Update from UK MoD for Thursday 5 April:

‘Thursday 5 April – Typhoons attacked two groups of terrorists and their vehicle in the western deserts of Iraq…On the night of Wednesday 5 April, two Royal Air Force Typhoon FGR4s, based at Akrotiri and supported by a Voyager air refuelling tanker, were dispatched to the western deserts of Iraq, some 40 miles south-east of Ar Rutbah, where a surveillance aircraft was tracking a group of terrorists. An initial strike by the Tornados, armed with Paveway IV guided bombs, saw one aircraft attack several of the extremists, whilst the second aircraft destroyed their truck, parked some distance away. Within the hour, further members of the group had been successfully identified nearby, and were struck by a third Paveway IV.’

‘CHAMMAL

Update from UK MoD for Monday 23 April:

‘Monday 23 April – Tornados eliminated a Daesh group on a hillside in north-west Iraq…A further attempt by Daesh to resume operations in Iraq was frustrated by two Tornado GR4s on Monday 23 April. Iraqi security forces had identified a group of terrorists at large in the north-west of the country. The Tornados, conducting an armed reconnaissance patrol over Syria, were duly retasked to deal with them. The terrorists were camped on a ridgeline some ten miles south-east of Tal Afar, and their location was accurately struck by two Paveway IVs. Immediately following the attack, a number of extremists were spotted attempting to disperse over the hillside, but they were successfully eliminated by further attacks with two Brimstone missiles and a third Paveway.’

From French MoD on April 27th:

[France reports that it passed the milestone of 8000 sorties on Monday, April 23, 2018.]

From CJTFOIR on April 26th:

‘Coalition monthly civilian casualty report

The Coalition force representing 75 nations and international organizations continues to partner and complement the Iraqi forces and Syrian Democratic Forces to defeat Daesh in the region. Daesh still retains the ability to carry out lethal attacks and poses a potent threat to civilians and to the stability of the region.

In the past month our partners in Iraq and Syria with the support of the Coalition conducted multiple missions to disrupt Daesh terrorists and their activities. On a daily basis our partners demonstrate their resolve to restore stability and security, not only for their land, but for international homelands.

Iraqi Security Forces continued to show their ability to secure their people, country and borders ensuring their liberated land remains free from Daesh tyranny.

Syrian Democratic Forces continue to fight and destroy lingering Daesh terrorists in the Middle Euphrates River Valley. The SDF continued to deny Daesh a safe haven and made strides in protecting the people of Syria by detaining terrorists attempting to flee the region.

The Coalition continues to support operations and training conducted by ISF and SDF as they have worked tirelessly to liberate 7.7 million people and more than 98 percent of land previously controlled by Daesh. These ongoing operations demonstrate the hard work that remains to ensure the lasting defeat of the terrorist, criminal organization.

In the month of March, CJTF-OIR carried over 524 open reports of possible civilian casualties from previous months and received one new report resulting from Coalition strikes (artillery or air) in support of partner force operations to defeat Daesh in Iraq and Syria.

During this period, the Coalition completed the assessment of 49: 46 were assessed to be non-credible, none were assessed to be duplicates of previous reports, and three were assessed to be credible, resulting in 28 unintentional civilian deaths. To date, based on information available, CJTF-OIR assesses at least 883 civilians have been unintentionally killed by Coalition strikes since the start of Operation Inherent Resolve. A total of 476 reports are still open.

The Coalition conducted a total of 29,254 strikes between August 2014 and end of March 2018. During this period, the total number of reports of possible civilian casualties was 2,135. The total number of credible reports of civilian casualties during this time period was 227.

After a thorough review of the facts and circumstances of each civilian casualty report, CJTF-OIR assessed the following 46 reports as non-credible: at this time there is insufficient information to assess that, more likely than not, a Coalition strike resulted in civilian casualties.

A finding of non-credible in many cases indicates a lack of evidence. “Non-credible” is not intended to deny the possibility that a CIVCAS incident occurred, nor is it intended as a comment on the credibility on the source of the allegation.

Although the Coalition takes extraordinary efforts to strike military targets in a manner that minimizes the risk of civilian casualties, in some incidents casualties are unavoidable. Three reports were assessed to be credible resulting in the unintentional death of 28 civilians.

A credible assessment means it is more likely than not a Coalition strike resulted in a civilian casualty.

In each of the incidents below, the investigation assessed that although all feasible precautions were taken and the decision to strike complied with the law of armed conflict, unintended civilian casualties unfortunately occurred.

1. April 27, 2017, near Rumaila neighborhood, Raqqah, Syria, via Airwars report. During a Coalition strike on an ISIS headquarters building 11 civilians were unintentionally killed.

Combined Joint Forces Land Component Command Deactivation Ceremony

SOUTHWEST ASIA – The Combined Joint Forces Land Component Command (CJFLCC) Headquarters was deactivated today at a ceremony in Baghdad, signifying the end of major combat operations against ISIS in Iraq and acknowledging the changing composition and responsibilities of the Coalition.

CJFLCC was responsible for Coalition land force operations in support of the Iraqi Security Force (ISF) during the campaign to defeat ISIS in Iraq and liberate more than 4.5 million Iraqis subject to ISIS’s brutal control.

Iraqi Security Force and Coalition leaders attended the ceremony that formally transferred CJFLCC’s command authorities to the Combined Joint Task Force – Operation Inherent Resolve and featured a traditional ‘Casing of the Colors’.

“Casing the CJFLCC Colors is a symbolic gesture, honoring the perseverance and sacrifice of our Coalition partners. Thanks to our partnered success, we are able to continue our support to the Government of Iraq under the unified command of CJTF-OIR,” said Maj. Gen. Walter Piatt, former commanding general CJFLCC.

Iraqi Security Force Spokesman, Brig. Gen. Yahya Rasool Abdullah said the CJFLCC has been an integral part of the ISF success against ISIS.

“The commitment and professionalism of all the men and women from all the Coalition nations has been of the highest order, and Iraq is immensely grateful for their sacrifice and dedication in this task,” Yahya said.

We look forward to taking the partnership forward with the Combined Joint Task Force, and a friendship that will endure for years to come.”

CJFLCC’s train, advise, assist and equip missions in support of the ISF have now been consolidated under a single headquarters, reflecting the Coalition’s commitment to eliminate unnecessary command structures as the nature of its support to the ISF evolves from supporting and enabling combat operations to the training and development of self-sufficient Iraqi security-related capabilities.’
