France reports that in the past week (4th -11th) it carried out 31 sorties, including 24 Army reconnaissance and Ground Support (CAS), as well as 4 intelligence reports by Atlantic 2 or Rafale patrol. Two strikes were carried out in the Hassaka region of Syria and the Al Qaim region of Iraq. They destroyed ISIL storage sites and weapons caches.

Airwars assessment

Two children were killed and many others wounded in strikes on al Tayba village, according to numerous local sources.

At present it is unclear who was responsible for the incident; some sources have cited Russia and the regime, whilst others held the Coalition suspect.

A Tweet by @palestinedam said that “the death of a child and wounding of others” was a result of “aggression” from the “US-led Alliance aircraft”.

According to activists speaking to Smart news, the town – under the control of so-called Islamic State – suffered shelling on civilians homes. Smart alleged that this was carried out by the “International Coalition”.

Jisirtv said that 31 civilians were injured along with the death of two children – and blamed a “Russian bombardment”.

In their August 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

Summarising a 48 hour period, local sources said that 47 civilians were killed and 50 injured in alleged airstrikes on the city of Raqqa. Two of the eight sources specifically blamed the US-led Coalition for the civilian casualty incidents.

Activists told Smart News that “the city had been hit by more than 43 airstrikes, in addition to dozens of artillery and rocket-propelled grenades, in the past 48 hours, leading to the deaths and injuries. Most of the injuries were critical… Forty-seven civilians were killed and dozens injured, including women and children”. The severity of those injured was especially important to note in light of accounts of “deterioration of medical services”, the alleged “targeting of health centres”, and most recently the alleged “bombing of the national hospital”.

Al Raqqa Truth published a number of images reportedly showing “the massive destruction caused by aerial bombardment of Coalition aircraft and artillery shelling and by Kurdish units in different areas of the city of Raqqa”.

The same images were published by Raqqa is Being Slaughtered Silently which said that they depicted destruction in the Al-Bajri neighbourhood. The source also alleged that the Coalition was responsible.

These are general civilian casualty numbers, and there is a possibility that this entry could include other civilian casualty events.

Airwars assessment

It was reported by local sources that a woman named Reham Abdul Aziz Al-Taha and all her children were killed in alleged US-led Coalition strikes on the city of Al-Raqqa. Sources did not state how many children have died.

In a Facebook post by Sdc Palmyra it was asserted that the family comprised of displaced people fleeing Palmyra.

France reports that in the past week (4th -11th) it carried out 31 sorties, including 24 Army reconnaissance and Ground Support (CAS), as well as 4 intelligence reports by Atlantic 2 or Rafale patrol. Two strikes were carried out in the Hassaka region of Syria and the Al Qaim region of Iraq. They destroyed ISIL storage sites and weapons caches.

Au sud de la ville, la manœuvre de tenaille amorcée, qui permettra de joindre les fronts est et ouest, demeure freinée par la résistance de Daech. Les combattants du groupe terroriste utilisent les réseaux de tunnels et les véhicules suicide chargés d’explosifs pour conduire des actions de harcèlement, et piègent systématiquement le terrain cédé. En Irak, Les forces de sécurité irakiennes poursuivent le nettoyage et la dépollution de la ville de Mossoul. Dans le reste du territoire, alors que Daech tente de poursuivre ses actions de harcèlement, les opérations de sécurisation mobilisent largement les forces irakiennes. Dans la vallée de l’Anbar et dans la région d’Hawijah, les opérations ont permis de déceler et de détruire des caches de munitions et de nombreux engins explosifs improvisés. Cette semaine, sur le théâtre, les aéronefs ont réalisé 31 sorties aériennes dont 24 de reconnaissance armée et d’appui au sol (CAS), ainsi que 4 sorties de recueil de renseignement par Atlantique 2 ou patrouille de Rafale. Deux frappes ont été conduites dans la région de Hassaka en Syrie et dans la région d’Al Qaim. Elles ont permis de détruire des sites de stockage et des caches d’armes. La Task Force (TF) Wagram a mené de son côté 6 missions de tir de harcèlement en appui de la 15e division à l’ouest de Mossoul vers Tal Afar, pour prévenir les infiltrations ennemies sur les positions irakiennes. Le bilan global de l’activité aérienne depuis le 19 septembre 2014 s’élève à 1 322 frappes, 2095 objectifs détruits et 6919 sorties.

Airwars assessment

Local sources reported that 14 people were killed and 35 injured after alleged US-led Coalition airstrikes on the city of Raqqa. Two children and two women were reportedly amongst those killed.

In a report by the Syrian Observatory for Human Rights it was said that the civilians were killed whilst “clashes took place between the Syria Democratic Forces supported by US Special Forces” and “members of the Islamic State organisation”.

According to the report the SDF was attempting to achieve “advancement” in the center of Al-Raqqa city and after the incident took place ISIS control of the area was reduced to about 45% of the city.

Sound and Picture reported that significant material destruction to the city had left the wounded in a highly vulnerable position. It stated that “they are in danger of dying for lack of medical personnel and the destruction of large parts of the only remaining hospital” in Raqqa city.

Airwars assessment

Two children were killed and up to 40 other civilians injured (mostly women and children) in airstrikes on the city of al Mayadeen, Deir Ezzor, local media reported. The offensive struck the Fatima Al-Zahraa Women’s Hospital. It is not wholly clear at present who was responsible.

Jisirtv news cited an A’amaq’s agency report which blamed Moscow, and refered to the use of cluster bombs in the alleged strikes. In the same report they described the location of the alleged strikes to have been the ‘vicinity of the National Hospital and the Center for the revival of the countryside’. Activists in a Syriahr news also alleged that ‘warplanes, likely to be Russian’ were responsible for the incident.

A Tweet by @HadiAlabdallah held the US led Coalition responsible for the attacks, however at present all other sources point toward Russia, and ‘warplanes’ or ‘cluster bombs’ to have been involved.

Airwars assessment

In the Amnesty and Airwars’s joint April 2019 report “War in Raqqa: Rhetoric versus Reality”, one civilian was reportedly killed in alleged Coalition airstrikes in Raqqa. Although Airwars assesses single sourced incidents as “weak”, researchers have assessed this incident “fair” due to the depth of material provided by Amnesty.

The report stated that “Kheder Ibrahim Khalaf was killed in an artillery strike on the house where he was sheltering.”

He was reportedly killed near the Safa Mosque, however no precise location has been confirmed.

Yahia, brother of the victim and survivor of the strike told Amnesty in a testimony that “His six-year-old daughter, Manar, had been injured by a mine about one month earlier when they were trying to leave the city. He left five children, the youngest was born after he died.”

The incident occured at 15:45:00 local time.
