According to the Shargh Media Group, Neda Rafiei Parsa, a university professor and one of the managers of Tavanir Company, was at her workplace on 2nd Tir when she was killed by the blast wave. She was about 42 years old and had completed her bachelor’s and doctorate degrees in GIS engineering and statistics at Amirkabir University. Her colleagues at Tavanir Company tell Shargh about the day of the explosion. One of them is Masoud Ghasemi, a member of the board of directors and deputy director of research and human resources at Tavanir Company. She tells Shargh: “Neda Rafiei Parsa is from the sixties who entered this industry with the elite quota and was very committed to her work and expertise. This same commitment to work had led her to voluntarily attend work that day, despite the announcement that only 30 percent of the employees of the executive agencies in Tehran were active.” He continues: “On Saturday and Sunday of last week, i.e. 31 Khordad and 1st Tir, it was preferable for fewer colleagues at Tavanir Company to be physically present. On 2nd Tir, which was a Monday, we thought the atmosphere would be calmer, so 30 percent of our colleagues who had a more strategic and decisive role showed up at the office.”

11:15 AM; The moment of the explosion
He says: “Based on the experience of the previous days, when the Zionist regime began attacking mostly in the afternoon, on Monday morning we were moving computers and necessary equipment for our colleagues, because the Shahid Ghasemi Tavanir building had been damaged, and Ms. Rafiei Parsa had voluntarily come to the company to help with this move and make information and files available to other remote colleagues.

Ghasemi says that his colleague was in the damaged Tavanir building to retrieve the files used and provide access to the information for about 10 or 15 minutes, and that was when the explosion occurred: "With the sound of the first explosion, we rushed all the colleagues present in the building to the outside area. While we were lying on the ground next to the adjacent walls, one of the colleagues shouted that Ms. Parsa was inside the building. At that moment, I hurriedly went to the building. No matter how much I called her, I didn't hear a response. Since she wasn't in her room, I thought to myself that she might have been thrown by the blast wave. I went after her and found that she was lying on the floor in one of the rooms and bleeding profusely. There had been a direct hit and a heavy attack. A short while later, the emergency services arrived, but to no avail."

The board member and deputy head of research and human resources at Tavanir Company likens the non-stop activity of his colleagues in the electricity industry to the eight-year Iran-Iraq war: “Everyone was working non-stop. The colleagues in the operator department and those present in the sensitive parts of the electricity transmission had considered alternative plans for every scenario in crises so that the electricity network would not be disrupted for a moment.”

She was an excellent student
Amireh Nikkhah, general manager of the Cyberspace Security Monitoring Office at Tavanir Company, also told Shargh about her colleague: “In addition to being a colleague, Neda Rafiei Parsa is also related to me by family. I know her well. What is common among all of Neda’s colleagues is her commitment to work, diligence, and high intelligence. Because of this intelligence and hard work, Rafiei Parsa was able to reach the Ministry of Energy through the elite recruitment process in 2008 and then to manage the statistics group at Tavanir Company.”

Nikkhah describes Neda’s personality with a grudge that he tries to control: “She was the only daughter in the family and had been married for three years. She was not the type of person who would give up work for the sake of her home and personal life, and sometimes she would stay at her workplace until 11 at night to finish her work. Neda had portrayed the concern for development and progress in work well.”

He tells the details of how Rafiei Parsa was hired by the Ministry of Energy and Tavanir: “She was an excellent student and with this support, she continued to study for a doctorate at Amir Kabir University. When he came to the Ministry of Energy in 2008, she first worked in the Planning Office of the Deputy Minister of Electricity and Energy of the Ministry of Energy. She specialized in macro statistics and planning. At the Tavanir Information Technology Office, we were looking for someone who was an expert in descriptive spatial data analysis and related planning. Accordingly, she was selected as the head of the Amaro GIS group, and now we can say that all the detailed and large-scale statistics in the electricity industry published by Tavanir are due to the tireless efforts of Neda Rafiei Parsa.”

