Infoplus... A bullet fired from the US Embassy toward a nearby house struck a woman while she was praying. The bullet shattered, tearing her internal organs and requiring her admission to intensive care. This incident has brought the issue of the US Embassy and its transformation into a military barracks back into the spotlight, prompting numerous political and security entities to call for an end to its ongoing violations.

According to a security source, a woman was wounded on Friday by sniper fire from the US Embassy in the Green Zone in central Baghdad. She underwent emergency surgery at a hospital in the capital.

Former MP Abdul Amir al-Ghazali revealed details of his wife's injury from US Embassy gunfire while she was praying in her home. He indicated that initial investigations confirmed the bullet came from a window overlooking the embassy.

Al-Ghazali said, "On Friday at 7:30 PM, I was with my family at my home in the Al-Qadisiyah complex in the Green Zone. My wife was praying when we heard a very loud noise. Immediately afterward, my wife was struck by a bullet that entered through the window."

He added, "We then took my wife to Ibn Sina Hospital." He explained that "the bullet wound is documented with photos and videos," noting that "the initial investigation into the incident confirmed that the bullet entered through the window overlooking the American embassy."

He continued, "The bullet that pierced my wife's intestines was a dumdum bullet, which is internationally prohibited." He emphasized that "the American embassy is lying when it claims the bullet was unintentional, and there is coordination with the relevant Iraqi authorities to follow up on this crime."

He stated, "We have confidence in the Iraqi authorities regarding the protection of citizens' lives, especially since the American embassy is a source of concern for the nearby residential complex because it has become a military camp, not a diplomatic mission."

The US Embassy acknowledged the incident, with a spokesperson stating, "We received a report from Iraqi authorities regarding a shooting near the US Embassy in Baghdad on the evening of July 26."

The spokesperson added, "Our investigation revealed that there was an unintentional shooting by an individual within the embassy compound. This was a regrettable incident." The spokesperson emphasized, "We take this matter very seriously and are continuing our investigation."

The spokesperson continued, "We are deeply concerned by the report of an Iraqi citizen being injured and wish her a speedy recovery." The spokesperson added, "We have informed the Iraqi authorities and will continue to coordinate closely with them."

Following the incident, Karim Aliwi al-Muhammadawi, head of the parliamentary Security and Defense Committee, announced the formation of a joint committee to investigate the shooting of an Iraqi woman in the Green Zone by the US Embassy.

In a statement, al-Muhammadawi said, "The US Embassy is clearly violating human rights after an Iraqi woman was shot while praying."

He emphasized that "this is a very serious matter and constitutes a violation of citizens' rights," noting that "the Parliamentary Defense Committee will take action to stop such violations by forming an investigative committee into this breach of Iraq's sovereignty and the safety of its citizens."

In response, the Badr Bloc in the Iraqi Parliament submitted a request on Sunday to the legislative and executive authorities after a woman was wounded by gunfire from the US Embassy in central Baghdad.

A statement from the bloc said, "While the Badr Bloc condemns the actions of a member of the US Embassy staff in Baghdad who fired shots at a peaceful citizen residing in the residential complex opposite the embassy, resulting in a serious injury to an Iraqi woman's intestines, we also condemn this illegal act, which demonstrates the transformation of the US Embassy grounds into a military base and the use of weapons that terrorize citizens, in violation of the 1961 Vienna Convention on Diplomatic Relations."

The bloc asserted that "this action is unacceptable on both political and diplomatic levels, as pointing firearms at safe residential areas and endangering the lives of their inhabitants violates Iraqi sovereignty as stipulated in Articles (1), (50), and (109) of the Constitution, and also violates the Iraqi citizen's right to life and security as enshrined in Article (15) of the Constitution."

The statement added, "Based on national and humanitarian considerations, we call upon the legislative and executive authorities to fulfill their duties as defined in the Constitution and applicable laws to guarantee full national sovereignty, end all manifestations of the American military presence in Iraq, and provide assurances to citizens that such incidents will not be repeated. We also call upon the Commander-in-Chief of the Iraqi Armed Forces and the Council of Representatives to form an investigative committee to examine the circumstances of this blatant violation of Iraqi sovereignty and the rights of its citizens." The bloc announced, “It stands in solidarity with the citizen victim who was injured by the fire of the American forces regarding filing a criminal complaint against the perpetrator and bringing him to trial before the Iraqi courts, as well as providing legal support regarding filing a civil lawsuit against the perpetrator before the courts of first instance in order to demand from him, along with the American embassy, compensation for the material and moral damages that befell the injured citizen. May God protect Iraq and its people.”

رصاصة أطلقتها السفارة الأمريكية تجاه أحد المنازل المحيطة بها، أصابت امرأة أثناء تأديتها الصلاة وتشظت لتمزق أحشاءها وتتسبب بإدخالها العناية المركزة، الأمر الذي أعاد ملف السفارة الأمريكية وتحولها لثكنة عسكرية إلى الواجهة كما حرّك العديد من الجهات السياسية والأمنية لوضع حد لخروقاتها المستمرة.

