnesty and Airwars’s joint April 2019 report “War in Raqqa: Rhetoric versus Reality”, one civilian was reportedly killed in alleged Coalition artillery strikes in Raqqa. Although Airwars assesses single sourced incidents as “weak”, researchers have assessed this incident “fair” due to the depth of material provided by Amnesty.

The report stated that”Mohannad Mohammed Hsein Shehada was killed by an artillery shell which struck the family home.”

Mother of the victim, Rimal, told Amnesty in a testimony that “He was by the door when the shell struck. He was killed instantly. My other son and my husband were both injured.”

In their monthly civilian casualty reports, the US-led Coalition has indicated that the credibility of this civilian harm allegation is in the process of being assessed.

On March 10, 2022 in the CJTF-OIR Civilian Casualty Report, the Coalition reported this incident to be “non-credible”, stating that “After review of all available evidence it was determined that more likely than not civilian casualties did not occur as a result of a Coalition strike.”

For August 9th-10th the Coalition reported Near Raqqah, 14 strikes engaged nine ISIS tactical units and destroyed 27 fighting positions, five command and control nodes, two heavy machine guns, a mortar system, a vehicle, and an IED factory.” It additionally stated that “On Aug. 9, near Raqqah, Syria, 16 strikes engaged six ISIS tactical units; destroyed 13 fighting positions, three command and control nodes, a mortar system, an IED, and a heavy machine gun; and damaged two fighting positions.” And that “On Aug. 9, near Raqqah, Syria, two strikes engaged two ISIS tactical units and destroyed three fighting positions.”

France reports that in the past week (4th -11th) it carried out 31 sorties, including 24 Army reconnaissance and Ground Support (CAS), as well as 4 intelligence reports by Atlantic 2 or Rafale patrol. Two strikes were carried out in the Hassaka region of Syria and the Al Qaim region of Iraq. They destroyed ISIL storage sites and weapons caches.

Airwars assessment

In an incident not previously tracked by Airwars, the Coalition later confirmed the deaths of five civilians in an event near Tal Afar, Iraq.

Their December 2017 civilian casualty report noted: “During a Coalition strike which destroyed an ISIS headquarters, it was assessed that five civilians were unintentionally killed.”

In July 2019, the Coalition provided Airwars with the location of this incident, accurate to within a 100 metre box.

Airwars assessment

Orient news and Smart news reported the death of as many as ten civilians and wounding of others in alleged Coalition airstrikes on Raqqa’s Tawasu’iya, Fardous, and Bedo neighbourhoods. Amnesty has since conducted field research in Raqqa and we understand that this figure might possibly be lower than first reported. 

There was, however, uncertainty over the date of Zakaria Khalid Al Bakhit Fathallah’s death. On August 11th, Usama Al Talep, reported that he was killed “yesterday”, while Media Center – Palmyra, again reporting on August 11th, said he died “a few days ago”. Some other sources reported his death on August 13th but did not say when he died. Reports added that the victim was displaced from Palmyra.

Baladi added that Haj Mahmoud Abdullatif Al-Humaidi and Khansa’ al-Qantar (a woman) were killed in “artillery shelling on Al Badaoui lane in the city of Raqqa” – however, it has since been identified through extensive field research by Amnesty International, that Khansa’ al-Qantar was killed on the 12th of August.

Since Amnesty International conducted extensive field research, it was identified by a relative “Mohammed”, that Khansa’ al-Qantar was killed on the 12th of August.

According to the Amnesty and Airwars’s joint April 2019 report War in Raqqa: Rhetoric versus Reality, “A 40-year-old woman, Khansa’ al-Qantar, was killed in the garden of her home by shrapnel from an artillery shell which struck the street outside her house.”

A relative gave a testimonial to an on the ground Amnesty researcher. He said,”Look at the holes which the artillery shrapnel made in the metal gate. You can imagine such what shrapnel does to the human body. It kills.”

In addition to this, it has been identified by Airwars and Amnesty that Zakaria Hmeidi was not killed in this strike but in a separate incident not previously created by Airwars. The victim has been removed from the dataset.

Airwars assessment

Eleven civilians were reported killed and “dozens” injured following alleged US-led Coalition attacks on the city of Raqqa – though these were general numbers for civilian casualties and there was the possibility that the figure could include other casualty events.

Local sources described the event as an “aerial bombardment” in which the Coalition “launched raids in conjunction with artillery shelling” by the SDF.

Airwars understands that only the US-led Coalition has access to artillery in Raqqa.