Nikkhah says about the day of the explosion: “On the day of the explosion, she came to the company at around 9:30, and we talked about the bombings of the 1360s and the eight-year war. Neda said that if something happened, martyrdom would be better than being a soldier. It was as if she had made her choice. That morning, before 11:15 when this happened, many colleagues had come to the company to take the information and files they needed to follow up on work at home, and an hour before the explosion, most of them had left the company. However, Neda did not go and was busy doing work behind the system of one of her experts. At the moment of the explosion, shrapnel from the explosion passed through the wall of the room where Neda was present and directly targeted her.”

به گزارش گروه رسانه‌ای شرق، ندا رفیعی پارسا، استاد دانشگاه و یکی از مدیران شرکت توانیر دوم تیرماه در محل کارش بود که در اثر موج انفجار جان باخت. او حدود ۴۲ سال سن داشت و مقاطع تحصیلی از لیسانس تا دکترا را در رشته مهندسی GIS و آمار در دانشگاه امیرکبیر گذرانده بود. همکارانش در شرکت توانیر، برای «شرق» از روز انفجار می‌گویند. یکی از آنها مسعود قاسمی، عضو هیات مدیره و معاون تحقیقات و منابع انسانی شرکت توانیر است. او به «شرق» می‌گوید: «ندا رفیعی‌پارسا از دهه شصتی‌هایی است که با سهمیه نخبگان وارد این صنعت شد و به کار و تخصصش تعهد زیادی داشت. همین تعهد کاری موجب شده بود تا آن روز با وجود اعلام فعالیت فقط 30 درصد از کارکنان دستگاه‌های اجرایی در تهران، به صورت داوطلبانه در محل کار حاضر شود».
او ادامه می‌دهد: «در روزهای شنبه و یکشنبه هفته گذشته یعنی ۳۱ خرداد و یک تیرماه ترجیح بر این بود که تعداد کمتری از همکاران در شرکت توانیر حضور فیزیکی داشته باشند. دوم تیرماه که روز دوشنبه بود تصور کردیم فضا آرام‌تر باشد، به همین دلیل ۳۰ درصد از همکارانی که نقش راهبردی و تعیین کننده‌تری داشتند، در اداره حاضر شدند».

ساعت 11:15؛ لحظه انفجار
او می‌گوید: «بر اساس تجربه روزهای قبل که رژیم صهیونیستی بیشتر در ساعات بعدازظهر به بعد شروع به حمله می‌کرد، صبح دوشنبه در حال جابه‌جایی کامپیوتر و تجهیزات لازم برای همکاران بودیم، چرا که ساختمان شهید قاسمی توانیر دچار آسیب شده بود و خانم رفیعی پارسا به صورت داوطلبانه برای کمک به این جابه‌جایی و در دسترس قرار دادن اطلاعات و فایل‌های دیگر همکاران دورکار به شرکت آمده بود.

قاسمی می‌گوید که حضور همکارش در ساختمان آسیب دیده توانیر برای برداشتن فایل‌های مورد استفاده و ایجاد دسترسی اطلاعات حدود ۱۰ یا ۱۵ دقیقه بوده است و در همان دقایق انفجار رخ داد: «با صدای اولین انفجار، سراسیمه همه همکاران حاضر در ساختمان را به سمت محوطه بیرونی منتقل کردیم، در حالی که کنار دیوارهای همجوار روی زمین دراز کشیده بودیم، یکی از همکاران فریاد زد که خانم پارسا داخل ساختمان است. من در آن لحظه با عجله به سمت ساختمان رفتم، هر چه صدایش کردم پاسخی نشنیدم. چون در اتاقش نبود با خود گفتم شاید با موج انفجار پرتاب شده است. به دنبال او رفتم که متوجه شدم در یکی از اتاق‌ها، روی زمین افتاده و خون زیادی از او رفته است. اصابت مستقیم و حمله سنگینی رخ داده بود. کمی بعد اورژانس آمد اما فایده‌ای نداشت».