وبحسب مصدر أمني، فإن امرأة أُصيبت، الجمعة، برصاص قناص من السفارة الأمريكية ب‍‍المنطقة الخضراء وسط بغداد، وخضعت لعملية جراحية مستعجلة في إحدى مستشفيات العاصمة.
وكشف النائب السابق، عبد الأمير الغزالي، عن تفاصيل إصابة زوجته بنيران السفارة الامريكية أثناء تأديتها الصلاة في منزلها، فيما أشار الى أن التحقيقات الأولية أكدت أن الرصاصة جاءت من النافذة المطلّة على السفارة.
وقال الغزالي، إنه "يوم الجمعة في تمام الساعة السابعة والنصف مساءً كنت مع عائلتي في داري الواقع بمجمع القادسية ب‍‍المنطقة الخضراء، وكانت زوجتي تؤدي الصلاة، وسمعنا صوتا قويا جداً وبعدها مباشرة أُصيبت زوجتي بطلق ناري دخل عن طريق النافذة".
وأضاف: "قمنا بنقل زوجتي بعد ذلك إلى مستشفى ابن سيناء"، مبينا أن "ثقب الإطلاقة موثق بالصور والفيديو"، مشيراً إلى أن "التحقيقات الأولية بالحادث أكدت أن الرصاصة دخلت من النافذة المطلّة على السفارة الامريكية".

وتابع: "الرصاصة التي اخترقت أمعاء زوجتي كانت من نوع (دمدم) وهي محرمة دولياً"، مؤكدا أن "السفارة الاميركية تكذب بادعائها أن الرصاصة غير مقصودة وهناك تنسيق مع الجهات العراقية المعنية لمتابعة هذه الجريمة".

وبين: "لدينا ثقة بالجهات العراقية فيما يخص حماية أرواح المواطنين خصوصا وأن السفارة الاميركية مصدر قلق للمجمع السكني القريب منها لأنها باتت معسكرا وليست بعثة دبلوماسية".

إلى ذلك، أقرّت السفارة الأمريكية بالحادثة، وقال المتحدث باسمها: "تلقينا تقريراً من السلطات العراقية بشأن إصابة نتيجة لطلق ناري بالقرب من سفارة الولايات المتحدة في بغداد في مساء 26 تموز/يوليو". 
وأضاف، "كشف تحقيقنا أن هناك إطلاق نار غير مقصود من قبل شخص داخل مجمع السفارة، وكان هذا حادثًا مؤسفًا"، مشدداً بالقول "نحن نأخذ هذا الأمر بكل جدية ونواصل التحقيق".
وتابع المتحدث، "نحن قلقون بشدة بتقرير إصابة مواطنة عراقية ونتمنى لها الشفاء العاجل"، مضيفا "لقد أبلغنا السلطات العراقية وسوف نواصل التنسيق الوثيق معهم".

وبعد الحادثة، كشف رئيس لجنة الامن والدفاع البرلمانية، كريم عليوي المحمداوي، عن تشكيل لجنة مشتركة للوقوف على إصابة مواطنة عراقية في المنطقة الخضراء بنيران السفارة الامريكية.

وقال المحمداوي في بيان ورد، إن "السفارة الامريكية تنتهك حقوق الانسان وبشكل واضح بعد تعرض إحدى النساء العراقيات إلى إطلاق نار وهي في محراب الصلاة".

وأكد، إن "هذا أمر خطير جدا ويعتبر انتهاك لحقوق المواطن"، مشيرا الى أن "لجنة الدفاع النيابية سيكون لها تحرك لإيقاف هكذا انتهاكات من خلال تشكيل لجنة تحقيقية في هذا الخرق لسيادة العراق وسلامة مواطنية".

وتعقيباً على ذلك، وجهت كتلة بدر في مجلس النواب العراقي، الأحد، طلباً إلى السلطتين التشريعية والتنفيذية بعد إصابة امرأة بنيران السفارة الامريكية وسط بغداد.
وذكر بيان للكتلة، إنه "في الوقت الذي تستنكر فيه كتلة بدر النيابية قيام أحد العسكريين العاملين في السفارة الامريكية في بغداد بإطلاق العيارات النارية تجاه أحد المواطنين الآمنين الساكنين في المجمع السكني المقابل للسفارة، والذي تمخض عنه إصابة امرأة عراقية إصابة بليغة في أمعائها، فإننا بالمقابل ندين هذا التصرف غير القانوني الذي يدلل على تحويل أرض السفارة الامريكية الى قاعدة عسكرية واستخدام الأسلحة التي تُرهب المواطنين بصورة مخالفة لاتفاقية فيينا للعلاقات الدبلوماسية لسنة 1961".

ورأت الكتلة، أن "هذا التصرف غير مقبول على المستويين السياسي والدبلوماسي، حيث إن توجيه الأسلحة النارية تجاه المجمعات السكنية الآمنة وتعريض حياة ساكنيها للخطر ينتهك السيادة العراقية المنصوص عليها في المواد (1) و (50) و (109) من الدستور، كما ينتهك حق العراقي في الحياة والأمن وفق المادة (15) من الدستور".

وأضاف البيان، إنه "انطلاقاً من الاعتبارات الوطنية والإنسانية فإننا ندعو السلطتين التشريعية والتنفيذية إلى القيام بواجباتها المحددة في الدستور والقوانين النافذة لغرض كفالة السيادة الوطنية الكاملة، وإنهاء جميع مظاهر الوجود العسكري الأمريكي في العراق، وتوفير الضمانات للمواطنين بعدم تكرارها. كما ندعو القائد العام للقوات المسلحة العراقية ومجلس النواب الى تشكيل لجنة تحقيقية تتولى التحقيق في حيثيات هذا الانتهاك السافر للسيادة العراقية ولحقوق المواطن".
وأعلنت الكتلة، "وقوفها وتضامنها مع المواطنة الضحية التي أُصيبت بنيران القوات الامريكية بشأن تحريك الشكوى الجزائية ضد الجاني وإجراء محاكمته أمام المحاكم العراقية، فضلاً عن تقديم الدعم القانوني بشأن إقامة الدعوى المدنية ضد الجاني أمام محاكم البداءة لغرض مطالبته مع السفارة الامريكية بالتعويض عن الأضرار المادية والمعنوية التي لحقت المواطنة المصابة حفظ الله العراق وشعبه".
