According to Reuters, a coalition airstrike which killed 17 Islamic State militants also caused the deaths of 9 non-combatants: “The hospital source in al-Qaim, a town on the Euphrates River, said nine civilians were killed and 29 militants were wounded in the strike by the U.S.-led coalition which is bombing Islamic State targets in Iraq and Syria. Some of the wounded were taken across the border to Syria for treatment.”

In what may be the same or a separate incident, Reuters also reported that Islamic State radio had claimed that three people were killed and women and children were injured, in a strike near al-Qaim.

Al Arabiya confirmed a heavy airstrike on al Qaim, though made no mention of civilian casualties: “The raids, which were carried out following detailed intelligence, targeted five locations for Daesh, and the extremists fired extensively their anti aircraft weapons. The raids resulted in the deaths of dozens of members and leaders of the organization, including senior leaders, namely: Abu Muslim al-Turkmeni, Abu Muslim Al Shishani (Chechen), and Abu Ubaidah al-Azzawi and Thamer Mohammed.”

Internally CENTCOM dismissed the claims of civilian deaths, noting that “reflections were that a major ISIL leader was killed in the strike.”

However military intelligence sources also appeared to have confused the source of civilian casualty allegations (hospital personnel) with the location of the strike itself: “The target was clearly identified as an insurgent meeting house/ staging house, and was not a hospital,” J2 personnel insisted.

Airwars assessment

According to Al Jazeera and others, a Coalition strike on the al Nusra Front at al Tawama destroyed a number of civilian buildings, killing as many as seven inhabitants. Fifteen alleged militants – most described as ‘Turks’ – also died in the attack which reportedly struck two separate locations in the village. According to Sana Revolution, an additional four civilians also died at the second location.

However SN4HR reported only one civilian fatality, that of a 9-year old girl who was the niece of al-Nusra commander Bader al Dakas who later described her death: “My niece and my sister were staying with me in the house. Most of the time we’re not in the house, we’re on the battlefield so this is considered a civilian house. She was hit by shrapnel and was killed yesterday around six in the evening. She was on the roof when it happened and she was martyred. She was 9 years old.”

According to al Watan “Witnesses from the village reported that a plane believed to be an F-16, flew over head for more than a quarter of an hour, before carrying out two consecutive raids on Al-Nusra Front’s base.”

On May 22, 2015, only two days after the alleged incident, a Coalition spokesperson confirmed to Airwars that it had “conducted airstrikes against terrorist compounds near the village of Al Tawama, Syria, May 20.” However, they declined to say whether any specific investigation into alleged civilian casualties was underway. On May 24, 2016 the Coalition again confirmed the Tawama strike in a public statement and added, “there were no observed women, children or non-combatants in the compounds at the time“. To date, Airwars has seen no record of an investigation either by the Coalition or CENTCOM. We remain unclear as to why.

The incident occured at approximately 6:00 pm local time.

Reports of the incident mention the village of Tawama (التوامة), of which the coordinates of its midpoint are: 36.19327, 36.80928. Satellite imagery from April 2016, taken 10 months after the incident, shows visible structural damage in the area, in comparison to satellite imagery taken prior to the incident. In addition, using Google Earth Terrain ground view, Airwars was able to geolocate images provided by media, further verifying the location of the incident.

Airwars assessment

There were claims that a Coalition strike at ar Rutbah destroyed a family home in the Askari neighbourhood owned by Yaseen Al-Hiti and Jamal Raheem Uda Al-Kubeisi – who were both reported killed along with Mr al-Hiti’s wife Zia and one or two of their children – one a daughter also named Zia.

A further 8 to 10 civilians were reported injured in the event.

Iraqi Revolution also published several photographs of the aftermath of the event, including survivors receiving medical treatment.

In its monthly civilian casualty assessment for October 2019 – published on December 5th of that year – the US-led Coalition assessed this event to be ‘non credible’, noting: “August 6, 2015, in Ar Rutbah, Iraq, via Airwars report. After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties. 2788/CI090 37SFS199561”.

The Coalition also provided coordinates showing the area it had assessed, accurate to within 100 metres.

The United Nations Assistance Mission in Iraq reported that seven people died when a minbus was struck in an airstrike near Mosul.

According to UNAMI, “At 10h30 a.m. on 20 October, seven civilians were killed – including three women and two children – and one was seriously wounded when the minibus in which they were travelling was hit by an airstrike. The victims were all members of one family and were travelling from al-Qawsiyat village in Wana sub-district, Tal Kaif district, to Mosul.“

Local media reported the incident at the time as taking place on October 19th. Most blamed the deaths on the Coalition.

Amid heavy airstrikes on the city of Fallujah, at least four children were among up to eight people reported killed when a home was struck in an alleged Coalition attack.

According to Al Fallujah News, those killed were a father, mother and their six children. News Fallujah Now, citing “medical sources at Fallujah General Hospital” instead said that six civilians had died (four children and 2 women) wth a further nine injured.