عضو هیات مدیره و معاون تحقیقات و منابع انسانی شرکت توانیر فعالیت بی‌وقفه همکارانش در صنعت برق را به دوران جنگ هشت ساله ایران و عراق تشبیه می‌کند: «همه بی‌وقفه پای کار بودند، همکاران بخش اپراتور و حاضر در بخش‌های حساس انتقال برق برای هر سناریو در بحران‌ها، برنامه‌های جایگزین در نظر گرفته بودند تا شبکه برق لحظه‌ای مختل نشود».

شاگرد ممتاز بود
امیره نیکخواه، مدیرکل دفتر نظارت بر امنیت فضای مجازی شرکت توانیر، هم درباره همکارش به شرق می‌گوید: «ندا رفیعی پارسا علاوه بر همکار، با من نسبت فامیلی هم دارد. به خوبی او را می‌شناسم. چیزی که در بین همه همکاران ندا می‌چرخد، تعهد به کار، کوشا بودن و هوش بالای اوست. رفیعی‌پارسا به دلیل همین ذکاوت و پرتلاش بودنش توانسته در سال ۱۳۸۷ از مسیر جذب نخبگان به وزارت نیرو و بعد به مدیریت گروه آمار شرکت توانیر برسد».

نیکخواه با بغضی که سعی در کنترلش دارد، شخصیت ندا را توصیف می کند: «او تک‌دختر خانواده بود و سه سال از ازدواجش می‌گذشت. از آن دسته افرادی نبود که به بهانه خانه و زندگی شخصی، دست از کار بیشتر بکشد و گاهی تا ۱۱ شب در محل کارش می‌ماند تا کارهایش تمام شود. ندا دغدغه توسعه و پیشرفت در کار را به خوبی به تصویر کشیده بود».

او از جزئیات نحوه استخدام رفیعی پارسا در وزارت نیرو و توانیر می‌گوید: «شاگرد ممتاز بود و با همین پشتوانه تا مقطع دکترا در دانشگاه امیرکبیر ادامه داد و در سال ۱۳۸۷ که به وزارت نیرو آمد، ابتدا در دفتر برنامه ریزی معاونت برق و انرژی وزارت نیرو مشغول شد. او در حوزه آمارهای کلان و برنامه‌ریزی تخصص داشت. در دفتر فناوری اطلاعات توانیر به‌دنبال چنین فردی بودیم که در تحلیل داده‌های مکانی توصیفی و برنامه‌ریزی‌های مربوطه متخصص باشد. بر همین اساس به‌عنوان رئیس گروه آمارو GIS انتخاب شد و حالا می‌توان گفت که همه آمارهای تفصیلی و کلان در صنعت برق که توانیر منتشر کرده است، مرهون تلاش‌های بی‌وقفه ندا رفیعی پارساست».

نیکخواه از روز انفجار می‌گوید: «روز انفجار حدود ساعت ۹:۳۰ به شرکت آمد، با هم از بمباران‌های دهه شصت و جنگ هشت ساله گفتیم. ندا گفت اگر بنا به رخ دادن اتفاقی است، شهادت از جانبازی بهتر است. انگار انتخابش را کرده بود. صبح آن روز، تا قبل از ساعت ۱۱:۱۵ که این اتفاق افتاد، خیلی از همکاران به شرکت آمده بودند تا اطلاعات و فایل‌های مورد نیازشان را برای پیگیری کارها در خانه بردارند و یک ساعت قبل از انفجار بیشتر آن‌ها از شرکت خارج شده بودند. ندا اما نرفت و مشغول انجام کار‌ها پشت سیستم یکی از کارشناسان مجموعه‌اش بود. لحظه انفجار، ترکش‌های ناشی از انفجار از دیوار اتاقی که ندا در آن حضور داشت رد شد و مستقیما او را هدف قرار داد».
